2 ABSTRACT - VERSION ABREGEE A bstract In competitive electricity markets, consumers and suppliers are exposed to price risk due to the uncertainty on the market price of electric energy. The uncertainties on the prices of fuels contribute to the price risk as well. Market-players are also exposed to quantity risk due to the variability of the demand of electric energy and the variability of resources as well as consumers switching. Moreover, there are other risks such as credit risk. The selection of an adequate portfolio of contracts enables a market-player to adjust his exposure to risk. This must be integrated in the choice of a strategy together with scheduling and planning of facilities such as power plants. The variability is usually modelled through stochastic processes, but they are not appropriate for variables such as the market price of electric energy. Approaches using scenarios seem to better suit, but the assignment of probabilities is still arguable since the evidence is dispersed and does not necessarily focus on single scenarios, that is ambiguity is involved. Moreover, some variables such as the price of oil are by nature not random. In this probabilistic framework, a current measure of risk is the variance of the profit, but it is not a good indicator of risk because of its symmetry. Other measures of risk such as the probability of losses or the value-atrisk may better suit, but the multidimensional aspect of risk is still missing. In this context, optimisation is often used for portfolio selection, for instance the maximisation of a utility function. The problem is that the objective function may be very difficult to capture and, because of the vagueness as well as the nuances of the decision-maker's preferences, optimisation is not appropriate. Thereby, we propose a four steps methodology to help a market-player to appraise portfolios of contracts under uncertainty that addresses the multidimensional aspect of risk, the vagueness and the nuances of the decision-maker's preferences and the different kinds of uncertainties. Beforehand, this requires the modelling of the uncertainties, the modelling of the contracts and the modelling of the marketplayer's preferences. The four steps proposed are strategy construction, strategy evaluation to estimate the attributes, strategy assessment to estimate the criteria and strategy ranking. A scenario is a coherent combination of hypotheses about the evolution of the exogenous variables. A distinction is made between the different kinds of uncertainties: ambiguity on scenarios is modelled through fuzzy measures, vagueness and imprecision on variables are modelled through fuzzy numbers and the randomness on variables is modelled through random variables. The contracts are characterised by the energy price, the quantity of electric energy, the delivery time, the delivery place, the time of purchase/sale, the interruptibility and the fixed cost or receipt. The market-player's preferences are obtained through the combination of the time horizons of the analysis, the domains - that together

3 compose a linguistic variable - qualifying the attributes and the weighting of the criteria. For instance, if the performances are measured by the levellised profit on a given time horizon, a typical linguistic variable is composed with two fuzzy sets representing the "good levellised profit" and the "bad levellised profit" domains. The measures of confidence the levellised profit to belong to the domains are taken as criteria and weighted accordingly. The time horizons can range from some months to some years. Firstly, reasonable strategies, consisting of purchasing contracts, selling contracts, scheduling of facilities as well as planning, are proposed by the market-player. Then the levellised profits, that depend on the scenario, are calculated for each time horizon. The matching of these attributes with the fuzzy sets of the linguistic variables, together with the aggregation of the scenarios, give the criteria of the economic performance family. However, when uncertainty is very large, a measure of the response of the strategy, consequently adapted, to the best and the worst evolution of the environment may be more appropriate. Actually, the criteria of the responsiveness to changes family indirectly measure both the flexibility and the robustness of a strategy. Finally, a multiple criteria method, based on a majority principle moderated by a strong minority-respecting principle, is applied for the ranking. It results a partial preorder that, in addition of indifference, allows incomparability between strategies. The principal contribution of this work is the modelling and the appraisal of contracts under uncertainty to purchase and seil electric energy in a liberalised electricity market. lnteresting points are the localisation of the delivery in the network, a duration of the agreements ranging from the short term to the long term, the possibility to later purchase or seil the contracts and a quality of supply ranging from firm to interruptible under different conditions. Among this, the contributions are to account for the multidimensional aspect of risk through the use of several domains, to account for the vagueness and the nuances of the decision-maker's preferences through the linguistic variables and the "soft" multiple criteria method and to account for the different kinds of uncertainties such as the ambiguity on scenarios, the imprecision and vagueness of variables as well as the randomness of variables. Another contribution is the possibility to make use of the two families of criteria that are the economic performance and the responsiveness to changes, depending on whether the uncertainty is acceptable or very large. Portfolios containing binomial contracts, interruptible contracts, contracts-fordifferences, forwards, futures, calls, puts, weather derivatives, cross market derivatives, etc. are appraised for an end-user, a non-dispatchable producer, a dispatchable producer and a trader. The economic performance and the responsiveness to changes are compared with approaches using mean and variance as well as value-at-risk. Furthermore, some recommendations are made to a real power-marketer after the appraisal of several strategies composed of a timeadjusted portfolio of contracts and scheduling as well as planning.

4 Version abrégée Dans un marché de l'électricité libéralisé, les consommateurs et fournisseurs sont exposés au risque de prix en raison des incertitudes quant au prix de l'énergie électrique. Les incertitudes sur les prix des combustibles contribuent également au risque de prix. La variabilité de la demande en énergie électrique, la variabilité des ressources ainsi que la possibilité qu'ont les consommateurs de changer de fournisseurs contribuent au risque de quantité. De plus, il y a également d'autres risques tels que le risque de crédit. Pour une consommateur ou un fournisseur, le choix d'un portefeuille de contrats adéquat permet d'ajuster son exposition aux risques. Ceci doit être intégré dans le choix d'une stratégie comprenant aussi le management des moyens de production, le management de la charge ainsi que la planification des installations. La variabilité est souvent modélisée par l'intermédiaire de processus stochastiques, mais ceux-ci ne sont pas bien adaptés pour des variables comme le prix de I'énergie électrique sur le marché. Les approches utilisant des scénarios donnent de meilleures résultats, mais l'emploi de probabilités est discutable puisque l'évidence est dispersée et ne pointe pas nécessairement vers des scénarios uniques, indiquant la présence d'ambiguïtés. En outre, des variables telles que le prix du pétrole n'ont pas un comportement aléatoire. Dans ce cadre probabiliste, la variance du profit est une mesure de risque couramment utilisée, mais néanmoins discutable en raison de sa symétrie. D'autres mesures de risque comme la probabilité de pertes ou la "value-at-risk conviennent mieux, pourtant I'aspect multidimensionnel du risque est toujours absent. Dans ce contexte, la sélection de portefeuilles est souvent faite par optimisation, par exemple au travers de la maximisation d'une fonction d'utilité. Cependant, la fonction objectif est particulièrement difficile à obtenir et, comme les préférences du décideur sont vagues et tout en nuances, l'optimisation n'est pas appropriée. Ainsi, nous proposons une méthodologie en quatre étapes pour aider un décideur à apprécier des portefeuilles de contrats sous incertitude prenant en compte l'aspect multidimensionnel du risque, le vague et les nuances des préférences du décideur et les différentes sortes d'incertitudes. Auparavant, cela nécessite la modélisation des incertitudes, la modélisation des contrats et la modélisation des préférences du décideur. Les quatre étapes proposées sont la construction des stratégies, l'évaluation des stratégies afin d'estimer leurs attributs, le jugement des stratégies afin d'estimer les critères et le classement des stratégies. Un scénario est un ensemble cohérent d'hypothèses relatives à l'évolution des variables exogènes. La distinction est faite entre les différentes sortes d'incertitudes: l'ambiguïté sur les scénarios est modélisée par des mesures floues, le vague et l'imprécision des variables sont modélisés par des nombres flous et les aléas des variables sont modélisés par des variables aléatoires. Les contrats sont caractérisés par le prix de I'énergie électrique, la quantité d'énergie électrique, la période de livraison, l'endroit de la livraison, le moment de I'achatlvente, I'interruptibilité de la fourniture et le coût ou la recette fixe. Les préférences du décideur sont obtenues par la combinaison des horizons temporels choisis pour

5 l'analyse, des domaines - qui ensemble composent une variable linguistique - qualifiant les attributs et la pondération des critères. Par exemple, si le profit moyen actualisé pour un horizon temporel donné est utilisé comme mesure de performances, une variable linguistique typique peut être composée de deux ensembles flous représentant les domaines "bon profit moyen actualisé" et "mauvais profit moyen actualisé". Dans ce cas, les mesures de confiance exprimant l'appartenance du profit moyen actualisé aux domaines sont prises comme critères et pondérées en conséquence. Les horizons temporels peuvent aller de quelques mois à plusieurs années. En première étape, des stratégies raisonnables, consistant en l'achat et la vente de contrats ainsi que le management et la planification des installations, sont proposées par le décideur. Ensuite le profit moyen actualisé, qui dépend du scénario, est calculé pour chaque horizon temporel. La combinaison de ces attributs avec les ensembles flous des variable linguistiques, combinée avec l'agrégation des scénarios, donne les critères appartenant à la famille performance économique. Si I'incertitude est très élevée, une mesure de la réponse d'une stratégie, adaptée en conséquence, à la meilleure ainsi qu'à la plus mauvaise évolution de l'environnement peut se révéler plus appropriée. En fait, les critères de la famille réponse aux changements mesurent indirectement la flexibilité et la robustesse d'une stratégie. Finalement, un classement est obtenu par l'application d'une méthode multicritère basée sur un principe de majorité modérée par la minorité. II en résulte un préordre partiel qui, en plus de l'indifférence, autorise l'incompatibilité entre stratégies. La contribution principale de ce travail est la modélisation et l'appréciation de contrats sous incertitudes pour acheter et vendre de l'énergie électrique dans un marché libéralisé. Les points intéressants sont la localisation de la livraison dans le réseau, une durée des contrats pouvant aller du court au long terme, la possibilité de retarder l'achat ou la vente de contrats et une qualité de la fourniture allant de ferme jusqu'à interruptible sous différentes conditions. Avec ceci, les contributions sont la prise en compte de l'aspect multidimensionnel du risque au travers de l'utilisation de plusieurs domaines, la prise en compte du vague et des nuances des préférences du décideur au travers des variables linguistiques et de la méthode multicritère "douce" et la prise en compte des différentes sortes d'incertitudes que sont l'ambiguïté sur les scénario, l'imprécision et le vague sur les variables ainsi que les aléas sur les variables. Une autre contribution est la possibilité d'utiliser deux familles de critères, selon que l'incertitude est acceptable ou très grande. Des portefeuilles contenant différents types de contrats interruptibles sont appréciés pour un utilisateur final, un producteur au fil de l'eau, un producteur avec turbine à gaz et un "trader". La performance économique et la réponse aux changements sont comparées avec des approches utilisant la moyenne et la variance ou la "value-at-risk". En outre, des recommandations sont faites pour un "power-marketer" réel après que plusieurs stratégies, composées d'un portefeuille de contrats ajusté dans le temps ainsi que du management et de la planification des installations, aient été analysées.
