5 INTRODUCTION The French government has awarded the building of three offshore wind farms, Fécamp, Courseulles-sur-Mer and Saint-Nazaire, to the consortium initiated by EDF Energies Nouvelles, with Alstom as the exclusive supplier of wind turbines. Within the scope of these projects, Alstom has decided to create three plants, including two in Cherbourg for the construction of the wind turbine rotor blades and masts. This project has high job creation potential for the Cotentin and the Basse-Normandie region, with the entire marine renewable energy sector offering promising prospects (a second call for tender related to offshore wind power launched by the Government, the possibility of development in Europe due to the proximity of the British offshore windfarms, the positioning of major industrialists on tidal energy, etc.). In order to create the conditions which will allow industries to find the skills necessary for their projects, regional stakeholders, including the Basse-Normandie region, have decided to set up a specific Dispositif Emploi Formation (employment and training programme) with the active participation of EDF Energies Nouvelles and Alstom. Developed by the MEF du Cotentin and the Technopole Cherbourg Normandie, commissioned by the Conseil Régional de Basse-Normandie and in partnership with the members of the Dispositif Emploi Formation, this directory describes the industry-related professions and the training courses which enable professionals to access each of the main stages in the value chain for the building of an offshore wind turbine. As such, this directory will provide the means for tidal energy and other marine energies to contribute to the development of employment in Basse-Normandie. This directory also exists in digital format and can be consulted and downloaded on the MEF du Cotentin website 5

7 THE COMPANIES Alstom, with the Haliade 150, the first newgeneration offshore wind turbine, developing 6 MW, is the exclusive supplier of the EDF ENled consortium retained for the Saint-Nazaire (Loire-Atlantique), Courseulles-sur-Mer (Calvados) and Fécamp (Seine- Maritime) projects. With this first offshore wind turbine, Alstom is helping to provide France with a new source of renewable energy and is participating in the necessary diversification of the energy mix demanded by the Grenelle Environment forum. This is also the beginning of a French industrial network of excellence in offshore wind power. Alstom s industrial plan specifically forecasts the setting-up of 4 plants in Saint-Nazaire and Cherbourg, with the creation of 1000 direct jobs, 4000 indirect jobs and an investment of 100 million euros. These investments will make it possible to meet not only the requirements of the French market but also those of a booming European market. «The implementation of the industrial plan will begin in 2013, when construction of the first plants in Saint-Nazaire and Cherbourg will begin. An Alstom engineering and R&D centre, devoted to Marine Energy, will also be set up in the West of France, the first and only centre of this type located on French territory. At the same time, we will be launching recruitment initiatives which will represent a major stake in the development of these projects. Alstom will thus recruit several hundred people from all the professions shown in this directory. We will attach considerable importance to the integration and development of these new teams into the Group. 8 The role of EDF Energies Nouvelles, a subsidiary of the EDF group, in the field of offshore wind power is to contribute to the development of this new industry in France and overseas. In April 2012, a consortium made up of EDF Energies Nouvelles, Dong Energy, WPD Offshore and Nass&Wind Offshore was awarded the French Government contract for 3 wind power projects along the coasts of France: Fécamp (Seine-Maritime), Courseulles-sur-Mer (Calvados) and Saint-Nazaire (Loire Atlantique). With over 240 wind turbines supplied exclusively by Alstom, these wind farms will represent a total installed capacity of around 1500 MW, which is the equivalent of the electricity consumption of over 2 million people. Besides the creation of two plants by Alstom in Cherbourg, other activities are planned, for which areas have already been set aside relating to the pre-assembly of the wind turbines and the building of the foundations. Throughout the operating lifespan of the wind farm the maintenance operations will take place nearby, from the port of Caen-Ouistreham. The offshore wind power project will provide business for SMEs both directly and indirectly. Information and awareness measures on the economic potential of offshore wind power have been initiated and will continue throughout the preparation phase of the work. In terms of employment, the skills sought by EDF EN and its subcontractors will be varied. They will be expressed in terms of the preparation of installation/port logistics and operation-maintenance of the facilities. In collaboration with the territorial partners, EDF EN forecasts the setting up of an integrated Dispositif Emploi-Formation-Insertion (DEFI) [employment/training/integration operation] to facilitate the local recruitment of long-term job seekers, the setting up of social integration measures and the development of inter-site career pathways, for example providing opportunities for employees laid off from the nearby EPWR. 8

9 DONG Energy, 80 per cent of which is owned by the Danish government, is one of the biggest energy groups in Northern Europe and is pleased to be able to contribute to the setting up of the first offshore wind farms in France. DONG Energy was a pioneer in offshore wind power with the construction in 1991 of Vindeby, the world s first offshore wind farm, and has 12 operating offshore wind farms to date, making it the leader in this sector. DONG Energy currently has 6 wind farms under construction, including the biggest offshore wind farm in the world: London Array, with a capacity of 630 MW. With over 30 years experience in the field of wind energy, DONG Energy is the leading developer, builder and operator of offshore wind farms in the world and is keen for France to benefit from its know-how and experience in order to create the skills needed to perpetuate this new field in France. WPD Offshore France is one of the pioneers in the development of the offshore wind power sector off the French coast. A number of contacts with local socio-economic stakeholders have enabled the development of a project which takes the specific nature of the territory into consideration. The port infrastructures of Cherbourg and Ouistreham and the local industrial infrastructure confirm Basse-Normandie s position as a major stakeholder in the development of marine renewable energy (MRE) in France. The WPD group, an independent producer of renewable energy, is a stakeholder in offshore wind power in Europe, with a presence in 20 countries and with over 700 collaborators. For several years its subsidiary WPD Offshore France has been carrying out studies in France in order to define the main characteristics of the Courseulles-sur-Mer offshore wind farm. 9

15 Crossover professions (expertise) in the value chain Certain crossover professions are to be found in several stages of the offshore wind power value chain (quality control, logistics, etc.). These job profiles, which have a basic general training, are active in different ways according to whether they are working in production or in the specialized departments. Likewise, the specialisms and expertise of the design engineers set them apart, for example as a Composite Design Engineer, Telemetry Systems Design Engineer or Ballast Design Engineer. DESIGN ENGINEER (M/F) (PHASES 1/2/3/5) With a basic general training, and a possible specialisation, the Design Engineer coordinates the designing of new product development and strives to meet the provisions defined in the specifications. They can also be in charge of the entire development of a project, and can create prototypes, testing and inspecting the different components. Another aspect of the job is to collaborate with design engineers in other specialities to draft a complete design package of a product or a process. They take advice from the manufacturing and production departments to check feasibility conditions**. The possible specialities for an engineer in the field of MRE are the following: acoustics, vibrations, sensors, mechanics, robotics, metals and materials. ** For example : they can be assigned the development of design tools and structural calculations applied to the complex operations which are part of offshore manufacturing projects (heavy lifting work, barge loading, ballasting, mooring lines, and transporting loads on multi-wheeled transportation vehicles). ENVIRONMENTAL ENGINEER OR SENIOR ENVIRONMENTAL TECHNI- CIAN (M/F) (PHASES 1/3/4) The Environmental Engineer plans and measures the impact of methods and production capacities on the environment (for example, the building of a wind farm or a waterfront building plant, etc.). The Engineer then provides appropriate solutions for controlling air,water and noise pol lution, and waste management. Along with doing their 15

16 best to respect industry standards and to avoid ecological impact on local wildlife in particular, they are also careful to ensure industrial production is not adversely affected, monitoring the cost of reducing pollution accordingly. To raise the environmental awareness of the staff they implement information measures. Their expert opinion is sometimes sought for plant extensions, new buildings or conversions, and they take care to respect environmental standards in all cases, making suggestions for putting the area to best use and participating in local development planning. Their area of work includes the following: environmental scanning, rheology, aerology and hydrology and, more generally speaking, jobs related to fluid and soil mechanics. This professional group also includes geologists, working in laboratories and the field who study the Earth s surface and sound its depths, hydrogeologists specialising in analyzing groundwater and lastly, hydrobiologists whose mission is to study the biological state of aquatic environments. ENGINEER / PROJECT MANAGER (M/F) (PHASES 1/2/3/5) The wind farm Project Manager is in charge of the direct marketing and development of the projects, and the monitoring of the project up to delivery. They are responsible for following up technical and environmental studies, coordinating them to ensure the project meets the set objectives of profitability, safety, respect for the environment and meeting deadlines. They are in charge of interacting with local representatives and administrations, holding public meetings, negotiating, applying and following up applications for planning permission and operating licenses. They coordinate all the teams involved in the project under their authority. LOGISTICS MANAGER (M/F) (PHASES 2/3/4/5) The Logistics Manager is responsible for the smooth flow of materials to ensure they are available when required. They are responsible for managing stock movements with a view to cost reduction, meeting deadlines and recognising commercial constraints. They deal with orders, ensure the management and the running of the storage depots 16 Crossover professions ( expertise) in the value chain

17 and guarantee the availability of the raw materials needed for production and/or the maintenance schedule. They are helped by technicians whose job is to carry out their instructions. They coordinate and negotiate with the different departments (production, operation, maintenance, purchasing, logistics, quality, etc.). They manage the information flow and take delivery of goods and materials, acting at the internal/external interface of the company (orders productions deliveries) using logistic indicators. They can work in the Purchasing Department, where they select suppliers and ensure that components are correctly dispatched (they may work with quality managers in various sectors). They manage the necessary handling and storage equipment, optimizing the stocks according to need. Crossover professions CORPORATE LAWYER (M/F) (PHASES 1/3/4/5) Marine renewable energy companies operate in an industry which has to meet a wide range of regulations and legal requirements to develop and operate sites. To ensure that it achieves compliance a company will often have its own legal department employing Corporate Lawyers. The Corporate Lawyer oversees the work of the company from the project inception through to the disposal of the site. Their work is diverse and covers issues such as planning and environmental requirements and the administrative laws of the country. The legal department also has a key role in the tendering, drafting and award of contracts for the goods and services that the company requires. These will include items such as the supply of equipment; maintenance services; use of sub-contractors; and the supply of IT services. The Corporate Lawyer is also responsible for providing advice to the company managers and operational staff to raise their legal awareness and will assist them when contractual or other queries arise. The Corporate Lawyer s role cover a diversity of legislation. They have to carry out their duties in a thorough manner and should have good literacy and numeracy skills as they will be analysing and interpreting data. A knowledge of environmental issues is an advantage as well as an understanding of project funding and the related legal issues. 17

18 PURCHASING MANAGER (M/F) (PHASES 1/2/3/4/5) The Purchasing Manager keeps the list of suppliers up-to-date. He prepares calls for tender and conducts negotiations with suppliers. They lead the company s main Purchasing Department and define the purchasing policy and the objectives resulting from it. They coordinate and assist all the buyers, and organize their training. They negotiate contracts or agreements with suppliers. They manage and coordinate the quality approach for the purchasing of materials and services. In the plants Purchasing Department, they apply the general procedures of the purchasing management. They set down the procedures which are intrinsic to the plant. They buy and procure materials, goods and services and are in contact with suppliers. HEALTH, SAFETY AND ENVIRONMENT (HSE) COORDINATOR (M/F) (PHASES 2/3/4/5) The HSE Technician s role is to ensure the protection of people, property and the environment. Their objective is to prevent accidents and safeguard the health and safety of workers by establishing safe working conditions. They assess the risks in all areas of work, specifically in working practices; exposure to hazardous substances; industrial hygiene; and work organi sation. Following risk assessments the HSE Technicians devise and implement preventive measures to ensure the safety of the staff and are responsible for the application of these rules in order to avoid accidents. They carry out measurements and take samples in the workplace (noise, atmosphere, lighting, etc.) and also those specific to the marine environment (water, wildlife, etc.). They ad vise the company management on questions of safety and the environment, and implement policies which take full advantage of waste elimination and recycling. The HSE Technicians perform technological surveillance to remain aware of technological advances. They also participate in and/or coordinate responses in the case of accident or fire. Specific skills for offshore wind power: skills in maritime health and safety, environmental monitoring (knowledge and follow-up of marine environment, etc.), expertise in safety at sea: working at height, working at sea, helicopter underwater escape training. 18 Crossover professions ( expertise) in the value chain

19 ONSHORE CRANE OPERATOR (M/F) (plant building and PHASES 3/4/5) The Crane Operator is a technician who is highly skilled in driving and handling all types of lifting devices for high-rise work. They move and distribute materials using a tower crane equipped with a cab. They must be capable of reading load graphs. They can perform these tasks with nil visibility relying on signallers instructions. Crane operators are responsible for the routine maintenance of their equipment: lubrication, checking the brakes, maintenance of cables. Even though they are a member of a team, they are isolated in their cabs which may be over 30 metres above the ground. They communicate with their signallers by radio, or by gestures when the distance is not too great. They may have to work at night and have to move around depending on the site features. The safety instructions to be followed are very strict and those suffering from vertigo are formally forbidden from doing this job. Crane operators can specialize in the handling of machines which are ever more powerful and mobile, and in assembly. They can work on gantry cranes or specialized cranes in ports. Once the loads have been distributed, they must put the crane into shut-down configuration and perform the end-of-shift safety operations (immobilization, power supply, etc.). Crossover professions SITE MANAGER (M/F) (plant building and PHASES 3/5) Site Managers are major players in construction and civil engineering sites. They are involved with the preparatory work, preparing the site, recruiting staff, ordering equipment and materials etc. They then supervise site progress. Works foremen attend preparatory meetings, along with the client. Foremen supervise site installation, and the delivery, checking and signing for machines and materials. They organize the work from blueprints and coordinate the involvement of the different professions, whether they work together or in series. They coordinate the teams under their charge, ensuring that deadlines are met and that safety standards are correctly adhered to. They draft job reports and remain permanently in contact with the different professionals on the site and they are an important first point of contact. CIVIL ENGINEER (M/F) (plant building and PHASES 3/5) The Civil Engineer deals with the design, development and operation of the installations. They may have to find technical solutions specific 19

20 to projects in the maritime sector. They supervise the progress of the construction work. QUALITY CONTROL ENGINEER COST AND IMPROVEMENT (M/F) (PHASES 2/3/4) The Quality Control Engineer ensures that the technical elements conform to industry standards, and that costs and deadlines are met throughout the project s lifetime. the tendering process in collaboration with the sales, legal and design office teams. They study the technical and financial risks by analysing the specifications. They monitor on market trends in order to to help improve the company s technical and sales offer. They produce technical documents for the final drafting of offers by the sales teams, positioning the offer in terms of price and deadlines using the technical documents and/ or consultations. They check technical and financial arguments and ensure that the final proposal conforms to the specifications defined and validated by the client. A variation of this process can be to optimize costs by identifying levers for progress. To do this, they form teams to refine management practices and set relevant performance indicators. The Quality Control En gineer s function of ensuring continuous improvement is designed to optimize the good practices and costs of the company, and can be ap plied to production, engineering and services (Lean manufacturing/engineering/services). QUALITY CONTROL MANAGER (M/F) (PHASES 2/3/4) Under the supervision of the Quality Control Engineer, the Quality Control Manager designs quality control programmes and drafts procedures (check-lists, information media). They check the application of quality-related procedures and regulations carry out audits. The Manager s duties also include raising awareness of Quality Control, providing training, as other relevant information. They are also responsible for updating the quality sys tems and tools as they develop. 21 Les métiers transverses à la chaîne de valeur STEVEDORE (M/F) (PHASES 2/3/4) The Stevedore loads and unloads cargo in the port, using lifting and trans-shipment devices. Following instructions is essential in order to guarantee the safety of both staff and goods. Well-trained and experienced stevedores can progress to positions of responsibility, manage a team or be in charge of the management of a hangar. Crossover professions HUMAN RESOURCES MANAGER (M/F) (PHASES 1/2/3/4/5) The HR Manager is a partner in the company s strategy in relation to the management of staff and the development of the workforce. HR managers ensure that the legal framework is adhered to by applying the regulations relating to employment law and seeking to improve working conditions and organization. They develop and organize internal communication, oversee payroll, and are in contact with social partners (staff representatives, works committee). In a context of increasing rivalry between companies, they must also ensure the development of staff skills through induction, training and career development. HR managers support all the major projects undertaken by their teams, providing them with tools and operational support. They are both managers and professionals in the field, dividing their time between interviews, the management of personnel files and team meetings and meetings with social partners. HR managers must be good listeners, but also have the strength of conviction to see their projects through. Good writing and speaking skills, along with an aptitude for negotiation, are essential to this position. HR managers have overall knowledge of human resources, which means that they must know all aspects: recruiting, employment law, pay, etc. A good economic and financial acumen are also important. Lastly, the mastering of computer tools has become necessary for this role which also demands, in international-level companies, a fluent level of English. 21
