4 Interview Tête-à-tête We spoke to the Ambassador of India to Cote d Ivoire, Abidjan, H.E Dinesh Bhatia, a seasoned diplomat who has served in top positions in Indian ministries about African Students studying in India. How long have you been Ambassador to Cote d Ivoire? I have been in Abidjan, Cote d Ivoire since April, Although this is my first posting in Africa, I have had the privilege of working with some East and Southern African countries in my previous assignment with the Ministry of External Affairs, New Delhi. Take us through your career trajectory. I ve been posted in Madrid, Kathmandu and Kuwait. I ve dealt with a wide range of issues during assignments at the Ministry of External Affairs, Ministry of Tourism (as Chef de Cabinet of Tourism Minister) and the Department of Atomic Energy, in India. Talk about the current trend of Ivorians visiting India for their higher education? A large number of Ivorians are looking at India for their higher education. It s difficult to give exact statistics, but it s estimated that about 2, 000 Ivorian students are currently studying in institutions in India. A bulk are in South India, studying on a self-financing basis, while many are benefiting from assistance or scholarships from government agencies in Cote d Ivoire. Students are also receiving fully paid scholarships from the Indian Council for Cultural Relations (ICCR) and Government of India. It is important to note that the Indian education system teaches in English and Ivorian students, in spite of being French speaking, are still opting to study in India. What key questions must a student consider before choosing a college? A student should first look at the combination of the course that s/he is going to pursue and the Institution where such a course is available. Recognition of the Institution/University by the concerned authorities in India such as, University Grants Commission (UGC) and/or All India Council for Technical Education (AICTE) is a prerequisite. The reputation and location of the selected institution must also be seen carefully. Student should consider faculty and courses for postgraduate and research programmes. Students should ensure colleges have the appropriate infrastructure to impart quality education. And last, but not the least, carefully consider the cost factors and get a clear idea of all costs from the institution beforehand, including tuition fee, living expenses and other sundry expenses. What steps are taken by the embassy to ensure that the students are going to recognised and known colleges/ universities? Other than the various parameters I have enumerated, a student visa is only granted to those who are admitted in UGC/ AICTE approved institutions. Depuis quand servez-vous comme Ambassadeur en Cote d Ivoire? Je suis à Abidjan, Cote d Ivoire depuis Avril, La Cote d Ivoire est certes le premier pays africain dans lequel je suis affecté mais j ai eu le privilège de travailler dans des pays de l est et du sud de l Afrique au cours de mes missions précédents au ministère des affaires étrangères, New Delhi. Pouvez-vous nous parler de votre carrière? J ai travaillé comme ambassadeur à Madrid, à Kathmandu et à Kuwait. J ai été en charge du règlement de plusieurs problèmes pendant que j étais en poste au ministère des affaires étrangères, Ministère du tourisme (en tant que Chef du Cabinet du ministre du tourisme) et du département d énergie atomique en Inde. Pouvez vous nous parler du flux d étudiants ivoiriens qui vont en Inde pour y poursuivre leur études supérieures? Un grand nombre d étudiants ivoiriens ont les regards tournés vers l Inde pour y poursuivre leurs études superieures. Il me serait difficile de vous donner des statistiques exactes mais je pourrais l estimer à environs 2, 000 étudiants ivoiriens qui poursuivent leur études les écoles et université en Inde. Une grosse partie étudie au sud de l Inde à leur propre frais tandis qu une autre importante frange bénéficie de l aide ou de bourses d études d agences du gouvernement ivoirien. Certains étudiants reçoivent aussi des prises en charge de 100 % du Conseil Indien en charge des Relations Culturelles (ICCR) et du gouvernement de l Inde. Il est important de signaler que les cours dans le système éducatif indien sont dispensés en anglais mais que les étudiants ivoiriens bien que francophones, optent pour les études en Inde. Quels sont les points clés qu un étudiant devrait prendre en considération avant de choisir une école? S.E: Tout étudiant devrait d abord voir le contenu du programme au quel il postule et l institution dans laquelle il va suivre les cours. L institution ou l université doit être reconnue d abord par les instances compétentes indiennes telles que, le University Grants Commission (UGC) et /ou le All India Council for Technical Education (AICTE). La réputation et la situation géographique de cette institution doivent être aussi prises en consideration. Les étudiants devraient aussi s inscrire dans les facultés et choisir des matières pour le troisième cycle et les programmes de recherches.les étudiants doivent s assurer que les écoles qu ils choisissent, sont dotées d infrastructures adéquates pour transmettre un enseignement de qualité. Enfin, le facteur cout devrait être considéré avec beaucoup de soins avec une idée Claire de tous les tarifs proposés par l institution d avance, y compris les frais de cours, du cout de la vie et d autres frais divers. 6 l Connect magazine october 2014 October 2014 connect magazine l 7

5 Interview What guidance would you give to an African student going to study in India? India is becoming an attractive education destination for students from around the world. With several private universities in India having opened up, the higher education sector in India has grown significantly. Many have special provisions and cater to specific needs of foreign students. India is popular for African students for it s affordability versus elsewhere in the western world. What are the challenges involved in India for an African Student? How can she overcome them? For students from Francophone Africa, and I can particularly talk about the students going from Cote d Ivoire, it is important to have a basic knowledge of English to minimise initial settling down issues. Students should bear in mind that they are going to a different country with a distinct culture and be ready to learn the ways of life, so as to properly adjust. The blessing is that Indians by nature are generally hospitable. How can India play a more prominent role in Cote d Ivoire. I have been pleasantly surprised after my arrival in Cote d Ivoire to note that the Indian presence here is growing steadily. The number of Indians in Cote d Ivoire stands much over The Indian investments in trading of agricultural products and also in mining and industry are on the rise. India also extends soft credit in terms of Lines of Credit to Cote d Ivoire and has committed over US $ 136 million for various projects in this country. In the true spirit of South-South Cooperation, India assists almost all countries in African continent for capacity building and skill development. I am hoping to see far more Indian presence in Cote d Ivoire in various sectors of economy including agriculture, mining, infrastructure, health and pharmaceuticals, ICT and micro-finance. One must appreciate that both countries share colonial history and have common objectives of high economic growth, development and employment generation. The India-Cote d Ivoire relations are poised to go deeper and stronger and I see bright future for both the countries. Quelles sont les actions menées par l ambassade afin de s assurer que les étudiants choisissent des universités et écoles reconnues? A part les autres paramètres dont j ai parlé, le visa étudiant est accordé seulement à ceux qui ont été retenus dans les écoles reconnues par UGC/AICTE. Quels conseils pourriez-vous donner aux étudiants africains voulant effectuer des études en Inde? l Inde est en train de devenir une destination attrayante pour les étudiants du monde entier Avec les quelques universités privées qui ont ouvertes, Le secteur de l éducation en Inde connait une croissance significative.plusieurs de ces universités ont des programmes spéciaux pour répondre aux besoins des étudiants étrangers.l Inde est une destination prisée pour les étudiants africains à cause de ce que les tarifs proposés par les écoles et université sont très abordables, si nous les comparons à d autres pays, notamment aux pays occidentaux Quels sont les challenges que tout étudiants africains devraient relever? De quelle manière pourraient-ils les relever? Pour les étudiants de l Afrique francophone, et particulièrement ceux en provenance de la Cote d Ivoire, il est important qu ils aient une connaissance de base de l anglais pour minimiser les premiers problèmes d adaptation.les étudiants devraient avoir à l esprit qu ils partent dans un pays qui est différent des leur avec une culture différente, ils devraient donc être prêts à s adapter à différents modes de vie afin de faciliter leur séjour. La chance qu ils ont est que les indiens sont de part leur nature hospitaliers. De quelle manière l Inde pourrait jouer un rôle important en Cote d Ivoire. J ai été grandement surpris à mon arrivée en Cote d Ivoire de constater que le nombre d indiens résidents ici est en pleine croissance. Les indiens résidents en Cote d Ivoire excèdent le nombre de Les investissements indiens dans le secteur du commerce des produits agricoles, des mines et de l industrie est en hausse. L inde a aussi prorogé ses prêts à remboursement flexibles en terme de ligne de crédits accordée à la Cote d Ivoire et s est engagé à octroyé plus de US $ 136 million pour différents projets dans le pays. Animé de l esprit de la coopération sud-sud, l Inde aide tous les pays africains au renforcement des capacités et développement des compétences. J espère voir une présence plus grande de sociétés indiennes en Cote d Ivoire et ce dans plusieurs autres secteurs y compris l agriculture, les mines, les infrastructures, la santé et les produits pharmaceutiques, l ICT et la microfinance. Nous apprécions le fait que les deux pays partagent la même histoire coloniale et qu ils ont en commun des objectifs visant une forte croissance économique, le développent et l emploi. Les relations Inde-Cote d Ivoire sont sur le point de s intensifier et je vois un futur plein d espoir pour les deux pays. 7 Association of African Students in India (AASI) organise Bingu s Graduation Day TTwice a year, a convocation ceremony is held to bring the students who are studying in India together in New Delhi. Bingu s Graduation Day was started in 2013, by AASI President OkitoKongo Christophe with the idea to monitor and encourage African students in India to bring together the necessary talents and knowledge needed to encourage students to return for the development of their own continent. Named after the founder of AASI, H.E Dr. BinguWa- Muterika, Bingu s Graduation Day was attended by executives members Elisha Yakubu, PeroKombe Michael, Amy Diabate, Mohamed Abdi Salad, RuksaarLallmohamedBibi, Mbaya Guy Davis and Felix Okoh. AASI strongly believes that students studying in India can, and should participate actively in the growth of Africa. The AASI identifies seasoned African career professionals and establishes realistic methods of linking with their departments and institutions. Around 25 African students from D.R Congo, Tanzania, Malawi, Nigeria, Kenya, Sudan, Uganda, Somalia, Ivory Coast and Ethiopia attended the Convocation Ceremony, where African diplomats and student members of AASI present acknowledgment certificates (designed by African students), congratulating the new graduates of African students in India. La cérémonie de remise de diplômes dénommée BINGU S DAY a été initié en 2013, par le Président de l AASI OkitoKongo Christophe dont le but était de suivre et d encourager les étudiants africains en Inde, de réunir les talents et connaissances utiles et d encourager les étudiants africains à retourner dans leur pays respectifs pour y contribuer au développent de leur continent. A unique English laboratory The Indo Asian Academy is one of the very few colleges in India to boast of a English Laboratory. The language lab used to impart Eng- lish skills offers exclusive, result-oriented efficient technology that seamlessly quickens the English language learning process. This unique concept, uses audio and audio-visual installations as aids in modern language teaching. Similar aids are used, amongst other places, at schools, universities and academies. The multimedia-based language lab helps enhance language learning proficiency by sharing the course materials within seconds, so the teacher and students are able to interact and evaluate subject matter simultaneously. Scholarship for foreign students Indo Asian Academy has recently signed up for a unique scholarship program with a US-based NGO, under which subsidised education is now available to foreign students, across different disciplines. The only qualification students require for the scholarship is a minimum of at least 80% attendance each year. This is enforced to promote learning and inculcate a healthy responsibility amongst students in their own education. More than 600 students have benefited from this program. The program for certain students is inclusive of accommodation and ensures an intensive English language program in the state of the art language laboratory for 6 months. Vue générale des nouvelles installations Toutes les salles de classe sont équipées de système informatique, et elles sont dotées d équipements de dernière technologie et de logiciels, le campus quand à lui a une bibliothèque numérique de pointe. Un espace de 10,000 sq. est dédié aux activités ludiques. Un parking sous-terrain et un système de sécurité électronique sur le campus permettent d assurer la sécurité des étudiants. La création de la première cellule dédiée aux étudiants étrangers est l une des dernières innovations, et l objectif principal est de combler les différences et de raccourcir le temps d adaptation des étudiants étrangers. Ce concept unique utilise des installations audio et audio-visuelles comme support pour la diffusion des cours de langues. Ce genre de support est utilisé en autre dans les écoles, universités et académies. Le laboratoire de langue multimédia aide à rehausser les aptitudes d apprentissage de langue et à partager le matériel de cours en un espace de temps très court afin que les étudiants et les enseignants soient capables communiquer et d évaluer les matières simultanément. Bourses d études réservées aux étudiants étrangers L Indo Asian Academy vient de signer un accord avec une ONG basée aux USA dans le but d octroyer aux étudiants étrangers des bourses d étude dans différentes disciplines. La seule qualification requise pour obtenir cette bourse est d avoir assisté à au moins 80% du total des cours dispense chaque année. L objectif est de promouvoir la formation et d inculquer une saine responsabilité aux étudiants au cours de leur cursus scolaire.
