3 INTRO > Laat ons de armoede onwettig verklaren zoals in de 19 de eeuw de slavernij onwettig is verklaard. Riccardo Petrella KVS sluit 2010 af met een programma rond deze boude stelling van de Belgische Italiaan Riccardo Petrella, groot pleitbezorger van het Algemeen Belang. Zoals hij het elders formuleert: Niet de armen zijn illegaal, maar de armoede. Gedurende één maand zetten mensen die in armoede leven, politici, economen, filosofen, welzijnswerkers en artiesten armoede voluit op de kaart, en dit aan de hand van discussies, voorstellingen en artistieke interventies in de stad. Armwoede / Pauvérité / Powerty: niet om het Europees Jaar van de Armoede af te sluiten, maar om een begin te maken van een utopisch project dat we niet meer loslaten. «Déclarons la pauvreté illégale comme a été déclaré illégal l esclavage au 19 ème siècle». Durant un mois, des personnes vivant dans la pauvreté, des politiciens, des économistes, des philosophes, des travailleurs sociaux et des artistes mettent la pauvreté à la carte et ce au moyen de discussions, de propositions et d interventions artistiques dans la ville. Susan George (USA) & Frank Vandenbroucke (B) :00 In het Frans + tolk NL en français + interprète NL in French + DUTCH interpreter Nl Susan George is experte in volgende materie: hervorming van de Europese Unie, Europese handelspolitiek en internationale handel tout court, schulden en internationale financiële instituten, alternatieven voor een globalisering die enkel door de belangen van bedrijven en ondernemingen gestuurd wordt, taks op wisselkoersen en voedselveiligheid. George heeft over deze en andere zaken vele boeken gepleegd, maar ze is vóór alles een activiste die ook de daad bij het woord voegt, en het opneemt voor de verdrukten. 4A Frank Vandenbroucke is senator voor de SP.A met een lange staat van dienst aan de top van de partij en in verschillende regeringen. In maart 1994 nam hij ontslag uit de federale regering als Minister van Buitenlandse Zaken naar aanleiding van het Agustaschandaal, ging naar Oxford om 3 jaar te studeren en kwam bij de vorming van het paars-groene kabinet Verhofstadt terug als federaal minister van sociale zaken en pensioenen. In deze periode lanceerde hij, samen met Premier Verhofstadt, het concept van de Derde Weg en de Actieve Welvaartsstaat, een synthese van liberale en sociaaldemocratische ideeën en idealen. Ook als senator blijft hij begaan met sociale materies zoals blijkt uit zijn recent essay Strategische keuzes voor het sociale beleid. FR Susan George est experte dans les matières suivantes: la réforme de l Union européenne, la politique commerciale européenne et le commerce international, la dette et les institutions financières internationales, les alternatives à une mondialisation qui n est guidée que par les intérêts des sociétés et des entreprises, les taux de change et la sécurité alimentaire. S. George a sur ces sujets et d autres, commis beaucoup de livres, mais elle est avant tout une activiste qui joint également le geste à la parole et qui prend parti pour les opprimés. Frank Vandenbroucke est sénateur pour le SP.A avec un long état de service au sommet du parti et dans différents gouvernements. En mars 1994 il démissionna du gouvernement fédéral en tant que Ministre des Affaires Étrangères suite au scandale Agusta, partit étudier à Oxford pendant 3 ans et revint à la formation du cabinet arc-en-ciel de Verhofstadt en tant que ministre des affaires sociales et des pensions. Durant cette période, il a lancé, avec le Premier Ministre Verhofstadt, le concept de «Troisième Voie» et d «Etat social actif», une synthèse des idées et idéaux libéraux et sociaux-démocrates. En tant que sénateur aussi, il reste sensible aux questions sociales comme en témoigne son récent essai «Choix stratégiques pour la politique sociale». ENG Susan George is an expert in the following subjects: reform of the European Union, European trade policy and international trade as a whole, debts and international financial institutions, alternatives to a globalisation which is controlled solely by the interests of companies and businesses, taxes on exchange rates, and food safety. She has written books on these and many other subjects, but she is above all an activist who also matches her actions to her words and makes a stand for the oppressed people of the world. Frank Vandenbroucke is a senator for the SP.A with a long record of service at the head of the party and in various governments. In March 1994, he resigned from the federal government as Minister of Foreign Affairs as a result of the Agusta scandal, went to study in Oxford for 3 years and then returned as federal Minister of Social Affairs and Pensions upon the formation of the purple-green (liberals, socialists & greens) coalition under the leadership of Guy Verhofstadt. During this period, he and Prime Minister Verhofstadt launched the concept of the Third Way and the Active Welfare State, a synthesis of liberal and social democratic ideas and ideals. Hij heeft niet alleen specifieke voorstellen voor een staatshervorming (een federale kieskring, uitdovende faciliteiten, e.a), of specifieke ideeën rond meertalig onderwijs in Brussel, hij is vooral de promotor van het basisinkomen. In die hoedanigheid stichtte hij in 1986 het Basic Income European Network (BIEN), wat in 2004 mede onder

5 impuls van Eduardo Suplicy werd omgevormd tot de Basic Income Earth Network. FR Le Sénateur Eduardo Suplicy est professeur d économie, formé aux USA, et depuis 1990 élu au sénat brésilien. Il se bat en paroles et en actes pour l introduction d un revenu minimum de base dans son pays et a déjà engrangé à ce sujet, une énorme avancée concrète. Malgré la consonance de son nom et sa réputation internationale de chercheur universitaire, Philippe Van Parijs aime la Belgique. Il n a pas seulement des propositions spécifiques pour une réforme de l Etat (une circonscription fédérale, l extinction des facilités, etc.), ou des idées précises sur l enseignement multilingue à Bruxelles, il est avant tout le promoteur de l Allocation Universelle. C est à ce titre qu en 1986 il créa le Basic Income European Network (BIEN) qui, en 2004, devint le Basic Income Earth Network sous l impulsion additionnelle d Eduardo Suplicy. Hij schreef verschillende standaardwerken over zwervers, desocialisatie en alcoholisme. Patrick Declerck gaat in gesprek met een nader te bepalen Belgische politicus. FR Patrick Declerck est né belge mais la majeure partie de sa vie professionnelle s est déroulée à Paris. Il a étudié la philosophie, l anthropologie, et la psychanalyse et travaille à Nanterre où sont hébergés les clochards parisiens. Il a écrit plusieurs ouvrages de référence sur les vagabonds, la désocialisation et l alcoolisme. Patrick Declerck s entretient avec un politicien belge (encore à determiner). ENG Patrick Declerck was born in Belgium, but has spent the majority of his working life in Paris. He studied philosophy, anthropology and psychoanalysis and works in Nanterre where the Parisian homeless were taken care of. He has written various standard works on vagrants, desocialisation and alcoholism. Patrick Declerck will talk to a Belgian politician who has yet to be confirmed. In deze functie zit hij op een scharnierfunctie om de ongelijkheid in de wereld te vergroten dan wel weg te werken. FR Riccardo Petrella est une éminence grise des sciences politiques et sociales. Karel De Gucht a successivement été Président du VLD, Ministre des Affaires Étrangères et Commissaire Européen au Développement et à l Aide Humanitaire et jusqu à ce jour, Commissaire Européen chargé du Commerce. Dans cette position, il occupe une fonction-clé quant à l éradication des inégalités dans le monde tout autant qu à leur accroissement. Ze publiceerde drie standaardwerken: Globalisering en armoede. Over het nut van armoede in de nieuwe wereldorde (2002), De rattenvanger van Hameln. De Wereldbank, armoede en ontwikkeling (2005), en Ontwikkeling en Solidariteit (2010). Stijn Meuris Muzikant-Journalist- Reporter-Regisseur. Maar vooral gekend en geroemd als zanger, vroeger van Noordkaap en Monza, nu onder eigen naam. Is nooit verlegen om een politiek straffe uitspraak. Caro Bridts werkt als opgeleide ervaringsdeskundige armoede en sociale uitsluiting voor Samenlevingsopbouw Brussel. Ervaringsdeskundigen hebben armoede aan den lijve ondervonden, ze hebben deze ervaring verwerkt en verruimd, en via een intense opleiding geleerd die ervaring aan te wenden in alle sectoren van de armoedebestrijding. Caro Bridts weet beter dan welke academicus ook wat armoede echt betekent en hoe slopend de strijd is om eruit te geraken. FR Francine Mestrum est docteur en sciences sociales, spécialisée dans les questions de développement et avant tout dans la recherche sur la pauvreté, le développement et les organisations internationales. Elle a publié trois ouvrages de référence : Mondialisation et pauvreté De l utilité de la pauvreté dans le nouvel ordre mondial (2002), De rattenvanger van Hameln. De Wereldbank, armoede en ontwikkeling (2005), Ontwikkeling en Solidariteit (2010). Stijn Meuris Musicien-journalistereporter-réalisateur, mais avant tout connu et célébré en tant qu ancien chanteur de Noordkaap, de Monza, et aujourd hui sous son propre nom. Stijn Meuris n est jamais avare d une déclaration politique audacieuse. Caro Bridts travaille comme experte formée par son expérience personnelle de la pauvreté et de l exclusion sociale pour l association Samenlevingsopbouw Brussel (développement communautaire à Bruxelles). Les experts par l expérience ont éprouvé la pauvreté dans leur vie, ont transformé et élargi cette expérience et grâce à une formation intense, ont appris à s en servir dans tous les secteurs de la lutte contre la précarité. Caro Bridts sait aussi mieux que n importe quel théoricien ce que signifie vraiment la pauvreté et combien la lutte pour s en sortir est épuisante. ENG Francine Mestrum has a Ph.D. in social sciences and specialises in development issues with a particular interest in research into poverty, development and international organisations. Stijn Meuris Is a musician, journalist, reporter and director, but primarily known and celebrated as a singer, previously with Noordkap and Monza and now under his own name. He is never shy of making a politically daring statement. Caro Bridts Caro Bridts works as a trained expert by experience of poverty and social exclusion for Samenlevingsopbouw Brussel. Field experts have experienced poverty personally, they have assimilated and broadened this experience and through intensive training have learnt to use this in all areas of the fight against poverty. Centraal staat steeds het dagelijkse gevecht van de kleine mens met de wereld rondom hem. Dat zet de Unie om in universele, volkse en ongepolijste vertellingen. In haar nieuwe voorstelling Schaften wroet ze in ons explosieve tijdsgewricht, waar de glorieuze dagen van de machtige koningen, onderwerp van de Grote Tragedies, definitief voorbij blijken te zijn. 12 Dossier / NL ARMOEDE Afschaffen KAN! Door de oorzaken van verarming aan te pakken. Riccardo Petrella* Men is niet arm geboren, men wordt het. Dat is het hoofdargument om te zeggen dat armoede of beter: verarming kan uitgeroeid worden en dat alle handelingen en keuzes die tot een tijdelijke of structurele verarming van een deel van de mensheid leiden, illegaal verklaard moeten worden. Schijnbeloften In 1974 beloofden de dominante groepen van de rijke landen de armoede uit te roeien tegen het jaar Dit betekende (en dat is vandaag nog steeds het geval) dat elk individu de absolute armoededrempel, vastgelegd op 2 $ per dag en per persoon, moest overschreden hebben. Vanaf dat inkomen word je niet langer als arm beschouwd. Daarom beloofden ze 0,7 % van hun bruto binnenlands product (BBP) aan ontwikkelingshulp te besteden. Vijftien jaar later, in 1989, kondigden diezelfde groepen aan dat door de verdwijning van de Sovjet- Unie, het einde van de 20ste en het begin van de 21ste eeuw het begin zouden zijn van een nieuw tijdperk van wereldvrede. Het was niet langer nodig om massaal geld te verspillen aan wapens. De wereld zou de vruchten plukken van haar streven naar vrede wat het uitroeien van de armoede tegen 2000 zou vergemakkelijken. Jammer genoeg weten we wat er is gebeurd: de armoede is niet uitgeroeid, ze is zelfs toegenomen, vooral in de jaren In 2000 leefden er op een bevolking van 6 miljard mensen 2,7 miljard onder de armoedegrens. Daarvan waren er 1,3 miljard extreem arm, met een inkomen van minder dan 1 $ per dag. 12A Met een dergelijke mislukking in het vooruitzicht besloten de dominante groepen om over te gaan van een strategie om de armoede uit te roeien, naar een strategie om de armoede te verminderen. Dat gebeurde vanaf 1995 op de VN-top over armoede en sociale uitsluiting in Kopenhagen. Inspiratie kwam van de Wereldbank. Deze verandering werd bevestigd op de Millenniumtop in september 2000 toen de beroemde (!) millenniumdoelstellingen werden goedgekeurd. Het paradepaardje van deze doelstellingen is de halvering tegen 2015 van het aantal extreem arme personen. 1 Het bedrog zit hier in de details: het gaat niet langer om de uitroeiing van de absolute armoede, en ook niet om de halvering van het aantal absoluut arme mensen (meer dan 2,7 miljard mensen). Het volgens hen ambitieuze doel, is de halvering van het aantal extreem arme mensen (een inkomen van minder dan 1 $ per dag, inmiddels 1,25 $ per dag). In 2000 waren dat ongeveer 1,3 miljard mensen. Dit betekent dat, indien in 2015 het inkomen per hoofd van de bevolking in Azië, Afrika en Latijns Amerika 1,35 $ per dag bedraagt wat perfect mogelijk is zonder echte inspanningen of veranderingen de dominante groepen kunnen verklaren dat ze niet enkel de millenniumdoelstellingen hebben bereikt maar dat ze de extreme armoede hebben uitgeroeid! Het onbezonnen lef van de dominante groepen kent geen grenzen. Dat zagen we onlangs opnieuw. Op de nieuwe VN-conferentie in New York in september 2010 over de vorderingen die met de millenniumdoelstellingen worden gemaakt, kon je het volgende horen. Volgens de officiële overheid zouden er nog slechts enkele honderden extreem arme mensen overblijven dankzij de groei van de rijkdom van de Chinezen, de Indiërs, de Brazilianen en de Russen. Vooral de verrijking van China zou aan de basis liggen van het verwezenlijken van de belangrijkste millenniumdoelstellingen. Het is voor iedereen duidelijk dat China besmet is door het virus van het marktkapitalisme en dat het land die buitengewone economische groei bereikte met een beleid en met methodes die diametraal tegenover die van het liberale kapitalisme van het Westen staan. Maar bovendien tonen de gegevens die we hebben over China aan dat 200 tot 400 miljoen Chinezen slechts rijker werden op de rug van 600 tot 800 miljoen anderen die arm, uitgebuit en uitgesloten blijven (zowel op het platteland als in de steden). De realiteit vandaag is dat de millenniumdoelstellingen zijn mislukt. In 2010 stellen we vast dat 2,6 miljard mensen geen toegang hebben tot sanitaire voorzieningen, dat 2 miljard mensen geen betaald werk hebben (waaronder 60 % jongeren van minder dan 25 jaar), dat 1,7 miljard mensen geen degelijke huisvesting hebben, dat 1,4 miljard mensen in sloppenwijken wonen, dat meer dan één miljard mensen geen toegang hebben tot drinkwater en dat bijna één miljard mensen honger lijden Deze immense armoede is niet natuurlijk, onvermijdelijk of inherent aan menselijke samenlevingen ook al doen de dominante groepen ons graag geloven dat dat de reden is waarom armoede blijft voortbestaan. Dat het doel van 1974 (uitroeiing van de armoede in 2000) niet werd bereikt en dat in 1995 zelfs het bescheiden streven naar een halvering van het aantal absoluut arme mensen verlaten werd, betekent geenszins dat deze doelstellingen niet haalbaar zijn. De reden is wel dat de dominante groepen van de rijke landen en de elites die aan de macht zijn in de arme landen, nooit de noodzakelijke en onontbeerlijke maatregelen hebben willen nemen om de armoede uit te roeien. Dat zou immers leiden tot een gevoelige verandering in de machtsverhoudingen en in de verdeling van de rijkdom. En dat willen ze nu net niet. Een goed voorbeeld is de hiërarchie van de katholieke kerk, van de islam of van het hindoeïsme, of zelfs dat van de chefs van Afrikaanse dorpen. Men kan zich moeilijk indenken dat één miljard katholieken en één miljard moslims geen enkele invloed kunnen hebben op de verarming in de wereld, mocht hun hiërarchie dat willen. Maar de dominante groepen willen de oorzaken die het verarmingsproces van de meerderheid in gang zetten en in stand houden (met uitzondering van de middenklassen waaruit ze vaak komen) nu eenmaal niet veranderen. Net zomin als de oorzaken die het verrijkingsproces van de minderheid in gang zetten en in stand houden. Dit verklaart waarom de dominante groepen hun beloften niet hebben ingelost (met name de 0,7 % van het BBP voor ontwikkelingshulp). Integendeel, ze hebben een commercieel, financieel en technologisch beleid gevoerd dat haaks staat op hun zogenaamde strijd tegen de armoede. Op die manier werden bevolkingensgroepen die het al niet breed hadden, nog dieper in de armoede geduwd. 2 De belofte van vrede werd ingevuld met meer oorlogen, met name in het Midden-Oosten en in Afrika. Volgens de leiders van de Westerse landen, en dan vooral de Verenigde Staten, is de wereld na 11 september in een lange fase van wereldwijde oorlog tegen het terrorisme gestapt. In 2008 lagen de militaire uitgaven hoger dan tijdens de koude oorlog. 3 Ook hier kunnen we stellen dat het niet de vrede is die is mislukt, maar wel het wereldbeeld en de

Architecten van armoede en oorlog In het licht van deze dubbele en gewilde impasse, stellen de onderdrukkers aan de onderdrukten, de armen en de uitgeslotenen de armoede voor als natuurlijk en onvermijdelijk, en nodigen hen uit meedogenloos te strijden voor hun eigen individuele overleven. In de huidige mondialisering is er geen wij, zo stellen ze, maar een eindeloze reeks van ikken, mensen die met elkaar in concurrentie zijn om toegang te krijgen tot basisgoederen en diensten. Er zijn geen gemeenschappelijke en openbare goederen en diensten, waarop iedereen recht heeft. De essentiële en onvervangbare goederen en diensten die nodig zijn om te overleven en samen te leven zo zeggen en dicteren ze zijn economische goederen die een prijs hebben en dus betaald moeten worden door de consumenten. Hier gelden de regels van de markt en het individuele eigendom op basis van kapitaal. Elke vorm van leven is koopwaar, is verkrijgbaar op de markt, heeft een ruilwaarde en een marktprijs in functie van de rijkdom die het geïnvesteerde kapitaal opbrengt. Het evangelie van de concurrentie en de vermarkting van het leven worden al dertig jaar lang gepredikt als inspiratiebron en als motor voor de westerse beschaving. Ze worden bovendien gebruikt in het discours om het voortbestaan van armoede en van oorlogen te verklaren en te verantwoorden. 4 Over de onontkoombaarheid van armoede zijn alle dominante groepen het op enkele nuances na, grondig met elkaar eens. De regeringen van de Verenigde Staten, van China, van de 27 lidstaten van de Europese Unie, de Arabische landen, van Chili, Indië, enzovoort, evenals de katholieke en de protestantse kerk, de autoriteiten van de islam en van het hindoeïsme, en ook het grote aantal niet-gouvernementele organisaties die rond de Verenigde Naties hangen en ervan leven: allemaal hebben ze in september 2010 herhaald dat hun enige doel de in 2000 vastgelegde millenniumdoelstellingen zijn. Zodoende hebben de wereldelites eens te meer hun politieke en ethische verantwoordelijkheid ontlopen om vorm te geven aan eenieders basisrecht op een waardig leven. En hebben ze aan de miljarden arme mensen gezegd daar ook best van af te zien. De vrede werd evenmin verwezenlijkt maar vervangen door een valstrik. Vrije en democratische samenlevingen moeten een oorlog voeren tegen de gemeenschappelijke vijand, het zogenaamde mondiale terrorisme. En dit gebeurt in naam van de beschaving, de beschaving van de rijkdom en van de Westerse consumptiemaatschappij. De voorstanders van deze oorlog rechtvaardigen het onvermijdelijke karakter ervan met het argument dat enkel zo een eind kan worden gemaakt aan het religieuze en etnische fanatisme. Dat fanatisme komt van een verliezende beschaving die wil beletten dat de winnende beschaving, die van de westerse vrijheid en van de democratie, zich over de hele wereld zou vestigen. Het epicentrum van deze oorlog tegen het obscurantisme zou in de Arabische en moslimwereld liggen. Volgens de dominante groepen hebben alle armen ter wereld er belang bij zich aan te sluiten bij deze oorlog om hun recht op vrijheid, individuele verrijking en moderniteit kracht bij te zetten. De Chinese leiders, zo wordt gezegd, hebben dit goed begrepen. (zie La Chine bouscule l ordre mondial in Le monde diplomatique, augustus 2005). Volgens deze stelling is het vrijwaren en bevorderen van een westerse levenswijze symbool geworden van een wereldwijde beschaving in het belang van alle volkeren. Er moet dus strijd worden geleverd tegen al wie de groeiende consumptie wil afremmen, die vrijheid van handel en van financiën in de weg staat, die het vrije verkeer en de kruisbestuiving van culturen verhindert. Dat moet gebeuren in het kader van de regels van de Wereldhandelsorganisatie, het Internationaal Muntfonds, de Wereldbank, de Europese Unie, de Wereldorganisatie voor Intellectuele Eigendom, het Noord-Amerikaanse vrijhandelsakkoord, de Vereniging van Zuidoost-Aziatische landen, het Nieuwe Partnerschap voor de ontwikkeling van Afrika, enzovoort. Een andere wereld, tegen de machthebbers in Er zijn nochtans oplossingen om de verarming tegen te gaan en om niet langer permanent in oorlog te zijn. Eeuwenlang werd slavernij als een natuurlijk, onvermijdelijk en onuitroeibaar fenomeen gezien. Toch werd ze in de 19 de eeuw illegaal verklaard. Zo werd de droom van de gelijkheid tussen alle mensen tenminste voor de wet waargemaakt. De tijd is nu gekomen om ook armoede illegaal te verklaren op basis van het principe niemand heeft het recht om arm te zijn. 5 Dat was ook het basisprincipe van de verzorgingsstaat. De armoede illegaal verklaren betekent concreet het volgende: - Alle wettelijke en bestuursrechtelijke bepalingen afschaffen die het ontstaan en de handhaving van armoede in de wereld in de hand werken, ook in de ontwikkelde landen; - Het beleid, de sociale maatregelen en het collectieve gedrag uit de samenleving bannen die de verarming van de zwaksten, de minst strijdlustigen, de minst competitieven bevorderen en versterken. Voor de Europese Unie bijvoorbeeld zou dit betekenen dat de leiders en de Europese volken het volgende opgeven: a) de strategie van Lissabon Van de Europese economie de meest competitieve kenniseconomie ter wereld maken in 2010 b) het proces van Bologna privatisering en vermarkting van het universitair hoger onderwijs c) van water een economisch goed maken, van watergerelateerde diensten diensten met economisch belang maken; en, meer in het algemeen, lokale overheidsdiensten privatiseren d) een competitief en exportgericht landbouwbeleid e) begrotingsdiscipline en het belastingvrij maken van inkomen uit kapitaal f) de bevordering van intellectueel eigendomsrecht op levende wezens 13A

14 Dossier / NL Men moet niet wachten op een intergouvernementele conferentie om armoede illegaal te verklaren. Het initiatief kan uitgaan van lokale overheden. Wereldwijd zijn vele daarvan nu al kernvrije gemeenten die zich zo verzetten tegen een wereld die afhankelijk is van kernenergie. Ook zijn er de GATSvrije gemeenten, die zich verzetten tegen de liberalisering, de privatisering en de vermarkting van openbare diensten en goederen in het kader van het door de Wereldhandelsorganisatie (WHO) gepromote GATS-akkoord. Dat akkoord ligt Pascal Lamy na aan het hart, algemeen directeur van de WHO en voormalig (socialistisch) lid van de Europese Commissie. Veel lokale overheden die zich al GATS-vrij verklaard hebben, weigeren nu ook ggo-productie in open veld om geen genetisch gewijzigde organismen in de voeding te krijgen. Dit alles om duidelijk te maken dat de weigering van een economische, sociale en militaire oorlog de droom van universele vrede in eerste instantie verloopt via het bevorderen van een economie die gebaseerd is op een geheel van mondiale gemeenschappelijke goederen en openbare diensten. We moeten dringend erkennen dat lucht, water, zonneenergie, bossen, kennis, biodiversiteit, voedselveiligheid, gezondheidszorg, de oceanen, de ruimte, onderwijs, financiële zekerheid, collectieve veiligheid,, goederen en diensten zijn die voor de hele wereldgemeenschap moeten gewaarborgd worden en dat die gemeenschap daar ook financieel verantwoordelijk voor is. Dat is de basis van de strijd tegen de verarming. De collectieve rijkdom bevorderen, zijnde alle gemeenschappelijke openbare diensten en goederen, is het meest efficiënte middel om de armoede uit te roeien. Daarom moet de 21ste eeuw niet alleen de geschiedenis ingaan als de eeuw die de armoede illegaal heeft verklaard, maar tevens als de eeuw die de mensheid juridisch en politiek heeft erkend, verantwoordelijk voor de mondiale gemeenschappelijke openbare goederen en diensten. Een dergelijk project kan niet op enkele jaren worden verwezenlijkt, maar niets sluit uit dat dat op één generatie wel kan. Het vastlopen van de hervorming van de Verenigde Naties toont aan dat er een echte verandering nodig is om de vrede te garanderen: we moeten overstappen van een Organisatie van de Verenigde Naties naar een Mondiale Organisatie van de Mensheid. Er moet een planetaire politieke architectuur gecreëerd worden die beantwoordt aan het mondiale karakter van het mens-zijn. In dit verband valt vooral de bijziendheid op van wie het Europese grondwettelijke verdrag opstelde. Dat verdrag moedigt de Unie niet aan de vrede te bevorderen door in eerste instantie de oorlog af te wijzen, maar wel, zoals artikel I-41-7 het stelt, een gemeenschappelijk veiligheids- en defensiebeleid te voeren dat verenigbaar is met de Noord-Atlantische Verdragsorganisatie. De lidstaten worden aangemoedigd om geleidelijk aan hun militaire capaciteiten te verbeteren (artikel I-41-3). Het is hoog tijd het pad van de absolute macht en hegemonie te verlaten. Wat de mensheid nodig heeft zijn geen keizers en veroveraars, maar bouwers van een mondiaal op elkaar afgestemd en afgesproken samen-leven gebaseerd op het recht van ieder individu en van elk volk op leven, waardigheid, gerechtigheid, vrijheid en vrede. 15 Dossier / FR Abolir la pauvreté c est possible! en s attaquant aux facteurs de L appauvrissement. Riccardo Petrella* On ne naît pas pauvre, on le devient. Ce principe est à la base de l argumentation en faveur de la possibilité d éradiquer la pauvreté (c està-dire l appauvrissement) et de déclarer illégaux les agissements et les choix qui conduisent à l appauvrissement, provisoire ou structurel, d une partie des membres des sociétés humaines. Des engagements trompeurs En 1974, les groupes dominants des pays riches avaient promis d «éliminer la pauvreté» en l an Il fallait entendre par là (et c est encore le cas aujourd hui) faire franchir aux individus le seuil de la pauvreté absolue, fixé à 2 dollars de revenu par jour et par personne, l intéressé n étant alors plus comptabilisé comme «pauvre». A cette fin, ils s étaient engagés à affecter 0,7 % de leur produit intérieur brut (PIB) à l aide publique au développement. Quinze ans plus tard, en 1989, les mêmes groupes annonçaient que, à la suite de la disparition de l Union soviétique, la fin du XX e siècle et le début du XXI e siècle allaient se caractériser par une nouvelle ère de paix mondiale. Il n y aurait plus besoin de gaspiller des sommes énormes pour les armements. Le monde aurait bénéficié des «dividendes de la paix», qui, à leur tour, faciliteraient la réalisation de l objectif de l éradication de la pauvreté en l an On sait, hélas, ce qui s est passé : la pauvreté n a pas été éliminée, et elle a même augmenté, notamment au cours des années En 2000, sur une population de 6 milliards d habitants, on en comptait 2,7 milliards vivant au-dessous du seuil de pauvreté, et, parmi eux, 1,3 milliard définis comme «extrêmement pauvres» car disposant de moins d un dollar par jour. Devant une telle débâcle, les groupes dominants ont, dès 1995, sous l impulsion de la Banque Mondiale, à l occasion du Sommet mondial des Nations Unies sur la pauvreté et l exclusion sociale à Copenhague, pompeusement changé de stratégie pour passer de la stratégie de l éradication à la stratégie de la réduction de la pauvreté. Ils ont «consacré» le changement officiellement en l an 2000 lors du «Sommet du Millénaire» par l approbation par les Nations Unies en septembre 2000 des fameux (!) OMD Objectifs du Millénaire pour le Développement. L objectif roi des OMD est devenu la diminution par moitié en 2015 du nombre des personnes «extrêmement pauvres». 1 A noter la «finesse» de la tromperie : on ne parle plus d éradication de la pauvreté absolue, on ne parle pas non plus de diminution par moitié du nombre de «pauvres absolus» (plus de 2,7 milliards de personnes). L objectif «ambitieux» selon leur dire est devenu la réduction de la moitié des «extrêmement pauvres» (moins d 1 dollar par jour, monté à 1,25 dollar ces dernières années) (environ 1,3 milliards en 2000)! Ce qui signifie que si en l an 2015, le revenu pro capte quotidien de la population d Asie, d Afrique et de l Amériquelatine s élevait à 1,35 dollar ce qui est tout à fait réalisable sans de véritables efforts et changements les groupes dominants pourraient déclarer non seulement d avoir atteint les objectifs du Millénaire mais d avoir éradiqué la pauvreté extrême dans le monde! L audace irresponsable des dominants n a pas de limites! Cette audace vient d être confirmée ce septembre 2010 à New York à l occasion d une nouvelle conférence des Nations Unies sur l état d avancement des OMD : d après les autorités officielles il n y aurait plus que quelques centaines de pauvres extrêmes, grâce à la croissance de la «richesse» des Chinois, des Indiens, des Brésiliens et des Russes. L enrichissement de la Chine, en particulier, serait à l origine du succès dans la réalisation de l objectif phare des OMD. Or, à part le fait que la Chine, tout en virant sa cuti en faveur des virus du capitalisme de marché, a réalisé sa «croissance» économique extraordinaire par des politiques et des méthodes profondément différentes de celles capital libéristes prônées par les groupes dominants de l Occident, les données dont l on dispose sur la situation en Chine montrent que l enrichissement important réel de 200 à 400 millions de Chinois s est fait au détriment de 600 à 800 millions de personnes qui demeurent pauvres, exploités, exclus (en ville comme à la campagne). La réalité est que les OMD, à ce jour, sont un échec : en 2010 on doit «enregistrer» 2,6 milliards d êtres humains sans accès à l hygiène (une toilette publique) ; 2 milliards de personnes sans un travail rémunéré dont 60% sont de jeunes de moins de 25 ans ; 1,7 milliards sans une habitation décente ; 1,4 milliards vivant dans des bidonvilles, plus d 1 milliard sans accès à l eau potable, presque 1 milliard d affamés La persistance de cette immense «pauvreté» n est pas due au fait que la pauvreté serait comme ont tendance à vouloir le faire croire les groupes dominants «naturelle», inévitable, inhérente aux sociétés humaines. Si l objectif de 1974 (éradication de la pauvreté en l an 2000) n a pas été atteint et celui de 1995 a impliqué l abandon même de l objectif modeste de la réduction de moitié du nombre des «pauvres absolues», ce n est pas qu ils étaient irréalisables. C est parce que les groupes dominants des pays riches et les élites au pouvoir des pays pauvres n ont jamais voulu prendre les mesures nécessaires et indispensables pour éradiquer la pauvreté car elles auraient conduit à une modification sensible des rapports de pouvoir et à de partages de «richesse» qu ils ne sont pas prêts ni désireux de réaliser. L exemple des hiérarchies des églises catholique ou musulmane ou hindouiste, voire des chefs de villages en Afrique, est très éclairant à ce sujet. Il est difficile de penser que 1 milliard de catholiques et 1 milliard de musulmans n aient aucune influence sur le devenir de l appauvrissement dans le monde, si leurs hiérarchies le voulaient. C est que les groupes dominants ne veulent pas s attaquer aux causes qui engendrent et maintiennent les processus d appauvrissement du grand nombre (exception faite des classes moyennes d où ils viennent très souvent) et l enrichissement du petit nombre. Ce qui explique les raisons pour lesquelles les groupes dominants n ont pas tenu les engagements pris (en particulier, celui du 0,7 du PIB dédié à l aide publique au développement). Pis, ils ont mené des politiques commerciales, financières et technologiques contradictoires à la proclamation de leur «lutte» contre la pauvreté et qui ont, au contraire, renforcé les causes de l appauvrissement continu des populations déjà dans le dénuement 2. En ce qui concerne la promesse de la paix, les guerres se sont multipliées, au Proche-Orient et en Afrique notamment. Après le 11 septembre, selon les dirigeants des pays occidentaux, en premier lieu ceux des Etats-Unis, le monde est entré dans une longue phase de guerre planétaire contre le «terrorisme». En 2008, le niveau des dépenses militaires a été supérieur à celui de l époque de la guerre froide 3. Dans ce cas également, ce n est pas la paix qui a été en échec, mais les conceptions du monde et les stratégies politiques poursuivies par les groupes au pouvoir, selon lesquelles faire la guerre est l instrument le plus efficace pour construire la paix! 15A

17 Bâtisseurs d appauvrissement et de guerres Devant cette double impasse voulue, les dominants proposent aux dominés, aux pauvres et aux exclus d accepter le caractère inévitable et «naturel» de la pauvreté et les invitent à lutter sans merci pour leur propre survie individuelle. Dans le cadre de la mondialisation actuelle, il n y a pas de «nous», affirment-ils, mais une infinité de «je» en concurrence entre eux pour l accès aux biens et aux services essentiels. Il n y a pas de biens et de services communs, publics, à l accès desquels toute personne a universellement un droit fondamental. Les biens et les services essentiels et insubstituables à la vie et au vivre ensemble sont affirment-ils et imposentils des biens économiques qui ont des coûts qui doivent être payés par les consommateurs et, par conséquent, sont soumis aux règles du marche et de l appropriation individuelle par le capital. Toute forme de vie est marchandise, est disponible au marché, tire sa valeur de l échange, a un prix de marché déterminé en fonction de sa création de richesse pour le capital investi. Prêchés depuis trente ans comme principes inspirateurs et mobilisateurs de la civilisation occidentale, l évangile de la compétitivité, d une part, et le principe de la marchandisation de la vie, d autre part, servent désormais d argument pour expliquer et justifier la pérennité de la pauvreté et de la guerre 4. Sur la fatalité de la pauvreté, tous les groupes dominants, à quelques nuances près, sont unanimes. Les gouvernements des Etats-Unis, de la Chine, des 27 Etats membres de l Union européenne (UE), des pays arabes, du Chili, de l Inde, etc., de même que les Eglises catholique et protestante, les autorités de l islam ou de l hindouisme, ainsi que de la nébuleuse des organisations non gouvernementales (ONG) qui gravitent autour des organisations onusiennes et vivent grâce à elles, ont tous renouvelé, en septembre 2010, leur acceptation de ne pas pouvoir se donner d autres objectifs que ceux des OMD fixés en Ce faisant, les élites mondiales ont encore une fois abdiqué la responsabilité politique et éthique de concrétiser le droit de base de toute personne à une vie humaine décente Et elles ont dit aux milliards d appauvris d y renoncer également. Dans le cas de la paix, l abdication cède la place au piège. Au piège de la complicité des sociétés «libres» et «démocratiques» avec la guerre livrée contre l ennemi commun que représenterait le «terrorisme» mondial. Et cela au nom d une communauté de civilisation, en particulier de la civilisation de la richesse et de la consommation selon le mode de vie occidental. Les promoteurs de cette guerre justifient son caractère inévitable par l argument selon lequel elle serait le seul instrument efficace pour mettre hors jeu tous ceux qui, animés par des fanatismes religieux et ethniques, au nom de civilisations définies comme «perdantes», s efforcent d empêcher l affirmation à travers le monde d une civilisation définie, elle, comme «gagnante», celle de la liberté et de la démocratie «occidentales». Cette guerre contre l obscurantisme aurait son épicentre dans le monde arabe et musulman. Selon les dominants, tous les appauvris de la Terre auraient intérêt à s associer à cette guerre afin d affirmer leur droit à la liberté, à l enrichissement individuel et à la modernité. Ce que, affirment-ils, les dirigeants chinois auraient bien compris (lire La Chine bouscule l ordre mondial, Le monde diplomatique, août 2005). Selon cette thèse, la sauvegarde et la promotion du mode de vie des pays occidentaux, élevé au rang de symbole de la civilisation mondiale, sont dans l intérêt de tous les peuples. Il leur faut donc combattre ceux qui mettent des obstacles à la croissance de la consommation, à la «liberté» du commerce et de la finance, à la «libre» circulation et à la fertilisation croisée des cultures, dans le cadre des règles fixées et promues par l Organisation mondiale du commerce (OMC), le Fonds monétaire international (FMI), la Banque mondiale, l UE, l Organisation mondiale de la propriété intellectuelle (OMPI), l Accord de libreéchange nord-américain (Alena), l Association des nations de l Asie du Sud-est (Anase), le Nouveau partenariat pour le développement de l Afrique (Nepad), etc. Changer le devenir du monde, contre les prétentions des dominants Il existe pourtant des solutions pour lutter contre l appauvrissement et sortir de la guerre permanente. Pendant de nombreux siècles, l esclavage fut considéré comme un phénomène «naturel», inévitable, impossible à éliminer. Pourtant, au cours du XIXe siècle, il fut déclaré illégal, réalisant ainsi le rêve de l égalité entre tous les êtres humains, au moins au plan de la loi. Le temps est venu de déclarer illégale la pauvreté sur la base du principe «personne n a le droit d être pauvre 5», qui a été à l origine de la construction de l Etat-providence. Déclarer illégale la pauvreté signifie concrètement : abroger les dispositions législatives et administratives qui alimentent ses mécanismes de production et de maintien dans le monde, y compris dans les pays «développés» ; mettre au ban de la société les politiques et les mesures sociales et les comportements collectifs qui créent les conditions et favorisent le renforcement des processus d appauvrissement des plus faibles, des moins compétitifs, des moins «guerriers». Appliquée à l Union européenne, par exemple, cette prescription implique l abandon par les dirigeants et les peuples européens a) de la stratégie dite «de Lisbonne» «Faire de l Europe l économie de la connaissance la plus compétitive du monde en 2010» b) du processus de Bologne (privatisation et marchandisation de l enseignement supérieur universitaire), c) de la transformation de l eau en bien économique et des services hydriques en services d intérêt économique et, plus en général, de la privatisation des services publics locaux, d) de la politique agricole compétitive pour l exportation, e) de la politique d austérité budgétaire et de détaxation des revenus de capital, f) de la promotion du droit de propriété intellectuelle privée sur le vivant Il ne faut pas attendre une conférence intergouvernementale pour déclarer illégale la pauvreté. L initiative peut partir des collectivités locales. Déjà, nombre d entre elles, à travers le monde, se sont déclarées «municipalités dénucléarisées» en opposition à un monde dépendant du nucléaire, ou «hors AGCS» en opposition aux mesures de libéralisation, de privatisation et de marchandisation des biens et des services publics dans le cadre de l Accord Général sur le Commerce des Services prôné par l OMC et si cher à Pascal Lamy, ancien commissaire européen (socialiste), devenu directeur général de l OMC. De nombreuses collectivités, souvent les mêmes que celles à s être proclamées hors AGCS, se sont également déclarées «hors OGM» en refusant la culture en plein champ et l utilisation dans l alimentation d organismes génétiquement modifiés. C est dire que refuser la guerre économique, sociale, militaire le rêve de la paix universelle passe avant tout par la promotion d une économie fondée sur un ensemble de biens communs et de services publics mondiaux. Il est urgent de reconnaître que l air, l eau, l énergie solaire, les forêts, la connaissance, la biodiversité de la planète, la sécurité alimentaire, la santé, les océans, l espace hertzien, l éducation, la stabilité financière, la sécurité collective sont des biens et des services qui doivent être assurés par la collectivité mondiale, et sous sa responsabilité, notamment financière. Telle est la base fondamentale de la lutte contre l appauvrissement. Promouvoir la richesse collective représentée par l ensemble des biens et services communs publics constitue le moyen le plus efficace au service de l éradication de la pauvreté. Pour cela, le XXI e siècle doit entrer dans l histoire non seulement comme le siècle qui aura affirmé l illégalité de la pauvreté, mais aussi comme celui qui aura reconnu l humanité en tant que sujet juridique et politique, responsable des biens et services communs publics mondiaux. Une telle proposition n aboutira pas en quelques années, mais nul ne peut exclure qu elle devienne réalité en l espace d une génération. L enlisement des projets de réforme de l ONU appelle une véritable mutation pour garantir la paix : passer de l Organisation des Nations Unies (ONU) à l Organisation Mondiale de l Humanité (OMH). Il faudra œuvrer pour inventer une architecture politique planétaire à la hauteur de la mondialité de la condition humaine. On mesure, à cet égard, la myopie des rédacteurs du traité constitutionnel européen qui, au lieu de proposer à l Union de se donner comme objectif de promouvoir la paix en commençant par répudier la guerre, ont inscrit (article I-41-7) la politique de sécurité et de défense communes dans le cadre de la compatibilité avec l Organisation du traité de l Atlantique Nord (OTAN) et enjoint aux Etats membres d «améliorer progressivement leurs capacités militaires» (article I-41-3). Il est temps de sortir des chemins de la puissance et des hégémonies impériales. Ce dont l humanité a besoin, ce n est pas de conquérants et d empereurs, mais de bâtisseurs d un vivre ensemble grâce à un contrat social mondial fondé sur le droit de toute personne et de tout peuple à la vie, à la dignité, à la justice, à la liberté et à la paix. 19 Dossier / ENG World Poverty can be Abolished if we Tackle the Causes Riccardo Petrella Man is not born poor, but has poverty thrust upon him. This is the fundamental principle underlying the arguments which support the idea that eradicating poverty (in other words, impoverishment) is possible, and declaring illegal the choices and machinations which lead to the impoverishment, whether temporary or endemic, of some members of human society. False Promises In 1974, the dominant groups of rich countries promised to eradicate poverty by the year It was to be understood by this - and it is still the case today - bringing individuals above the threshold of absolute poverty, fixed at 2 dollars income per day per person, who would then no longer be counted among the poor. To this end, they undertook to allocate 0.7% of their Gross Domestic Product (GDP) to development aid. Fifteen years later, in 1989, the same groups announced that, following the breakup of the Soviet Union, the end of the twentieth century and the beginning of the twenty-first century would be characterised by a new era of world peace. There would no longer be any need to waste vast sums on armaments. The world would benefit from a peace dividend which would facilitate the achievement of the objective of eradicating world poverty by the year Sadly, we know what happened: poverty has not been eliminated, but has grown, notably during the 1990s. In 2000, in a population of 6 billion inhabitants, we counted 2.7 billion living below the poverty line and, amongst them, 1.3 billion were defined as extremely poor meaning their income was less than one dollar per day. Faced with this debacle, the dominant groups, spurred on by the World Bank, on the occasion of the United Nations World Summit for Social Development, 1995, in Copenhagen, to discuss poverty and social exclusion, pompously changed the strategy in order to move from a strategy of eradication to a strategy of reduction of poverty. The change was officially sanctified in 2000, during the Millennium Summit, by United Nations approval in September that year of the famous (!) MDGs Millennium Development Goals. The key objective of the MDGs was now the reduction by half by 2015 of the number of people suffering extreme poverty. 1 Note the subtlety of the deception: there is no more talk of eradicating absolute poverty, neither is there any mention of diminishing by half the number of people in absolute poverty (more than 2.7 billion people). This socalled ambitious objective has become the reduction by half of those in extreme poverty (less than $1 per day, which has risen in recent years to $1.25) (around 1.3 billion people in 2000.) Which means that if, in the year 2015, the daily income per capita of the population of Africa, Asia and Latin America were to rise to $1.35 which is quite achievable without real effort and change the dominant groups could claim not only that they have achieved their Millennium objectives but also to have eradicated extreme poverty from the world! The irresponsible audacity of the dominant nations knows no bounds! This audacity has just been confirmed this September, 2010, in New York on the occasion of a new United Nations conference on the state of progress towards the MDGs: according to the official figures there are said to be only a few hundred extremely poor, thanks to the growth in wealth of the Chinese, the Indians, the Brazilians and the Russians. The enrichment of China, in particular, is considered to be behind the successful achievement of the key objectives of the MDGs. However, aside from the fact that China, while radically changing on account of the fever for market capitalism, has achieved its extraordinary economic growth by policies and methods profoundly different from those advocated by the capital liberism in the dominant groups in the West. The data available on the situation in China show that the considerable, real enrichment of 200 to 400 million Chinese, has been achieved to the detriment of 600 to 800 million people who remain poor, exploited and excluded (in town as well as in rural areas). The reality is that the MDGs as they stand at present, are a failure: in 2010 we must record 2.6 billion human beings without access to sanitation (a public toilet); 2 billion people without paid work of whom 60% are young people under the age of 25; 1.7 billion without a decent place to live; 1.4 billion living in shanty towns, more than 1 billion without access to clean drinking water, more than 1 billion facing starvation The persistence of this immense poverty is not due to the fact that poverty can be considered as the dominant groups are inclined to want us to believe natural, inevitable, inherent in human society. If the objective of 1974 of eradicating poverty by the year 2000 has not been achieved, and that of 1995 implied the very abandonment of the modest ob- 19A

20 Dossier / ENG jective of the reduction by half of the numbers in absolute poverty, this is not because they cannot be achieved. This is because the dominant groups in the rich countries and the elites in power in the poor countries have never wanted to take the necessary and indispensable measures to eradicate poverty, because they would lead to a significant modification of the relations of power and sharing of wealth, which they are neither ready nor willing to put into practice. The example of the hierarchies of the Catholic Church, and the Moslem or Hindu religious authorities, even the chiefs of African villages, is very enlightening on this subject. It is difficult to think that 1 billion Catholics and 1 billion Muslims could have no influence on the future of poverty in the world, if their hierarchies wanted it. It is because the dominant groups do not want to tackle the causes which create and maintain the impoverishment of large numbers of people - with the exception of the middle classes, from whence they very often come - and the enrichment of the few. Which explains why the dominant groups have not fulfilled their undertakings; in particular, the 0.7% of GDP dedicated to public development aid. Worse, they have followed commercial, financial and technological policies which are contradictory to the announcement of their fight against poverty and which, on the contrary, have reinforced the causes of the continued impoverishment of already destitute populations 2. With regard to the promise of peace, wars have multiplied, notably in the Near East and Africa. After 11 September, according to the leaders of Western countries, above all the USA, the world entered into a long, worldwide war against terrorism. In 2008, the level of military expenditure exceeded that of the cold war era 3. In this case, also, it is not peace which is failing, but the world concepts and the political strategies followed by the groups in power, according to whom making war is the most efficient instrument for constructing peace! Builders of Poverty and War In the face of this deliberate double impasse, the dominant nations tell the dominated nations, the poor and the excluded, to accept the natural and inevitable character of poverty and invite them to take part in a merciless struggle for their own individual survival. Within the framework of current globalisation, it is not down to us, they insist, but to infinite numbers of I, in competition between themselves for access to goods and essential services. There are no common and public goods and services to which everyone universally has a fundamental right. Goods and services which are essential and irreplaceable for life and for living together are they affirm and insist economic benefits which have a cost which must be paid by the consumers and, in consequence, are subject to market rules and to individual appropriation as capital. Every form of life is merchandise, available on the market, draws its value from exchange and has a market price determined by function of its creation of wealth in relation to the capital invested. Preached for thirty years as the inspirational and mobilising principles of western civilisation, the gospel of competition, on the one hand, and the principle of the merchandising of life, on the other, now serve as arguments to explain and justify the perenniality of poverty and war. 4 On the inevitability of poverty, all the dominant groups, with a few subtle differences, are unanimous. The governments of the United States, China, the 27 member states of the European Union (EU), the Arab countries, Chile, India, etc, even the Catholic and Protestant Churches, the authorities of Islam and Hinduism, as well as the nebula of non-governmental organisations (NGOs) which orbit around and owe their existence to the UN organisations, have all renewed in September 2010 their acceptance that they are unable to give themselves any other objectives than the MDG set in In so doing, the world elites once again abdicated their ethical and political responsibility to make concrete the basic right of every person to a decent human life. And at the same time they have told billions of impoverished people to renounce that right. In the case of peace, abdication gave way to the trap. The trap in which the free and democratic societies collude in waging war against the supposed common enemy represented by world terrorism. And this is in the name of a community of civilisation, in particular the civilisation of wealth and consumption according to the western way of life. The promoters of this war justify its inevitable character by the argument which claims it is the only effective way to put out of the game all those who, motivated by religious and ethical fanaticism, in the name of civilisations defined as losing, try their best to prevent the affirmation across the world of a defined civilisation defined as winning, that of western liberty and democracy. This war against obscurantism is said to have its epicentre in the Muslim and Arab world. According to the dominant nations, it would be in the interest of all the Earth s poor to associate themselves with this war in order to affirm their right to liberty, individual enrichment and modernity. Which, they say, the Chinese leaders have well understood (read La Chine bouscule l ordre mondial, Le monde diplomatique, August 2005.) According to this thesis, the protection and promotion of the way of life in western countries, elevated to the rank of symbol of world civilisation, are in the interest of all peoples. They should therefore fight those who put obstacles in the way of growth of consumption, of liberty of trade and finance, of the free circulation and crossbred fertilisation of cultures, in the context of rules fixed and promoted by the World Trade Organisation (WTO), the International Monetary Fund (IMF), the World Bank, the European Union, the World Intellectual Property Organisation (WIPO), the North American Free Trade Agreement (NAFTA), the Association of South-East Asian Nations (ASEAN), the New Partnership for Africa s Development (NEPAD), etc. Changing the Future of the World, against the Claims of the Dominant Nations Nevertheless, solutions do exist for fighting against poverty and come out of the continuing war situation. For several centuries, slavery was regarded as inevitable, a natural phenomenon, impossible to eliminate. However, during the nineteenth century, it was declared illegal, thereby realising the dream of equality between all human beings, at least from the point of view of the law. The time has come to declare poverty illegal on the basis of the principle that no-one has the right to be poor 5, on which the construction of the welfare state was based. To declare poverty illegal would mean concrete action on: abrogating the legislative and administrative measures which feed its mechanisms of production and maintenance in the world, including in developed countries; cast out the policies and social measures and collective behaviours which create the conditions and encourage the reinforcement of the process of impoverishment of the weakest, the least competitive, the least likely to fight back. Applied to the European Union, for example, this prescription would imply the abandonment by the leaders and people of Europe of a) the so-called Lisbon strategy To make Europe the most competitive and dynamic knowledgebased economy in the world by 2010 ; b) the Bologna Declaration (privatisation and commoditisation of university level higher education); c) the transformation of water into an economic possession and water services into services of economic interest and more generally, the privatisation of local public services; d) competitive agricultural policies for exportation; e) the policy of budgetary austerity and tax reduction on capital revenues; f) the promotion of private intellectual property rights on living organisms. We must not wait for an intergovernmental conference to declare poverty illegal. The initiative can come from local authorities. Already, numbers of them around the world have declared themselves nuclear-free zones in opposition to a nuclear-dependent world, or no GATS zones in opposition to liberalisation measures, privatisation and commercialisation of public goods and services under the General Agreement on Trade in Services (GATS) advocated by the WTO and so dear to Pascal Lamy, former European Commissioner (Socialist Party) who became Director General of the WTO.
