5 Informations générales Achtergrond informatie Organisation Organisatie Inauguré en mai 2003 à Paris, le Conseil de Coopération Franco-Néerlandais occupe une place centrale dans les relations politiques bilatérales entre la France et les Pays-Bas. Présidé par les deux ministres des Affaires étrangères, il réunit des personnalités issues du monde politique, des médias, des entreprises, de la culture, impliquées dans les relations franco-néerlandaises. L organisation des journées de rencontre des Jeunes Talents s inscrit dans le cadre de ses activités. Le Réseau Franco-Néerlandais à Lille et la Frans-Nederlandse Academie à Utrecht en sont les opérateurs en étroite collaboration avec l ambassade de France aux Pays-Bas et le ministère des affaires étrangères néerlandais. Cet événement vise à stimuler le dialogue entre experts issus des sociétés civiles françaises et néerlandaises mais plus particulièrement en vue de la consolidation européenne, d où le choix de rassembler des jeunes et de les faire réfléchir ensemble autour de thèmes intéressant bien entendu nos deux pays mais tout aussi directement l Europe. Cinquante personnalités de moins de 40 ans d origines professionnelles variées (scientifiques, économistes, journalistes, responsables politiques, artistes, etc) sont réunies tous les deux ans environ, en alternance aux Pays- Bas et en France. Les intervenants débattent en anglais pendant deux demi-journées sur le thème proposé. Ils échangent des savoir-faire, des idées et proposent des solutions d avenir communes pour résoudre de grands dilemmes européens. Les résultats des ateliers et des sessions plénières sont publiés par le RFN/FNA et distribués à l ensemble des personnes concernées. Au-delà de la manifestation ponctuelle, le but de cette opération est de créer des liens durables entre ces jeunes experts et de leur permettre de continuer à échanger des expériences, des savoirs et des expertises par tous les moyens possibles. De Nederlands-Franse Samenwerkingsraad (SWR) opgericht in 2003 door de toenmalige Franse en Nederlandse ministers van Buitenlandse Zaken, Hubert Védrine en Jozias van Aartsen, brengt prominenten uit verschillende hoeken van de samenleving uit Nederland en Frankrijk bij elkaar. De SWR heeft tot doel de betrekkingen tussen Nederland en Frankrijk te versterken. De raad bestaat uit vooraanstaande personen uit de politiek, media, wetenschap, cultuur en bedrijfsleven met sympathie voor de Frans-Nederlandse betrekkingen. De bijeenkomst voor Jong Talent past in de missie van de SWR. De Frans-Nederlandse Academie en het Réseau franco-néerlandais zorgen in nauwe samenwerking met de beide Ambassades en de ministeries van Buitenlandse Zaken voor de organisatie en de uitvoering. In het kader van de versterking van de banden tussen onze twee landen, beogen we met dit evenement een dialoog op gang te brengen tussen Franse en Nederlandse jonge professionals komende uit uiteenlopende disciplines met als uiteindelijk doel een sterker Europa. Vandaar de keuze om jong talent bijeen te brengen en hen de kans te bieden na te denken over interessante, actuele thema s die niet alleen onze beide landen spelen maar ook in Europa het gesprek van de dag zijn. Elke twee jaar nodigen we 50 Franse en Nederlandse talenten jonger dan 40 jaar uit. Jonge talenten uit allerlei disciplines met zeer verschillende achtergronden. Wetenschappers, schrijvers, economen, theatermakers, journalisten, politici en kunstenaars. De deelnemers spreken twee dagen lang in het Engels over het gekozen hoofdthema. Ze wisselen ervaringen, ideeën, kennis en kaartjes uit en doen voorstellen voor het gezamenlijk aanpakken en oplossen van grote Europese dilemma s. De resultaten van de werkgroepen en plenaire sessies worden door de Frans-Nederlandse Academie en het Réseau franco-néerlandais gepubliceerd en verspreid onder een groot publiek. 3

6 Les deux premières éditions ont porté sur : Paris «Quelle Europe voulons-nous?» Maastricht, «Responsabilité sociale et environnementale de l entreprise en Europe» Le Réseau franco-néerlandais Objectifs et missions : au service de l intégration européenne Le Réseau Franco-Néerlandais (RFN) et la Frans- Nederlandse Academie (FNA) ont été créés en l an 2000 sur décision des gouvernements français et néerlandais. Le RFN/FNA renforce la coopération et les bonnes relations entre les institutions des deux pays et participe à la construction d un espace européen de l enseignement et de la recherche. Les principales actions du RFN/FNA relèvent de trois grands domaines : l information et le conseil, les services à la mobilité, et le dialogue des sociétés civiles. Il facilite les contacts et stimule l échange de connaissance afin de soutenir la mise en œuvre de programmes franconéerlandais dans le domaine de l enseignement et de la recherche. Il favorise la mobilité des enseignantschercheurs, des chercheurs et des étudiants. Il organise chaque année des rencontres franco-néerlandaises et publie des cahiers sur des thèmes d actualité de l enseignement supérieur. Les activités sont coordonnées à partir de deux lieux stratégiques : l université de Lille 3, qui héberge le bureau du RFN et l université d Utrecht, hôte du bureau de la FNA. Les actions sont régies par un plan d action commun aux deux bureaux. En outre, et suivant le contexte du pays, les bureaux français et néerlandais du RFN/FNA développent des activités spécifiques. Les rencontres des Jeunes talents s inscrivent dans la stratégie du RFN/FNA qui consiste à utiliser des thèmes d actualité et axés sur l avenir comme vecteurs de coopération pour faire passer son message : la collaboration, ça paie! Les jeunes talents et l avenir de la santé en Europe La recette: prenez cinquante jeunes talents, confiez leur une mission ciblée, découpez l avenir en trois morceaux assimilables, ajoutez des images éloquentes et des informations concrètes, confrontez les à des points de vue de spécialistes, incorporez un peu de dilemmes et laissez le tout bouillonner pendant deux jours. Le résultat: une avalanche d idées, de courants de pensée et de réflexions inspirantes. Deux jours dans une cocotte-minute virtuelle ne peuvent aboutir à des solutions toutes prêtes. Mais la spontanéité, l étonnement, l indignation, le goût de la vie, l impartialité, l envie d agir et d innombrables autres émotions donnent leur saveur aux débats de ces journées de rencontres. C est un échange vivant d idées et d opinions. Il émerge de cette rencontre un esprit concret. Pas de chimères ou de vagues idéaux. Mieux vaut s attaquer tout simplement aux problèmes. S investir dans un monde meilleur. Commencer dès aujourd hui! Naast twee dagen van debat tussen jong talent, heeft deze bijeenkomst ook als doel om mooie en vooral duurzame contacten te creëren zodat onze jonge talenten ook later nog de mogelijkheid hebben om ervaring, kennis en expertise te blijven delen. De eerst twee bijeenkomsten voor Jong Talent gingen over: , Parijs, Wat willen wij met Europa? , Maastricht, Duurzaam ondernemen in Europees perspectief De Frans-Nederlandse Academie Samenwerking tussen Nederland en Frankrijk met het oog op één Europa De Frans-Nederlandse Academie (FNA) en het Réseau Franco-Néerlandais (RFN) zijn in 2000 ontstaan op initiatief van de Nederlandse en Franse overheid. De FNA/ RFN maakt zich sterk voor meer en betere samenwerking tussen kennisinstellingen in beide landen, in het kader van de Europese ruimte voor onderwijs en onderzoek. De FNA/RFN is actief op drie terreinen: informatie en advies, uitwisseling van mensen, en uitwisseling van kennis. Door het leggen van contacten en het delen van kennis hoopt de FNA/RFN bij te dragen aan samenwerkingsprojecten in onderwijs en onderzoek. Verder steunt zij mobiliteit van docenten, onderzoekers en studenten. Ieder jaar organiseert de FNA/RFN ontmoetingsdagen, en publiceert ze cahiers over actuele thema s in hoger onderwijs en onderzoek. De activiteiten worden georganiseerd vanuit twee bureaus: het Nederlandse bureau is gevestigd bij de Universiteit Utrecht en zijn Franse tegenhanger aan de universiteit van Lille. De activiteiten maken deel uit van een gezamenlijk actieplan. Daarnaast richten het bureau in Nederland en Frankrijk zich elk op enkele specifieke projecten. Een ontmoeting van jonge talenten past in de aanpak om actuele thema s te gebruiken als transportmiddel voor haar boodschap: samenwerking loont! Jeunes Talents en de toekomst van de gezondheidszorg Het recept: neem veertig jonge talenten, geef hen een gerichte opdracht, hak de toekomst in drie behapbare brokken, voeg sprekende beelden en harde informatie toe, confronteer hen met opvattingen van deskundigen, kluts er wat dilemma s door en laat alles twee dagen borrelen. Het resultaat: een inspirerende stortvloed aan opvattingen, denkrichtingen en geluiden. Twee dagen in een virtuele hogedrukpan levert geen kant- en klare oplossingen. Maar spontaniteit, verbazing, verontwaardiging, onthutsing, levenslust, onbevangenheid en dadendrang geven tijdens deze bijeenkomst smaak aan de debatten en conclusies. Het is een levendige uitwisseling van gedachten en meningen. Opmerkelijk is de praktische instelling. Geen luchtfietserij of vage idealen. Zaken die beter kunnen, gewoon aanpakken. Veranderen. En liever vandaag beginnen dan wachten tot morgen! 4

9 Introduction aux ateliers Inleiding tot de workshops Introduction Inleiding Malgré le renforcement de l espace européen de la santé, et les progrès continus dans le domaine biomédical et technologique, les inégalités et les disparités persistent entre les pays de l UE. Chacun gère encore trop souvent la santé à sa manière, à l aune d une tradition nationale. France et Pays-Bas envisagent les questions d éthique, de prévention et de coût de la santé parfois de manière diamétralement opposée. On pense immédiatement bien sûr à l euthanasie, dépénalisé depuis 1993 et autorisé aux Pays-Bas depuis 2001, ou à la politique néerlandaise en matière de drogue très controversée en France. Des discordances et des différences se sont également révélées notamment lors de la gestion de l épidémie de SIDA ou de la grippe A H1N1. Au-delà de ces questions qui ressurgissent dans l actualité, le décalage d approche en matière de santé entre nos deux pays semble, sur certains points, assez profond. Pourtant, des menaces transfrontalières graves pour la santé sont apparues au cours des dernières décennies. Les pandémies, les incidents physiques et biologiques majeurs et le bioterrorisme font peser de lourdes menaces potentielles pour la santé. La crise de la vache folle, les risques épidémiologiques liés au SIDA, au SRAS, et plus récemment à la grippe aviaire, mais aussi le vieillissement de la population dans l UE ont rendu indispensable une coopération au niveau européen en matière de santé publique. Ces nouveaux défis nécessitent de nouvelles mesures qui ne peuvent être simplement imaginées sur un plan national. Il est indispensable d assurer un niveau élevé de coordination entre les actions et les initiatives, de renforcer l efficacité des réseaux, et l échange d informations et de données pour l amélioration de la santé en Europe. Le secteur de la santé est confronté à de nombreux défis : notamment augmenter l espérance de vie Ondanks de consolidatie van de Europese Ruimte voor Gezondheidszorg en voortdurende vooruitgang op biomedisch en technologisch gebied, blijven er ongelijkheid en verschillen tussen Europese landen bestaan. Ieder voert een eigen politiek met betrekking tot zorg, al naar gelang de nationale traditie. De wijzen waarop Frankrijk en Nederland kwesties rond ethiek, preventie en de financiële kant van de zorg benaderen zijn niet altijd dezelfde. Denk daarbij aan zaken als euthanasie, in Nederland al sinds 1993 uit de strafrechtelijke sfeer en sinds 2001 zelfs toegestaan, of het Nederlandse drugsbeleid dat in Frankrijk al sinds jaar en dag betwist wordt. Dit gebrek aan overeenstemming en deze verschillen komen vooral aan het licht bij bijvoorbeeld het mondiaal aanpakken van epidemieën als AIDS en de Mexicaanse griep. Buiten deze kwesties die vaak in de media ter sprake komen, lijkt het verschil in benadering van andere kwesties in de zorg op sommige punten ook zeer groot. De laatste decennia staken grote grensoverschrijdende gezondheidsbedreigingen de kop op. Pandemieën, natuurlijke en biologische verschijnselen en bioterrorisme kunnen mogelijk in de toekomst een grote bedreiging gaan vormen voor de gezondheid. De gekkekoeienziekte, de epidemiologische risico s verbonden aan AIDS of SARS, en, veel recenter de vogelgriep, en ook de vergrijzing van de Europese bevolking maken samenwerking in de gezondheidszorg op Europees niveau noodzakelijk en onontkoombaar gemaakt. Deze ontwikkelingen vragen om maatregelen die niet slechts op nationaal niveau kunnen worden bedacht en toegepast. Het is zaak internationaal samenwerking en coördinatie op te zetten voor nog te ondernemen acties en genomen initiatieven, om netwerken voor de uitwisseling van informatie en gegevens efficiënter te maken en zo de Europese gezondheidszorg te verbeteren. 7

10 en bonne santé, prévenir les maladies et découvrir de nouveaux remèdes, faire face à de nouvelles pandémies. Quelles sont les perspectives? Le dynamisme et les avancées réalisées dans le domaine médical permettent d imaginer un avenir plus radieux. Une meilleure connaissance des maladies neurodégénératives comme la maladie d Alzheimer fait partie des sujets importants qu il convient de prendre en considération. Cependant, le vieillissement de la population et les progrès de la médecine remettent en cause la viabilité financière du système de santé, et face à un désinvestissement de l Etat, le risque de voir les disparités s accroître est bel et bien réel. De plus, le fossé ne cesse de se creuser entre pays riches et pays pauvres, quel rôle l Europe peutelle jouer sur un plan mondial? Dans ce contexte, comment soutenir la recherche et les structures de soin pour répondre à ces enjeux sociétaux cruciaux? Aux Pays-Bas, les services publics sont démantelés au profit d organismes privés. Les Français accepteront-ils de renoncer à un système public de soin auquel ils sont très attachés, mais qui est menacé? Au-delà des différences nationales, quelles sont les solutions communes pour promouvoir une riposte coordonnée et efficace face aux difficultés qui s annoncent? La persistance d écarts de santé importants entre les Etats membres justifie sans conteste une nouvelle mobilisation de tous les acteurs. Le niveau européen doit jouer un rôle fédérateur capital, en lien étroit avec les Etats, au bénéfice de tous les citoyens européens. De gezondheidzorgsector wordt geconfronteerd met vele uitdagingen: de levensverwachting van de burgers in goede gezondheid - doen toenemen, het voorkomen van ziektes, nieuwe geneesmiddelen ontdekken en pandemieën de kop kunnen indrukken. Wat zijn de perspectieven? Het dynamische karakter van de medische wereld en de resultaten die tot nu toe zijn geboekt, staan het toe de toekomst redelijk rooskleurig in te zien. Een betere kennis van neurodegeneratieve ziektes als Alzheimer maakt deel uit van een lijst met belangrijke onderwerpen die in ogenschouw dienen te worden genomen. Echter, de vergrijzing van de bevolking en de toename van het aantal zorgbehoevenden, zetten de financiële levensvatbaarheid van de gezondheidszorg op losse schroeven en met het oog op de bezuinigingen vanuit de overheid, lopen we het reële risico dat de ongelijkheid alleen nog maar zal toenemen. Bovendien wordt de kloof tussen rijke en arme landen steeds groter. Welke rol kan Europa spelen op het wereldtoneel? Hoe kan Europa het juiste onderzoek en de juiste infrastructuren behouden om het hoofd te kunnen bieden aan deze belangrijke maatschappelijke uitdagingen? In Nederland is de publieke zorg ontmanteld ten gunste van private organisaties. Zouden de Fransen hun publiek gezondheidszorgsysteem waaraan ze zeer gehecht zijn, maar dat bedreigd wordt, opgeven? Wat zijn, naast de nationale verschillen, de gezamenlijke oplossingen om antwoord te kunnen geven op de problemen die zich aandienen? De grote verschillen tussen de lidstaten rechtvaardigen zonder twijfel een nieuwe mobilisatie van alle betrokken partijen. Europa moet een hoofdrol spelen, in nauwe samenwerking met de nationale regeringen en ten gunste van alle Europese burgers. 8

11 Éthique : Questions ouvertes Een kwestie van ethiek? Interventions sur le corps humain : Quelles limites? Quels risques? La bioéthique est devenue un sujet d actualité suite aux manipulations génétiques effectuées sur les plantes alimentaires, au clonage et à l utilisation d embryons humains. L assistance médicale à la procréation a également été l un des premiers objets de réflexion de la bioéthique, à cause de son potentiel eugéniste. La recherche sur les cellulessouches humaines est autorisée, en France, à titre exceptionnel, est uniquement à partir des embryons surnuméraires. D autres questions brûlantes sont toujours d actualité. Les manipulations humaines (profil génétique, clonage reproductif, amélioration) sont de plus en plus débattues par la communauté scientifique. Le don de cellules souches est également sujet à controverses. Quel est le statut juridique de l embryon et du fœtus? Peut-on imaginer une gestation d embryon humain par des espèces non-humaines? Jusqu où le génie génétique peut-il aller? Et quels sont les risques si l on joue les apprentis sorciers? Enfin, dans un certain nombre de pays européen, l avortement est encore un sujet tabou. Ainsi, il y a quelques années, un navire médical néerlandais mouillait à la limite des eaux territoriales de pays comme le Portugal qui interdisaient l IVG pour accueillir les femmes qui souhaitaient avorter. A-t-on le droit de mettre fin à la vie? La longévité accrue, grâce aux progrès de la médecine, n est pas toujours synonyme d autonomie et de qualité de vie. Le principe de dignité de la personne humaine peut entraîner des conflits de valeur. On peut citer, par exemple, le débat sur l euthanasie entre ceux qui revendiquent sa légalisation au nom du droit de mourir dans la dignité et ceux qui militent contre cette pratique au nom de ce même principe interprété différemment. D un côté, la dignité de la personne humaine est comprise comme le devoir de respecter le droit de la personne à choisir sa mort et à ne pas «perdre Ingrijpen in het menselijk lichaam: waar liggen de grenzen? Ook medische inmenging in voortplanting was één van de eerste punten van reflectie in de bio-ethiek, vanwege het eugenetische aspect. In Frankrijk is onderzoek naar menselijke stamcellen toegestaan, maar alleen op boventallige embryo s. Er zijn ook andere hot items actueel. Manipulatie van menselijke genen (DNA-profiel, reproductief klonen, rasverbetering) of het afstaan van stamcellen zijn controversiële onderwerpen. Wat is de juridische status van een embryo of een foetus? Wat vinden we van de dracht van een menselijk embryo door een niet-menselijk wezen? Tot hoe ver kan genetische engineering gaan? En wat zijn de risico s als we voor tovenaarsleerling spelen? Ten slotte is in veel landen abortus nog een taboe. Zo kwam het dat enkele jaren geleden een Nederlandse abortuskliniek voor anker ging in de territoriale wateren rond bijvoorbeeld Portugal waar abortus verboden is om vrouwen die hun zwangerschap wilden onderbreken op te vangen en te helpen. Hebben we het recht om een leven te beëindigen? Dankzij de medische ontwikkelingen is de levensverwachting van de mens is toegenomen, maar dat geldt niet altijd voor de kwaliteit van leven en de vrijheid om over je eigen lot te beschikken. Het principe van menselijke waardigheid kan conflicten over normen en waarden met zich meebrengen. Kijk naar het debat over euthanasie tussen hen die de wetgeving aanhalen en wijzen op het recht om waardig te sterven en hen die tegen deze vrijheid zijn op grond van hetzelfde principe maar anders geïnterpreteerd. Aan de ene kant wordt deze waardigheid gezien als het moeten respecteren van het recht dat ieder mens heeft om over zijn eigen dood te beslissen en zijn waardigheid niet te verliezen aan zijn ziekte. Aan de andere kant is waardigheid een absolute waarde waarover een individu geen macht 9

13 Prévenir ou guérir Voorkomen of Genezen? Comment réduire les interférences entre le niveau européen et le niveau national? Depuis le traité de Maastricht de 1992, l UE dispose d une base juridique pour intervenir dans le domaine de la santé publique (article 152 TCE). L Union veille ainsi à assurer un niveau élevé de protection de la santé humaine dans la définition et la mise en œuvre de toutes les politiques et actions de la Communauté. En vertu du traité, les mesures prises par l Union européenne doivent viser à améliorer la santé publique, à prévenir les maladies et les affections humaines, et à déterminer les sources de danger pour la santé humaine. L UE mène des actions de recherche et de prévention des grandes maladies. Contre le cancer, notamment, elle multiplie les actions de dépistage et d information du public. Au niveau épidémiologique, un réseau de surveillance et de contrôle des maladies transmissibles permet de promouvoir une coopération et une coordination entre Etats membres afin d améliorer la prévention et le contrôle des maladies transmissibles. La coopération au sein de la communauté scientifique a toujours existé, notamment entre pays européens, soit de façon traditionnelle (colloques médicaux, échanges de malades, essais cliniques communs) soit dans le cadre de programmes de recherche européens. Ces programmes ont apporté une contribution importante à la lutte contre certaines maladies. Le domaine de la protection de la santé publique relève cependant avant tout de la compétence nationale; l action de l UE complète les politiques nationales en la matière mais ne les remplace pas. Les gouvernements nationaux sont donc libres d organiser et de fournir les services de santé comme ils le souhaitent selon leur politique interne. Quelles sont les solutions pour assurer un système de prévention uniforme le plus efficace possible dans l ensemble des pays de l UE? Hoe verminderen we de botsingen tussen nationaal en Europees beleid? Sinds het verdrag van Maastricht in 1992 beschikt het EU over een juridische basis om te kunnen ingrijpen op het gebied van de gezondheidszorg (artikel 152 TCE). Ze probeert zo de gezondheid van de mensen op hoog niveau te beschermen. Het verdrag biedt de EU maatregelen om de gezondheidszorg te verbeteren, om ziektes en aandoeningen te voorkomen en om risicobronnen op te sporen. De EU onderneemt actie op het gebied van onderzoek en preventie van ernstige ziektes. Met name met betrekking tot kanker, de diagnosestelling hiervan en informatieverstrekking hierover. Op het gebied van de epidemiologie zorgt een netwerk voor toezicht en controle van overdraagbare ziektes voor betere samenwerking en coördinatie tussen de lidstaten om zo preventie en controle op deze ziektes te verbeteren. Samenwerking binnen wetenschappelijke kringen heeft altijd bestaan, zeker tussen Europese landen onderling o.a in het kader van Europese onderzoeksprogramma s. Deze programma s hebben een grote bijdrage geleverd aan de strijd tegen bepaalde ziektes. Gezondheidszorg komt voor alles nog neer op nationale deskundigheid; de acties van de EU vullen het nationale beleid aan, maar vervangen deze niet. Het staat de nationale regeringen dus vrij hun gezondheidszorg te regelen volgens hun interne beleid. Wat zouden de oplossingen zijn om een uniformere, efficiëntere preventiepolitiek te kunnen opzetten, toepasbaar in alle EU-landen? De Europese samenwerking is sterker geworden, maar heeft nog niet al haar mogelijkheden benut. De complexiteit van meerdere nationale wetten vormt een rem op innovatie. 11

14 Comment protéger les consommateurs contre les aliments dangereux? La mise en place d une politique nutritionnelle est apparue, au cours des dernières années, comme une priorité de santé publique. Le rôle joué par la nutrition comme facteur de protection ou de risque des pathologies les plus répandues est de mieux en mieux compris, qu il s agisse du cancer, des maladies cardiovasculaires de l obésité, de l ostéoporose ou du diabète de type 2. Même si la nutrition n est pas le seul déterminant de ces pathologies, c est un facteur sur lequel il est possible d intervenir, collectivement et individuellement. Il est également essentiel d élaborer une excellente politique de traçabilité des aliments avec l amélioration de l étiquetage, de la politique de recherche avec des actions portant sur la nutrition. De nouvelles maladies (par exemple vache folle ) apparaissent et il faut savoir les prévenir. De même, il est indispensable de se poser des questions sur le danger de manipulations génétiques sur la santé (OGM). Cependant, comment justifie-t-on que des sommes bien plus considérables soient réservées à la lutte contre l obésité des pays riches qu à la famine des déshérités? Comment dépister les maladies à un stade précoce? On assiste à une amélioration des mesures de prévention, de dépistage précoce, de diagnostic, de traitement et de suivi de certains cancers (cancer du sein par exemple). Un Centre européen pour la prévention et le contrôle des maladies (ECDC) situé à Stockholm a été lancé en mai Quelles politiques de prévention faut-il mener pour mieux dépister et soigner plus rapidement des maladies comme le cancer? Faut-il obliger les citoyens européens à se faire dépister? Ou faut-il laisser le libre choix? Hoe bescherm je de consument tegen gevaarlijk of schadelijk voedsel? Beleid maken met betrekking tot voedselveiligheid krijgt de laatste jaren veel aandacht. De rol die voedsel speelt in het beschermen tegen of juist als risico op bepaalde ziektes wordt steeds beter begrepen, ziektes als kanker, hart- en vaatziekten door overgewicht, osteoporose of diabetes type 2. Zelfs al is voeding niet de directe oorzaak van deze ziektes, het is wel een factor waarop op collectief en individueel niveau kan worden ingegrepen. Het is daarnaast essentieel om een excellent beleid op te stellen om de traceerbaarheid van voedsel te verbeteren door middel van etikettering, en beleid op het gebied van onderzoek met acties specifiek gericht op voedsel. Nieuwe ziektes (als bijvoorbeeld de gekkekoeienziekte ) steken de kop op en men moet er achter komen hoe ze te voorkomen. Daarom is het stellen van vragen bij genetische manipulatie en het effect op de gezondheid nuttig. Echter, hoe praat je het goed dat er veel meer geld beschikbaar is gesteld voor de strijd tegen obesitas in rijke landen dan voor honger in kansarme landen? Hoe kunnen we ziektes in een vroeg stadium ontdekken? We zien een verbetering in de maatregelen op het gebied van preventie, van vroegtijdige opsporing en diagnosestelling, in de behandeling en de follow-up van sommige kankersoorten (bijv. borstkanker). Het ECDC (European Centre for Disease Prevention and Control) gevestigd in Stockholm werd in mei 2005 opgericht. Welke beleid op het gebied van preventie zou er moeten zijn om ziektes als kanker eerder te kunnen opsporen en behandelen? Moet men burgers verplichten om zich te laten onderzoeken? Of moet er hierin keuzevrijheid blijven bestaan? Polsslag

15 Le prix à payer Gezond tegen welke prijs? Comment financer et moderniser les infrastructures? Comment encourager les investissements? Les nouvelles technologies médicales et les médicaments innovants sont clairement identifiés comme des facteurs d augmentation du coût de la santé et ils devraient continuer à se répandre plus largement. Ainsi, le nombre d appareils d imagerie par résonance magnétique (IRM) a plus que triplé en moyenne dans les pays de l OCDE au cours des années 1990 de 1,7 à 6,5 appareils par million d habitants. Notre offre de soins (avec les services du public et du privé) devient de plus en plus coûteuse pour des raisons simples : d une part parce que les techniques de diagnostic (radiologiques, biologiques), les moyens thérapeutiques (nouveaux médicaments issus de la recherche par exemple) sont de plus en plus sophistiqués, performants et donc de plus en plus onéreux, et d autre part parce que l offre de soins doit répondre de plus en plus à des exigences légitimes de sécurité, de qualité et de proximité. On dit que la santé est créatrice de richesses... On a du mal à l admettre parce que les prélèvements sont obligatoires, mais la santé est un secteur économique de poids en Europe. Le secteur européen de la santé est un grand pourvoyeur d emploi et de formation: la santé et les services sociaux sont un moteur essentiel de l expansion du secteur des services. Le secteur de la santé en croissance est aussi une source et un utilisateur importants de technologies innovantes. Hoe en met welke middelen kunnen we de infrastructuren verbeteren en moderniseren? Hoe stimuleren we investeringen? Duidelijk is dat nieuwe medische technologieën en innovatieve medicijnen de kosten van de gezondheidszorg hebben doen toenemen en in de toekomst zullen blijven doen stijgen. Zo verdriedubbelde bijvoorbeeld gemiddeld gezien het aantal MRI-apparaten in de OESO-landen in de loop van de jaren 90 van 1.7 tot 6.5 apparaten per miljoen inwoners. Ons zorgaanbod (publieke en privaat) wordt om simpele redenen steeds duurder: de technieken die nodig zijn voor diagnosestelling (radiologisch en biologisch), therapeutische middelen (nieuwe medicijnen die voortkomen uit onderzoek) worden steeds verfijnder en doeltreffender en dus veel duurder en aan de andere kant moet het zorgaanbod steeds beter opgewassen zijn tegen wettelijke eisen van veiligheid, kwaliteit en bereikbaarheid. Men zegt dat gezondheidszorg de schepper van rijkdom is Gezondheidszorg is een zwaargewicht geworden in de economische sector. Dit is echter moeilijk toe te geven, want veelal is de afname van de zorg verplicht. De Europese gezondheidssector is een grote leverancier van werk en opleiding: gezondheidszorg en sociale diensten zijn een belangrijke motor voor uitbreiding in de dienstensector. De groeiende gezondheidszorgsector is ook een belangrijke bron en gebruiker van innovatietechnologie. 13

16 Comment préserver la couverture sociale et le remboursement? Il est aisé de se faire soigner en Europe. La plupart des soins sont facilement accessibles. Le financement de la sécurité sociale est assuré par les cotisations sociales payées par les employeurs et les salariés, ainsi que par diverses contributions et taxes. Toute personne qui travaille et réside en France est obligatoirement affiliée au régime de sécurité sociale dont elle relève. La médecine est devenue très performante. Elle s appuie sur des techniques de plus en plus lourdes et chères, avec pour effet, surtout depuis quelques années, de creuser le déficit de la Sécurité sociale. Qui est responsable? Où est l erreur? Peut-on vivre avec un tel déficit? Faut-il envisager de réduire l accès aux soins? Doit-on culpabiliser les médecins et les accuser de creuser le trou de la Sécu alors qu ils cherchent seulement à offrir à leurs patients les meilleures chances de retrouver ou de conserver leur santé... ce qui est leur devoir déontologique? Doit-on culpabiliser les malades et les personnes âgées parce qu ils dépensent trop pour leur santé? Comment maintenir ce système de soin et comment éviter une main mise de compagnies privées sur la santé qui creuseraient un fossé entre riches qui peuvent payer leurs soins et pauvres, qui sont incapables de supporter un tel coût? L idée d une sécurité sociale en équilibre est-elle utopique? Comment faire face à l augmentation des soins? Et comment préserver et renforcer les emplois dans le secteur de la santé? Santé publique : intervention financière de l Etat ou du secteur privé? Dans le domaine hospitalier, le secteur public dispense près de 80% des soins (soit 44,7% de la consommation de soins et biens médicaux). Toutefois, cette appellation de secteur public telle qu elle est retenue dans les comptes de la santé ne se base pas sur le statut juridique des établissements mais sur leur mode de financement. On y retrouve donc des établissements privés participant au service public hospitalier ainsi que d autres, privés mais financés en majeure partie par la dotation globale de la Sécurité sociale. La plupart des pays de l OCDE financent environ les trois quarts de leurs dépenses de santé sur des fonds publics. Le prix des médicaments remboursables est encadré par les pouvoirs publics. Notre système de santé est basé sur une notion de solidarité, et non pas sur des assurances personnelles comme dans certains pays. Le financement du risque maladie est un financement collectif, mais qui donne des droits individuels, personnels. Peut-on apporter les mêmes soins à tous, quel que soit l âge? Peut-on on apporter le même niveau de soins de proximité à toutes les populations? Et ce système va-t-il être remis en cause? Hoe kunnen we het stelsel van sociale dekking en vergoedingen behouden? Het is in Europa makkelijk om zorg te krijgen. De meeste zorg is toegankelijk. De financiering van de sociale zekerheid wordt zeker gesteld door sociale premies betaald door werkgevers en werknemers en door bepaalde bijdragen en belastingen. Elke persoon die werkt en woont in Frankrijk is verplicht om zich aan te sluiten bij het sociale verzekeringsstelsel. De ontwikkelingen in de geneeskunde gaan snel. Ze steunt op steeds zwaardere en duurdere technieken met als gevolg, zeker de laatste jaren, een toenemende druk op het zorgstelsel. Politici en leidinggevenden maken dus hun zoveelste bezuinigingsplan en beloven evenwicht op de betalingsbalans. Wie is verantwoordelijk? Waar ligt de fout? Kunnen we leven met zo n tekort? Zou men de toegang tot zorg moeten verkleinen? Zijn de artsen schuldig aan het veroorzaken van het gat in het zorgstelsel? Of willen zij alleen dat hun patiënten de beste kansen krijgen om hun gezondheid te behouden of weer gezond te worden..hetgeen immers hun beroepsethiek en officiële gedragscode is? Moeten we de zieken en ouderen zich schuldig laten voelen omdat ze de zoveel aan zorg kosten? Hoe kunnen we het zorgstelsel van nu behouden en hoe kunnen we te veel inmenging van private instellingen voorkomen, inmenging waardoor een grotere kloof ontstaat tussen rijken die hun zorg wel kunnen betalen en armen die zulke lasten niet kunnen dragen? Is een sociale zekerheidstelsel dat volledig in evenwicht is een utopie? Hoe pakken we de stijging van de zorgvraag aan? En hoe behouden we en versterken we de banen in de zorgsector? Financiële dekking vanuit de overheid of vanuit de private sector? Als het gaat om het draaiende houden van ziekenhuizen, dan betaalt de publieke sector bijna 80% van de zorg (dit is 44,7% van de zorgconsumptie en medische goederen). Echter, de benaming publieke sector zoals wordt aangegeven in de berekeningen van de gezondheidszorg baseert zich niet op de juridische status van de instellingen maar op de financieringswijze. Men vindt hier dus ook private instellingen die onderdeel zijn van de publieke gezondheidszorg en andere instellingen die privé zijn maar met publiek geld worden gefinancierd. Het merendeel van de OESO-landen financiert een derde van hun gezondheidszorgkosten met behulp van publieke gelden. Het Franse zorgstelsel is gebaseerd op het solidariteitsbeginsel en niet via persoonlijke verzekeringen zoals in Nederland. De financiering van een ziektekostenverzekering is een collectieve financiering, die wel individuele, persoonlijke rechten met zich meebrengt. Kunnen we dezelfde zorg bieden aan iedereen, ongeacht de leeftijd? Kunnen we hetzelfde niveau van zorg bieden aan alle bevolkingsgroepen? Komt dit systeem in het nauw? 14

Subsequently, he became a PhD student at Maastricht University and worked as a scientist in the field of medical physics and artificial intelligence. In 2010, he started as a post-doctoral research fellow of the Dutch Cancer Society (KWF) for which he will visit Harvard in Boston and the University of British Columbia in Vancouver in the upcoming years. Judith Bastiaans Judith Bastiaans holds a Bachelor in International Business and a Master in International Relations. She started her career in Triodos Bank in 2007 where she is account manager in the care sector, specialized in therapeutic farms financing, small-scale residential and day-care initiatives in the field of youth care, elderly care and care for persons with a disability. Hannerieke van der Boom Dr. Hannerieke van der Boom was born in Rotterdam, attended primary and secondary school in the province of Overijssel, and studied piano at the School of Music in Maastricht. Besides this, she works as programme secretary for a better connection between public health, care and cure. Sophie Broersen Sophie Broersen studied medicine at the University of Leiden and graduated as a family doctor at the same university. She then took part in a post-doctoral course on newspaper journalism at Erasmus University in Rotterdam. She was a newspaper intern at De Volkskrant and a science editor at NRC Handelsblad. She subsequently worked for the popular scientific radio programme Hoe?Zo!Radio, which she occasionally still hosts. 19 Hilde Buiting Hilde Buiting finished her Master in Nutrition and Health at Wageningen University in 2004 and specialized in Dietetics and Public Health. In June 2005, she started her PhD at the Department of Public Health of Erasmus MC, Rotterdam. She participated in a large study that investigates end-of-life decision-making in the Netherlands. The main aim was to evaluate the Dutch Euthanasia Act. From January 2009 on, Hilde is working at the EMGO+ Institute, VU University Medical Centre, Amsterdam and continues doing research in the field of end-of-life decision-making. In November 2009 she broadened her scope a bit more and started working at the University of Amsterdam, department of Philosophy and Ethics, and extended her research by examining medical end-of-life decision-making in the oncology setting. Hasan Eker Hasan Eker is born and raised in Rotterdam, the second largest city of the Netherlands. After finishing medical school in the Erasmus Medical Center he started working as a PhD-fellow for the department of Surgery. As coordinator of international randomized controlled Surgical trials he is involved with the Healthcare of several European countries. Because of his interest en community involvement he is also member of the district council Rotterdam-Charlois since Judith Anna Dekker Judith Anna Dekker (24) studied law, philosophy and medicine in Rotterdam. She is an active member of the student community as (former) board member within several organizations dealing with student interests and healthcare. Miquel Ekkelenkamp Bulnes Miquel Ekkelenkamp studied medicine at Utrecht University where he graduated in He subsequently worked one year as an internal medicine intern in Gouda, before entering the residency for clinical microbiology at the UMC Utrecht, which he finished in In 2008, he became part of the medical staff of the clinical microbiology department of the UMC Utrecht, where he combines clinical work with research on hospital-acquired infections. Furthermore he published three novels, writes columns, and has written several opinion articles, amongst others in the newspaper NRC Handelsblad. Jesse van Elteren Jesse van Elteren is a consultant at Operational Excellence at Berenschot Consulting. He studied Industrial Engineering & Management at the University of Twente. With his thesis he won the Dutch Innovations in Healthcare 2009 prize. The thesis studied the possibility to lower healthcare costs and improve patient satisfaction by individualizing the follow-up scenarios for breast cancer patients. He currently focuses on a totally different subject: improving and measuring company performance. Simone Eussen Simone Eussen was born in December 1982 in Maastricht, The Netherlands. In 2007, she graduated from Radboud University Nijmegen with a Master s Degree in both Toxicology and Epidemiology. Since September 2007, she has been working on her PhD thesis at the Utrecht Institute for Pharmaceutical Sciences (UIPS), division of Pharmacoepidemiology and Therapy in collaboration with the National Institute for Public Health and the Environment (RIVM), Centre for Nutrition and Health. Her thesis focuses on the physiological and behavioural interactions between functional foods and cardiovascular drugs, in particular the cholesterol-lowering drugs (statins). Rozan Gilles Rozan Gilles was born in 1982 and grew up in Wijhe, a little village in the eastern part of the Netherlands. After secondary school she enjoyed a socially active student life in Enschede. In 2008, she finished her MSc in Industrial Engineering and Management. Her specialization and special interest are Healthcare Logistics. She currently works as a process engineer at the Radiotherapy department of the Netherlands Cancer Institute in Amsterdam. 17

20 Anke Heitkamp Born in November 1976 in Enschede, Anke Heitkamp decided after high school, in a world full of options and interests, to go study medicine. After her medical study, she broadened her scope by specializing in tropical medicine. She worked in Gambia, Tanzania, Surinam and Sri Lanka as a tropical doctor and programme developer. Presently, she is pursuing a specialization in obstetrics and gynaecology, with the goal of bringing this required knowledge back into the world. Elmar Hellendoorn Elmar Hellendoorn currently works as a senior policy advisor at the strategy unit of the Netherlands Ministry of Foreign Affairs and as a visiting fellow at the Clingendael Institute for International Relations. His main interests lie in the nexus of economic security, commercial diplomacy and information strategies. Currently he is also starting with his Ph.D. on the history of nuclear non-proliferation at Utrecht University. Beforehand he studied EU International Relations at the Collège d Europe (Bruges) and History at Utrecht University. Jojanneke Hillmann Jojanneke Hillmann currently is a programme officer at the Netherlands Organization for Health Research and Development in The Hague, The Netherlands (ZonMw), a national organization that promotes quality and innovation in the field of health research and health care, initiating and fostering new developments. ZonMw also actively supports knowledge transfer and implementation, ensuring knowledge is exchanged between all relevant stakeholders (health researchers, health professionals, patients/consumers and the general public). As programme officer, she is responsible for several research programmes concerning chronic diseases. Bianca Jonker Bianca Jonker is 38 years old, mother of three children and has been professionally involved in health care for almost 15 years. First as a care staff mediator and later as a Human Resources health care consultant. At this moment she works as manager and policy maker for a completely different world; the world of hospital clowning for sick and disabled children. She develops, in cooperation with an artistic director, education and training programmes for hospital clowns. In addition, she follows health care developments and supports research into the effects of the work of hospital clowning. Arjen Joosse Arjen Joosse has obtained his medical degree at the University of Leiden, and is now a PhD Student at the Erasmus Medical Centre in Rotterdam. His research concerns Gender Differences in melanoma Survival. Furthermore, he is chairman of the Committee on Public Health and Sports for the Christian Democratic Youth Party of the Netherlands (CDJA). This committee writes statements to the Dutch Christian Democratic Party (CDA) on subjects related to Health and Sports, e.g. taxing fat foods, investments of insurance companies in hospitals, or hosting the Olympic Games. Roel Klein Wolterink Roel Klein Wolterink is a medical student who also pursued a Research Master in Molecular Medicine, which he completed at the Institut Pasteur in Paris. As president of the International Federation of Medical Students Associations the Netherlands (IFMSA- NL), he set up in 2006 the youth project on health education Mpower! Your body, Your Responsibility in Southern Sudan. Furthermore, he is in charge of graphics at Global Medicine, a magazine for future physicians on global health. 18

21 19 Esther de Lange Esther de Lange obtained her BA in European Studies at Institute of Higher European Studies (HEBO) in The Hague ( ) and studied during one year as an exchange student - political sciences at the Université de Lyon. In 2001, she obtained her MA in International Relations in Brussels. Esther already started working during her student days as for instance a project assistant for the European Federation of National Organisations Working with the Homeless. In 1998, she became a lobbyist for two German trade associations. In 1999 she became member of the European Parliament as a CDA (Christen Democratisch Appèl - Christian Democrats) policy officer. Since 2007, Esther de Lange is member of the European Parliament for the CDA and member of the following parliamentary committees: Agriculture and Rural development, Budgetary control and Environment, Public Health and Food Safety. Esther is also vice-president of the EP delegation for Iraq relations. Sarah Meyer Sarah Meyer is originally from Luxembourg. At the age of 19, she moved to the UK, where she studied Human Nutrition at Leeds Metropolitan University. After graduating, she spent 18 months working in clinical research at the pharmaceutical company Janssen-Cilag in Germany. Since June 2009, she has been living in Arnhem in the Netherlands, and continuing her work as a Clinical Study Manager but now for Danone Research, in the field of baby nutrition. Paul De Roos Paul De Roos has been engaged in student activism on a local, national and international level while studying medicine. He was involved in student representation and projects promoting teamwork in healthcare, innovation in education and creativity in research. His campaign activities consist of student empowerment through the training of leadership skills, the transferring of training skills to peers, and the organization of international summer schools, forums and conferences. In recent years, his focus shifted to education, training and research in neurology. Morijntje Schröder Morijntje Schröder attended a bilingual (Dutch/English) college at the international school in Hilversum. She first graduated with an International Baccalaureate Middle Years Program (IBMYP) and again two years later with VWO exams (pre-university secondary education). She then studied medicine at the university of Leiden and worked at a children s department in Gouda for one year. After that year she worked for an informative television programme about the human body and now works at the emergency department of a hospital in Zoetermeer. Emmanuel Tenenbaum Frenchman Emmanuel Tenenbaum grew up in Nancy, France and now lives in the Netherlands. He studied Biomedical Engineering and Telecommunications in Paris and Madrid, as well as Filmmaking in London. Since 2008, he works at Philips Healthcare, in the department where MRI scanners are developed and rolled-out. Pepijn Van den Hoogenband Pepijn Van den Hoogenband s entrepreneurial and healthcare background (MBA Nyenrode, MSc Clinical psychology) has built up his carreerpath in different areas of the healthcare sector. He has worked in marketing & sales for pharmaceutical companies in the Netherlands, Denmark and the UK, as project/interim in homecare, as well as in procurement, policy and lobbying in the Dutch healthcare insurance branch. He currently faces a new challenge as change manager in a large mental healthcare company. Mark van der Wolf Mark van der Wolf is company spokesman for Univé-VGZ-IZA-Trias (UVIT), the second largest provider of health insurance in the Netherlands with 4.2 million customers. Prior to joining UVIT, he worked several years as media and communications advisor after earning his Master s degree in business science.

22 Matthijs Van Muijen Thirty-five year old Matthijs van Muijen finished public administration studies in 1997 and worked in the environment movement, for managers of social services, and as an assistant within Dutch parliament. During ten years, he was a member of the city council of Rotterdam for the PvdA (Labour Party) in the committee for health, social affairs and integration. He initiated a partnership between Rotterdam and Aulnay-sous-Bois. Since 2009, he works as advisor on the board of vocational education in Rotterdam and is member of the city council of Rotterdam Charlois (district of Rotterdam with habitants). Daan van Tulder Daan van Tulder is a product design engineer who graduated from the Delft University of Technology. Since January 2009, he runs with his partner the creative design and development agency Praktijk voor Industrieel Ontwerp (practice for industrial design). The company develops products and communication for small and medium size companies, covering the total design process from strategy, concepts, design to engineering. Furthermore, it offers online and offline communication design and works with a broad network of specialists to tackle any challenge. Terry Vrijenhoek What s next? is a question that Terry Vrijenhoek regularly discusses with his colleagues in both research and policy. Holding a dual position within an academic research group and a national research agency, he aims to close the gap between science and policymaking. Before starting a PhD on the genetics of psychiatric disease, he was the Netherlands editor of Science s Next Wave (now Science Careers), the career website of the journal Science. Recently, he has been active as a science blogger, has participated in public science events, and was work package leader in a FP6 project to develop a new science communication model. Participants de France Deelnemers uit Frankrijk Karim Amellal Karim Amellal is a PhD student in political science at the University of Grenoble and Utrecht University, where he currently works within the European Research Centre on Migration and Ethnic Relations. His research concerns the civil actions carried out on behalf of the migrants and minorities in the area of health in France and the Netherlands. His groundwork analyses the religious expressions of muslim patients, and their treatment by healthcare professionals. Yannick-Noël Anno After his Master in Physiology & Cellular Biology in Nancy and Structural Genomics and Bioinformatics of the University of Strasbourg, Yannick-Noël Anno joined the Strasbourgbased French MMA group as an analyst programmer in charge of technology transfer and salary payment system. Currently, he is in charge of regulatory sequences in silico aspect inside the Laboratory of Bioinformatics and Integrative Genomics (LBGI) and he is an elected representative in the scientific council of the University of Strasbourg, the Graduate Schools Collegium council and the Health & Life Sciences grad school board. Sophie Colasse A former student at l École Normale Supérieure in Cachan, Sophie Colasse is a qualified teacher in economic management. She is currently a PhD student in Science Management and teaches cost control at the Dauphine University in Paris. Her research addresses diverse topics, namely the evaluation of the new modes of coordination inter- and intrahospital, as part of the payment of patients suffering from cancer, and the construction of a medically economic instrument of income and expenditure of health insurance. 20

23 Marie-Catherine Conce-Chemtob After a doctorate in law concerning the legal frame of the genetic manipulations applied to mankind, Mrs Conce-Chemtob joined in 2001 the medical pharmacy department of the University of Rouen as a university lecturer. As a researcher, she manages the laboratory of pharmaceutical legislation where she developed 3 areas of research: pharmaceutical regulations, biomedical research and pharmaceutical certificates. As a member of the French association of law in Health (AFDS) and of Licensing Executives Society (LES), she has published diverse works on biomedical research for the publisher Les Études Hospitalières (LEH). Pascal Crépey After his studies in computing and modelling, Pascal Crépey started a doctorate on the modelling of the distribution of epidemics. He worked in the economic department of health and modelling within the Sanofi Pasteur Group, on diverse projects such as modelling and economic studies on pediatric vaccines. In 2010, he joined the Department of epidemiology and clinical research within the French School of Public Health. Nicolas Girard Nicolas Girard is a medical fellow in the Respiratory Medicine department and the Reference Centre for Orphan Pulmonary Diseases at the Louis Pradel Hospital in Lyon, France. He is currently completing a PhD programme in Cancer Biology. From 2007 to 2009, he worked as a research fellow at the Memorial Sloan-Kettering Cancer Centre, in New York, USA. He is currently working on the molecular pathology aspects of bronchiolo-alveolar carcinoma. At Claude Bernard University, he is teaching Respiratory Medicine. Elsa Gisquet Elsa Gisquet is sociologist and coordinator of the observatoire national de fin de vie. She wrote her doctoral thesis on the influence of hospital organizations on the structuralization of the decision-makings on the stop or limitation of the treatment in neonatal resuscitation. She worked in the observatory of the National Institute of Cancer, in l Institut de Veille Sanitaire, and she continued at the same time her research on death in hospital as a researcher connected to the Centre de Sociologie des Organisations FNSP-CNRS». Elsa GISQUET wrote numerous scientific works and she is a teacher at the University Paris Ouest. Sandra Franrenet Sandra Franrenet is a freelance journalist since 2002 for two medical/scientific magazines: Biofuture (European biotechnology monthly magazine) and TLM (continuing medical education). She also maintains the ethical website of Inserm ( with feature stories. In 2008, she received a research grant from the National Research Agency on AIDS and the hepatitis virus (ANRS) to write her PHD thesis Information of Participants in Biomedical Research while conducting her research at the medical ethics laboratory of Paris Descartes. Yvan Freund Yvan Freund is a specialist in medical illustration. He holds a certification of medical Illustration from l Ecole supérieure des arts décoratifs. He took classes during four years in workshop hypermedia and in Didactique Visuelle and went for one semester at the School of Fine Arts of Kinshasa (ABA), Democratic Republic of Congo. He worked as a medical illustrator in London and in Strasbourg, France. Nowadays, He is an independant medical author/illustrator. Bénédicte Garbil Bénédicte Garbil is the General Secretary of the French Federation of the Industries of Health (FEFIS). She began in 2004 as a consultant lobbyist specialized in healthcare issues: pharmaceuticals, medical devices, plasma-derived products. She holds a qualification from the Institute of Political Studies of Lille, has a Master s degree in Law and Health Management, specialized in statutory Business (Pharmacy faculty of Paris XI). Further, she holds a qualification from the Pharmacy Faculty of Paris V in economic pharmacology of medicines and medical devices. 21

24 Henri Jautrou After four years at university studying neuroscience, Henri Jautrou chose to follow a more general path rather than research to satisfy his desire to work in the world of broadcasting. He wanted to work more particularly with documentaries, while having the possibility of crossing various scientific and sociological territories. Journalism thus appeared to him as an ideal way to ally the pleasure of writing (on paper or audiovisual support) with his scientific curiosity. He holds a Master in History and Philosophy of Science. Myriam Lewkowicz Myriam Lewkowicz, Assistant Professor in Computer Science at UTT (Troyes, France) and head of Management Information System teaching branch, achieved her PhD in 2000 at the University of Paris 6 on Designing Groupware for cooperative Knowledge Management. She is a Programme Committee Member of several scientific conferences in Knowledge Engineering and CSCW. Her research activities on both the academic and industrial level focus on the interdisciplinary design of systems, which support human interactions. Susanna Martini Susanna Martini is a professional actress since She first studied Political Sciences but decided to quit and become a full time actress. Susanna Martini started out in theatre, playing in the Cartoun Sardines Theatre Company in Marseille. She left the southern city to attend the École internationale de Théâtre Jacques Lecoq in Paris. In 2007, she was hired as a clown at Le Rire Médecin association. Since then she s been working in hospitals as a clown for children and is currently preparing to shoot her second short feature film. Lucas Morin Former student of the Institute of Political Studies of Rennes and pupil at the School of the High Studies in Public health, Lucas Morin is currently following a training course at the Ministry of Health, in charge of the follow-up of the national development Programme of palliative care He is participating on a political science research report dedicated to the development of palliative care in Europe and is preparing a doctoral thesis entitled So close to Helping: the Europeanization of a Social and Family Role. Vincent Moulès Vincent Moulès completed a PhD programme in Social Sciences at Claude Bernard University Lyon 1 (2004) specialized in virology and cancer. He did a post-doctorate training course at the National Institute for Medical Research (MRC, London, UK) and held a position at the WHO Collaborating Centre for Influenza Reference ( ). Currently, he is a contractual researcher in Virology and human pathology cellular biology laboratory, developing the topic of pathogenicity and factors of virulence of the influenza viruses. Leïla Perié After her thesis in experimental immunology, Leïla Perié is doing a post doctorate at the Collège de France. She concentrates on the importance of further development into the contribution of theoretical biology, in particular immunology modelling and the education of biologists in these approaches. Her upcoming post-doctoral appointment in the Netherlands in 2011 will be a joint effort between a theoretical immunology laboratory in Utrecht and an experimental laboratory in Amsterdam. She is also involved in the world of scientific mediation in Paris. Marcello Solinas Marcello Solinas did his doctoral studies at the University of Cagliari in Italy, working on the role of dopamine in drug addiction. He completed a post doctorate at the National Institute on Drug Abuse (USA) where he investigated the mechanism underlying the psychoactive effects of THC and the role of the endogenous cannabinoid system in reward processes. Since 2004, he holds a researcher position at the CNRS/University of Poitiers in France. Since 2006, he leads a research group working on the neurobiological mechanisms of addiction and the influences of environmental enrichment on addiction processes. Jeanne Susplugas Jeanne Susplugas was born in 1974 in Montpellier, France. She lives in Berlin and Paris. As an artiste, she produced a large number of various works.
