SECURITY CLEARANCE: NS VACANCY N : SUMMARY The role of Infrastructure and Facilities Management (IFM) is to support NATO s political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services. IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and outsourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions. The incumbent is responsible for maintaining, updating and managing all data related to NATO HQ IFM technical and architectural AutoCAD plans, ensuring they contain the most current information and details for use by NATO HQ internal and external stakeholders. He/she is also responsible for centralising and distributing data generated from the Facility Management Information Systems (FMIS) and Computer Aided Drafting (CAD) systems, as well as coordinating information between the CAD systems and Building Data Management System (BDMS). He/she supervises the IFM CAD design team and ensures the use and application of standard AutoCAD drafting across the NATO HQ. -1-

QUALIFICATIONS AND EXPERIENCE ESSENTIAL The incumbent must: possess a Bachelor s Degree or equivalent higher-education diploma in construction, preferably of buildings, or in mechanical, metallic or technical construction drawings; complemented by a minimum of 5 years experience as a Computer Aided Design (CAD) designer in the domains of building architecture, special techniques etc.; have a minimum of five years experience in one of the following fields: engineering, architecture or construction; in the roles and responsibilities described above, with a minimum of two years of experience in managing drafting staff; possess a complete understanding of modern building systems, building renovations and CAD systems; have experience in the generation, organisation and publication of project plans and documentation as a project support team member; have advanced training in CAD systems and certificates of training from an accredited educational or training institution; have a good knowledge of FMIS and BDMS; possess the following minimum levels of NATO s official languages (English/French): V ( Advanced ) in one; III ( Intermediate ) in the other. 3. MAIN ACCOUNTABILITIES Project Management Provide support to the Head, Space and Project Management and Space/Project team by organising technical drawings and data needed for calls for bids or other project development phases. Knowledge Management Maintain, centralise, manage and distribute all data generated from the FMIS platform and CAD drawings. Ensure that the most accurate and up-to-date information is captured and incorporated into the CAD system and BDMS. This responsibility covers all the areas of building and facility management such as construction, Mechanical, Electrical and Plumbing (MEP), assets, space and Human Resources (HR) data, etc. Ensure plans and data are available for regular integration into the FMIS, BMS or other NATO systems. Expertise Development Ensure standard design policies are used across the service and the Organization. Information Management Use formal procedures and coordination meetings to synchronise up-to-date information between CAD/BDMS and the various sources within the Section (space management, building, facility and technical support), the other NATO support Sections (Human -2-

3 Resources, the NATO Office of Security (NOS), Budget/Finance, etc.) and the external support stakeholders. Stakeholder Management Ensure that the most accurate plans and technical information are available for all authorised requesters. Manage BDMS and data access tools. People Management Supervise the CAD design team, prioritise their work and provide guidance and support for creating and modifying new and existing CAD plans for project development management and planning. Perform any other related duty as assigned. 4. INTERRELATIONSHIPS The incumbent reports to the Head, Space Management and Project Management. He/she works closely with the Space Planners/Move Coordinators and coordinates with the Building Maintenance and Technical Services technical staff. He/she reviews works executed by colleagues and external contractors. Direct reports: 1 Indirect reports: N/a. 5. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years duration; possibility of another contract thereafter. -3-

4 Contract clause applicable: In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by another contract. If the successful applicant is seconded from the national administration of one of NATO s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. 7. HABILITATION DE SÉCURITÉ : NS POSTE VACANT N o : RÉSUMÉ Le Service Gestion des infrastructures et des installations (IFM) a pour mission de soutenir les processus politiques et de prise de décisions de l OTAN en assurant la gestion et la maintenance du site du Siège. L IFM fournit des prestations multiservices/multitechniques (facility management) au Secrétariat international (SI), à l'état-major militaire international (EMI), aux délégations des pays membres et des pays partenaires, aux organismes indépendants, ainsi qu à toutes les autres entités implantées au siège de l'otan. L IFM est chargé d assurer la gestion globale, la supervision et le contrôle technique et financier de l'ensemble des services internes et externalisés de gestion, de maintenance, de transport et de logistique, ainsi que des petits et grands projets d'investissement. Il est également responsable de la gestion des actifs et des stocks nécessaires au soutien des différentes fonctions du Siège. La/La titulaire du poste est chargé(e) de tenir à jour, d'actualiser et de gérer toutes les données relatives aux plans techniques et d'architecture AutoCAD de l'ifm et de veiller à ce qu'ils contiennent les éléments d'information et les détails les plus récents en vue de leur utilisation en interne au siège de l'otan et par des intervenants externes. Il/Elle est aussi responsable de la centralisation et de la diffusion des données générées à partir des systèmes de facility management (FMIS) et des systèmes de conception assistée par ordinateur (CAO), ainsi que de la coordination des informations entre les systèmes CAO et le système de gestion des informations bâtiment (BDMS). -5-

6 Il/Elle supervise l'équipe CAO de l'ifm et veille à ce que le logiciel AutoCAD soit utilisé et appliqué partout au siège de l'otan pour les travaux de conception. 2. QUALIFICATIONS ET EXPÉRIENCE ACQUIS ESSENTIELS Le/La titulaire du poste doit : avoir un diplôme universitaire du premier cycle ou un diplôme équivalent de l'enseignement supérieur dans le domaine de la construction (de préférence la construction de bâtiments) ou dans le domaine du dessin de constructions mécaniques, métalliques ou techniques ; en outre, avoir au minimum cinq ans d'expérience en tant que technicien CAO dans le domaine de l'architecture des bâtiments ou dans des disciplines spécialisées ; avoir au moins cinq ans d expérience dans l'un des domaines suivants : ingénierie, architecture ou construction, dans les rôles et responsabilités décrits ci-dessus, dont deux ans d'expérience au moins de la gestion d'une équipe de conception ; avoir une connaissance complète des systèmes de construction modernes, de la rénovation de bâtiments et des systèmes CAO ; avoir une expérience de l'établissement, de l'organisation et de la publication de plans et de documents en tant que membre d'une équipe de soutien de projet ; avoir suivi une formation poussée en systèmes CAO et être titulaire d'attestations de formation délivrées par un institut d'enseignement ou de formation de valeur reconnue ; avoir une bonne connaissance des FMIS et BDMS ; avoir au minimum le niveau de compétence V («avancé») dans l'une des deux langues officielles de l'otan (anglais/français), et le niveau III («intermédiaire») dans l'autre. 3. RESPONSABILITÉS PRINCIPALES Gestion de projet Fournit un soutien au/à la chef (aménagement des espaces et gestion des projets) et à son équipe en structurant les plans et les données techniques nécessaires pour les appels d'offres ou les autres phases de développement de projets. Gestion des connaissances Tient à jour, centralise, gère et diffuse toutes les données générées à partir de la plate-forme FMIS et des plans CAO. Veille à ce que les informations les plus précises et les plus actuelles possible soient enregistrées et intégrées dans les systèmes CAO et BDMS. Cette responsabilité s'étend à tous les domaines de la gestion des bâtiments et des prestations multiservices/multitechniques (constructions, infrastructures mécaniques/électriques/sanitaires, données concernant les espaces et les ressources humaines, etc.). Veille à ce que les plans et les données puissent être régulièrement intégrés dans les systèmes FMIS, BMS ou dans d'autres systèmes OTAN. -6-

7 Développement de l'expertise Veille à ce que des politiques de conception standard soient utilisées dans l'ensemble du Service et de l'organisation. Gestion de l'information Se sert de procédures formelles et de réunions de coordination pour synchroniser les informations à jour entre les systèmes CAO/BDMS et les différentes sources au sein de la Section (aménagement des espaces, bâtiments, installations et soutien technique), les autres sections de l'otan fournissant un soutien (Ressources humaines, Bureau de sécurité de l'otan (NOS), Section Finances & budget) et les intervenants externes. Gestion des parties prenantes Veille à ce que les plans et les informations techniques les plus précis possible soient disponibles pour les personnes autorisées à les demander. Gère les BDMS et les outils d'accès aux données. Gestion des personnes Supervise l'équipe CAO, lui établit des priorités dans son travail et fournit des directives et un soutien pour la création et la modification de plans CAO nouveaux ou actuels pour la gestion et la planification du développement de projets. S'acquitte de toute autre tâche en rapport avec ses fonctions qui pourrait lui être confiée. 4. STRUCTURE ET LIAISONS Le/La titulaire du poste relève du/de la chef (aménagement des espaces et gestion des projets). Il/Elle travaille en étroite coopération avec les planificateurs/planificatrices (aménagement des espaces) et les gestionnaires (déménagements) et assure la coordination avec le personnel technique de l'entretien des bâtiments et des Services techniques. Il/Elle supervise le travail de collègues et des prestataires extérieurs. Nombre de subordonné(e)s direct(e)s : 1 Nombre de subordonné(e)s indirect(e)s : sans objet. 5. 8 6. CONTRAT Contrat proposé (hors détachement) : contrat d'une durée déterminée de trois ans, qui pourra être suivi d'un autre contrat. Clause contractuelle applicable : Conformément au Règlement du personnel civil de l OTAN, la personne retenue se verra offrir un contrat d une durée déterminée de trois ans, qui pourra être suivi d un autre contrat. Si la personne retenue est détachée de l administration d un État membre de l OTAN, elle se verra offrir un contrat d une durée déterminée de trois ans qui, sous réserve de l accord des autorités nationales concernées, pourra être reconduit. À ce poste, la durée de service d un agent détaché n excède pas six ans. Les agents en fonction se verront offrir un contrat conforme aux dispositions du Règlement du personnel civil de l'otan. 7.
