Rose ORGANIZATION : AIR DEFENCE PROGRAMME OFFICE, C2 Systems & Projects Support Branch POSITION No. : LE-176 TITLE : Chief of Branch GRADE : A-4 JOB CODE : A32 DUTY LOCATION : Capellen, LUX SUMMARY The incumbent is responsible to the Programme Manager for providing technical (acquisition logistics, system engineering, configuration management and documentation) support services for elements of the NATO Air Command and Control (C2) system including Air C2 systems and other designated systems. More precisely, he/she is responsible for performing the following functions: RESPONSIBILITIES General Responsibilities Managing, both from a technical and administrative point of view, the personnel assigned to the Branch. Analyzing customer technical support requirements and establishing the Agency technical support and annual logistics requirements and workload forecasts. Preparing and justifying annual administrative and operational budgetary requirements, managing the utilization of approved credits and attending budget review meetings. Preparing and justifying annual Organization and Establishment (O&E) proposals. Conducting studies on technical problems, preparing technical instructions, procedures, concepts, and technical specifications as required for the engineering support of the assigned systems. Assigning, coordinating and supervising the Programme of Work (POW) carried out by the CSI and SSSB Sections collocated within the NATO Communications and Information Agency (NCIA) (including all related project arrangements). Acting as focal point for coordinating the Agency system support activities performed in cooperation with the other NATO Production and Logistics Organizations (NLPOs) for Air Command and Control System (ACCS) associated subsystems. Participating/representing the Programme in the policy committees and other meetings as directed by the Programme Manager. Coordinating and developing Operating Procedures (OPs) to implement Functional Directives (FDs), Agency Regulations (NRs) and Instructions (NIs). Performing other related functions as required in peacetime and any other appropriate functions assigned in times of crisis or war. LE-176 NATO UNCLASSIFIED FILE 2012

2 In the event of crisis or war the incumbent will, subject to the agreement of his/her national authorities, remain in the service of the Agency. The incumbent is further responsible for the correctness of management information concerning assigned responsibilities. Specific Responsibilities Assisting Host Nations (HNs) in developing the Logistics Annex to the Type "B" Cost Estimates (TBCE), the Logistics Support Concept (LSC) and the Support Implementation Plan (SIP) for NATO Security Investment Program (NSIP)-funded ACCS Projects for which common-funding of Operations and Maintenance (O&M) support is sought/approved. Assisting HN in the Integrated Logistic Support (ILS) process during acquisition of NSIP-or nationally funded C2 projects, where applicable, as authorized by the Infrastructure Committee (IC), the Budget Committee (BC) or by a member nation. Assisting the HN with Project Management activities during the implementation of NSIP or nationally funded C2 projects. Managing all preparation activities for new systems entering the Programme inventory including the development of necessary logistics support plans and provisions, and the coordination/planning of followon logistics with contractors, procurement and logistics support elements. Providing advice or assistance to the Supreme Headquarters Allied Powers Europe (SHAPE), the Nations or NPLOs in the field of technical, logistics and project support as requested. Preparing acquisition logistics documentation and other technical documents for the relevant NATO Communications and Information Organization (NCIO) and its subsidiary organizations projects when inter-organizations cooperation is agreed. ESSENTIAL QUALIFICATIONS General Qualifications University degree in computer engineering or computer sciences equivalent to Master's. Broad knowledge of and experience in modern Air C2 real time systems. Demonstrated leadership experience. Demonstrated ability to express himself/herself orally and in writing. Knowledge of information systems at end-user level with experience in using personal computers and software packages. Good knowledge of one of the two official NATO languages and working knowledge of the other. Specific Qualifications General knowledge of modern computer systems and related networking/communication concepts. Demonstrated knowledge and experience in project management. Experience in logistics at senior staff or management level of a sizeable civilian or military organization. DESIRABLE QUALIFICATIONS Operational/technical knowledge of the NATO Air Defence (AD) system would be an asset. Experience in ILS would be an asset. Plus précisément, il (elle) est chargé(e) des fonctions suivantes : RESPONSABILITÉS Responsabilités générales gérer, des points de vue à la fois technique et administratif, le personnel affecté à la branche ; analyser les besoins des clients en matière de soutien technique et déterminer le soutien technique à assurer par l'agence, ainsi que les besoins logistiques et les prévisions de charge de travail annuels ; établir et justifier les besoins à inscrire aux budgets administratifs et opérationnels annuels, gérer l'emploi des crédits approuvés et assister aux réunions de revue budgétaire ; établir les propositions annuelles d organisation et d effectifs, assorties des justifications nécessaires ; mener des études sur des problèmes techniques ; selon les besoins, établir des instructions, des procédures, des concepts et des spécifications techniques relatifs au soutien technique des systèmes relevant de sa compétence ; assurer l'affectation, la coordination et la supervision du programme de travail à exécuter par les sections CSI et SSSB co-implantées au sein de l Agence OTAN d information et de communication (NCIA) (cela concerne également toutes les modalités relatives aux projets) ; servir de point de contact pour la coordination des activités de soutien des systèmes menées par l'agence en coopération avec les autres organisations de production et de logistique de l'otan (OPLO) pour les sous-systèmes associés au système de commandement et de contrôle aériens (ACCS) ; participer aux réunions de comités chargés de la politique générale et à d'autres réunions, et y représenter le programme selon les instructions du gestionnaire de programme ; coordonner et élaborer des procédures d'exploitation (OP) pour la mise en œuvre des directives fonctionnelles, et des règlements (NR) et instructions (NI) de l'agence ; exercer d'autres fonctions connexes selon les besoins en temps de paix et toutes autres fonctions appropriées qui lui seront confiées en période de crise ou en temps de guerre. 5 En cas de crise ou de guerre, le (la) titulaire restera au service de l'agence, sous réserve de l'accord de ses autorités nationales. Le (la) titulaire est par ailleurs responsable de l'exactitude des informations de gestion relatives à ses responsabilités. Responsabilités particulières aider les pays hôtes à élaborer l'annexe logistique aux estimations de coûts de type "B" (ECTB), le concept de soutien logistique (LSC) et le plan de mise en œuvre du soutien se rapportant aux projets du système de commandement et de contrôle aériens (ACCS) financés par le Programme OTAN d'investissement au service de la sécurité (NSIP) et pour lesquels un financement en commun du soutien en exploitation et en maintenance (O&M) a été demandé/approuvé ; le cas échéant, aider les pays hôtes dans le cadre du processus de soutien logistique intégré durant la phase d'acquisition des projets C2 financés par le NSIP ou par les pays, conformément aux autorisations données par le Comité de l infrastructure (IC), par le Comité des budgets ou par un pays membre ; aider les pays hôtes concernant les activités de gestion de projets durant la phase de mise en œuvre des projets C2 financés par le NSIP ou par les pays ; gérer toutes les activités préparatoires relatives à l'entrée de nouveaux systèmes dans le parc du programme, ce qui comporte l'élaboration des plans et dispositions de soutien logistique nécessaires ainsi que la coordination/planification du suivi logistique avec les fournisseurs des systèmes ainsi que les éléments chargés des achats et du soutien logistique ; formuler des conseils ou fournir une assistance au Grand quartier général des puissances alliées en Europe (SHAPE), aux pays ou aux OPLO concernant le soutien technique, le soutien logistique et le soutien des projets, en fonction des besoins ; élaborer la documentation relative à la logistique d'acquisition ainsi que d'autres documents techniques au titre des projets de l'organisation OTAN d'information et de communication (C&I) et de ses organes subsidiaires lorsqu'une collaboration entre organisations est convenue. QUALIFICATIONS ESSENTIELLES Qualifications générales Diplôme d études supérieures en ingénierie ou en sciences informatiques équivalant à un master. Vaste connaissance et expérience des systèmes modernes de commandement et de contrôle aériens exploités en temps réel. Expérience confirmée de la direction. Aptitude reconnue à communiquer, aussi bien verbalement que par écrit. Connaissance des systèmes d'information au niveau de l'utilisateur final, assortie d'une expérience en matière d'utilisation d'ordinateurs personnels (PC) et de progiciels. Bonne connaissance de l une des deux langues officielles de l OTAN et connaissance pratique de l autre. Qualifications particulières Connaissance générale des systèmes informatiques modernes et des concepts de réseaux et de télécommunications correspondants. Connaissance et expérience confirmées de la gestion de projets. Expérience de la logistique acquise à l'échelon supérieur de l'état-major ou de la direction d'un organisme civil ou militaire d'une certaine importance. QUALIFICATIONS SOUHAITABLES Une connaissance opérationnelle et technique du système de défense aérienne de l'otan constituerait un atout. Une expérience du soutien logistique intégré (SLI) serait un avantage. Une bonne connaissance de la seconde langue officielle de l OTAN constituerait un atout.
