2 Foreword / Edito Today, Wallonia is inventing the logistics of tomorrow Over the past few years, there has been a real dynamism established in Wallonia in terms of innovative logistics. Because even if Wallonia is today considered to be the most attractive region in Europe for logistics activities, it is certainly not resting on its laurels. While continuing to improve its offering of land, and perfecting its connectivity to the European transport networks, Wallonia is also pursuing an active policy of innovation in the logistics domain. Within the context of the Green shall 2 Plan, which is the overall plan for Mar- stimulating the Walloon economy, substantial budgets have been earmarked ed to support several innovative projects. These projects combine the dynamism of private enterprises with the expertise of research centres and universities, to bring about patentable technologies and high level training courses. As you will discover in the following pages, the results are totally in keeping with the ambitions. There is a variety of domains: new systems for rail traffic management, practical applications for latest generation identification technologies in the luxury goods, pharmaceutical and food processing sectors, and even training courses totally oriented towards the logistics professions of tomorrow. A new call for projects will be launched in October: we would be delighted to already talk to you about yours! Car si la Wallonie est aujourd hui considérée comme la région d Europe la plus attractive pour les activités logistiques, elle ne veut pas se reposer sur ses lauriers. Tout en continuant à améliorer son offre foncière et à peaufiner sa connectivité avec les réseaux de trans- port européens, la Wallonie mène donc une politique active d innovation dans le domaine logistique. Dans le cadre du Plan Marshall 2.vert, soit le plan général de dynamisation de l économie wallonne, des budgets importants ont été libérés pour soutenir plusieurs projets innovants. Ces projets combinent le dynamisme des entreprises privées avec l expertise des centres de recherches et des universités pour débou- cher sur des technologies brevetables et des formations de haut niveau. Comme vous le découvrirez dans les pages qui suivent, les résultats sont à la hauteur des ambitions. Les domaines sont variés : de nouveaux systèmes de gestion du trafic ferroviaire, des applications pratiques des technologies d identification les plus pointues dans le secteur du luxe, de la pharmacie ou du secteur alimentaire, voire des formations totalement en phase avec les métiers de la logistique de demain. 3 Innovation At the crossroads of needs and new ideas Acentral location and natural advantages are not enough on their own to be positioned on the top rank of logistics zones. Wallonia has well understood this, and under the auspices of the Logistics in Wallonia competitiveness centre, it supports a series of carefully selected innovation projects. «In the domain of transport and logistics, three players are to be found», explains Charles-André Verschueren, Innovation Manager of Logistics in Wallonia: «those placing the orders, who have merchandise to be transported, the transport-logistics companies which provide logistics solutions to the former, and finally the technological and scientific services providers (TSP) who can supply innovative solutions to those on the ground.» Networking and fertilisation «Our role is to promote research which may lead to technological solutions for which we can obtain a patent, solutions which add value to the whole of the sector. We therefore have to know the needs and trends of the players involved and instigate reflections within a very dense and dynamic scientific base, and then bring together the needs of the one side with the ideas of the other.» This role of crossroads translates into the organisation of many conferences, seminars and meetings, and also into four work groups set up by Logistics in Wallonia. Their vocation is to encourage contacts, to identify needs, and to compare and instigate new ideas. In each work group is to be found a professional from each type of TSP and a logistics operator from each of the three sectors of activity. Projects bearing the Logistics in Wallonia label In order to move from the stage of a new idea to a patentable project with high added value, those leading the projects can call upon alongside possible financial help from Europe financial support in the context of the Green Marshall Plan 2 of the Walloon region. To have access to these funds, project have to receive the Logistics in Wallonia label and involve at least two companies (of which one must be an SME) with their operating bases in Wallonia and two research centres. The following pages describe in detail all fourteen projects which have received this label, of which some have been completed and others are underway, but all of which provide undeniable added value and new advantages for Walloon logistics. Priorities for the innovation projects Three activity sectors: the food processing industry, biotechnology and pharmaceutics, wholesaling and trade. Four technological domains: software and IT, electronics and data gathering, materials and mechanics. Four themes: multimodality, security of the logistics chains, sustainable logistics, internal logistics and industrial processes. How to present a new project «The earlier a project is presented to us, the better we are able to advise those leading it», explains Charles-André Verschueren. «Within the framework of the Green Marshall Plan 2 there is one call for projects per year, generally in October. 4 Au carrefour des besoins et des idées nouvelles Position centrale et atouts naturels ne suffisent pas pour se positionner au premier rang des pôles logistiques. La Wallonie l a bien compris et, sous l égide du pôle de compétitivité Logistics In Wallonia, soutient une série de projets d innovation soigneusement sélectionnés. «Sur le terrain du transport et de la logistique, on retrouve trois acteurs», explique Charles-André Verschueren, Innovation Manager de Logistics in Wallonia : «les donneurs d ordre qui ont des marchandises à transporter, les transporteurs-logisticiens qui apportent aux premiers une solution logistique, et enfin les prestataires scientifiques et technologiques (PST) qui peuvent apporter aux acteurs de terrain des solutions innovantes.» Réseautage et fertilisation «Notre rôle est de promouvoir les recherches qui peuvent aboutir à des solutions technologiques brevetables, sources de valorisation supplémentaire pour l ensemble du secteur. Il faut donc à la fois connaître les besoins et les tendances des acteurs et générer la réflexion au sein d un terreau scientifique très dense et très dynamique, puis faire se rencontrer les besoins des uns et des idées nouvelles des autres.» Cette fonction de carrefour se traduit dans l organisation de multiples conférences, séminaires et rencontres diverses, mais aussi dans quatre groupes de travail initiés par Logistics in Wallonia. Leur vocation est de favoriser les contacts, d identifier les besoins, de comparer et de susciter les idées nouvelles. Dans chaque groupe de travail, on trouve un professionnel de chaque type de PST et un logisticien des trois secteurs d activité. Des projets labellisés Logistics in Wallonia Pour passer de l idée nouvelle au projet brevetable à forte valeur ajoutée, les porteurs de projet peuvent compter, outre sur d éventuels financements européens, sur un soutien financier du plan Marshall 2.vert de la Région Wallonne. Pour accéder à cette enveloppe, les projets doivent recevoir un label Logistics in Wallonia et impliquer au moins deux entreprises (dont une PME) ayant un siège d exploitation en Wallonie et deux centres de recherche. Les pages qui suivent décrivent dans le détail 14 projets labellisés, dont certains achevés et d autres en cours, mais qui tous apportent une plus-value indéniable et de nouveaux atouts à la logistique en Wallonie. Priorités des projets d innovation Trois secteurs d activité : agroalimentaire, biotechnologies et pharmacie, grande distribution et commerce. Quatre domaines technologiques : logiciels et les IT, électronique et captage de données, matériaux et mécanique. Quatre thématiques : multimodalité, sécurité des chaînes logistiques, logistique durable, logistique interne et processus industriels. La Région wallonne et Logistics in Wallonia soutiennent des projets qui peuvent déboucher sur des technologies brevetables. Several partners have been involved: the Voice-Insight VQL technology has been integrated onto both PDA and PC platforms; Multitel and UMons/TCTS have developed mathematical algorithms for the ASR (Automatic Speech Recognition) software along with prototype osteophone headsets for vocal recognition; RFIDEA has created an interface for reading and writing, from vocal sources, data from an intelligent tag; Mestdagh has tested the technology in its returned goods depot at Courcelles; the Forem acts as a technological shop window. This capacity is achieved via a robust GPS/GPRS beacon, capable of understanding its environment and energy-autonomous; an internet portal accessible to transporters and clients and which uses new services such as route optimisation, floating inventories and fleet management. The project called upon a wide range of 15 partners: 4 large companies, 6 SME or spin-off companies, most of the French-speaking universities and a certified research centre, Multitel. La structuration des travaux a conduit à la réalisation concrète de : un nouveau système de contrôle-commande ferroviaire dont le coût lui permet d être plus adapté au transport du fret; une solution innovante de tracking & tracing permettant de localiser les marchandises au niveau d un container maritime et de son contenu indépendamment de son mode de transport. 7 training formation Forem Inter-operability laboratory and case study project The inter-operability laboratory run by the Forem has the objective of training logistics IT coordinators in several emerging professions: logistics engineers, head of SI projects, logistics analysts and head of process performance. The strategic axes of the project are developing training courses, providing jobseekers and those working on industrial projects in the domain of transport and logistics with skills, and optimising logistics processes. In a teaching depot fitted with innovative RFID technologies and with the latest ERP, WMS and TMS software, the students are put into real situations through experiencing the world of distribution and transport. Delivered / Opérationnel Laboratoire d interopérabilité et Etude de cas Le laboratoire d interopérabilité porté par le Forem vise à former des coordinateurs logistiques IT dans plusieurs métiers émergents : ingénieurs logistiques, chef de projet SI, analyste logistique ou responsable de la performance des processus. Les axes stratégiques du projet sont le développement de formations, l apport de compétences pour les demandeurs d emploi ou pour les travailleurs de projets industriels du pôle transport et logistique ainsi que l optimalisation des processus logistiques. This training, which leads to qualification, is undertaken from distance, and courses vary in length depending on the degree of difficulty. The objective is to familiarise students with the various stages of the logistics chain, and to enable them to understand the specific characteristics of the various modes of transport. Forming part of the offering in terms of training for job seekers, case study is also available to companies. La commercialisation du projet a malheureusement été fortement compromise par la crise qui a frappé les transporteurs qui, dans ce contexte, réfléchissaient à deux fois avant d investir entre 1500 et 3000 euros environ par véhicule. 9 Supply Chain, training Supply Chain, formation Delivered / Opérationnel EMISCM (Executive Master in International Supply Chain Management) Having observed that there is no Masters training course entirely dedicated to logistics and supply chain management, Logistics in Wallonia has given its approval to a programme entitled Executive Master in International Supply Chain Management, conceived by the UCL with the collaboration of the ULg. With an international reach, and given in English only, this programme is aimed at senior managers who have to take on responsibility for management and coordination in the Supply Chain. Constatant qu il n existait pas de formation master exclusivement orientée sur la logistique et le supply chain management, Logistics in Wallonia a labellisé un programme dénommé Executive Master in International Supply Chain Management imaginé par l UCL auquel collabore l ULg. De portée internationale et se donnant exclusivement en anglais, ce programme s adresse à des cadres supérieurs qui doivent assumer des fonctions de direction et de coordination en Supply Chain. «The programme is difficult and constraining. These topics involve a real case study and a visit to a company. This study complements the theoretical subjects and the practical exercises. At the end of the course, participants who have satisfied the conditions receive a university certificate which is preparatory to the European examination conducted by the ECBL (European Certification Board for Logistics). This is why traceability, enabling the history, use and location of a product to be known, is so important. This information is needed from the creation to the destruction of a product, and uses the latest identification and communications technologies (RFID, tracking and tracing, Voice Picking, etc.). All of the persons who are or will be called upon to handle the foodstuffs throughout this chain therefore have to be trained in these techniques. It consists of manufacturing, packaging and preparing chocolate at the Formalim centre in Verviers and sending it to the other Forem logistics centres at La Louvière and Bierset», explains François Verdier, Head of the LogTraçAlim project. There the chocolate is stored and re-prepared before being distributed. This chain enables students to learn about traceability and the new technologies involved in the jobs of production and logistics.» Depuis 2007, un programme dénommé LogTraçAlim développe donc de nouvelles formations qui intègrent un projet-pilote original. «Le projet est centré sur l utilisation d un ERP (Enterprise Resource Planning) et intègre la traçabilité de plusieurs types d unités (article, carton, palette et conteneur). This definition work is fundamental because it is this which guarantees the robustness of the overall solution. All the constraints of the real world are taken into account, thanks to information gathered by the CEPE of the University of Liège and that transmitted by our logistics partners (Mozer and Pierre Logistics). 13 rail, sustainable logistics rail, logistique durable Greenrail In progress / En cours In the same way as Translogistic and Locotrac, Greenrail aims to give a new boost to rail transport in Belgium, and more particularly through its environmental dimension. For the various partners in the project have set themselves a new challenge in the domain of energy economy: to make Belgian rail transport more ecological. This involves developing a driving simulation programme which will enable train drivers to adapt their driving style at all times in order to reduce the electrical energy consumption of their convoy. Au même titre que Translogistic et Locotrac, Greenrail vise à donner un nouvel élan au transport ferroviaire en Belgique, et plus particulièrement dans sa dimension environnementale. Les différents partenaires du projet se lancent en effet un nouveau défi dans le domaine des économies d énergie : rendre le transport ferroviaire belge plus écologique. In order to achieve this, the company, which numbers some 240 members of staff, has taken partners on board: the Notre Dame de la Paix University faculties at Namur, the Cetic research centre and two SME s, Smolinfo and Trendy Foods. «The aim of the BEM project is to decrease the impact of events within an industrial or logistics process.» Jean-Marc Gerardy, Solution Manager, NSI IT Software & Services Spécialisée dans la conception de systèmes d information reposant sur les technologies ICT les plus avancées, NSI IT Software & Services travaille actuellement à la mise en œuvre d un projet baptisé Business Event Manager (BEM). 17 rail surveillance, low cost contrôle ferroviaire, faible coût Locotrac Started / Lancé The Locotrac project is aiming to provide a better understanding of the specific needs of local and regional rail lines where surveillance and safety are concerned. The objective being pursued is to find low cost solutions (with, in particular, a minimum of railside equipment) which will improve surveillance systems and which will at the same time be compatible with the ERTMS system (European standard for automatic train protection) for the major international lines. The research also involves the tram-train duo, which represents a similar situation to that of regional lines. Le projet Locotrac vise à une meilleure compréhension des besoins spécifiques des lignes de chemin de fer locales et régionales en matière de contrôle et de sécurité. L objectif poursuivi est de trouver des solutions à moindre coût (avec, notamment, un minimum d équipements de voie) qui améliorent les systèmes de contrôle et soient, en même temps, compatibles avec le système ERTMS (standard européen de protection automatique des trains) des grandes lignes internationales.
