Organisé, cette année, par le ministère de l Éducation nationale, de l Enseignement supérieur et de la Recherche, direction de la technologie, sous direction des technologies de l information et de la communication (TICE) et le réseau European Schoolnet EUN, cet événement réunit des acteurs de haut niveau du secteur éducatif, des représentants de la Commission européenne, de nombreux ministères européens de l éducation et de grandes entreprises autour de 5 thématiques : Innovations dans la pratique quotidienne des TIC dans nos écoles Leviers pour accroître l usage des TIC en Europe Développement de l usage des ressources existantes et promotion des échanges Renforcer un réseau de portails éducatifs Rendre l Internet plus sûr Je suis particulièrement attaché à ce que les technologies de l information et de la communication trouvent toute leur place dans l Éducation et c est la raison pour laquelle j en ai fait une de mes premières priorités dès mon arrivée. Je me réjouis particulièrement des rencontres et des débats proposés dans le cadre de ce colloque EMINENT et je serai très attentif aux propositions concrètes qui émergeront de ces journées. L approche française se focalise sur la mise en place de bureaux virtuels, véritables carrefours de services et ressources pour la communauté éducative. Elle s attache aussi à la politique d aide à la production et à la diffusion de ressources numériques de qualité adaptées aux besoins des enseignants (schéma de l édition numérique pour l éducation et label de qualité reconnu d intérêt pédagogique). Enfin il convient aussi de citer le travail de valorisation d usages pédagogiques et la mise en place de dispositifs de formation pour les élèves, les étudiants et les enseignants (B2i et C2i). Ces actions sont menées en partenariat avec les collectivités territoriales et les entreprises (constructeurs et éditeurs en particulier). Elles mobilisent de nombreux réseaux et répondent à la volonté du gouvernement français de réduire la fracture numérique et d instituer une véritable éducation citoyenne et européenne. Ces dispositifs pour atteindre leurs objectifs, doivent concerner l ensemble des élèves et des enseignants. Il est donc indispensable de s assurer collectivement que nos établissements scolaires en tirent le meilleur parti. Je tiens à saluer le réseau European Schoolnet qui, depuis bientôt dix ans, contribue activement au développement des TIC en Europe, notamment à travers les sites dédiés aux enseignants, aux décideurs et aux chercheurs et à travers les projets de recherche et de développement qu il poursuit avec le soutien de la Commission européenne. Ces deux journées de travail nous permettront de partager et d échanger afin de dessiner ensemble l éducation de demain en Europe. 3 Minister's welcome It is with great pleasure that I welcome you to Paris for this, the sixth Eminent conference. Organised by the French Ministry for Education, Higher Education and Research and European Schoolnet, this year's event brings together key actors from education, the European Commission, education ministries and the private sector around five themes: Innovations in day-to-day practice with ICT in schools Levers for increasing the uptake of ICT in Europe Increasing the use and exchange of digital content Strengthening the education portal network Making the internet a safer place I am particularly interested in ensuring that ICT is fully embedded in education and that is why I made it one of my top priorities when I took up office. I look forward to the workshops and discussions taking place during the EMINENT Conference and I will pay close attention to the concrete proposals which will emerge from the coming two days. The French approach focuses on setting up virtual workspaces bringing together services and resources for the educational community and on policies to support the production and dissemination of quality digital learning resources to meet the needs of teachers. The approach includes a digital educational publishing initiative and quality label ( recognized as pedagogically useful ), work to highlight pedagogical uses, and training for students at school and university and for teachers and lecturers ( B2i and C2i ). These actions, in partnership with local authorities and the private sector (in particular developers and content publishers), involve many networks and are a response to the French government s desire to reduce the digital divide and to establish a truly European education system for its citizens. These actions can only be achieved if they involve all learners and teachers. It is therefore essential for us all to ensure that our educational institutions exploit fully the opportunities offered by new technologies. I would like to thank European Schoolnet which for almost ten years has been making a significant contribution to the widespread adoption of educational ICT in Europe, in particular though websites for teachers, policy-makers and researchers, and through research and development projects supported by the European Commission. These two days will enable us to share and exchange ideas in order to shape together the future of education. Introduction C est à la fois en tant que présidente d European Schoolnet et en tant que représentante française au sein de ce réseau que j ai le plaisir de vous accueillir à cette sixième édition de la conférence Eminent, à Paris, les 8 et 9 décembre La conférence s adresse à des experts de haut niveau des ministères de l Éducation ou agences des pays européens. L enjeu de la conférence est de s assurer que tous les établissements scolaires européens exploitent le potentiel des nouvelles technologies. Notre rôle, comme membres du réseau European Schoolnet ou comme acteurs dans le domaine des technologies d information et de communication, est de poursuivre la conduite du changement dans l enseignement scolaire en intégrant les apports des TICE dans les programmes, en utilisant des outils ergonomiques et performants qui offrent de nouvelles perspectives pour une éducation tout au long de la vie. La conférence alterne réunions plénières et ateliers avec des bilans et perspectives sur les politiques et les pratiques. Elle offre plus de 30 présentations sur les technologies de pointe, les problèmes émergeants et les solutions innovantes dans l éducation. Les quatre thèmes qui nous réuniront pendant ces deux journées de travail sont les écoles en mutation, Les TIC dans les politiques scolaires, les ressources numériques et les portails. Les prix elearning et les prix pour la sécurité sur Internet récompenseront les meilleurs projets. Je voudrais remercier à la fois les équipes au sein du Ministère de l Éducation et d European Schoolnet ; leur effort et leur professionnalisme ont permis de préparer cette conférence dans de bonnes conditions. 7 Workshops The aim of the four concurrent workshops is to allow delegates to explore issues related to the four conference strands: Schools in transition, ICT policymaking, Digital resources and Educational portals. Each of the four workshop sessions is self-contained and tackles a specific sub-theme, ensuring that delegates have the opportunity to choose sessions matching their interests. Sessions open with presentations from experts followed by a discussion to provide a balanced mix between specialist input and opportunities for peer learning and knowledge exchange. 9 John Anderson is the Education Technology Strategy Coordinator in the Northern Ireland Department of Education Strategy Unit, responsible for policy development and strategy implementation for information and communications technology and e- learning across the Northern Ireland schools service. He is Honorary Professor of Education at Queen s University, Belfast and a consultant on the pedagogic quality of e-learning for BECTA (the British Education Communications and Technology Agency). He is a member of the UK Government Strategy Group for ICT and of the UK Curriculum Online Content Advisory Board. Nicolas Balacheff is Directeur de Recherche at CNRS, the French Centre National de la Recherche Scientifique (CNRS). He is a member of the team Models and Technology for Human Learning of the Institute of Informatics and Applied Mathematics in Grenoble (IMAG). He also serves as director of the Leibniz Laboratory, one of the eight research units of the IMAG, which gathers 100 researchers from computer science, discrete mathematics, and mathematics education. His current projects deal with knowledge representation for the design of learning environments. In addition, he is Chair of the CNRS network on educational technology, and scientific manager of Kaleidoscope, the European Network of Excellence on technology-enhanced learning. Claus Berg, Chief Consultant, UNI-C, Danish IT Centre for Education and Research, is working on information and dissemination tasks, both nationally for the EMU.dk portal and involved with European Schoolnet, including etwinning, SpringDay and European Speakers 14 Network of Innovative Schools (ENIS). UNI-C, The Danish IT Centre for Education and Research, provides a broad spectrum of ICT services. It's a public institution under the Ministry of Education. The national educational portal, the EMU (www.emu.dk, includes a multitude of web based resources, communities and user focused universes. Roger Blamire has worked for the European SchoolNet (EUN) since February 2000, working in Brussels and the UK. As Deputy Director he is involved in all aspects of the work of the consortium of ministries of education and school networks across 26 countries, notably education policy analysis, pedagogical innovation, large-scale project design and management, leadership and evaluation, and marketing and communication. Recent tasks have included managing Insight (an ICT observatory), acting as a rapporteur for key events including the annual EMINENT conferences and representing the EUN at events and conferences throughout Europe. He has designed and managed several successful Commission funded projects relating to validation, schooling scenarios, peer reviewing, developing a network of researchers and analytical frameworks for ICT innovation, and internet safety for children. Jérôme Carujo, has been a teacher of French in schools and universities of the United States, United Kingdom and South Korea. He took an important part in the creation of several French teaching Netsites. He is supervising the running of a new weekly multimedia pedagogical tool, 7 jours sur la planète (7 days around the planet). Odile de Chalendar is Chair person of European SchoolNet (EUN) after having chaired its Policy Innovation Committee. She is head of the international network inside the French ICT department of the Ministry of Education. Therefore she participates in different European projects such as P2P. She worked for a couple of years for the Ministry of Youth and Sports, leading the administrative change through computing application. Helle Trolle-Christensen, Web Editor, Danish Broadcasting Corporation, DR, Danish Broadcasting offers a comprehensive schools website with more than digitised media clips from the archives of the Danish Broadcasting. Clips and accompanying articles or fact files are divided into a number of distinct areas. All is available online for subscribing schools. The development of the portal (www.dr.dk/skole) was funded by the Ministry of Education. Robert McCormick, Faculty of Education and Language Studies, The Open University UK. He is co-director of a large research project ( 1.4million) on learning how to learn at classroom, school and networks of schools, and has taken part in a number of EUN coordinated ICT projects and is currently working on P2P as a researcher associated with the practice strand. Alan McCluskey is responsible for international projects at the Swiss Agency for ICTs in Education (CTIE). He is rapporteur for P2P, an international project centred on peer-to-peer reviewing both of policy and practice in education. He is Chair of European Schoolnet s Policy and Innovation Committee for which he edited publications on leadership and elearning quality criteria. He is editor of the online magazine Connected about the impact of new technologies on society. He has also worked in television and the arts. Daniel Delcour, Department of Educational Development (Ministry of Education of the Flemisch Community) / DED, established by the Flemish Community in 1991, is responsible for providing the Government and the Minister of Education with 15 scientifically argued advice. This contains among other things: formulating proposals regarding developmental and final objectives (this means formulating proposals for the core curricula for primary, secondary and adult education and for initial teacher training); formulating proposals regarding the development of the qualifications framework; Daniel Delcour is one of the 18 advisers, working mainly in the area of the primary education and responsable for ICT in compulsery education. Conor Galvin, UCD Dublin, School of Education and Lifelong Learning. Dr. Galvin is a University Lecturer, education ICT programme director, and policy researcher at the largest institution of its kind in Ireland. Christian A. Gertsch, Swiss Centre for ICT in Education. Christian Gertsch is in charge of all activities that have to do with the implementation of e-learning projects within the framework of the Swiss National Education Server. On commission of the federal and cantonal governments, the Swiss Centre for ICT in Education offers ICT services to state schools. Services include the national education portal with its information and community platforms, as well as innovative learning technologies particularly in the field of shared online content. Ulla Gjørling, Chief consultant, UNI-C, the Danish IT Centre for Education and Research. For the past 13 years Ulla Gjørling has worked with teachers professional development in ict, with the production, localisation and exchange of educational multimedia and with international collaboration for Danish public authorities. She is responsible for a series of Pedagogical ICT Licences a concept of teachers professional development in the pedagogical application of ICT in teaching and learning, including the international uptake of the Pedagogical ICT Licences, EPICT. UNI-C. Maruja Gutierrez-Diaz is Head of Unit for Innovation and transversal Policies in the Directorate general for Education and Culture in the European Commission.

10 Georges Haddad, is Chair of the Unesco consultative group for Higher Education, Chair of the Steering committee on the world conference for Higher Education. He is also director for higher Education division in Unesco. Trond E. Hauge InterMedia mission (http://www.intermedia.uio.no/index_en.html) InterMedia is an interdisiplinary research centre which investigates the intersections between design, communication and learning in digital environments. InterMedia participates in several research national and international networks, and has a research lab for development and experiments in the actual research fields. The EU-networks at the time is: Calibrate (Calibrating elearning in schools), KpLab (Knowledge-Practices Laboratory) and Kaleidoscope. Beside this professor Trond E. Hauge coordinates the research network CMC (Competence and Media Convergence) at the University of Oslo. Pieter Hogenbirk, Dutch education inspectorate. (www.owinsp.nl). The Inspectorate of education evaluates and promotes the quality of education. Within the special ICT-stimulation programme, Mr. Hogenbirkis responsible for projects portraying good ICT practices in schools and by people: school managers, teachers and pupils. He is chair of the Pedagogical Advisory Group of etwinning. In this group, the benefits of etwinning and the pedagogical and training issues involved are discussed. He is also chair of the organising committee for the iearn World Conference in 2006 in the Netherlands. Rinnie van der Horst, Project manager of the ISIS/Q5 Project to stimulate and renew professional development of school leaders and the quality of school in secondary education. Drs van der Horst is a partner in ESLN (European School Leaders Network) European project for professional development of school leaders. Jan Hylén, Analyst, OECD Centre for Educational Research and Innovation with a project on Open Educational Resources. Before joining the OECD this summer, he worked as a consultant and among other things as project manager for the development of "Glimmer Heights" the computer game that will be presented in the workshop. He has worked in the National Agency for Education in Sweden among other things as Director of Research. He has served as Political Advisor to the Minister of Schools and Adult Education, Executive Secretary for the Swedish Committee on the European Schoolnet, and as Chair in the working Group for a New National ICT Strategy for Schools within the Ministry of Education and Science. Michèle Jacobs-Hermès, has been a teacher, then a journalist, a TV presenter before entering TV5 as the President s Head of Cabinet, in At the present time she is the Manager of the international and institutional Department and the Manager of the Department for the promotion and teaching of French. H. J. Jodl, Department of Physics, Technical University of Kaiserslautern (Germany). The department offers the courses "introductory physics", i.e. first year majoring physics, also as a long distant teaching course for off-campus students; about 100 students every semester. Therefore we use multimedia and modern communication techniques via internet in teaching physics. Within that initiative we recently developed RCL experiments (Remote Controlled Labs): A user in city A can control a real experiment in city B via his computer and internet. We will present here the idea and concepts of RCL, we will show demonstrations and we will report about first experiences. Jean Johnson, Director Notschool.net. Notschool.net is a virtual online community that offers learning to young people for whom school, home tutoring or specialist units do not fit. These young 'researchers', as they are called, are typically between 14 and 16 years of age, and have been out of school for at least a year, whether because of illness, pregnancy, bullying, phobia, travelling, disaffection or exclusion. Jean Johnson began her career teaching in East London schools working with difficult and disaffected teenagers. Since then she has been involved in a number of projects both. In 1998 she was presented with an award as Teacher of the Year. Since 2000, she has led the Notschool.net research project, working in the field of social inclusion for disadvantaged youth focussing particularly in the creative and innovative use of multimedia to develop learning. Jean has been described as "the pre-eminent expert internationally" in the use of ICT to engage disaffected and excluded students. Barry Kruger is Head of Content Management, British Educational Communications and Technology Agency and currently oversees the learning services part of the Government e-strategy, which encompasses three other components: data services, institutional architecture and connectivity. We are currently gathering evidence, liaising with partners and stakeholders and developing strategy, with a target of delivering functional specifications for learning platforms in spring 2006, and a procurement framework for these systems in early Pia Lindroos is a teacher of mathematics, physics and chemistry in Tikkakoski Lower Secondary school. She is developing computer-aided-instruction methods to enhance teaching. She has participated in the P2P project during the past year. Per Malmberg, Consultant, Rambøll Management. Per Malmberg works as a consultant within the e- learning departement at Rambøll Management, which have carried out more than 50 research and strategy projects in the area of ICT and education the latest 5 years. Rambøll Management is a Nordic/North European consultancy with 300 consultants, focusing on research and management related projects within the public sector. Per is currently project manager for the innovative study "E-learning Nordic impact of ICT on education", where the pedagogical added value and return on investment from ICT in education in the Nordic countries is analyzed. Dr Monthienvichienchai is part of a team of researchers on the iclass project, which aims to develop a personalised elearning platform to meet the diverse educational needs of the European Union member states. The project is a collaboration between 22 partners from 11 different countries in the EU. FNBE is is the agency responsible for the development of education in Finland. Its administrative sector encompasses pre-school and basic education, upper secondary education, basic vocational training, adult education, and liberal adult education, including folk high schools and adult education centres. It also produces services for polytechnics and universities. Bert Jaap van Oel, The Netherlands Inspectorate of Education. Since 2000 he has been working for the ICT programme within the Inspectorate. The ICT programme aims at providing a reliable picture of the influence of ICT on education and the quality of its use. We try to show how schools use ICT, how innovation is managed by school leaders, how teachers work on their professional development and how the learner experience is enhanced. Also, we compare how inspectorates throughout Europe evaluate and report on the implementation of ICT in schools. His role is to develop new ways of working within the education sector; moving away from the role of traditional IT supplier towards true partnership with customers, developing new routes to market and new propositions to customers. Previously, he was responsible for Sun's UK Education & Research business. He has over 15 years experience within the IT industry and has been involved with such innovative projects as euniversity, and the development of research grids across the European higher education sector. Graham Turnbull, Head of Education & Editorial, SCRAN. SCRAN is a large scale multimedia database and learning system which included over 300,000 multimedia assets principally drawn from cultural sources. It contains records, packs built from these records, and tools to allow personal creation and sharing. It is available to all Scottish schools. As a teacher, Graham Turnbull published a teaching text and was a joint recipient of a Scottish BAFTA award for educational television drama. At a European level, he has worked recently in the E-COLOURS project. In SCRAN he has responsibility for Education, Editorial, and Intellectual Property Rights. SCRAN has extensive experience of licensing and has been cited in many reports as an example of good practice. He has guest lectured on IPR and is a consultant to the BBC Digital Curriculum Project. Gilles Vercken is a qualified Lawer working as an Avocat at the Barreau de Paris. He has extensive legal experience in the Internet, copyright and related rights, specialising in all aspects of French collective rights' societies. Mary Vernet is from Scotland but has lived and worked in France for 37 years. She works currently as an English teacher in Lycée l'oiselet in Bourgoin-Jallieu (near Lyon, France). For the last five years, Ms Vernet has taken part in the WKTO project in the school. WKTO is a CLIL project in which about 1,000 students from 30 schools in 15 countries work together using a language which is not their mother tongue. In May 2005, she visited Belfast with the school Principal for the Peer2Peer project.
