Pacifique Manirakiza will present his research entitled: Asserting the Rights of African Local Communities Affected by the Extractive Industry: Challenges and Perspectives. Maxine Cunningham will present recent research from IISD, entitled Mining Costs and Benefits in 3D: The Case of the Meadowbank Project in Canada. She will discuss the complexity of informed policy-making regarding mining projects, including lessons learned and the social costs and benefits of the Meadowbank project. Finally, Claire Woodside will present her work at Publish What You Pay-Canada and her work to improve access to public information on extractive companies. Starting with an overview of the current status of environmental research in Canada, the panel will then take an in-depth look at the area of climatology and how it interacts with the law. The panel will conclude with a discussion of how science is used in the courtroom. How can we make the law work for our local ecosystems? In this practical and interactive workshop, we will explore how experiencing and using our natural spaces can help protect them. We will also work together to see how we can use these experiences to help enforce already existing law. This workshop will be equally accessible and stimulating for those with or without a background in law. She is a board member of the San Francisco based International Forum on Globalization and a Councillor with the Hamburg-based World Future Council. Maude is the recipient of eleven honorary doctorates as well as many awards, including the 2005 Right Livelihood Award (known as the Alternative Nobel ), the 2005 Lannan Foundation Cultural Freedom Fellowship Award, the Citation of Lifetime Achievement at the 2008 Canadian Environment Awards, the 2009 Earth Day Canada Outstanding Environmental Achievement Award, the 2009 Planet in Focus Eco Hero Award, and the 2011 EarthCare Award, the highest international honour of the Sierra Club (US). In 2008/2009, she served as Senior Advisor on Water to the 63 rd President of the United Nations General Assembly and was a leader in the campaign to have water recognized as a human right by the UN. 10 MAKING WAVES FAIRE DES VAGUES 10 GORD MILLER As an independent officer appointed by the Legislative Assembly, Environmental Commissioner of Ontario Gord Miller oversees 13 ministries and monitors and reports annually on: Government compliance with the provisions of the Government progress on reducing greenhouse gas emissions Activities in Ontario to reduce the use or make more efficient use of electricity, natural gas, propane, oil and transportation fuels. Prior to his appointment as Environmental Commissioner, Gord Miller worked as a scientist in pollution abatement and in environmental education and training. Her doctoral dissertation examines the legal and policy implications of "green" economic measures, in particular productivity. Laurel has published articles in a number of other areas including environment and tourism, protected areas management, and the relationship between international aviation and climate policy. PAUL BECKWITH Paul Beckwith is an engineer (B. Eng. Engineering Physics) and a physicist (M.Sc. laser physics); both degrees from McMaster University. He is a part-time professor (Dept. of Geography) teaching 2nd year climatology/meteorology and working towards his Ph.D. on abrupt climate change at the University of Ottawa. His research examines the totality of the climate system, and how the many elements fit together, interact, and change. Specifically, the changed chemistry of the atmosphere from greenhouse gas emissions and the increasing Arctic temperature amplification has disrupted statistics of the global atmospheric circulation patterns and thus weather. On climate change, Paul is a prolific blogger, YouTube video generator, and social media educator primarily on Facebook and Twitter. Paul Beckwith est un ingénieur (B. Chuck has also represented companies charged with breaches of the and other federal and provincial environmental legislation. He is currently counsel to the Joint Review Panel conducting the environmental assessment of the application by Shell Canada Energy for the Pierre River Mine. Charles J. 13 MAKING WAVES FAIRE DES VAGUES 13 MAXINE CUNNINGHAM Maxine s work at IISD focuses on indicator analysis, cost benefit analysis for investment decisions, voluntary sustainable initiatives (VSIs), and mining subsidies reform. She is a graduate of the MA Economics program at Queens University, with a focus on quantitative modelling, and holds a certificate from the John Deutsch International Executive Program on Investment Appraisal and Risk Analysis (PIAR). Maxine has worked as an economist for Alberta Utilities Commission (AUC), Centre of Applied Business Research in Energy and the Environment (CAMBREE) and the Canadian Building Energy-End Use Database and Analysis Centre (CBEEDAC) in areas such as risk analysis, project financing, stakeholder and impact assessments and economic modelling. Maxine also started her own economic consulting company called Doing Economics that Works (D.E.W) with two of her Queens classmates after completing her Masters that focused on socioeconomic evaluations, investment appraisal, social accounting and policy development. She has grown up on the shore of Lake Ontario and appreciates the opportunity to use her skills to advocate on its behalf! Pippa earned a BA (Hons) from McGill University and a JD from the University of Alberta (U of A). While a law student, Pippa was the president of the U of A Environmental Law Students Association, VP Internal for the U of A Oil Sands Student Delegation, and active CAELS member. Last year also saw her win the second annual West Coast Environmental Law Twitter Moot. Pippa est ravie d être la stagiaire en droit en matière d intérêt public de la Law Foundation of Ontario avec Lake Ontario Waterkeeper. After finishing a PhD at the University of Ottawa in Biology she co-founded Evidence for Democracy a new organization that advocates for the use of evidence in government decision making and public policy development. He has held senior management positions in four national environmental organizations, the Canadian Environmental Assessment Agency, and a leading Ottawa-based consulting firm. Stephen has been counsel or participated in numerous environmental assessment and regulatory reviews of projects including the Great Whale Hydroelectric Project in northern Quebec, Cheviot Mine Project in western Alberta, Mackenzie Gas Project in Northwest Territories, Sydney Tar Ponds Clean-up Project in Cape Breton Nova Scotia, Joslyn North and Jackpine Expansion Oil Sands Mine Projects in northern Alberta, White s Point Basalt Quarry and Marine Terminal Project in southwestern Nova Scotia, and Marathon PGM-Cu Mine Project in northern Ontario, He initiated the precedentsetting law suits concerning the Rafferty-Alameda dams in southern Saskatchewan. Stephen holds a Master of Science degree in Plant Ecology from the University of Toronto and a Law degree from Queen s University. He has written numerous scholarly articles, as well as Canada v. The Environment, his 1999 book on federal environmental assessment law and policy. Il a intenté des poursuites concernant les barrages Rafferty- Alameda au sud de la Saskatchewan. Stephen détient une maîtrise en sciences écologiques végétales de la University of Toronto et son baccalauréat en droit de la Queens University. 16 MAKING WAVES FAIRE DES VAGUES 16 MICHAEL HEBERT Mr. Hebert has been extensively involved in Environmental Law and Litigation in excess of fifteen years. He was lead counsel in Tridan v. Shell and a number of subsequent groundbreaking Environmental Litigation claims. His present practice includes involvement in contaminated lands, damage claims, brownfields sites, landfills, due diligence, certificates of approval and renewable energy approvals and defence of Provincial and Federal Environmental Prosecutions. Mr. Hebert has served as a lecturer to the Canadian Bar Association, the Ontario Bar Association as well as several private environmental education providers. Mr. Hebert serves on the Executive of both the Ontario Bar Association Environmental Law Section and the Canadian Bar Association National Energy Environment and Resource Law Section. SHAHIRA KHAIR M. Hebert est très impliqué dans le droit et le litige environnemental depuis plus de quinze ans. Il a été avocat principal dans le litige ainsi que de nombreux autres litiges importants. Shahira Khair is completing a Masters of Science in Biology with Specialization in Environmental Sustainability at the University of Ottawa. Her current research is being conducted jointly with the Center for Biological Diversity and is focused on evaluating measures of recovery for species listed under the. Her research interests include large-scale data management and analytics, ecosystembased policies for endangered species conservation and protected areas management, and the application of evidence-based decision making processes in governance.

He was co-counsel for Walkerton residents at the Walkerton Inquiry, and was a member of the Environment Minister's Task Force on the, Attorney General s Advisory Committee on Class Action Reform, and other advisory panels. He edits the Canadian Environmental Law Reports, and has taught environmental law at Queen's University Faculty of Law and Trent University. Professor Manirakiza joined the Faculty of Law in 2004 where he teaches Canadian criminal law and international criminal law. He has also been a member of and a faculty advisor for the Editorial board of the Ottawa Law Review. Before coming to the University of Ottawa, he held positions at the University of Burundi and at Hope University in Kenya. In summer 2011, Dr. Manirakiza has been a visiting Professor at Université Martin Luther King and Hope Africa University in Burundi. Professor Manirakiza also participated, as a legal adviser, in Burundi's peace negotiations held in Arusha (Tanzania) from 1998 to He has been a member of a Defence team before the International Criminal Tribunal for Rwanda ( ) where he previously served as a legal intern. In July 2011, he was elected member of the African Commission on Human and People s Rights for a 4 year-term. In that capacity, he is the Chairperson of the newly established Working Group on Extractive Industries, Environment and Human Rights Violations. En 1995, il a été certifié d enseignement et de recherche en droits de la personne dans les universités par le Centre international d enseignement et de recherches en droits de de la personne dans les universités affiliées à l Institut International des Droits de l Homme de Strasbourg (France). Professeur Manirakiza a également travaillé comme Substitut du Procureur de la République au Burundi. Il a été membre d une équipe de la défense au Tribunal pénal international pour le Rwanda ( ) auprès duquel il avait précédemment effectué un stage en automne Professeur Manirakiza est aussi impliqué dans le travail communautaire et il fait du bénévolat. Il a été membre actif et membre du Conseil d administration de l Association des juristes d expression française de la Saskatchewan. Il a été bénévole pour Amnesty International dans le cadre du Réseau des réfugiés. Par ailleurs, de 1999 à 2000, il a participé aux négociations de paix sur le Burundi en tant que négociateur de paix et conseiller juridique. 19 MAKING WAVES FAIRE DES VAGUES 19 HEATHER MCLEOD-KILMURRAY HEATHER MILTON LIGHTENING Dr. Heather McLeod-Kilmurray is an Associate Professor in the Environmental Law Group at the Faculty of Law, University of Ottawa. She was the founding Director of the University of Ottawa Centre for Environmental Law and Global Sustainability, and has been the Director of the IUCN Academy of Environmental Law. Her research deals with environmental law, environmental ethics and legal process. She has written on GMOs, from the perspectives of both class action litigation and ecofeminism; the relationship between science and courts; the tort of Toxic Battery (with Prof. Lynda Collins); and Vegetarianism and Food Governance; and is a co-editor of Climate Law and Developing Countries (Edward Elgar) with Professors LeBouthillier, Wood and Richardson. She teaches Environmental Law, Climate Change and Legal Change, Torts, Legal Writing, and Administrative Law. She is also a part-time member of the Ontario Environmental Review Tribunal. Heather McLeod-Kilmurray est professeure agrégée au sein du groupe du droit de l environnement de la Faculté de droit de l Université d Ottawa. Elle est aussi membre à temps partiel du Tribunal de l environnement de l Ontario. Heather has seventeen years of organizing experience from local issues to international campaigns. In 1995, she helped found the Winnipeg-based Native Youth Movement empowering youth politically and socially to make change in their communities. Heather also helped found Winnipeg s first Native youth organization (Aboriginal Youth with Initiative, Inc.) in 1998 and served as Associate Director. Afterwards, Heather initiated a national Native youth network with the Indigenous Environmental Network, supporting Native youth organizing across the US and Canada. She was a former member of the United Nations Environment Programme s Youth Advisory and has extensive experience in lobbying internationally through the

20 MAKING WAVES FAIRE DES VAGUES 20 United Nations and other International arenas on Indigenous Peoples issues. Heather s work since then has been to build capacity and find resources that help local Native communities. Her current projects include funding board participation on the Funding Exchange Saguaro Fund and Honor the Earth, and helping build the Indigenous People s Power Project through the Ruckus Society, an organization that trains people on non-violent direct action tools. KATHERINE RUTA Heather a dix-sept ans d expérience en organisation, soit d enjeux locaux ou de campagnes internationales. En 1995, elle a aidé à fonder le Native Youth Movement, basé à Winnipeg, qui permet aux jeunes d effectuer des changements politiques et sociaux dans leurs communautés. Heather a aussi aidé à fonder la première organisation pour les jeunes autochtones à Winnipeg (la Aboriginal Youth with Initiative, Inc.) en 1998, et y a servi comme directrice adjointe. Après cela, Heather a initié un réseau national de jeunes autochtones avec le Indigenous Environmental Network, visant à soutenir des jeunes autochtones à s organiser à travers les É-U et le Canada. Katherine is a third year law student at the Schulich School of Law at Dalhousie University. In 2012 she participated in two research projects with Dr. Trish Glazebrook in Ghana. The first was a study of the affects of climate change on women farmers in northern Ghana. The second was the initiation of a tri-national research project to provide an update to, and recommendations for, the Ghanaian government on the country s off-shore oil projects. Katherine spent this past summer at Davis LLP in Toronto, where she will return to article in August. She hopes to continue contributing to the Environmental, Municipal, and Land Use Planning practice groups. Katherine has a special interest in the preservation and sustainable use of Canada s fresh water in the face of growing economic demands.
