4 - Reproduction of wars (or "war permamente / Infinite) due to the perpetual production and commerce of arms and the "need to use this particular product", activity in which no producer country wants to give up (well beyond their claim to be democratic and for peace) - la reproduction des guerres (ou la "guerre permamente / Infinie) à cause de la production et le commerce perpétuels des armes et la "nécessité de consommer ce particulier produit", activité à laquelle aucun pays producteur veut renoncer (bien au delà de leurs prétention d'etre démocratique et pour la paix)

5 - The devastating destructuraction of the economic, social, cultural and ecological structure of nondominant countries and the continuous "nutrition" of local wars and of all kinds of crime by the dominant countries and the local dominants - la destructuraction dévastatice de l'assise économique, sociale, culturelle et écologique de presque tous les pays non-dominants et l'alimentation continue des guerres locales et de toutes sortes de criminalité par les pays dominants et les dominants locaux

6 - Development of globalized relocation and of shadow economies and their demand of neoslavery workers in poor countries and also in rich countries: where is the origin of the reproduction of irregular immigration (by the prohibitionnism and the racial criminalization) - Le developpement des délocalisations globalisées et économies souterraines et de leur demande de main d'oeuvre esclavisée dans les pays pauvres et aussi dans les pays riches: d'où la reproduction de l'immigration irrégulière (par le prohibitionnisme et la criminalization raciste)

7 - These main causes are at the origin of contemporary migrations and of its characteristics. In particular, as all prohibitionism, the migrations can reproduce only as irregular and the various attempts by criminal organization -improvised or durable- and also by all those who can benefit including who claim to be "humanitarian" - Ces principales causes sont donc à l origine des migrations contemporaines et de leurs caractéristiques. En particulier, comme tous les prohibitionnismes, celui des migrations ne peut que reproduire l immigration irrégulière et le divers tentatives de rentabilisation de la part de d organisation criminelles improvisées ou durables - et aussi de tous ceux qui peuvent en profiter y compris ceux qui pretendent etre humanitaires

8 All rigorous researches on deviance and crime among immigrants show: a) it is a phenomenon regarding only a minority of migrants also because they are subject to a racist criminalization b) the phenomenon is not different from that regarding the young of the most disadvantaged people and marginal in rich countries c) that the phenomenon is often the consequence of the impossibility of access to a regular and peaceful integration and partly consequences of the diffusion of deviant and criminal behaviours at world level Toutes les recherches rigoureuses sur la déviance et la criminalité parmi les migrants montrent a) qu il s agit d un phénomène qui ne concerne qu une minorité des migrants malgré ils font l objet d une criminalisation raciste b) que le phénomène n est pas différent de celui qui concerne les jeunes des couches les plus défavorisées de la population et les marginaux des pays riches c) que le phénomène relève souvent de l impossibilité d accès à une insertion régulière et pacifique et en partie aussi des conséquences de la diffusion de comportements déviant et criminels à l échelle mondiale

9 So, it may be too pithy, we can conclude that the rehabilitation of tragic aspects that affect contemporary migrations could be done by: a) a real stop to the production and commerce of weapons as the priority act against wars (and not by the "peace keeping or enforcing missions" by NATO) b) the abolition of prohibitionnism and the adoption of a migration policy providing opportunities for regular migration c) a rehabilitation of shadow economies first by the regularization of migrant and national workers, therefore also of these activities and their bosses De façon peut être trop lapidaire on peut donc conclure que l assainissement des aspects tragiques qui affectent les migrations contemporaines pourrait se faire par a) un vrai stop à la production et au commerce d armes comme pas prioritaire contre les guerres b) l abolition du prohibitionnisme et l adoption d une politique migratoire donnant la possibilité de migrations régulières c) un assainissement des économies souterraines et des délocalisations tout d'abord par la régularisation des travailleurs immigrés et autochtones donc aussi de ces activités et de leurs patrons (et pas par les missions de peace keeping ou enforcing de l OTAN)

10 Just some datas : Since 2000, the United States have almost 13 millions of irregular immigrants with a high turnover; thanks to those workers this country has had a good economic growth in By many years this country has expulsed almost one million of irregular immigrants each year and almost 1,000 have been assassinated at the borders. But almost each year the US have naturalized more one million of irregular immigrants: in 1990 the US citizens are 250 millions, today they are 320 millions

11 The most reliable estimates say that in Europe (of 27 with 500 millions of citizens) we have about 33 million regular immigrants (most are European or close non-eu countries); the irregular immigrants would be about five millions; we have no data on naturalized, but they can be estimated at around five million since 1990 (especially in Germany, UK and France even by "recovery" the nationality of ancestors). It's painful to say, but it is clear that the European prohibitionnism has done more death than US, has integrated less immigrants and has no less diffusion of racist criminalization, in particular against the Roma people

12 Then, why Europe don t adopt the Keynesian-Rouseveltian policy for the rehabilitation of his economy and also of all serious problems included the migrations tragedies? The emigration and the immigration are a total political fact and then they have a mirror function, e.g. they reveals the dark aspects of our society, of the societies of departure and of relationships between those poles Alors, pourquoi l'europe de ne pas adopter la politique keynésienne-rooseveltienne pour l'assainissement de son économie et aussi de tous les problèmes graves y compris les tragédies des migrations? L'émigration et l'immigration sont un «fait politique total» et ils ont une "fonction de miroir": ils révèlent le coté les plus sombre de notre société, des sociétés de départ et de relations entre ces pôles
