2 l'établissement la l'utilisation l'analyse 169 RESUME Ce travail traite de l'informatique et des formes qu'elle prend en envisageant l'introduction de la gestion intégrée au niveau de l'exploita tion agricole. Les objectifs poursuivis portent sur: d'un système d'information pour la gestion de l'exploitation agricole, formalisation du système de production de l'entreprise, de l'information au niveau de la direction de l'entreprise agricole, des conditions d'introduction d'un système d'information pour l'agriculture suisse. Après avoir présenté les principaux éléments caractérisant l'informa tique actuelle et la notion de système, nous étudions quelques travaux récents, afin de résumer les tendances actuelles de la recherche en écono mie agricole et de profiter des expériences déjà faites dans ce domaine. Dans ce but nous analysons deux systèmes d'enregistrement des données. Puis nous abordons le problème de la génération automatique des matrices de programmation linéaire et nous présentons quelques types de simula tion. Une constatation s'impose: partout l'analyse des relations a pris le pas sur la description des éléments et l'utilisation des modèles linéaires comme approche satisfaisante de la planification de l'exploitation agricole n'est plus contestée. La principale partie de l'ouvrage est consacrée à présenter une for malisation du système de production de l'exploitation agricole, qui soit conforme avec le traitement automatique des données, la génération des modèles et l'utilisation des informations dans l'analyse des résultats écono miques. La solution proposée consiste à définir un modèle linéaire géné ralisé dont les propriétés, qui sont principalement d'avoir une forme matri cielle avec deux dimensions et des structures fixes, permettent de concen trer l'information qui lui est rattachée sur trois fichiers de base: les fichiers «prix», «activités» et «état». Ces fichiers jouent le rôle de charnière entre la saisie des données et la génération des modèles de planification. Leur structure ouvre la voie à l'automatisation de tous les calculs budgétaires et des contrôles comptables, tout en préservant une grande liberté au choix, soit des facteurs de production, soit des activités à introduire dans les modèles. La création des fichiers de base s'appuie sur des fichiers gé néraux adaptés à l'enregistrement des données sur le terrain. Cette néces sité a conduit à présenter pour tous les groupes de facteurs de produc tion: travail, équipement, bâtiments, sol, financement des schémas d'enre gistrement et des procédures de mise en valeur afin que la conception: fichiers généraux * fichiers de base * planification et résultats économiques soit complète. Ensuite, le système: modèle linéaire généralisé et fichiers de base est confronté aux problèmes d'une application pratique. Ceci nous amène à préciser les formes concrètes de la saisie des données et les organigrammes

3 170 de traitement pour les fichiers précédemment définis. Puis les méthodes de planification de l'exploitation agricole sont abordées avec le but de les intégrer dans les schémas de traitement automatique des données. Après avoir montré les difficultés qui freinent l'adoption des mé thodes informatiques en agriculture, nous proposons un organigramme pour une organisation capable de regrouper les personnes concernées par un système d'information agricole, afin d'utiliser les potentialités exis tantes et de mener à bien la mise en oeuvre d'un système intégré. Ces propositions sont complétées par une énumération des avantages prévisibles et des coûts du système d'information futur. La marche à suivre présen tée en dernier lieu attire l'attention sur l'importance de l'étude d'introduc tion et sur la nécessité d'envisager une réalisation par étapes.

4 Einrichtung Formalisierung Anwendung Analyse 171 ZUSAMMENFASSUNG Dièse Arbeit behandelt die Informatik und ihre Anwendung bei einer eventuellen Einfùhrung der integrierten Betriebsfûhrung auf dem Niveau des landwirtschaftlichen Betriebes. Es werden folgende Ziele angestrebt: eines InformationsSystems zur Fûhrung des landwirtschaft lichen Betriebes des Produktionssystems der Unternehmung der Information fur die Betriebsfûhrung der Einfûhrungsbedingungen von einem Informationssystem fur die schweizerische Landwirtschaft Nach einer Darstellung der hauptsà'chlichen Elemente der Informatik und des SystemBegriffs untersuchen wir einige neuere Arbeiten, um die aktuellen Tendenzen zu erfassen und von den Erfahrungen auf diesem Gebiet zu profitieren. Aus diesem Grund werden zwei Système der Datener fassung analysiert. Anschliessend werden das Problem der automatischen Generierung von Matrizen fur die lineare Programmierung und einige Simulationsbeispiele behandelt. Dièse Untersuchungen fùhren zum Schluss, dass praktisch ùberall die Analyse der Beziehungen die Beschreibung der Elemen te abgelôst hat, und dass eine Verwendung von linearen Modellen als genùgende Annàherung der landwirtschaftlichen Betriebsplanung nicht mehr bestritten ist. Der Haupteil ist einer Formalisierung des Produktionssystems des landwirtschaftlichen Betriebes gewidmet. Sie soll konform sein mit der automatischen Datenverarbeitung, der Generierung von Modellen und mit dem Gebrauch der Informationen zur Analyse der ôkonomischen Ergebnisse. Als Lôsung wird ein verallgemeinertes lineares Modell mit folgenden Eigenschaften vorgeschlagen: zweidimensionale Matrizform und fixe Strukturen. Damit kônnte man die notwendigen Informationen auf drei GrundDateien beschrànken: «Preise», «Aktivitàten», und «Zustand». Dièse Daten spielen die Rolle des Gelenkes zwischen Datenerhebung und der Generierung von Planungsmodellen. Die Struktur der Dateien ôffnet den Weg zu einer Automatisierung von allen BudgetRechnungen und buchhalterischen Kontrollen. Dabei bleibt eine grosse Freiheit zur Wahl von Produktionsfaktoren oder Aktivitàten, die ins Modell eingefùhrt werden, gewàhrt. Die Schaffung von GrundDateien stûtzt sich auf Formulare, die sich zur Datenaufnahme in der Praxis eignen. Dièse Notwendigkeit fùhrte zur Darstellung von AufnahmeSchemen und VerarbeitungsProzeduren fur aile Gruppen der Produktionsfaktoren: Arbeit, Ausrûstung, Gebàude, Boden, Finanzierung, damit die Konzeption: Dateien»GrundDateien»Planung und ôkonomische Ergebnisse vollstàndig sei. Nachher wird das System: verallgemeinertes lineares Modell und Grund Dateien, den Problemen einer praktischen Anwendung gegenùbergestellt. Dadurch kommen wir zur Festlegung einer konkreten Form der Datenerfassung und Datenverarbeitung. Hierauf wurden die Betriebsplanungsmethoden in

5 172 Sinn einer besseren Intégration in die Schemata zur automatischen Datenverarbeitung untersucht. Nach einer Darstellung der Schwierigkeiten, welche die Anwendung der EDVMethoden in der Landwirtschaft bremsen, schlagen wir ein Schéma fur eine Organisation vor, die imstande ist, die von einem landwirtschaftlichen Informationssystem betroffenen Personen zusammenzubringen, um das Bestehende auszunutzen und um den Aufbau eines integrierten Systems zu ermôglichen. Diese Vorschlage sind durch eine Aufzàhlung der voraussichtlichen Vorteile und Kosten des zukùnftigen Informationssystems vervollstândigt. Die abschliessende Anleitung zieht die Aufmerksamkeit auf die Bedeutung der Einfùhrungsstudie und die Notwendigkeit einer etappenweisen Realisierung.

6 setting formulating using analysing 173 SUMMARY This study deals with science information and the forms it takes by considering the introduction of integrated management at the level of agricultural enterprises. The following aims are attempted: up an information System for managing of agricultural enterprises the production System of enterprises of information for the farm management the introduction conditions of an information System for the swiss agriculture. After a présentation of the principal éléments which characterize the actual science of information and the system notion, we study some ré cent papers to try to sumup the actual techniques of économie agricultu ral research and to profit from expérience already made in this field. Next we approach the problem of automatic génération of matrices for linear programming, and show problems raised by the simulation. This study leads to a conclusion that nearly the whole analysis of relationships has replaced the description of the éléments and that the use of linear models as approach to farm planning is not contested any longer. The main part présents a formaiization of the agricultural production system, which should be consistent with the automatic data processing( the génération of models and the use of the information in the analysis of the économie results. The proposed solution consists in a définition of a gêne rai linear model with characteristics that are mainly: a matrix form of two dimensions and a fixed structure allowing for the concentration of the necessary information to three files: the files «priées», «activities» and «states». Thèse files play the rôle of joining the gatered data with the génération of planning models. Their structure opens a way for automating the budgetery calculations and accountable controls, keeping thereby a large freedom for the choice, whether of the production factors or the activities to be introduced into the model. Then the methods of farmplanning are nvestigated with the aim of integrating thèse in the diagrams of automatic handling of data. Having shown the difficulties which brake the adoption of the

7 174 EDPmethods in agriculture, we propose a scheme for an organisation able to assemble the persons concerned in an agricultural information system, so to utilise the existing capacities and to realise an integrated system. Thèse propositions are completed by an enumeration of the foreseable advantages and costs of the future information system. The final sugges tions for a réalisation point out the importance of the introductionstudy and the necessity to think of a réalisation in several stages.
