1 st LE BAROMÈTRE DU PHOTOVOLTAÏQUE PHOTOVOLTAIC BAROMETER EurObserv ER 41 Apex BP Solar Durant l année 2002, la production mondiale de cellules photovoltaïques a augmenté de 33,3 % et la puissance installée dans l Union européenne a crû de 37,7 % pour atteindre près de 392 MWc. Ce dynamisme reste cependant fragile car le marché, au moins pour quelques années, est encore intimement lié aux programmes nationaux de systèmes photovoltaïques reliés au réseau. L hésitation actuelle à relancer des programmes ambitieux pourrait nuire gravement à cette industrie qui ne cesse pourtant d améliorer sa compétitivité. This dynamism remains however fragile, because the market, at least for a few more years, is still very closely linked to national programmes of grid-connected photovoltaic systems. EurObserv ER 2003, PV news La croissance mondiale de la production de cellules photovoltaïques est restée exceptionnelle durant l année Plus de 535 MWc sont sortis des usines, soit 134 MWc de plus que durant l année 2001 (graphique 1). Porté par le dynamisme de son marché intérieur et depuis l an dernier par celui du marché allemand (en obtenant les autorisations pour exporter leur production), les fabricants japonais ont confirmé leur place de leader de la production de cellules photovoltaïques avec 251 MWc produits (tableau 1 et graphique 2). Les États-Unis ont juste maintenu leur niveau de production de l an dernier (100,6 MWc produits) laissant le champ libre à l Europe pour occuper la deuxième position avec une production de 135,7 MWc. Au sein de l Union européenne, l Allemagne (57 MWc) a pris la première place des pays producteurs devant l Espagne (44,1 MWc). Les autres pays impliqués dans la production de photopiles sont la France (17,5 MWc), l Italie (7,5 MWc), le Royaume-Uni (3,0 MWc) et les Pays-Bas (3,0 MWc). Les technologies sur le marché > Silicium cristallin Tout comme l année précédente, la forte augmentation des volumes produits a principalement concerné la technologie silicium polycristalline (graphique 3). Elle a représenté l an dernier 56,4 % des cellules photovoltaïques sorties des usines (contre 50,2 % en 2001). La progression des autres types de cellules est beaucoup moins forte, ce qui explique que leur part de marché ne cesse de diminuer. La technologie monocristalline ne représente plus que 28,1 % de part de marché alors que cette technologie faisait pratiquement jeu égal avec le polycristallin en La raison de cette diminution n est pas d ordre technologique mais d ordre économique. Le silicium polycristallin est obtenu par la refonte des chutes industrielles de barres de silicium pures utilisées dans la fabrication des puces électroniques. La technologie monocristalline est plus coûteuse car elle nécessite des barres de silicium pures. Son taux de rendement est un plus élevé (de 14 à 16 % contre 12 à 14 % pour le polycristallin) ce qui a l avantage de réduire la taille des modules pour une puissance équivalente. Mais dans les applications où le gain de place n est pas une priorité, le consommateur préférera acheter des panneaux solaires polycristallins meilleur marché. > Silicium amorphe La forte augmentation de production de la cellule HIT (silicium amorphe sur une couche de silicium monocristallin) mise au point par Sanyo (30 MWc produits en Global photovoltaic cell production growth remained exceptional during More than 535 MWp of cells left the factories, i.e. 134 MWp higher than during the year 2001 (graph 1). Technologies on the market > Crystalline silicon Like the previous year, the strong increase in produced volumes principally concerns polycrystalline silicon technology (graph 3). Last year, it represented 56.4% of the photovoltaic cells leaving the factories (vs. 50.2% in 2001). The other types of cells progressed much less strongly, which explains why their market share hasn t ceased to decrease. Monocrystalline technology only represents a 28.1% market share now, while this technology was practically evenly matched with polycrystalline technology in This decrease is not due to technological reasons but rather because of economic ones. Polycrystalline silicon is obtained by re-melting industrial discards of pure silicon bars used in the manufacture of microchips. Monocrystalline technology is more costly because it requires pure silicon bars. Its rate of yield and output is higher (from 14 to 16% vs. 12 to 14% for

En effet, le rendement plus faible de l amorphe (de 6 à 8 %) le destine à des applications de faibles puissances (calculatrices, montres ) et à des modules de grande dimension pour les façades des bâtiments. > Silicium ruban Autre technologie, le silicium ruban (de 12 à 13 % de rendement) a la particularité d être flexible et donc d être facilement utilisable comme élément de façade. Développé par RWE Solar, le silicium ruban a maintenu en 2002 une part de marché supérieure à 3 % grâce à une augmentation de production de 3,3 MWc. > Les nouvelles couches minces Elles restent encore confidentielles. Elles représentaient en 2002 une production de 4,2 MWc, soit 0,8 % de la production mondiale. Parmi celles-ci, l avenir des cellules produites à partir de Tellurure de Cadmium (CdTe) semble de plus en plus incertain. L arrêt de la production annoncé par le principal acteur (voir plus loin) et la faillite d Antec Solar, autre industriel produisant du CdTe, hypothèquent grandement le développement commercial de ce type de cellule. Le fabricant japonais a largement conforté sa première place mondiale en augmentant sa production de 75 MWc en 2001 à 123 MWc en 2002 (tableau 2). But in applications where a gain in space is not a priority, the consumer prefers to buy less expensive polycrystalline solar panels. > Amorphous silicon The high increase in production of the HIT cell (amorphous silicon on a layer of monocrystalline silicon) developed by Sanyo (30 MWp produced in 2002) made it possible for this hybrid technology to reach third place among the technologies present on the market. Sanyo s emphasis on HIT modules can be explained by efficiency rates that are comparable to, and sometimes higher than, those of monocrystalline modules (from 13.2% to 15.2%). Amorphous silicon photovoltaic cells (28 MWp produced in 2002) are only partial competitors vs. crystalline or hybrid technologies. The lower efficiency and output of amorphous silicon (from 6% to 8%) destines it for low power applications (pocket calculators, watches, etc.) and large-size modules for building facades. > Silicon ribbon Another technology, the silicon ribbon (from 12% to 13% yield) has the particularity of being flexible and so can easily be used as an element of a building façade. Developed by RWE Solar, silicon ribbons conserved a market share of more than 3% in 2002, thanks to a 3.3 MWp production increase. > The new thin films This technology is still not yet widely known. In 2002 these films represented a production of 4.2 MWp, i.e. 0.8% of worldwide production. Among them, the future of cells produced from Cadmium Telluride (CdTe) seems to be more and more uncertain. The production stoppage announced by the principal actor in this field (see below) and the bankruptcy of Antec Solar, another industrialist producing CdTe, calls the commercial development of this type of cell largely into question. Tout comme Sharp, l entreprise japonaise vise le marché européen. Ayant obtenu les autorisations nécessaires en décembre dernier, elle a prévu d exporter en Europe 30 % de sa proréorienter sa stratégie. La décision a donc été prise d arrêter la production de couches minces dans ses usines américaines de Tanao et de Fairfield afin de se focaliser sur la technologie cristalline. La filière solaire de BP, qui a produit 70 MWc l an dernier, ne pourra donc plus compter sur la production des 8 MWc de cellules couches minces en 2002 (7 MWc a-si et 1 MWc de CdTe). BP Solar continue néanmoins à être un investisseur agressif dans le photovoltaïque. La filiale solaire de BP a prévu à la fin de l année 2003 de porter sa capa-cité de production de cellules à 175 MWc, incluant une nouvelle unité de production de cellule Saturn de 50 MWc à Madrid. Le chiffre d affaires annoncé par BP Solar pour l année 2002 est de 300 millions d euros (contre 240 millions en 2001). BP Solar emploie actuellement personnes dans ses usines et dans ses bureaux de vente à travers le monde. > Léger recul pour Kyocera Kyocera, qui faisait jeu égal avec BP Solar à la fin de l année 2001 avec une production de 54 MWc, occupe désormais la troisième place avec une production de 60 MWc de cellules polycristallines en > Shell concentre sa production Si la production de cellules de Shell Solar ne semble pas avoir souffert durant l année 2002 (49,5 MWc produits), l entreprise pâtit d une surcapacité de production de modules consécutive à l arrivée de Sharp sur le marché allemand. En Octobre dernier, Shell Solar a annoncé qu il fermerait deux usines de production de modules aux Pays-Bas et en Allemagne. La stratégie de Shell Solar vise à concentrer la production dans l ancienne usine de Siemens à Camarillo, aux États-Unis, et à Evora, au Portugal où le coût du travail est moins cher. La compagnie continuera à produire des cellules cristallines dans son usine de Gelsenkirchen en Allemagne dont la capacité de production sera étendue à 25 MWc au milieu de cette année. The actors in place > Sharp number one worldwide Sharp can be credited with biggest production increase during the year 2002 (+ 64% with respect to 2001). The Japanese manufacturer reinforced its position of world leader by increasing its production from 75 MWp in 2001 to 123 MWp in 2002 (table 2). Since the opening of a fifth production line in its Shinjo plant in Japan last July, Sharp now has a production capacity of 148 MWp, which in principle should increase to 200 MWp at the end of the month of March of this year. > A shift in BP Solar s strategy Current pressures on production costs led BP Solar to reorient its strategy. Because of this, it decided to stop production of thin film type cells in its American factories in Tanao and Fairfield, in order to focus on crystalline technology. BP s solar sector, which produced 70 MWp last year, can therefore no longer count on production of 8 MWp of thin film cells in 2002 (7 MWp a-si and 1 MWp of CdTe). Nonetheless, BP Solar continues to be an aggressive investor in the photovoltaic sector. For the end of 2003, BP s solar sector plans on raising its cell production to 175 MWp, including a new 50 MWp Saturn cell production unit in Madrid. BP Solar s announced turnover for the year 2002 was 300 million euros 2002 (vs. 240 million in 2001). BP Solar currently employs persons in its plants and sales offices throughout the world. > Kyocera falls behind BP Solar Kyocera, which was evenly matched with BP Solar at the end of 2001 with a production of 54 MWp, is now in third place with a 60 MWp polycrystalline cell production in > Shell concentrates its production Even though Shell Solar s cell production does not seem to have been hurt during the year 2002 (49.5 MWp produced), the company is suffering because of module production overcapacity, resulting from Sharp s arrival on the German market. Last October, Shell Solar announced that it will close two module production factories in the Netherlands and Germany. Shell Solar s strategy is to concentrate production in the old Siemens factory in Camarillo and in Evora in Portugal, where labour costs are lower. The company will continue to produce crystalline cells in its Gelsenkirchen

Isofoton a par ailleurs commencé la construction d une nouvelle usine à Malaga en Espagne. Sa capacité totale sera de 100 MWc de cellules photovoltaïques et m 2 de capteurs solaires thermiques. Il est prévu que l entreprise produise un tiers de sa capacité à la fin 2004 et qu elle soit entièrement opérationnelle en décembre Le chiffre d affaires de l industriel espagnol s est élevé à 78 millions d euros en Le premier industriel français arrive en dixième position dans ce classement. Photowatt International, basé à Bourgoin Jallieu, a réalisé une production de 17 MWc de cellules polyduction en Les marchés visés sont principalement l Allemagne et le Royaume-Uni, mais Sanyo s attaquera à d autres marchés européens si la demande le justifie. > Astropower reste bien placé Même si elle perd une place dans le classement, Astropower reste également très bien placée sur le marché. In the same way as Sharp, the Japanese company is targeting the European market. Having obtained the necessary authorisations last December, it plans on exporting 30% of its production to Europe in The principally targeted markets are Germany and the United Kingdom, but Sanyo will attack other European markets if proven justified by demand. > Astropower still holds a good position Even though it lost one place in the list, Astropower still remains very well positioned on the market. According to first estimations, this American company produced 34 MWp during the year 2002 for a turnover estimated at between 85 and 93 million dollars. > The Europeans are hanging on The German company, RWE Schott Solar, is the biggest in Europe (730 employees and turnover of 128 million euros). Last year, it produced 29.5 MWp of photovoltaic cells (including 5 MWp in its American subsidiary), reinforcing its sixth place position on the global market. The company has just constructed a new cell production unit in Alzenau (in Germany). La banque allemande pour le développement a déjà financé 200,7 MWc du 1 er janvier 1999 au 31 décembre 2002 sur un total de 300 MWc prévus. Étant donné la taille du marché allemand (on attend 95 MWc supplémentaires en 2002), le programme devrait se terminer à la fin de cette année. Si cette mesure de soutien n était pas reconduite, le tarif d achat deviendrait l unique outil de promotion de l électricité solaire. Pour les installations réalisées en 2002, le tarif d achat était de 48,1 centimes d euros/kwh. Pour cette année, le tarif est de 45,7 centimes d euro/kwh. > Pays-Bas Le système de subvention des Pays- Bas est à deux niveaux. Free Energy Europe announced production of 0.5 MWp of amorphous silicon cells in its plant in Lens. European Union programmes > Germany The German Solar Roofs programme continues to be the biggest programme in Europe. This programme consists in offering loans at attractive rates (1.91% interest rate in 2002), granted for amounts up to euros per kwp for systems up to 5 kwp and euros per kwp for larger systems (i.e. a 5% decrease with respect to 2001). The German Development Bank has already financed MWp from 1st January 1999 to 31 December 2002 out of the foreseen total of 300 MWp. Given the size of the German market (an additional 95 MWp are expected in 2002), the programme should end at the end of this year. If this support measure is not renewed, then the solar electricity purchase price will become the only means for promoting solar electricity. For installations made in 2002, the purchase price was 48.1 euro cents/kwh. For this year, the price is 45.7 euro cents/kwh. > The Netherlands The Netherlands subvention system has two levels to it. It consists of a subvention at installation called the EPR (Energy Premium Regulation) that is set at 3.5 euros per installed Wp, to which it is possible to add on a bonus linked to energy performance called the EPA (Energy Performance Assessments). In 2002, this EPA bonus was 25% of the amount of the EPR subvention (i.e. a subvention of euros per Wp). This year, the amount has been brought down to 10%. The photovoltaic electricity injected into the grid also benefits from a bonus of 6.8 euro cents per KWh over market price. > Italy The Italian programme, Teti Fotovoltaico, adopted in March 2001, consists in granting a subvention of up to 7.70 euros per Watt peak within a limit of 70% of total project cost. 7 48 EurObserv ER la limite de 70 % du montant total du projet. Ce dernier connaît cependant des difficultés dans son application. Ce programme avait prévu l installation de 20 MWc à la fin de l année 2003 en permettant la réalisation de installations. Or, à la fin du mois de janvier de cette année, des subventions ont été allouées pour 857 réalisations représentant une capacité totale de 4,9 MWc seulement. Les retards administratifs dans l attribution des subventions et le manque de volontarisme des autorités régionales en charge de l application de ce programme expliquent cette situation. > France Les tarifs d achat français de l électricité photovoltaïque, fixés par l arrêté du 13 mars 2002, sont de 15,25 centimes d euros (c ) le kwh en France continentale et de 30,50 centimes d euros le kwh dans les départements d outremer et en Corse (diminué de 5 % par an à partir 1 er janvier 2003). Aucun kwh n a pu être vendu à ce tarif car les contrats d achat ne sont rentrés en vigueur que mi-février. Les systèmes solaires reliés au réseau ont encore fonctionné sur la base d un tarif d achat équivalent au coût payé par l utilisateur privé soit environ 9 centimes d euros le kwh. This programme had foreseen installation of 20 MWp at the end of the year 2003, making installations possible. But at the end of last January, subventions had only been granted for 857 realisations, and representing a total capacity of only 4.9 MWp. Administrative delays in granting subventions and the lack of voluntarism on the part of the regional authorities in charge of applying the programme can explain this situation. > France French photovoltaic electricity purchase prices, set by the Order of 13 March 2002, are euro cents per kwh in continental France and euro cents in France s overseas departments and in Corsica (lowered by 5% as from 1 st January 2003). It was not possible to sell any kwh at this price because the purchase contracts only became effective in mid-february. The solar systems connected to the national power grid still functioned on the basis of a purchase price equivalent to the cost paid by the private user, i.e. approximately 9 euro cents per kwh. At the same time, ADEME launched a photovoltaic programme in 2002 that consisted of a subvention of 4.6 euros per Wp for a maximum capacity of 1 MWp per year in metropolitan France and from 1 to 3 MWp per year for French overseas territories. ADEME s subventions are secure for 2003, but are still uncertain for 2004 and 2005.
8 50 EurObserv ER UNE INDUSTRIE EUROPÉENNE EN CRISE L industrie photovoltaïque européenne, qui dépend principalement du marché allemand, vit une période mouvementée. En effet, la faiblesse inhabituelle du marché allemand en début d année 2002, cumulée à l arrivée de modules Sharp à bas prix (moins de 3 euros par watt crêtes) a plongé l industrie photovoltaïque européenne, et plus particulièrement les fabricants de modules, dans une sévère crise de surcapacités. Selon le BSI (Bundesverband solarindustrie), le chiffre d affaires de l industrie allemande, du fait de la diminution du prix des modules, est passé de 500 millions d euros en 2001 à environ 475 millions l an dernier. Cette situation est d autant plus inquiétante que l industrie allemande 392 MWc installés dans l Union européenne L Union européenne a maintenu en 2002 un rythme de progression très élevé en ce qui concerne ses installations photovoltaïques (37,7 % par rapport à 2001). La croissance actuelle reste cependant toujours tirée par le marché allemand qui a représenté l an dernier 77,5 % des capacités nouvellement installées de l Union européenne (tableau 3). a prévu cette année de plus que doubler la production de ses modules (de 41 MWc en 2002 à 95 MWc en 2003) soit l équivalent du marché allemand pour cette année. Dans ce contexte, l année 2003 risque d être l année des fusions, des acquisitions et malheureusement des faillites. La situation risque d être encore plus grave si le programme allemand de soutien à l installation, qui arrive à échéance n est pas prochainement relayé par d autres programmes de même envergure. Cette situation aurait pour conséquence l arrêt de la croissance de la filière européenne, l industrie du photovoltaïque n ayant pas encore atteint un degré d autonomie suffisant pour créer son propre marché. > Allemagne Selon le BSI, la puissance photovoltaïque installée en Allemagne a été de 82 MWc en Cette puissance supplémentaire porte le parc allemand à 278 MWc dont 20 MWc d applications non reliées au réseau. > Pays-Bas Ils ont conservé leur deuxième place européenne avec une puissance cumulée de 28,3 MWc, soit une progression de 38 % par rapport à Selon Novem, le pays a installé 7,8 MWc en 2002 dont 7,5 MWc reliés au réseau. > Italie À l instar de ce qui s est passé en 2001, l Italie a connu quelques difficultés dans l application de son programme photovoltaïque. L Association des industriels photovoltaïques italiens a calculé que le programme photovoltaïque avait permis le raccordement au réseau d à peine 2 MWc durant l année Le volume des applications hors réseau est encore plus difficile à déterminer. Selon l ISES Italia (International Solar Energy Society), il serait compris entre 0,5 et 1 MWc. Ces estimations porteraient la puissance du parc italien aux environs de 23 MWc à la fin de l année > Espagne et France L Espagne accentue son écart avec la France. Selon l IDAE, les chiffres prévisionnels annoncent une puissance supplémentaire de 3,65 MWc (dont 2,56 MWc reliés au réseau) ce qui porte la puissance du parc espagnol à 19,2 MWc. Le marché français est plus spécifique car il est essentiellement tiré par les applications hors réseau (2,3 des 2,8 MWc supplémentaires en 2002) situées en grande partie dans les départements d outre-mer. Selon O.ö. Energie Sparverband, 3,4 MWc supplémentaires ont été installés en 2002 permettant au parc autrichien de franchir la barre symbolique des 10 MWc installés. La puissance cumulée des différents parcs de l Union européenne devrait se situer aux environs de 392 MWc. Ce résultat correspond à une augmentation de 106 MWc des capacités installées (95 MWc relié réseau et 11 MWc hors réseaux). Les applications reliées au réseau représentent désormais près de 81 % (contre 76,8 % en 2001) de la puissance installée dans l Union européenne : le nouvel objectif En prenant en compte les résultats attendus des différents programmes nationaux européens, on peut prévoir une puissance totale de l ordre de 520 MWc dans l Union européenne pour la fin de cette année (graphique 4). L objectif de la Campagne de Décollage initiée en 1999 par la Commission européenne de 650 MWc ne sera donc pas tenu. Taken together, the total of all the different European Union capacities should be found in the neighbourhood of 392 MWp. This result corresponds to a 106 MWp increase A EUROPEAN INDUSTRY IN CRISIS The European photovoltaic industry, which is principally dependent upon the German market, is going through a stormy period. The unusual weakness of the German market at the beginning of the year 2002, added on to the arrival of low-price Sharp modules (less than 3 euros per watt peak) has led the European photovoltaic industry, and more particularly the module manufacturers, into a severe crisis of overcapacity. Due to the decrease in module prices, the German industry s turnover went from 500 million euros in 2001 to approximately 475 million last year. This situation is all the more worrying since the German industry had planned to more than double module production this year (from 41 MWp in 2002 to 95 MWp in 2003), i.e. the equivalent of the German market for this same year. In this context, the year 2003 may be one of fusions, acquisitions and unfortunately bankruptcies. The situation might become even more serious if the German installation support programme, which is reaching its expiration, is not soon relayed by other programmes on the same scale. This situation could result in stopping the growth of the European sector, since the photovoltaic industry has not yet reached a great enough degree of autonomy to create its own market. Grid-linked applications now represent nearly 81% (vs. 76.8% in 2001) of the European Union s installed capacity. 2010: the new objective Taking the expected results of the different European national programmes into consideration, the European Union can expect to have a total capacity in the region of 520 MWp for the end of this year (graph 4). The 650 MWp target of the Campaign for Take Off initiated in 1999 by the European Commission should not therefore be met. The late start-up of national programmes (purchase prices and subventions) in Italy, the United Kingdom, Spain and France and, in certain cases, the lack of political willpower to apply these programmes, can explain this situation. European dynamism is more difficult to assess in the long term. The European market is still very much centered on Germany and the real implication and involvement of certain countries of the European Union like France, Italy and Spain is sometimes difficult to define. Taking these uncertainties into consideration, the future installed capacity of the European Union can be estimated at approximately MWp in 2010, i.e. 15% annual growth beginning in The EPIA (European Photovoltaic Industry Association) forecasts are much more optimistic. Michel Viaud, the Secretary General of the EPIA, estimates that the Euro- pean Commission scenario (3 000 MWp at the end of the year 2010) is a completely feasible one. Its success depends, above all, on the political willpower of each Member State to guarantee industrialists that there will be sufficient demand, such as the United Kingdom is presently doing. The stakes are considerable, especially for the some two billion people who still don t have access to electricity. Maintaining photovoltaic growth in the developed countries is the only way for industrialists to decrease production costs of their photovoltaic modules. In turn, this drop in costs will then facilitate setting up large-scale, farreaching international decentralised rural electrification programmes.
