9 INTRODUCTION The Standing Committee for Economic and Commercial Cooperation of the Organization of the Islamic Conference (COMCEC) was established by the Third Islamic Summit Conference held in Mecca/Taif in COMCEC became operational at the Fourth Islamic Summit in 1984, with the election of the President of the Republic of Turkey to its chairmanship. The mandate of the COMCEC is to draw up programmes for joint action as well as coordinate and follow-up the activities pertaining to economic cooperation within the framework of the Organization of the Islamic Conference (OIC). The COMCEC has so far regularly convened 25 annual sessions, all of them in Istanbul. The Twenty Sixth Session of COMCEC is scheduled to be held on October 2010, in Istanbul. The Draft Agenda of the Twenty Sixth Session of COMCEC will be considered first at the preparatory meeting of senior officials from 05 to 06 October and then the opening of the Ministerial Session will take place on 07 th October under the chairmanship of H.E. Abdullah GÜL, President of the Republic of Turkey and Chairman of the COMCEC. During the ministerial exchange-of-views session, which will take place in the afternoon of 07 October 2010, Agriculture and rural development will be considered and the heads of delegations will have the opportunity to share their views and experiences with the other participants. Ministers attending the 26 th COMCEC could also conduct bilateral talks with their counterparts. COMCEC Coordination Office will make necessary arrangements if requests are made in advance. The opening ceremony of the 26 th COMCEC meeting to be held on 07 October 2010 will be broadcasted live through internet at: 3

10 MUSIAD (Independent Industrialists and Businessmen s Association) 14 th International Business Forum and MUSIAD 13 th International Trade Fair, will be organized on the sidelines of the 26 th COMCEC to reach a better cooperative spirit among public and private sectors. In these events, businessmen will come together to exchange ideas and conduct business. This booklet aims at giving general information on the arrangements being made for the Meetings as well as some practical information for the participants. 4

20 INFORMATION ON THE ARRANGEMENTS FOR THE MEETING Date and Place of the Meeting The Twenty Sixth Session of the COMCEC will take place at İstanbul Congress Center in İstanbul, on October Meeting Room All meetings of the Twenty Sixth Session of the COMCEC will be held at İstanbul Congress Center. Airport Welcoming Services The welcoming and farewell services for the delegates will be available from 03 October to 10 October Delegates who would be obliged to arrive in İstanbul before 03 October due to the flight restrictions, will also be welcomed at the airport provided that they inform the COMCEC Coordination Office in advance. Participants are kindly requested to notify the COMCEC Coordination Office and/or Conference Bureau (see Useful Addresses) of their names and flight schedules by 24 September 2010 at the latest to enable the host officers to meet them at the airport and make necessary arrangements. Transportation There will be a pool of cars for the Delegations. Reserved cars will be available for only ministers. Registration All delegates (whose names are notified to the Organizing Committee through diplomatic channels) are requested to register at İstanbul Congress Hall. Hotel Accommodation Accommodation and meal expenses (excluding all other expenses) of the three delegates (including the head of delegation) from each invited member state at reserved hotels 14

21 for the meeting, from 04 to 08 October 2010 (inclusive) will be borne by the Turkish Government. Turkish Government will also bear the accommodation and meal expenses (excluding all other expenses) at the same hotels of two participants from each invited international institution to the meeting. Other members of delegations may wish to stay on their own accounts at the same hotels or may choose from the hotels given in the alternative hotels list. All participants are kindly requested to inform the COMCEC Coordination Office and/or Conference Bureau (see Useful Addresses), by 24 September 2010 at the latest, for hotel reservations and welcoming arrangements. Identification badges Identification badges will be issued to all registered delegates. For security reasons, all participants are kindly requested to wear their badges at all times during the meetings and social events. Information Desk The Information Desk located at the lobby of The Hotels and Congress Centre will be at the service of the delegates from 03 October to 10 October from to hours daily. 15

22 Secretarial Offices The offices of the Conference Secretariat will be located at İstanbul Congress Center. Press Center The Press Center will be located at the İstanbul Congress Center. It will be open for all members of the foreign and local press carrying identification badges. All questions pertaining to press activities will be handled by this Center. Internet Center A fully equipped Internet Center will be at the service of participants at İstanbul Congress Center during the meeting. Documentation Center The Documentation Center will be operated at İstanbul Congress Center during the meeting to produce Conference documents in OIC official languages. Working Languages and Simultaneous Interpretation Simultaneous interpretation between Arabic, English, French, Russian and Turkish will be provided during all sessions. Conference main document will be produced in three OIC languages (English, French and Arabic) Medical Facilities In addition to the special arrangements made with the hospitals, medical facilities of the Meeting Center will be at the disposal of the participants. 26 SOME PRACTICAL INFORMATION FOR THE DELEGATES Climate In October, the weather in İstanbul is generally rainy and cool. Coat and umbrella are recommended. The average temperatures in the month of October is between Celsius. The most recent weather forecast for İstanbul may be accessed at: aspx?m=istanbul Local Time The time in Turkey is G.M.T. plus 2 hours. Electric Current The electric current in İstanbul is 220 volt, AC 50 cycles. Two-prong round plugs are used. Visas All participants are advised to check with the Turkish Consular Missions (where available) for visa requirements. For participants coming from countries where there is no resident Turkish Consular Mission, visas will be issued upon arrival at İstanbul Atatürk Airport. Health Requirements Visitors to Turkey are not required to bear any vaccination certificates upon entry, provided that they are not coming from a country where there is an epidemic. Currency and Exchange The currency unit is the Turkish Lira. Exchange rate was TL/USD as of September 1 st 2010, the most recent exchange rate values may be accessed at Central Bank of the Republic of Turkey s web site; Convertible foreign currency can be exchanged at the airport, hotels, exchange offices and at all banks in accordance with the current exchange rates announced daily. International credit cards are widely used in Turkey. 20

41 INTRODUCTION Le Comité Permanent pour la Coopération Économique et Commerciale de l Organisation de la Conférence Islamique (COMCEC) a été formé à la Troisième Conférence Islamique au Sommet tenue à la Mecque / Taëf en Avec l élection du Président de la République de Turquie à sa présidence, le COMCEC est devenu opérationnel, au quatrième Sommet Islamique en Le COMCEC a la mission d élaborer les programmes de travail commun, de coordonner et de suivre les activités relatives à la coopération économique dans le cadre de l Organisation de la Conférence Islamique (OCI). Le COMCEC a jusqu à présent tenu régulièrement 25 sessions annuelles, toutes à İstanbul. La Vingt-sixième Session est prévue du 05 au 08 octobre 2010 à İstanbul. Le Projet d Ordre du Jour de la Vingt-sixième Session du COMCEC sera examiné en premier lieu lors de la réunion préparatoire des Hauts Fonctionnaires qui aura lieu les 05 et 06 octobre suivi de l inauguration de la Séance ministérielle de travail qui aura lieu le 07 octobre 2010 sous la présidence de S.E. Abdullah GÜL, Président de la République de Turquie et Président du COMCEC. Par ailleurs, au cours de la session ministérielle d échanges de vues, qui aura lieu l après-midi du 07 octobre 2010, l «Agriculture et Développement rural» fera l objet des discussions et les chefs de délégations auront la possibilité d échanger leurs vues et expériences avec les autres participants. Les ministres prenant part à la 26 ème Session du COMCEC pourront aussi mener des discussions bilatérales avec leurs homologues. Le Bureau de Coordination du COMCEC prendra les dispositions nécessaires si les demandes sont faites à l avance. La cérémonie d ouverture de la 26 ème Session du COMCEC qui se tiendra le 07 octobre 2010 sera diffusée en direct sur le site Internet : Le 14 ème Forum International d Affaires du MUSIAD (Association des Industriels et des Hommes d Affaires Indépendants) et la 13 ème Foire Internationale du Commerce 3

51 INFORMATIONS CONCERNANT LES DISPOSITIONS PRISES POUR LA RÉUNION Date et Lieu de la Réunion La Vingt-sixième Réunion du COMCEC se tiendra au Centre de Congrès d İstanbul, à İstanbul du 05 au 08 octobre Salles des Réunions Toutes les réunions de la Vingt-sixième Session du COMCEC seront tenues dans le Centre de Congrès d İstanbul Service d Accueil à l Aéroport Le service d accueil pour les délégués sera disponible du 03 au 10 Octobre Les délégués qui, à cause de limitation de vols, seront obligés d arriver à İstanbul avant le 03 octobre, bénéficieront aussi de service d accueil à condition qu ils informent à l avance le Bureau de coordination du COMCEC. Les participants sont priés de notifier leurs noms et programmes de vols au Bureau de Coordination du COMCEC et / ou au Bureau de la Conférence (Voir Adresses Nécessaires), au plus tard le 24 septembre 2010, pour permettre aux personnels d accueil de les accueillir à l aéroport et faire l organisation nécessaire. Transport Un certain nombre de voitures sera à la disposition des Délégations. Les voitures réservées seront à la disposition des ministres seulement.
