3 Amar Bhattacharya Group of 24 Amar Bhattacharya is currently Director of the Group of 24. Prior to taking up his current position, Mr. Bhattacharya had a long-standing career in the World Bank. His last position was as Senior Advisor and Head of the International Policy and Partnership Group in the Poverty Reduction and Economic Management Network of the World Bank. In this capacity, he was the focal point for the Bank s engagement with key international groupings and institutions such as the G7/G8, G20, IMF, OECD and the Commonwealth Secretariat, including on the reform of the aid as well as international financial architecture. David Booth Overseas Development Institute United Kingdom David Booth is a sociologist and was formerly Professor of Development Studies at the University of Wales, Swansea. He has published on social development theory, including Rethinking Social Development (1994) and on political and social issues in Latin America and sub-saharan Africa. His current research projects are on state responsiveness to poverty and the politics of PRSPs, with fieldwork in Uganda, Ghana and Bolivia. Other work is concerned with PRS monitoring, Poverty and Social Impact Analysis and assessing the evaluability of general budget support as a modality of poverty-focused aid. David Booth Overseas Development Institute Royaume-Uni Aujourd hui sociologue, David Booth a auparavant été professeur d études sur le développement à l University of Wales, à Swansea. 4 Stephen Brown University of Ottawa Stephen Brown is Associate Professor of Political Science at the University of Ottawa. He previously worked for the United Nations Development Programme (UNDP) for several years and has served as a consultant for UNDP and other development-related organizations. His main research interests are foreign aid, democratization, political violence, conflict prevention and peacebuilding, mainly in relation to Sub-Saharan Africa. Upon completion of his Masters, Deshal returned to the Institute of Policy Studies and has continued to work in international economics, including issues of trade, aid and development. She published a series of papers on South-South Cooperation, and on the trilateral alliance IBSA (Brazil in particular). She holds a MA in Regional Sciences/Studies of Latin America (RWL) from the University of Cologne and is currently in the last year of her PhD studies in International Relations at the University Complutense of Madrid, focusing on Brazil in the international system. Before working at FRIDE, Sarah-Lea John de Sousa has been project manager at the agency for development Chuconsultig in Germany and worked in a program on education for development in Concepción, Chile. 6 Robert Greenhill Canadian International Development Agency Robert Greenhill was appointed President of the Canadian International Development Agency in May, Mr. Greenhill also serves as Alternate Governor for Canada on the Board of Governors of the World Bank Group and sits on the Board of Governors of the International Development Research Centre (IDRC). Mr. Greenhill started his career with the international consulting firm, McKinsey & Company. Currently, Molly is on the Board of Directors of ACORD (Agency for Cooperation and Research in Development) a Nairobi-based international NGO alliance implementing development programs in over fifteen African countries. She is also a member of the Board of Directors of CCIC. 8 Dr. Rajiv Kumar Indian Council for Research on International Economic Relations (ICRIER) New Delhi, India Dr. Kumar is currently the Director and Chief Executive of the Indian Council for Research on International Economic Relations. He is also on the board of several important government organizations including National Security Advisory Board and Telecom Regulatory Authority of India. Earlier in his career he was a Senior Fellow at ICRIER. Dr. Kumar has completed his D.Phil. in Economics in 1982 from Oxford University. In a career spanning over 25 years, Dr. Kumar has held several key positions in a wide range of institutions. He served as a Professor at the Indian Institute of Foreign Trade. He has also worked as Economic Adviser in the Ministry of Finance, Government of India and in the Bureau of Industrial Costs and Projects, Ministry of Industry. From 2004 to January 2006 he was Chief Economist with the Confederation of Indian Industry (CII). Prior to joining the CII, he worked at the Asian Development Bank for nearly ten years as a Principal Economist. He has several books and publications to his credit and contributes regularly to popular media and journals. CPRC and DRT collaborate on poverty and policy research and analysis, as well as capacity building. Over the last eight years she has worked with development organizations in Africa, the USA and Europe shaping analyses on debt, aid, trade policy and poverty reduction strategies in Africa. Her most recent written works are on Ecological debts owed to African countries; ownership and development aid experiences of several African countries; Zambia s Public Debt management issues and the Informal Economy in Zambia. Currently, she is part of an international steering group of think tanks leading the Forum on the Future of Aid (FFA). Fraser Reilly-King Halifax Initiative Coalition Fraser Reilly-King is the Coordinator of the Halifax Initiative Coalition, the Canadian presence for public interest research and education on International Financial Institutions and Export Credit Agencies (ECAs). Prior to becoming the Coordinator, Mr. Fraser worked for the NGO Working Group on Export Development Canada, a working group of the Halifax Initiative and the Canadian focal point for ECA Watch, a network of international groups working to reform the activities of ECAs. He has also worked as a Communications Officer at the United Nations Association in Canada, an intern at the Youth Unit of the United Nations in New York, and as an English teacher (in Ecuador and Toronto). Fraser has a Masters of Science in Development Studies from the London School of Economics, with a focus on gender issues. Previously, he was International Director at Christian Aid, Research Fellow at the Overseas Development Institute in London and Chairman of the Presidential Commission of Inquiry into Prices, Incomes and Conditions of Services. He has also served as Chief Economist for the Confederation of Zimbabwe Industries. He has written numerous publications on aid and development including Does Foreign Aid Really Work? (2007). Mr. Riddell has degrees in Economics from the University of Zimbabwe, Philosophy and Theology from the University of London and development studies (Institute of Development Studies, University of Sussex). Il a travaillé au PNUD, et dans le cabinet du Bureau du Premier Ministre du gouvernement constitutionnel, et dans le cabinet du président de la République (M. Préval). Mahmoud Saikal United Nations Development Programme Kabul, Afghanistan Mahmoud Saikal is an International Advisor of the United Nations Development Programme to the Afghanistan National Development Strategy. He has worked previously as Afghanistan s Deputy Foreign Affairs Minister, Ambassador to Australia and New Zealand, Honorary Consul-General to Australia and Minister Counselor and First Secretary in Tokyo. As Deputy Foreign Affairs Minister, he was the focal point of the Afghan Government in the negotiation of the Afghanistan Compact with the International Community and to the London Conference. He has been the recipient of the First Class Merit Award from the Afghan President Hamid Karzai and Best Ambassador Award from the Minister of Foreign Affairs of Afghanistan. Mr. Saikal is a graduate of both the University of Canberra and Sydney University, with degrees in Environmental Design and Architecture. He is a Visiting Fellow at the Asia-Pacific College of Diplomacy of the Australian National University. 13

14 Mahmoud Saikal Programme des Nations Unies pour le développement Kabul, Afghanistan Mahmoud Saikal travaille en tant que conseiller international du Programme des Nations Unies pour le développement, pour la Stratégie de développement national de l Afghanistan. Il a auparavant agi comme sous-ministre des Affaires étrangères de l Afghanistan, ambassadeur en Australie et en Nouvelle-Zélande, consul général honoraire en Australie ( ) et ministre conseiller et premier secrétaire à Tokyo. En tant que sous-ministre des Affaires étrangères, il a été le point de mire du gouvernement afghan lors de la négociation du Pacte pour l Afghanistan avec la Communauté internationale, et aussi à la Conférence de Londres. Brian Tomlinson Canadian Council for International Co-operation (CCIC) Brian Tomlinson is Coordinator of the Policy Team at the CCIC. He has widely published on Canadian international cooperation, with particular emphasis on policy issues related to international assistance. Recently, he has represented CCIC at the OECD Development Assistance Committee on an Advisory Group on Civil Society and Aid Effectiveness. Brian is also the Vice-chair of the global Reality of Aid Network. He has been with CCIC since 1995, before that he was with CUSO s Americas Program and has previously worked for Oxfam as a Political Affairs Officer. 15 Benu Schneider United Nations New York, USA Benu Schneider is presently Chief of International Finance, Debt and Systemic Issues Unit in the Financing for Development Office in the Department of Economic and Social Affairs at the United Nations office in New York. Previous positions have included staff positions at UNCTAD, the Overseas Development Institute, and academic positions in India and Germany. She has also served as an advisor and consultant to the Reserve Bank of India, where she authored an influential policy paper for the Narasimham Committee on Banking Reforms (1998) in India. Benu Schneider is widely published including Capital Flight from Developing Countries (Westview Press, 1991) as well as a guest editorship of Development Policy Review on Issues in Capital Account Liberalisation (Vol. 19, No.1, 2001). She holds a doctorate in Economics from the University of Kiel, Germany Hau Sing Tse Canadian International Development Agency (CIDA) Hau Sing Tse is currently Senior Vice-President, Geographic Programs at CIDA. His previous work experience include various positions in the Public Service including at the Canadian Embassy in Beijing; at the Privy Council Office as Policy and Planning Secretariat; as Director General, Performance Review Branch; Vice-President, Asia Branch, CIDA. Mr. Sing Tse obtained his MBA (Finance and Business Economics), MA and PhD (International Relations) from the University of Southern California. Bernard Wood Bernard Wood & Associates Limited Bernard Wood is the President of Bernard Wood & Associates Limited and associate of several international and Canadian consulting firms. His previous work experience includes Director of the Development Cooperation Directorate of the Organisation for Economic Cooperation and Development (OECD), heading the Secretariat of the Development Assistance Committee, CEO of the Canadian Institute for International Peace and Security and founding CEO of the North-South Institute. He has done extensive consultancy work on topics in both development cooperation and security.
