1 The regular meeting for the Council of the Village of Rexton was held in the Council Chambers on Tuesday, April 8, 2014 at 6:30 p.m. PRESENT: The Mayor, David L. Hanson; Councillors Albert Corcoran, William Flanagan, Lisa Warman and Elaine Warren; Office Manager, Dianne Robertson; Bilingual Administrative Assistant, Nathalie Elward; Public Works Director, Brent Goodwin and General Manager, Barry Glencross. CALL TO ORDER: The Mayor, David L. Hanson called the meeting to order at 6:35 p.m. APPROVAL OF THE AGENDA: It was moved by William Flanagan and seconded by Albert Corcoran that the agenda be approved. Motion APPROVAL OF THE MINUTES: It was moved by Albert Corcoran and seconded by Lisa Warman that the March 11 th minutes be approved. GUEST: Auditor, Leon Bourque presented the 2013 Audit Report Audit: It was moved by Albert Corcoran and seconded by Lisa Warman that the 2013 General Operating and Capital Audit Report, prepared by the firm Paul Bourque & Co., be adopted as presented. Elaine Warren that the 2013 Utility Operating and Capital Audit Report, prepared by the firm Paul Bourque & Co., be adopted as presented. OUVERTURE DE LA RÉUNION: Maire David L. Hanson ouvre la réunion à 18h35. ADOPTION DE L ORDRE DU JOUR: William Flanagan propose, et Albert Corcoran appuie, que l ordre du jour soit accepté. Proposition adoptée ADOPTION DU PROCÈS VERBAL: Albert Corcoran propose, et Lisa Warman appuie, que le procès-verbal de la réunion le 11 mars soit accepté. Proposition INVITÉ: Le comptable, Paul Bourque, a présenté la vérification des comptes pour l année Vérification 2013: Albert Corcoran propose, et Lisa Warman appuie, que le rapport de vérification 2013 de fonctionnement général et capitaux, préparé par Paul Bourque & Co., soit accepté tel que présenté. Proposition Lisa Warman propose, et Elaine Warren appuie, que le rapport de vérification 2013 de fonctionnement du service d égout, préparé par Paul Bourque & Co., soit accepté tel que présenté. Proposition Elaine Warren propose, et Albert Corcoran appuie, que la firme de Paul Bourque & Co. soit nommé en tant que le vérificateur du Village de Rexton pour Proposition

2 Page 2 Page 2 CORRESPONDENCE: Council reviewed the correspondence. 1. Rexton Resident Complaint: We received a letter of complaint of noise from snowmobiles using the trails late at night. It was moved by William Flanagan and seconded by Lisa Warman that a letter be sent to the Snowmobile Club advising of concerns and ask to encourage the members to stay within allowed passages. 4. Eddie Chase and Graffiti: This 50 s & 60 s band is to be considered when Bonar Law Common season opens. 6. Canadian Cancer Society Relay for Life: A request to participate at the June 14 event at Jardine Park and a summary of benefits in exchange for contributing $500 was presented. It was agreed by Council to follow-up on this request. 7. Bullying Canada: It was moved by Albert Corcoran and seconded by William Flanagan that the donation request be denied. Motion 11. Sevec Group: It was reported that we have received a request to open and tour Bonar Law Common to a group of students from Victoria BC and BLMS on April 19. Following a lengthy discussion, the farm being closed for the season, it was agreed that this request will not be possible. Elaine Warren to file the correspondence for future reference, and actions taken on ones noted. GENERAL MANAGER S REPORT The General Manager reviewed his report with Council. INCIDENT REPORTS RISK MANAGEMENT: It was reported that the Municipality s Insurance Company is reviewing the incident claim at the Rexton Curling Club. COURRIER: Le Conseil a fait la revue du courrier. 1. Plainte d un résident de Rexton: Nous avons reçu une lettre de plainte pour le bruit des motoneiges qui utilisent les sentiers en fin de soirée. William Flanagan propose, et Lisa Warman appuie, de soumettre une lettre de préoccupations au Club de motoneiges et demande d encourager les membres à suivre des passages autorisés. Proposition 4. «Eddie Chase and Graffiti»: Ce groupe de music des années 50 et 60 sera pris en considération lorsque la saison à Bonar Law Common soit ouverte. 6. Relais pour la vie de la société canadienne du cancer: Une demande de participation à l évènement tenu le 14 juin au Parc Jardine et un sommaire des avantages de contribuer 500$ a été présenté. Il fut convenu par le Conseil de faire la suivie à cette demande. 7. «Bullying Canada»: Albert Corcoran propose, et William Flanagan appuie, que la demande de don soit refusée. Proposition 11. «Sevec Group»: On mentionne que nous avons reçu une demande pour ouvrir et visiter Bonar Law Common pour un groupe d élèves de Victoria BC et BLMS le 19 avril. Suite à une longue discussion, la ferme étant fermé pour la saison, il fut convenu que cette demande ne sera pas possible. Lisa Warman propose, et Elaine Warren appuie, de classer le courrier pour en faire référence dans l avenir. Proposition RAPPPORT DU DIRECTEUR GÉNÉRAL Le Directeur général a passé en revue son rapport avec le Conseil. RAPPORTS DES INCIDENTS GESTION DES RISQUES: On mentionne que la compagnie d assurance de la municipalité effectue l examen d une réclamation pour un incident au Club de Curling de Rexton.

3 Page 3 Page 3 Council was informed of a telephone complaint relating to the street snow removal and the repeated filling of their driveway. The resident was advised that further inquiries be directed to Warren Ready Mix. Planning Session Agenda March 25 at 6 pm: Attendance: Mayor David Hanson and Deputy mayor Albert Corcoran, Councillors, William Flanagan, Elaine Warren, Lisa Warman and General Manager Barry Glencross. Lisa Warman that Mayor David Hanson return from leave be accepted by Council. Motion This Planning Session was held for the purpose of reviewing municipal private negotiations and financial matters. Subjects under discussion included the Former Nursing Home Lease, Ambulance NB Lease, 2013 HST Claim, Potential Business/Rexton Business Park, NB Ltd Sewerage Account, Indian Island EMO Plan Development and a Municipal Potential Liability Claim. Former Nursing Home Lease: It was moved by Albert Corcoran and Elaine Warren that the municipality deposit the cheque draft from the Royal Bank of Canada on behalf of the lessee of the Former Nursing Home and a credit for the same amount be placed on the overdue account. Other items under discussion during the planning session were considered updates and will be dealt with at a later date. William Flanagan that the minutes from the Planning Session of March 25 th be approved as presented. DIRECTOR OF PUBLIC WORKS REPORT The Director of Public Works reviewed his report with Council. Le résident a été informé que toutes nouvelles enquêtes doit être dirigées à Warren Ready Mix. Ordre du jour de la Réunion de Planification 25 mars à 6hrs: Présence: Maire David Hanson et Maire Adjoint Albert Corcoran, Conseillers, William Flanagan, Elaine Warren, Lisa Warman et Directeur Général Barry Glencross. Elaine Warren propose, et Lisa Warman appuie, que la demande du Maire David Hanson de retourner à son poste soit acceptée par le Conseil. Proposition Cette réunion de planification a eu lieu pour examiner les négociations privées et les matières financières de la municipalité. Les items sous discussion sont le Bail de l ancien Foyer de Soins, le Bail d Ambulance N.-B., TVH 2013, Affaire potentiel/parc Industriel de Rexton, NB Ltd Compte d Égout, le développement du plan OMU d Indian Island et une demande de réclamation pour les responsabilités potentielles de la municipalité. Bail de l ancien Foyer de Soins: Albert Corcoran propose, et Elaine Warren appuie, que la municipalité fait un dépôt du cheque à la Banque Royale du Canada par le preneur de l ancien Foyer de Soins et un crédit pour le même montant soit placer sur le compte en souffrance. Proposition Autres items sous discussions à la réunion de planification étaient les mises à jour sous considération et ceux-ci seront abordés à une date ultérieure. Elaine Warren propose, et William Flanagan appuie, les minutes de la réunion de planification du 25 mars soit accepté tel que présenté. Proposition RAPPORT DU DIRECTEUR DES TRAVAUX PUBLIC Le Directeur des travaux public a passé en revue son rapport avec le Conseil.

4 Page 4 Page 4 FIRE DEPARTMENT REPORT The Fire Chief, Brent Goodwin, reviewed his report with Council. BILLS: It was moved by Elaine Warren and seconded by Albert Corcoran to pay the bills presented. BUSINESS ARISING FROM THE MINUTES a) Fire ANB Project: It was reported that the official opening tentative date remains under consideration. A meeting was held with representatives from l Étoile to discuss the paper insert advertisement. b) New Website: A meeting was held April 2 nd with the site developer. It was reported that the new website could be ready for Council s attention at the May meeting. c) Build Canada/Land Purchase: It was reported that the Lawyer found a technical issue with the property and is attempting to correct. d) Business Park & Lagoon Regulations: Council reviewed the letter of support sent to Omera Shell Inc. from Mayor Doiron of Richibucto. e) Public Works/Transportation Needs Assessment: There is nothing new to report at this time. f) 5 Year Municipal Plan: There is nothing new to report at this time. g) FD Needs Assessment: There is nothing new to report at this time. h) Former Fire Station Building: A tentative Planning Session date of April 22, 2014 at 7 pm was set to discuss various properties and their value to the municipality. OPEN REPORTS There is nothing new to report at this time. RAPPPORT DU SERVICE D INCENDIE Le Chef de Pompiers, Brent Goodwin, a passé son rapport en revue avec le conseil. FACTURES: Elaine Warren propose, Albert Corcoran appuie, de payer les factures présentées. Proposition AFFAIRES DÉCOULANT DU PROCÈS VERBAL a) Projet du Service d Incendie ANB: On mentionne que la date provisoire pour l ouverture officielle est sous considération. Une réunion a eu lieu avec les représentants de l Étoile afin de discuter l encart dans le papier. b) Nouveau site Web: Une réunion a eu lieu le 2 avril avec le développeur du site. On mentionne que le nouveau site pourrait être prêt pour l attention du Conseil à la réunion du mois de mai. c) Chantier Canada/Achat de terrain: On mentionne que l avocat a trouvé un problème technique avec ce terrain et essaie de le corriger. d) Park Industriel et Règlements de la lagune: Le Conseil a passé en revue la lettre de soutien envoyé à «Omera Shell Inc.» du Maire Doiron de Richibucto. e) Évaluation des besoins pour les travaux public/transports: Il n y a rien de nouveau à rapporter en ce temps. f) Plan municipal quinquennal: Il n y a rien de nouveau à rapporter en ce temps. g) Évaluation des besoins du Service d Incendie: Il n y a rien de nouveau à rapporter en ce temps. h) L Ancienne caserne du Service d Incendie: La date provisoire de la réunion de planification aura lieu le 22 avril 2014 à 19h00 pour discuter diverses propriétés et leur valeur à la municipalité. EMO: A meeting has been requested with the Regional Emergency Management Coordinator to discuss concerns on the recent request to do door-todoor checks in LSD areas. Police: As requested, it was agreed that we fill out the community safety priorities evaluation sheet, same as previous years. Regions Services Delivery Commissions: A copy of the proposed residential solid waste operations was reviewed. The General Manager reviewed a list of advantages and disadvantages. This item will be discussed further at the next planning session. COUNCILLOR S REPORT WRITTEN REPORTS William Flanagan that the written reports be adopted. NEW BUSINESS a) Rexton Economic Development Program August 1, 2014: This matter will be discussed at a later date. The date of the next Regular Council meeting will be held on Tuesday, May 13, 2014 at 7 p.m. ADJOURN It was moved by William Flanagan and seconded by Lisa Warman that the meeting adjourn at 9:07 p.m. Le maire adjoint Corcoran a passé en revue ce rapport avec le Conseil. OMU: Une réunion a été demandée avec le coordinateur régional de la gestion des urgences pour discuter des préoccupations de la récente demande pour effectuer des visites porte-à-porte dans le DSL. Police: Tel que demandé, il fut convenu de remplir le formulaire d évaluation des priorités de sécurité communautaire, tel que les années précédentes. Commissions sur la prestation des services régionaux: Une copie des opérations des déchets solides résidentiels proposés a été révisée. Le Directeur général a partagé une liste des avantages et des inconvénients. Ce sujet sera discuté plus loin à la prochaine réunion de planification.
