2 Background and aim of the event The ongoing support programme for solar heating and cooling system was launched in 2004 and is managed by ADEME. This program needs to be reformed in 2008 because of the development of the solar heating and cooling field and above all with the fast development of the Heat Fund in France in For this reasons and due to important transformations inside the budget managing institutions in France in 2008, ENERPLAN and TECSOL decided to organise a first round table /brainstorming meeting with a restraint strategic group to elaborate a programme for development of solar heating/cooling branch for the period 2009/2012. 3 Main outcomes : recommendations for increasing the acceptance of SAC systems - local/national pilot plants. * financial objective with a minimum of plants planned * fundings and expertise from an independant technical "référent" (ex : ADEME) * repartition of the plants corresponding to several main market segments (0-500 m2 / 1000 à 5000 m2) * investment funding (percentage of the total investment) or performance funding (feed in tariff with Heat Fund) * simplification of the funding decision scheme (clear and easy different steps) * energy counting system for heating and cooling to retribute the performance - energy performance : * possibility to access to the feasibilty studies and the monitoring data financed by public fundings * creation of simplified simulation tools to evaluate the solar production - promotion campaigns : * communicate on the potential of the solar heating and cooling solutions * small working groups to define an adapted communication * creation of a professionnal branch of solar heating and cooling * lobbying of the techno towards public authorities * success story projects brochures needed

6 A - Positionnement Dans le cadre des dispositions d'aides liées au développement du Fonds Chaleur en France en 2009 et dans le but de structurer la filière climatisation/chauffage solaire, cette réunion vise à rassembler les acteurs stratégiques les plus pertinents afin d'effectuer un brainstorming préparatoire et poser le sbases d'un programme de développement de la filière. Cette réunion est organisée conjointement par TECSOL et ENERPLAN. Au cours de cette réunion restreinte où sont donc conviés GDF R&D, EDF DS3E, INES RDI, TECSOL et ENERPLAN, sera lancé un agenda de travail pour essayer de progresser et essayer de tenir les objectifs suivants : - Fin février et Salon EnR Lyon : présentation cercle élargi du travail effectué (adhérents ENERPLAN ciblés, insitutions cibles) - Début Juin: présentation et communication à tous les parties prenantes intéressées par la thématique clim/chauffage solaire d'un programme structuré. This programme is the result of a first brainstorming work achieved with a restraint strategic group (ENERPLAN, TECSOL, INES RDI, EDF, GDF Suez). Nearly 40 persons belonging to the large majority of companies representing the solar heating and cooling sector in France attended the meeting (cf. participant list in annex). 2

16 Main outcomes : I Presentation of the Development Program for solar heating and cooling in France Main objectives: Definition of the main elements and constraints for the development of demo projects. Realize about 50 solar heating and cooling installations in real conditions, working with different technological configurations, and various types of applications. Set up a performance and monitoring results evaluation methodology. Result presentations and dissemination during technical meetings, forums and exhibitions. Valorization of the results and lessons learnt in an open database with reliable and comparable informations. Creation and development of a benchmarking analysis on the heating and cooling solar energy sector in France, in relation with the European and international knowledge. Working frame - constraints: 1) Program duration: January 2009 to June 2012 PHASE 1: 12 months (year 2009) Definition of the main elements end constraints for the demo installations setup. PHASE 2: 36 months (June June 2012) Announcement of the development program to the building owners and solar energy specialists in order to stimulate and enhance projects. Realization of exemplary demo heating and cooling solar installations. Performance monitoring and evaluation of the results. Valorization of the results and the monitoring. Communication on the results. 2) Project organization: PHASE 1: Organization of the Project working Group to identify and define the main elements and constraints for the realization of the operations in phase 2. Presentation of the main elements and constraints to solar cooling industry specialists, possible amendments. Presentation of the main elements and constraints (final version) to the French Energy Agency (ADEME) and public auhtorities. Deliverables for Phase 1: A1 - Technology framework for operations. B1 Target the priority areas and selection criteria. C1 Specifications of a pre-feasibility study solar heating and cooling with definition of parameters of opportunity to move to "advanced feasibility study". D1 - Specifications of a feasibility study solar heating and cooling, including the definition of the selection criteria in order to move to realization. E1 - Writing a paper: protocol design, production and commissioning of the facilities (evolving during ) F1 - Writing a paper: Administrative and technical detailed specification documents(useful in phase 2 and evolving in 2009 / 2010). G1 -Budget for the achievement of the program, and rate of subsidize for the installations

17 PHASE 2: - Announcement of the development program to the building owners and solar specialists, in order to generate projects: Creation of a dedicated section on the Enerplan website Edition of a brochure on the development program (4 pages / 3000 copies). Two or three information meeting to the community of professionals interested in the solar air conditioning, on the methodology of the process of carrying out demonstration projects. Announcements and press conferences. -Realization of the solar heating and cooling installations processed case by case by regional delegations of ADEME according to the selection criteria defined in phase 1. -Monitoring of performance in the X10A procedure over ten years, in parallel with the operational monitoring of each operation for curative and preventive maintenance. -Evaluation of the monitoring results : Creation of a dynamic database, which takes into account each of the operations performed and monitored. Working Group project on the analysis of the results. -Announcements and communication of results. Creation of a set of reference s operation files for each of the operations, according to the dynamic database. Publication of articles in the press specialized in solar energy. Action of dissemination towards press media. An information meeting for the community of solar professionals on the results and feedback. Organization of a technical information day on the solar air conditioning, after the program. Deliverables for Phase 2: A2 - Dedicated section on the Enerplan website. B2 - Brochure on the Program (4 pages / 3000 copies). C2 - Minutes of the 2 or 3 information meeting on the program methodology. D2 - An annual press paper. E2 - A dynamic database on the operations carried out and monitored. F2 - Intermediate and final report of the working group project on the evaluation of the results. G2 -Document on the reference operations for each of the monitored operations. H2 - Minutes of the information meeting on the results and feedback. I2 - Summary of the technical information day on the solar heating and cooling, after the program. II Framework and limitations of the Development Program for solar heating and cooling in France Draft proposal : version Authors : ENERPLAN, INES-CEA, GDF, EDF, TECSOL PHASE 1 A1 / Technologies accepted in priority : systems with sorption chillers and any product on the market. Nominal chilled water capacity: 5 to 200 kw.

18 This power allows you to integrate the large majority of chiller manufacturers while limiting the maximum power facilities and therefore their size, with the risk to cannibalize the budget if the capacity and the project are too big. B1 / Targeted buildings : tertiary multi-family houses - industry (no geographical limitation on the projects). C1 / Pre-feasibility Study: This preliminary study is to make an initial screening of projects. This is briefly to pre-validate the pre-feasibility of a project. It must refer to a model of specification document delivered by ADEME. The working group suggests to break this preliminary study into 2 parts: 1) Filling in of a questionnaire providing technology and basic administrative informations. 2) Study of the parameters of the project through a checklist in a Excel spreadsheet. A minimum score is required (threshold value calculated from content of the final check list) to get funding for a complete technical and economic feasibility. The funders (ADEME / Region) will decide the allocation of funding for the study from the analysis of the 2 documents and possibly helped by external experts. D1 / Techno-economical feasibility study. If the pre-feasibility study step is successful, ADEME will propose a funded feasibility study of technical-economic analysis. The preliminary phase of study will need to be conform with the specifications of a "model" feasibility study for this kind of project. The content of the study could correspond to the previous program ( ) with the exception of the dynamic modeling that can be converted into a calculation to prove up the integration of solar energy into the load profile of the targeted building. This need for evidence should lead to a reasonable and undersized dimensioning process and solar penetration rate not exceeding 50% (indicative and not eliminating). Financing rate for the study : see Regulation for funding in ADEME (up to 50% on the study cost). -Conformity with selection criteria for funded projects: 1-The type of targeted application (priority to the use of the coupling of heating and cooling from solar), the type of building (presence of an preliminary energy optimization), location, proposed equipments will justify already successful operations in solar heating and cooling ongoing projects. The chiller manufacturer and solar collector manufacturer must justify of a after-sales service implemented in France 2-Minimum annual level of performance to reach (checked by the monitoring agency): Minimum solar productivity: the value is estimated in the feasibility study and is calculated from the producible solar thermal heat (or equivalent to the air conditioning + heating as: - In heating mode, useful heat kwh output from the solar hot storage tank (out of the hot back up possible complement). This heat can be delivered for heating and DHW purposes - In cooling mode, cooling kwh produced at the evaporator divided by a fixed ratio of 0.7 common to all machines because representing an average value of COP on the current market. - Mediterranean Zone => useful heat energy: 450 kwh / m². year - South Zone => useful heat energy: 400 kwh / m². year - North Zone => useful heat energy: 350 kwh / m². year These limits are the same as those used for production of domestic hot water in multi-house building in the framework of the French Heat Fund. 3-Electric minimum annual efficiency: the value is calculated on the yearly basis and is equal to the ratio between useful solar kwh (heat output from the solar hot storage in heating mode and cooling output from the evaporator in cooling mode) divided by the total annual power consumption of auxiliaries used in the solar system (excluding distribution and cold/heat back up power consumption).

19 Minimum value of the electric efficiency of the system: 5 (corresponding to an annual very good value of the current Heat Pump market). These threshold values are of course subject to change but they should normally allow the installations to draw up in quality and solar productivity, while enhancing the heating mode of solar heating and cooling systems. E1 / Conformity with a design and commissioning protocol for installations : this protocol will be based on the result of work carried out for ADEME in 2007 by a working group led by TECSOL. The document will evolve during the years 2009 and 2010 based on funding received for the work (ANR, other..) F1 / Reference papers: Administrative and technical detailed specification documents. Concept of important retention money (to be defined according to the final system used in the Heat Fund program) on the minimum levels of performance in first 2 years of operation. Proposal to include in addition to the compulsory feasibility study, the requirement for an engineering company with a MINIMUM mission of project management for: -the drafting of legal documents (specifications) and schemes with the technical and administrative constraints -the organization of 'commissioning' of the installation (commissioning, training of the maintenance team, testing and tuning, and commissioning of the installation) G1 / budgetary framework for the program and level of subsidies for the elected installations: the funding of operations may be in the same spirit as the one developed by the Heat Fund for large solar DHW installations, namely investment aid limited by the maximum amounts of grants allowed by the EU but distributed as follows: * 50% of total grant when the contract with ADEME is signed (year 0) * 30% of the grant when technical commissioning is signed without limitations ( year months) * 20% residual of the total grant paid regarding to the performances level coverage planned in the feasibility study and checked by the monitoring (minimum solar productivity, minimum electric efficiency) (year years monitoring). PHASE 2 E2 / Compulsory monitoring campaigns using the methodology of monitoring and analysis developed in the IEA Task 38 (Level 2) Average amount of subsidy for monitoring devices: 7 k (subsidy to be determined by ADEME) Collection and transmission of data directly and automatically to the achievement of performance assessments (procedure X10A), over 10 years. Monitoring for the establishment of a guarantee of good operation. A minimum mandatory metering of electric power as well as solar thermal useful production. Remote collection of monitoring data fully and permanently open to the building owner and company of institute responsible for the monitoring (if confidentiality, possibility of VPN tunnel for example).

22 ASSOCIATION PROFESSIONNELLE DE L ENERGIE SOLAIRE Objet : Réunion pour la définition d un programme de développement de la filière Climatisation/chauffage Solaire Madame, Monsieur, La Climatisation solaire, une solution propre. La Ciotat, le 25 mars 2009 La demande de climatisation et de rafraichissement est en forte croissance, que ce soit dans les régions du sud ou dans les régions tempérées. Des solutions respectueuses de l environnement sont donc à proposer. C est pourquoi ENERPLAN vous invite à une réunion de travail sur la thématique du développement de la climatisation solaire. L objectif est de valider ensemble les bases d un programme de démonstration de la climatisation/chauffage solaire en France, à partir du document réalisé par un groupe de travail d experts. Cette réunion aura lieu le 25 mars 2009, de 10h à 16h30 (au plus tard), à l ADEME au : 10 rue des émeraudes Lyon (Itinéraire sur L ordre du jour de cette réunion est le suivant : 1-Etat des lieux de la climatisation solaire en France et en Europe. 2-Définition d un programme de démonstration de climatisation / chauffage solaire et définition du cadre des projets (dimensionnement, maintenance ).
