2 INTRODUCTION BEEMS (Building European Environmental and Maritime Skills) is a project funded by the EU Interreg IVA France (Channel) England cross border co-operation programme. The BEEMS partnership comprises 11 partners and 3 participant organisations in England and France that have come together to deliver a project of common interest and benefit to the cross border communities they serve. The partnership is led by Southampton City Council and includes 3 French regional councils; 4 local authorities, 2 education and training institutions; 1 marine business association and 1 training sector stakeholder across the eligible area of the Interreg IVA Channel programme in the Solent, East of England and in Normandy and Brittany. The project comprises skills for offshore wind, tidal stream and wave technology. Copyright: Région Haute-Normandie It is estimated that 29,700 direct and 17,500 indirect jobs will be created in the UK with a further 10,000 to 15,000 in France. From 2015 UK and French manufacturing centres will become operational with demand for skills in manufacturing, design, construction and installation. This shortfall could climb to 18,000 by nearly 5% of the entire wind industry workforce - if numbers of suitable workers don t increase. 3 Strategic Context The work of BEEMS supports two key targets identified in the EU s 2020 Strategy for smart, inclusive and sustainable growth. These are: Reducing greenhouse gas emissions by 20%, increasing the share of renewable energy to 20% and to make a 20% improvement in energy efficiency. Increasing employment levels to 75%, bringing 20 million people out of poverty, reducing early school leaving to less than 10% and raising the number of year olds with tertiary education to 40%. BEEMS A plan for the future The aims of BEEMS are to stimulate sustained growth and development of the marine renewable energy industry through environmental and maritime skills and training, and increase economic viability of the sector through cross border cooperation. The aims of BEEMS are to be achieved through the following strategic objectives: 1. Secure a joint understanding of the commercial commonalities and differences of the crossborder marine renewable energy sector, and its specific requirements for developing and retaining a skilled and ready-for-market workforce that meets short, medium and long term growth in the offshore wind energy industry. 2. Engage with cross-border sector employers and training providers to broker and establish an offshore wind energy industry employment strategy and skills training plan that meets industry needs in skills development, training, apprenticeships and workforce retention. 3. Develop a cross-border offshore wind energy industry skills training and apprenticeship programme that will meet the educational, social and economic needs of unemployed people or those with low level skills. EU adopted guidelines on employment which structure the National Reform Programmes focus on an increase in the labour market participation of men and women; reduction of structural unemployment and promotion of job quality; develop a skilled workforce that responds to labour market needs and promotes lifelong learning; improves the quality, performance and participation in education and training; and promotes social inclusion. Develop and evaluate cross-border practical approaches and techniques that improve performance and long term employability, including a skills escalator, study trips and exchanges. 5. Enhance opportunities for SMEs in the partnership territories to benefit from the development of the marine renewable energy supply chain. The objectives of BEEMS are: The joint understanding of the commercial commonalities and differences of the cross border Marine Renewable Energy sector. and The requirements for developing and retaining a skilled, flexible and ready-for-market workforce to deliver growth. As part of Europe 2020, the flagship Initiative Agenda for New Skills and Jobs supports reaching the 2020 targets at EU level through better functioning labour markets, more jobs, better match between the labour market and the labour force, and better working conditions. 4 Actions The actions of the project will be delivered over three phases of work: Research and Development, Implementation, Evaluation and Dissemination and three work packages relating to Industry, Skills, and Education and Training, as set out below: The Research and Development phase Identify how cross border workforce requirements will develop over time and where skills gaps lie. Identify and promote the career opportunities and pathways that are available to young and mature entrants alike. Collaborate in order to devise appropriate employment strategies and training programmes to meet the skills gap. The Implementation phase Deliver and promote cross border actions that test research findings, develop skills training programmes. Draft a training programme leading to a cross border certification for baseline skills in the operation and maintenance sector. The Evaluation and Dissemination phase Establish the impact and legacy of BEEMS and its activities. The work packages will provide the format for evaluation and information gained from each and will ensure a custom of best practice for future Interreg projects and the next stage of BEEMS. The methodology that will be employed at each stage includes collating, analysing and reporting the impact of work undertaken for each work package. The key outputs of BEEMS are: To publish a cross border Employment Strategy and Skills Plan. To promote the adoption of a cross border training programme and certification in baseline skills for the operation and maintenance sector. To establish a cross border employment, skills and training network. The BEEMS project will produce a number of outputs that will continue to impact and influence long after project completion. The cross border Employment Strategy and Skills Plan will set out options for devising dedicated education and training pathways or a skills escalator that will meet the workforce requirements of a rapidly expanding marine renewable energy sector and its associated supply chains. Individual BEEMS partners will continue to work towards the adoption at local, regional and/or national level of key measures to ensure the strategy is fully implemented. Likewise, the drafting of new Level 1 and 2 training programmes, devised to secure a common set of standards and the possible adoption of a cross border certification for baseline sector skills, will require new legal and policy framework agreements to be put in place. The cross border network of marine renewable energy and supply chain companies/smes; education and training providers; local and regional authorities, and sector representatives/ stakeholders will be a hugely valuable resource. Marine renewable energy, and specifically offshore wind, is a huge economic growth area for the territories covered by the BEEMS partnership, and for each partner this project is a step in a long journey to The partnership will discuss in more detail the opportunities to continue to work in collaboration during the implementation and evaluation and dissemination stages. 6 INTRODUCTION BEEMS (Développement des compétences environnementales et maritimes européennes) est un projet co-financé dans le cadre du programme de coopération transfrontalière lnterreg IVA France (Manche) Angleterre. Le projet BEEMS regroupe 11 partenaires et 3 autres organisations en Angleterre et en France qui se sont associés dans le but de construire un projet d intérêt commun, à l échelle de l espace Transmanche. Ce partenariat, piloté par la ville de Southampton (City Council), comprend, côté français, 3 conseils régionaux et, côté anglais, 4 collectivités, 3 acteurs de l éducation et de la formation et 1 réseau d entreprises du secteur maritime ; l ensemble de ces acteurs intervient sur des territoires éligibles au programme lnterreg IVA Manche : la région de Solent, l est de l Angleterre, la Normandie et la Bretagne. À partir de 2015, les unités de production britanniques et françaises deviendront opérationnelles, générant des besoins en compétences sur l ensemble de la chaine de valeur des EMR : les études préalables, la fabrication d éléments, l installation/logistique, l exploitation et les services support. L industrie éolienne européenne fait face à une grave pénurie de compétences estimée à environ emplois qualifiés par an. Cette pénurie pourrait atteindre emplois d ici presque 5% de la totalité de la main-d œuvre de l industrie éolienne - si le nombre de travailleurs qualifiés n augmente pas. 7 CONTEXTE STRATÉGIQUE Le projet BEEMS répond à deux objectifs clés identifiés dans la Stratégie Europe 2020 de l UE pour une croissance intelligente, diversifiée et durable qui sont : Réduction des émissions de gaz à effet de serre de 20% ; Augmentation de la part de l énergie renouvelable à 20% et amélioration de 20% de l efficacité énergétique. Augmentation du taux d emploi à 75 % afin de sortir 20 millions de personnes de la pauvreté ; Réduction de la déscolarisation précoce à moins de 10 % et augmentation du nombre de personnes entre 30 et 34 ans ayant suivi une formation supérieure à 40 %. L UE a adopté des directives relatives à l emploi qui structurent les axes prioritaires des réformes conduites au niveau national. Elles concernent : - l amélioration de l accès des hommes et des femmes au marché du travail, - la réduction du chômage structurel et de la promotion de la qualité de l emploi, - le développement d une main-d œuvre qualifiée répondant aux besoins du marché du travail, - l encouragement à la formation tout au long de la vie, - l amélioration de l accès à l éducation et à une formation de qualité, - la promotion de l inclusion sociale. BEEMS UN PROGRAMME POUR L AVENIR L objectif principal du projet BEEMS est de stimuler la croissance et le développement durables du secteur des énergies marines renouvelables par des formations environnementales et maritimes répondant à ses besoins en compétences. Il vise donc à augmenter la viabilité économique du secteur grâce à la coopération transfrontalière. Les objectifs du projet BEEMS doivent être atteints au travers des axes stratégiques suivants : 1. Permettre une analyse partagée des points communs et des différences du secteur des énergies marines renouvelables à l échelle du territoire transmanche, et plus particulièrement de ses besoins en compétences, ceci afin d assurer la disponibilité d une main d œuvre qualifiée sur le marché du travail, répondant aux besoins à court, moyen et long terme de l industrie éolienne offshore et des autres technologies qui viendront à se développer. 2. Coopérer avec les industriels et les acteurs de la formation du territoire afin de définir et mettre en œuvre une stratégie et un plan de formation qui répondent aux besoins des EMR en matière d emploi et de développement des compétences. 3. Développer un programme transmanche de formation et d apprentissage aux compétences de l industrie éolienne offshore adapté aux publics éloignés de l emploi ou ayant un faible niveau de qualification. 4. Développer et évaluer les mécanismes et les techniques permettant une amélioration des performances et de l employabilité à long terme, incluant la promotion professionnelle, au travers de visites d étude ou d échanges. 5. Augmenter les opportunités pour les PME des territoires partenaires, de bénéficier du développement des énergies marines renouvelables En résumé, le projet BEEMS devra répondre aux deux objectifs suivants: Une compréhension partagée des points communs et des différences du développement du secteur des énergies marines renouvelables au niveau transfrontalier. et Une réponse au développement et au maintien d une main d œuvre qualifiée, adaptable et disponible sur le marché du travail, comme facteur de croissance des EMR. Dans le cadre de la stratégie Europe 2020, l initiative phare «De nouvelles compétences pour de nouveaux emplois» soutient la réalisation des objectifs 2020 à l échelle de l UE par le biais d un fonctionnement amélioré du marché du travail, d une croissance de l emploi, d une meilleure adéquation entre offres et demandes d emploi et d une amélioration des conditions de travail. 8 ACTIONS Les actions conduites dans le cadre du projet se déclinent en trois phases de travail (Recherche et Développement ; Mise en œuvre ; Evaluation et Diffusion) et en trois modules (Industrie ; Compétences ; Education et Formation). Phase de Recherche et Développement Identifier les besoins de main-d œuvre transfrontaliers, leur évolution dans le temps et les besoins en compétences. Identifier et promouvoir le potentiel d emploi pour tous les publics (tant pour les jeunes sortant de formation initiale que pour les actifs), ainsi que les opportunités de carrière Collaborer afin de concevoir des stratégies d emploi et de formation adaptées permettant de couvrir les besoins en compétences. Phase de Mise en œuvre Proposer et promouvoir des actions transfrontalières visant à tester les résultats de la phase «recherche» ainsi qu à développer des programmes de formation. Élaborer un programme de formation aboutissant à une certification transfrontalière pour les compétences de base dans les secteurs de l exploitation et de la maintenance. Phase d Evaluation et de Diffusion Etablir l impact des actions de BEEMS : les modules de travail permettront l évaluation des informations obtenues auprès de chaque partenaire et s inscriront dans une démarche d amélioration continue au profit des futurs projets Interreg et de la prochaine étape de BEEMS. La méthodologie employée à chaque étape comprend la collecte, l analyse et le compte rendu de l impact du travail produit pour chaque module. Les principales actions structurantes prévues dans le cadre de BEEMS sont les suivantes : Publier une stratégie pour l emploi et un plan de développement des compétences transfrontalières. Favoriser l adoption d un programme de formation transfrontalier et d une certification dans les compétences de base pour les secteurs de l exploitation et de la maintenance. Etablir un réseau transfrontalier pour l emploi, les compétences et la formation. Elles permettront la durabilité des travaux conduits, même après la clôture du projet. Ainsi, la stratégie pour l emploi et le plan de développement des compétences transfrontalières définiront des options pour concevoir des parcours de formation dédiés aux EMR ou adapter des formations existantes qui répondront aux besoins de main-d œuvre de ce secteur en pleine expansion et de ses chaînes d approvisionnement. Les partenaires du projet BEEMS continueront à travailler à l adoption au niveau local ou régional et/ou national de mesures clés pour la mise en œuvre de la stratégie pour l emploi. De même, l élaboration de nouveaux programmes de formation de niveaux 3 et 4, conçus pour garantir un ensemble commun de standards, ainsi que l éventuelle adoption d une certification transfrontalière pour les compétences de base nécessiteront la mise en place d accords-cadres juridiques et politiques. Le réseau transfrontalier des énergies marines renouvelables - sociétés de la chaîne d approvisionnement/ PME, établissements de formation, autorités locales et régionales, représentants/parties prenantes du secteur représenteront une ressource extrêmement précieuse. Enfin, les énergies marines renouvelables, et plus précisément l énergie éolienne offshore, constituent un secteur présentant un potentiel de croissance économique très important pour les territoires couverts par le partenariat BEEMS.
