1 RÈGLEMENT DE LA SÉLECTION OFFICIELLE Le FIGRA, Festival International du Grand Reportage d Actualité et du Documentaire de Société, est organisé au Touquet Paris-Plage par l association CesArts Événements depuis Il permet «la rencontre des professionnels et du public, afin de servir, promouvoir et défendre le Grand Reportage d Actualité et le Documentaire de Société, comme des supports d information, de connaissances essentielles et irremplaçables» ARTICLE 1. PARTICIPANTS Peuvent participer : Les réalisateurs, les journalistes, les grands reporters, les auteurs français et étrangers. Les chaînes de télévision françaises et étrangères, toutes émissions confondues. Les agences de presse de télévision françaises et étrangères. Les sociétés de production françaises et étrangères. ARTICLE 2. CRITÈRES D INSCRIPTION Les films proposés devront avoir été réalisés entre le 1 octobre 2013 et le 31 octobre Avoir une durée minimale de 20 minutes et maximale de 90 minutes. Les films proposés ne devront pas avoir été primés dans une compétition d un autre festival français. Les films proposés devront être terminés (mixage et étalonnage) avant le 15 décembre 2014 sous peine d'être refusés. Cependant, aucun remboursement ne sera effectué. Ces quatres conditions sont déterminantes pour l inscription des films à la présélection du FIGRA ARTICLE 3. TRADUCTION ET SOUS-TITRES La compétition est ouverte aux grands reportages d actualité et aux documentaires de société en langues étrangères, à condition que tous les commentaires et interviews soient sous-titrés ou doublés en français, dans le cas où le film serait sélectionné en compétition. Pour la présélection, les participants étrangers doivent fournir deux DVD, en version originale sous-titrée ou doublée en français ou en anglais. Un script minuté, de préférence en français, est également accepté. Si votre film est sélectionné, vous devrez fournir obligatoirement une version sous-titrée en français ou une version française du film. De plus, il est à préciser que tous les films qu'ils aient un diffuseur ou non seront acceptés en présélection. En effet, la non-présence d'un diffuseur pour un film n'est en aucun cas un critère de rejet de l'inscription. ARTICLE 4. CONDITIONS GÉNÉRALES Les films proposés à la présélection officielle devront impérativement : Parvenir en version définitive (titres et sous-titres en place), sur DVD, avant le 31 octobre 2014 à l adresse du FIGRA à La Ciotat [cf. ARTICLE 9]. Avoir un générique de début ou de fin comprenant : le titre définitif du film, les noms des réalisateurs, des journalistes, des auteurs, du cadreur, du monteur, de la société de production, de la société de coproduction, le copyright et l année de réalisation. TRÈS IMPORTANT : La bande annonce (ou Teaser) placée avant le film ainsi que les génériques (de début et de fin) des émissions des chaînes de télévision ne font pas partie de l œuvre et doivent être impérativement supprimés, ainsi que la présentation faite par l animateur ou les journalistes de plateau. Les coupures publicitaires et les logos des émissions sont formellement interdits. Les copies DVD, effectuées par les candidats devront faire l objet d une attention particulière pour que la qualité de l image enregistrée soit optimale. ARTICLE 5. INSCRIPTIONS

2 Les inscriptions devront parvenir avant le 31 OCTOBRE 2014, MINUIT. Elles seront obligatoirement accompagnées du : Dossier d inscription dûment rempli, daté et signé Deux DVD (Zone 2) du film en version définitive D'un CD / DVD avec les fichiers numériques suivants : - un résumé du film (10 lignes maximum) en français et en anglais - une bio-filmographie du réalisateur - une photo du réalisateur, en JPEG, 300 dpi - deux photos du film, en JPEG, 300 dpi - un teaser ou extrait marquant du film de 5 mn maximum (obligatoire) -Le règlement des frais de dossier est de : 49 par film (de 20 à 40 mn) 78 par film (de 41 à 70 mn) 93 (de 71 à 90 mn) en suivant la procédure de paiement en LIGNE. ARTICLE 6. SÉLECTION Le FIGRA veillera particulièrement à ce que la qualité professionnelle, exigée pour participer, soit respectée dans les domaines précis de l image (technique et artistique), de la réalisation et du commentaire. Le FIGRA écartera d autre part, tous les films ne remplissant pas les conditions du présent règlement [ART. 1, 2, 3, 4, 5]. Le candidat, dont le film aura été retenu en sélection officielle, sera informé par le 19 janvier Il devra impérativement faire parvenir, avant le 11 février 2015, le film sur disque dur dans son format d origine en HD encodé en APPLE PRORES ARTICLE 7. LES PRIX Les prix du FIGRA seront décernés le samedi 28 mars 2015, lors de la cérémonie de clôture par les différents jurys : LE JURY DE LA COMPÉTITION INTERNATIONALE + de 40mn : le GRAND PRIX de plus de 40 minutes le PRIX SPÉCIAL DU JURY, parrainé par le Conseil régional du Nord-Pas-de-Calais le PRIX DE LA MEILLEURE INVESTIGATION le PRIX OLIVIER QUEMENER RSF, parrainé par Reporters Sans Frontières pour les valeurs humanitaires et les Droits de l Homme LE JURY DE LA COMPÉTITION INTERNATIONALE - de 40mn : le GRAND PRIX de moins de 40 minutes la MENTION SPÉCIALE DU JURY LE JURY JEUNES : le PRIX JURY JEUNES LE JURY TERRE (S) D HISTOIRE le PRIX TERRE (S) D HISTOIRE LE JURY ESJ : (1 ère et 2 ème œuvre de la sélection officielle du FIGRA) le PRIX ESJ LILLE LE PUBLIC décernera: (pour la Compétition Internationale + de 40 mn et la section Autrement Vu) les PRIX DU PUBLIC ARTICLE 8. JURYS Chaque jury est indépendant l un de l autre et il n y a aucune délibération commune. Les JURYS sont composés en partie de lauréats des années précédentes, auxquels se joignent des professionnels de l audiovisuel, de la presse écrite ou radiophonique française et étrangère. Les Président(e)s des jurys sont choisi(e)s parmi les personnalités du monde audiovisuel français ou étranger. Le JURY JEUNES est composé de 10 lycéens et apprentis de la Région Nord-Pas-de-Calais et attribue son prix sur la sélection des films en Compétition Internationale plus de 40 mn. Ils sont choisis par la Région et encadrés par les responsables de l Éducation nationale et du Conseil Régional. Le JURY TERRE(S) D HISTOIRE Le jury attribue le PRIX TERRE(S) D HISTOIRE sur une sélection de films d histoire, qui interrogent le passé aux prismes des problématiques contemporaines.

3 ARTICLE 9. ENVOI DES FILMS ET DU MATÉRIEL Tous les films doivent être adressés au : FIGRA - CESARTS ÉVÉNEMENTS BP LA CIOTAT CEDEX FRANCE Le transport des disques durs du pays d origine jusqu à la livraison à l organisation se fera aux frais et aux risques des candidats, qui renoncent à tout recours contre les organisateurs, y compris pour les sinistres ou pertes pouvant survenir lors de cette expédition. Le FIGRA ne retournera pas les DVD de présélection. Les frais de douanes restent à la charge de l expéditeur. ARTICLE 10. AUTORISATIONS Le FIGRA demande au(x) propriétaire(s) des droits: à utiliser gracieusement des extraits des films n excédant en aucun cas 3 minutes pour les télévisions françaises et étrangères et sur internet pour la promotion du film et du FIGRA. à conserver les DVD et le fichier numérique du film sélectionné dans la sélection officielle dans la vidéothèque du FIGRA, et ce sans exploitation commerciale. ARTICLE 11. PROMOTION DES FILMS Les réalisateurs, les journalistes, les auteurs, les producteurs s engagent à citer et à communiquer le ou les Prix, qu ils obtiendront dans le cadre du FIGRA 2015, en mentionnant, obligatoirement, aux génériques des films ou des émissions, lors de leur diffusion ou rediffusion, ainsi que sur tous les supports (DVD, Dossier de Presse, TV, Cinéma, internet.) l appellation exacte des Prix du Palmarès 2015 : GRAND PRIX DU FIGRA 2015 (plus de 40mn) - LE TOUQUET-PARIS -PLAGE. PRIX SPÉCIAL DU JURY - FIGRA 2015 LE TOUQUET-PARIS-PLAGE. PRIX DE L'INVESTIGATION - FIGRA LE TOUQUET-PARIS-PLAGE. PRIX OLIVIER QUEMENER-RSF/FIGRA LE TOUQUET-PARIS-PLAGE. GRAND PRIX DU FIGRA 2015 (moins de 40mn) - LE TOUQUET-PARIS-PLAGE LA MENTION SPÉCIALE DU JURY (moins de 40mn) - LE TOUQUET-PARIS-PLAGE PRIX TERRE(S) D HISTOIRE - FIGRA LE TOUQUET-PARIS-PLAGE. PRIX DU JURY JEUNES- FIGRA LE TOUQUET-PARIS-PLAGE PRIX ESJ LILLE/FIGRA LE TOUQUET-PARIS-PLAGE PRIX DU PUBLIC - FIGRA LE TOUQUET-PARIS -PLAGE ARTICLE 12. PRISE EN CHARGE DU RÉALISATEUR SUR LE FIGRA Pour l'édition 2015, le FIGRA prendra en charge le réalisateur ou en cas d'empêchement le producteur du film. Il est à noter que si le film comporte plusieurs réalisateurs, le FIGRA ne prendra en charge qu'une seule personne à hauteur d'une nuit en hôtel et de deux repas. Pour les réalisateurs qui viendraient d'un pays étranger non-limitrophe, le FIGRA prendra en charge deux nuits et 4 repas. ARTICLE 13. RENVOI DU MATÉRIEL A la fin du festival, le FIGRA s'engage à renvoyer le matériel (clef USB ou disque dur) à l'adresse indiquée par vos soins sur demande uniquement. Les frais d'envoi seront à la charge du destinataire.

4 ARTICLE 14. ACCEPTATION DU RÈGLEMENT La participation à la sélection sous-entend la pleine et entière acceptation, sous réserve, du présent règlement, qui doit rester en votre possession. RULES AND REGULATIONS OF THE OFFICIAL SELECTION The FIGRA, International Current Affairs and Society Documentary Film Festival has been organized by the Association CesArts Événements, a non-profit making organization in Le Touquet Paris-Plage since It encourages contacts between professionals and the public in order to defend and promote current affairs and social documentary films as an essential and irreplaceable means of informing people. ARTICLE. 1 PARTICIPANTS The following people can compete for the Current Affairs and Social Documentary Film Selection: French or foreign freelance reporters, directors and authors. Reporters from French or foreign TV channels. The editorial staff from French or foreign TV channels. French or foreign news agencies. French or foreign independent or private production companies. ARTICLE.2 ENTRY REQUIREMENTS The submitted films must have been realised between October, 1st, 2014 and the October, 31th, The submitted films must last more than 20 minutes and less than 90 minutes. The submitted films (only the French ones) must have not been awarded in any another French Festival. The submitted films must have been completed (mixing and calibration) before December, 5 th If not, its will be refused. These 4 conditions must absolutely be met for the film to be registered for FIGRA 2014 pre-selection. ARTICLE.3 TRANSLATION AND SUBTITLES The competition is open to foreign current affairs and social documentaries on condition that all interviews and comments are translated into French (dubbed or subtitled), if the film is the selected in competition (screening on large screen during the festival). To register for pre-selection, foreign submitters must send two DVDs, in original language subtitled into French or in English. If the film is not subtitled or dubbed into French or in English, they must send a DVD a complete timed script on paper, preferably in French. If your film is selected, you must send a version of the film subtitled into French or a French dubbed version. Your film can compete whether you have a diffuser or not. ARTICLE.4 GENERAL TERMS The films submitted must in all circumstances: reach the FIGRA festival office in La Ciotat (See Article 9 for the address) before October, 31th, Only DVDs with a ready for broadcast version (Titles and subtitles) are accepted). DVDs must have credit titles at the beginning or at the end including: the exact title of the report, the names of the author, director, journalist, cameraman, editor, producer or co-producers, copyright, year of production, etc. Any other mention is strictly forbidden. VERY IMPORTANT

5 The trailer (teaser) placed before movie and the generic (start and end) of emissions of television are not part of word and must absolutely be deleted, like wise for any introduction by a presenter or a journalist on the set. Advertising is strictly forbidden. The submitted DVD copies must be of the highest quality. ARTICLE.5 REGISTRATION The entries must be sent to the Festival offices by OCTOBER, 31th, 2014 AT MIDNIGHT. Submitters must enclose: The typed registration form duly completed ON LINE, dated and signed. Two DVDs (Zone 2) in ready for broadcast version A CD / DVD with the following material in Word documents: a typed summary of maximum 10 lines in French and in English; a bio-filmography of the director; one picture of the director, in JPEG, 300 dpi, colour or Black & White; two pictures of the director, in JPEG, 300 dpi, colour or Black & White and a teaser of the film of 3 minutes (obligatory). The Registration fee: 49 per film (from 20 to 40 mn) 78 per film (from 41 to 70 mn) 93 per film (from 71 to 90 mn). (Payment online according to instructions). ARTICLE.6 SELECTION FIGRA, who will preview the films, will make sure that the professional quality required in order to be selected, has been reached concerning the camera work (technical and artistic), the directing and the commentary. It reserves the right to reject any films, which do not comply with rules [ART.1, 2, 3, 4, 5]. The submitters, whose film will be selected or not, will be officially informed by by January, 19th, The hard disk must be sent to the festival by February, 11th, 2015 according to its shooting format (16/9, 4/3, etc.). ARTICLE.7 AWARDS AND PRIZES The FIGRA prizes will be awarded on Saturday, March 28th 2015 during the closing ceremony by the various juries: THE INTERNATIONAL COMPETITION JURY more than 40 minutes: THE BEST NEWS REPORT AWARD(more than 40 minutes) THE SPECIAL JURY AWARD, sponsored by the north Pas-de Calais regional council THE INVESTIGATIVE REPORT AWARD. THE OLIVIER QUEMENER/RSF AWARD, sponsored by Reporters Sans Frontières for the human values and rights. THE INTERNATIONAL COMPETITION JURY less than 40 minutes : THE BEST NEWS REPORT AWARD(less than 40 minutes) SPECIAL DISTINCTION OF THE JURY THE YOUTH JURY: THE YOUTH JURY AWARD THE TERRE (S) D HISTOIRE JURY : The TERRE (S) D HISTOIRE AWARD THE ESJ JURY : (first and second film) THE ESJ OF LILLE AWARD THE PUBLIC: AWARD (for the International Competition and Autrement Vu sections) THE PUBLIC AWARD ARTICLE.8 JURIES Each jury is independent one from the others. There is no common decision at all.

6 The INTERNATIONAL COMPETITION JURY is partly composed of prize-winners from the previous year competition and also of professionals from television, press, radio from France and abroad. The president of the juries is chosen among personalities of the French or foreign media crowd. The YOUTH JURY is made of pupils and apprentices from the Nord Pas-de-Calais Region. They select a film among the international competition. Young people are selected by the region and accompanied by a member of the National Education and by the Region. The TERRE (S) D HISTOIRE JURY is made of five professionals chosen by the INA (Audiovisual National Institute). They will reward the winner with the Terre (s) d Histoire Prize, among a selection of 8 historical films, which question the past through contemporary issues. The Prize relies in a selection of 20 minutes of archives, chosen in the INA collections, to direct a film in co-production with the Institute. ARTICLE.9 DELIVERY OF THE FILMS AND THE MATERIEL REQUIRED All the films must be sent to: FIGRA - CESARTS EVÉNEMENTS BP LA CIOTAT CEDEX FRANCE - The transport and delivery of the hard drives from the originating country to the festival offices in La Ciotat will be at the submitter s own risks and expenses. The organizers shall not be held responsible for any damage or loss that may be incurred during such transport and delivery. The submitters are responsible for the cost of dispatching the hard drives to and from the festival offices and must not claim on the organizers even in the case of damage or loss, which may have occurred. ARTICLE.10 AUTHORIZATIONS For the copyright: The FIGRA will be using some extracts of the film, not exceeding 3 minutes, free of charge and in agreement with the owners of the rights for promotional purposes on French and foreign TV channels, in order to promote the film and the FIGRA. The FIGRA will be keeping the DVD and the digital file of all the Awarded Films, in the FIGRA s video library, with no commercial use. ARTICLE.11 PROMOTION Directors, journalists, authors, producers commit themselves to quote and to report Prize(s) awarded at the FIGRA 2015, by mentioning it in the credits titles of the film(s) and programme(s) when they are broadcasted on the TV, as well as mentioning the Prize(s) in the media uses (press, TV, Cinema, etc.). TAKE IN CHARGE OF DIRECTORS The organization will take in charge only one person came to represent the film. For foreign directors, the organization will take in charge 2 nights and 4 meals. ARTICLE 13. RETURN OF MATERIEL At the end of the event, FIGRA team commits to send back the material (hard disk or flash drive) but only as your request. Shipping in at your charge and the amont must be sent before the return (by transfer).

7 ARTICLE.14 ACCEPTANCE OF THE RULES Submitters of the International Current Affairs Society Documentary Competition must wholly accept these rules, which must be kept with you.
