1 FINANCE COMMITTEE REPORT TO THE EIGHTH PSAC-QUEBEC CONVENTION Subject to ratification by Convention, the following delegates were designated as Finance committee members. Chair Djimy Théodore President of the 3Ls Area Council (Laval/Laurentides/Lanaudière/Abitibi-Témiscamingue) Co-chair Natasha Reynolds Vice-president 3Ls Area Council Members Sanzeigne Conception Almeida President of USGE local 1A088 Réal Brien Director of PSAC-Quebec DCLs The Finance Committee met at the Montreal regional office (PSAC) on March 11 and 12, The Committee wishes to thank Cathy Leclerc, assistant to the Quebec-REVP, Patrick Leblanc, acting regional political action and communications officer, as well as PSAC staff that has contributed to the work of the committee and preparation of this report. The Finance committee was responsible for reviewing a resolution and the statement for PSAC-Quebec and PSAC-Quebec Reserve Fund for 2011, 2012 and The Finance Committee was also mandated with making a determination on registrations received after the deadline and estimating the cost of General and By-law resolutions. Serious and considered debate was held in a very respectful climate. I wish to thank all members of the Finance Committee for their hard work and their contribution. 2 FINANCE RESOLUTION Resolution F-1 Representation budget SOURCE: MUNACA LANGUAGE: E The Committee recommends concurrence with resolution F-1, which reads as follows: BE IT RESOLVED THAT PSAC increase funding allocated to the Representation Section by at least 35%, ideally 50%, in the next budget so that the Section may provide its members with adequate and timely service. Rationale The Committee feels it is important to provide adequate and timely representation services. Despite the fact that the PSAC-Quebec Finance Committee cannot cost this resolution, it deems it important to refer it to PSAC Convention for costing and debate. PSAC-QUEBEC 2011, 2012 AND 2013 FISCAL YEARS PSAC-QUEBEC RESERVE FUND 2011, 2012 AND 2013 FISCAL YEARS PSAC-QUEBEC LOCAL SECTION DEVELOPMENT FUND AND 2013 FISCAL YEARS The Committee has reviewed the following documents: Income statement for January 1 to December 31, 2011 (Appendix 1) Income statement for January 1 to December 31, 2012 (Appendix 2) Income statement for January 1 to December 31, 2013 (Appendix 3) The Committee has reviewed the documents in question and is officially submitting them to the Eighth PSAC-Quebec Convention PSAC-QUEBEC BUDGET FORECASTS FOR The Committee is submitting the budget forecasts for the following fiscal years: January 1 to December 31, 2014 (Appendix 4) January 1 to December 31, 2015 (Appendix 4) Finance Committee report 2 Eight PSAC-Quebec Convention June 6 to 8, 2014

3 The Committee has reviewed the documents in question and is officially submitting them to the Eighth PSAC-Quebec Convention LATE REGISTRATION Further to a lengthy debate, the Committee has reached a consensus. Registrations received by mail, fax or after 5 p.m. and before 11:59 p.m. on February 10 are accepted (delegates and observers). All other registrations received by mail, fax or after 11:59 p.m. on February 10 are rejected and a letter will be sent to those members to inform them. RESOLUTIONS REFERRED TO THE FINANCE COMMITTEE FOR COSTING The General Resolutions Committee referred 13 resolutions to the Finance Committee for costing (G-1, G-2, G-10, G-11, G-12, G-22, G-37, G-38, G-39, G-40, G-41 and G-42). Further to review and discussion, the Finance Committee has determined that there is no cost to these resolutions. The By-laws Resolutions Committee referred 3 resolutions to the Finance Committee for costing (S-7A [which includes S-8, S-9, S-10 and S-11], S-7B [which includes S-8, S-9, S-10 and S-11] and S-12). Resolution S-7A Operation of youth network Cost associated with the youth representative attending meetings of the Quebec Council, national officers and FTQ Convention Youth $10,000 annually $4,000 annually As indicated in the resolution, based on the structure of Regional Women s Committee, the Finance Committee has established the cost of resolution S-7A at $14,000 annually. This additional amount will be taken from the PSAC-Quebec annual operational budget which is $168,840. Regarding resolution S-7B, there is no cost for this resolution given that the national budget allocated to youth activities is set at $100,000 annually. 4 Resolution S-12 Operations (annually) Cost associated with a representative attending meetings of the Quebec Council, national officers and FTQ convention (annually) Present situation Equity groups $8,000 Resolution S-12 GLBT $2,000 Racially visible members $2,000 Aboriginal members $2,000 Members with disabilities $2,000 $4,000 $4,000 $4,000 $4,000 $4,000 As indicated in resolution S-12, the Finance Committee recommends that the present operational budget allocated to equity groups ($8,000) be divided among the four new groups. There is no cost associated with the operational budget of the four new groups. Furthermore, as indicated in resolution S-12, the Finance Committee estimates the cost for a representative to be $16,000 - $4,000 (already budgeted) = $12,000 annually.
