TITLE AND SHORT TITLE 1.01 This document pertains to the restricted area traffic directive applicable to motor vehicles, pedestrian pass holders and mobile equipment at Montréal s international airports This directive may be shortened and referred to as one or other of the following: Restricted Area Traffic Directive for Montréal s Airports or DCZR. B. INTERPRETATION 1.03 For the purposes of this directive, the terms and expressions set out hereunder shall mean the following: «Aéroports de Montréal (ADM)» defines a corporation incorporated under Part II of the Canada Business Corporations Act, RSC (1970), Chapter C-32 ; («Aéroports de Montréal (ADM)») «aircraft» means any machine used or designed for navigation in the air but does not include any machine designed to derive support in the atmosphere from reactions against the earth s surface of air expelled from such machine; («aéronef») «aircraft safety area» means a secure area used for aircraft parking and within which vehicle traffic is prohibited whenever an aircraft is being moved; («zone d évolution contrôlée d aéronef») «aircraft stand» means a designated area on the apron intended for the parking of an aircraft for the purpose of emplaning and deplaning passengers, and providing requisite ground services; («poste de stationnement») «airport» means one or other of Montréal Pïerre Elliott Trudeau International Airport or Montréal Mirabel International Airport; («aéroport») «Airport Patrol» means the ADM department responsible for enforcing this directive; («Sûreté aéroportuaire») «airport traffic» means all traffic within the movement area of an airport; («circulation d aéroport») «airside» means the area of an airport reserved for movements relating to the operation of aircraft and to which public access is generally prohibited; («côté piste») «Airside Vehicle Operator s Permit (AVOP)» means a document issued by the Administration and Permits Office (APO) to operate a vehicle airside; («permis de conduire côté piste») «animal» means any domestic animal or pet, including poultry; («animal») «APO» is the abbreviation used to designate the Administration and Permits Office which is a section of Airport Patrol; («BAP») «apron» means that portion of an airport, other than the manoeuvring area, designed for the emplaning and deplaning of travellers, the loading and unloading of cargo, aircraft refuelling, routine or technical servicing, de-icing, aircraft parking, as well as the movement of aircraft, vehicles and pedestrians necessary for the execution of the aforementioned tasks, including interior baggage sorting areas; («aire de trafic») «Apron Management Section (AMS)» means a section responsible for controlling aircraft and vehicle movements on the airport apron; («Section de la gestion des aires de trafic (SGAT)») «apron traffic» means all aircraft, vehicles and pedestrians using the apron of an airport; («circulation de l aire de trafic») AIRPORT PATROL Ad min istra tion and Permits Office LAST REVISION : PAGE 4

5 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR «ATR» is the abbreviation used to designate Airport Traffic Regulations; («RCA Règlement sur la circulation aux Aéroports») «baggage sorting area» means an area, normally located inside a terminal or building, where checked baggage having been accepted by an air carrier is directed for the purpose of transport by such carrier; («zone de tri des bagages») «commercial passenger vehicle» means any vehicle used or designed for the paid transport of persons, including motor vehicles owned by airline companies or crew transport service vehicles; («véhicule commercial pour passagers») «Sector Supervisor, Airport Patrol» means any member of Airport Patrol charged with enforcing the law and defined as an officer under Airport Traffic Regulations; («Chef de relève ou Chef de secteur») «controlled airport» means an airport equipped with an air traffic control unit; («aéroport contrôlé») «controlled area» means an area not covered under federal regulations with respect to which access and surveillance are determined by Airport Patrol; («secteur contrôlé») «designated intersection» means a location on the apron bordered by surface markings at which vehicles may cross an aircraft taxiway; («intersection désignée») «directive» refers to this document, including all appendixes and amendments hereto, as well as all corrections and modifications as ADM, at the discretion thereof, may make from time to time; («directive») «electric vehicle for mobility-impaired passengers» means any electric, cart-type vehicle used for the purpose of adapted transport inside buildings but not in baggage rooms; («véhicule électrique pour passagers à mobilité réduite») «employer» means a corporate body employing individuals who are holders of permanent airport security passes, including AVOP holders; («employeur») «equipment» means any vehicle or towed mobile device used for airport or runway maintenance, or designed for the maintenance, repair or servicing of aircraft, including test equipment and cargo handling equipment; («matériel») «equipment staging area» means the area outside the aircraft safety area which is used for the temporary staging of aircraft refuelling and maintenance vehicles and equipment; («zone de positionnement des véhicules») «FOD (Foreign Object Damage)» means any damage attributed to a foreign object that can be expressed in physical or economic terms which may or may not degrade the product s required safety and/or performance characteristics; («FOD») «glide path transmitter» means that part of the instrument landing system which provides the pilot with the correct angle of descent on final approach through to touchdown on the runway; («radiophare d alignement de descente») «ground control» means the control tower operational position to which a controller is assigned to provide as follows: («contrôle au sol») a) authorization and instructions pertaining to airport traffic; and, b) all information, upon receipt, as is relevant to traffic within the airport perimeter; «holder» means a physical person to whom an AVOP, RAIC, key or temporary security pass has been issued; («détenteur») «holding bay» means a defined area where aircraft can be held or bypassed with a view to facilitating the efficient surface movement of aircraft; («baie d attente de circulation») AIRPORT PATROL Ad min istra tion and Permits Office LAST REVISION : PAGE 5

6 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR «holding point» means the safe holding area for an aircraft or vehicle used for towing aircraft («point d attente») «intersection» means the location where a roadway, runway or taxiway crosses another roadway, runway or taxiway; («intersection») «key» means any instrument issued by the APO for the purpose of providing access to a public or private restricted area; («clé») «loading area» means any portion of the apron designated as such by a sign or surface markings, which is accessible to the travelling public for the purpose of emplaning and deplaning, including areas for charter aircraft; («aire d embarquement») «localizer transmitter» means that part of the instrument landing system which is designed to assist the pilot in remaining properly aligned with the runway during descent and on approach; («radiophare d alignement de piste») «manoeuvring area» means the portion of an airport normally used for the takeoff and landing of aircraft as well as aircraft movements in relation thereto, but excluding the apron; («aire de manœuvre») «motor vehicle» means a car, snowmobile, truck, bus or any other vehicle or self-propelled device in which, on which or by means of which a person or object may be transported, carried or moved along the ground, including any machine designed to derive support in the atmosphere from reactions against the earth s surface of air expelled from such machine; («véhicule à moteur») «movement area» means the parts of an aerodrome used for take-offs, landings and ground movements of aircrafts, including the manoeuvring area and the apron; («aire de mouvement») «operator» means any person at the wheel of or exercising effective control over a motor vehicle or bicycle; («conducteur») «park» means to stop a vehicle, whether occupied or not, and whether or not the engine is running. This expression does not apply to the emplaning and deplaning of passengers or the loading and unloading of cargo; («laisser en stationnement») «parking space» means the portion of the apron reserved for vehicle parking and identified appropriately by means of signs and/or surface markings; («emplacement de stationnement») «Passenger Transfer Vehicle (PTV)» means a motorized vehicle used for emplaning, deplaning and transportation of passengers; («VTP Véhicule de transport de passagers») «pedestrian» means a person on foot, including an invalid in a wheelchair or infant/child in a carriage; («piéton») «pedestrian crossing» means any portion of the apron signed as such or bearing surface markings designed to allow passengers to emplane or deplane; («passage pour piétons») «RAIC» means Restricted Area Identity Card; («CIZR») «restricted area» means a section of an aerodrome signed as an area to which access is limited to authorized individuals only. («zone réglementée») «restricted operator certificate» means a document issued by Industry Canada certifying that the holder of such certificate is qualified to operate a radio at any land aeronautical station outfitted with radio equipment designed solely for the transmission of messages on fixed frequencies closed to public communications; («certificat restreint de d opérateur-radio») «roadway» means a route, street or location designed for vehicle traffic and indicated by means of a sign, surface markings or drawings on a plan; («route») AIRPORT PATROL Ad min istra tion and Permits Office LAST REVISION : PAGE 6

7 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR «taxiway» means that portion of an aerodrome between the apron and the runway which is used by manoeuvring aircraft and airport ground equipment; («voie de circulation») «temporary pass» means a document or identification device approved by ADM, issued by the APO and which authorizes the holder to access a restricted area temporarily; («laissez-passer temporaire») «threshold» means the beginning of that portion of the runway which is usable for aircraft takeoffs and landings; («seuil») «tool vehicle» means a vehicle not mounted on a truck chassis, which has a workstation incorporated into the cab and has been designed to perform a specific task; («véhicule-outil») «type D permit» means a type of airside vehicle operator s permit which authorizes the holder thereof to operate a vehicle within the movement areas of the airport named on the permit ; («permis D») «type D/A permit» means a type of airside vehicle operator s permit which authorizes the holder thereof to operate a vehicle on the airport aprons and roadways named on the permit, with the exception of manoeuvring areas; («permis D/A») «type D/A (R) permit» means a type of restricted airside vehicle operator s permit which authorizes the holder thereof to operate a vehicle nowhere other than on that section of the apron used by the company named on the permit and never within manoeuvring areas; («permis D/A (R)») «vehicle corridor» means an exterior roadway bordered by parallel white lines painted on the apron surface and designed to guide vehicle operators; («corridors pour véhicules») «vehicle locator transmitter (VTL)» means the transmitter installed on the roof of the vehicle that emits a signal allowing to locate its exact position on the airport movement area and which displays its call sign on radar screens; («radiobalise de repérage de véhicules (RRV)») «Vice President, Airport Operations» means a person appointed to this position by ADM management or a duly authorized representative thereof; («Vice-président, Exploitation aéroportuaire») «warning device» in the case of emergency vehicles, means a siren which may be accompanied by a flashing red light and, in the case of electric golf cart-type vehicles used to transport mobility-impaired individuals, means a horn or amber rotating or flashing light; («dispositif d avertissement») C. OBJECT 1.04 This directive is designed to provide for the safe, orderly flow of aircraft, vehicles and pedestrians within restricted areas and inside buildings. D. SCOPE 1.05 This directive applies to Montréal Trudeau and Montréal Mirabel international airports. E. RESPONSIBILITIES 1.06 ADM may issue directives, procedures and measures designed to ensure the sound management of aircraft traffic on airport aprons and in airport buildings ADM may amend this directive at any time, with such amendment being deemed to form an integral part hereof. Any employer, driver, operator of a vehicle in a restricted area or inside a building, as well as all pedestrians who are airport security pass holders shall comply with this directive from the date of inception hereof. 8 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR 1.08 All airside vehicle owners shall familiarize themselves with this directive. Such owners shall further ensure that all their employees are familiar with the provisions of this directive, that they are in possession of the class of permit required to operate their vehicles safely, and that they use all equipment essential to the proper exercise of their responsibilities correctly All employers shall ensure that their vehicles comply with the requirements set out in this directive Effective March 7th, 2016, all vehicles in a controlled portion of the movement area shall be equipped with a VLT with the exception of those that are part of a convoy (for example during construction work, etc.). Vehicles without VLTs, including those who need to join or leave a convoy, must be escorted by a vehicle equipped with a VLT otherwise they will be denied any movement by the controllers (Nav Canada and AMS) All vehicle operators shall : a) be fully cognizant of the rules and procedures set out in this directive; and, b) shall obtain all the required permits prior to operating a motor vehicle in a restricted area. This rule also applied to drivers engaged in taxiing aircrafts which are not in the preparatory phase of takeoff, or, post landing phase. BASIC CONDITIONS 2.01 Subject to the other provisions set out herein, a person may operate a motor vehicle in a restricted area provided that he/she satisfies the following basic conditions: a) the person holds all valid licences and permits of the proper class or classes as required by law in the Province of Québec to operate the vehicle in question; b) the person shall have in his or her possession the aforementioned documents; c) the vehicle is registered and equipped pursuant to the laws in force in the Province of Québec; d) the person satisfies all requirements set out in this directive; and, e) the vehicle satisfies all requirements set out in this directive For the purposes of this directive, a provincial vehicle registration certificate shall be deemed prima facie proof of vehicle ownership. B. COMPLIANCE WITH APPLICABLE LAWS 2.03 The operation of a vehicle in a restricted area is governed by the Airport Traffic Regulations (ATR) a copy of which appears in APPENDIX A of this directive. The ATR are available on the Government of Canada s website at C. REGISTRATION AND PERMITS 2.04 No person shall operate a vehicle in a restricted area if such vehicle is not registered pursuant to the laws of the Province of Québec and registered with the APO in compliance with Chapter III hereof. In addition, the vehicle must be equipped with VLT and assigned with a radio call sign. (see Section E Traffic Regulations, paragraph 2.12 of this Directive) a) No person shall operate a vehicle airside if the operator is not in possession of an Airside Vehicle Operator s Permit (AVOP) issued in accordance with the provisions set out in Chapter IV hereof; b) Whenever operating a vehicle airside, the vehicle operator shall have in his or her possession his or her, RAIC, AVOP, provincial driver s licence and radiotelephone operator s certificate, as the case may be. c) If said vehicle operator is in training, he/she shall have in his/her possession his/her RAIC, temporary permit (AVOP Application Form, stamped by the APO valid 60 days), provincial driver s licence and radiotelephone operator s certificate, as the case may be. Furthermore, the vehicle operator in training MUST be escorted in the vehicle by an AVOP holder, and shall never operate the vehicle alone with a temporary permit. D. SIGNAGE 2.06 Aeronautical signage standards adopted by ADM are those recommended by the International Civil Aviation Organization (ICAO) Airside road signage standards are based on the Highway Safety Code of the Province of Québec All vehicle operators shall comply with aeronautical and road signage in place. TRAFFIC REGULATIONS 2.10 Article 10 of the ATR shall not apply: a) to emergency vehicles responding to an emergency; and, b) to maintenance vehicles when authorized by apron control All persons operating a vehicle in a restricted area shall comply with the traffic instructions provided by Airport Patrol, apron control and NAV CANADA ground control It is the responsibility of the vehicle owner to ensure that the vehicle is equipped with a VLT and that a radio call sign has been assigned. This process is made through the Administration and Permits Office (APO). See Section III Vehicle Registration, B. Responsabilities, paragraph 3.02, of this Directive When operating a vehicle in a restricted area, the operator shall, upon request from a member of Airport Patrol, provide the following: a) all airside vehicle operator s permits issued by virtue hereof; b) his/her valid provincial driver s licence; c) his/her restricted radiotelephone operator s certificate; d) the provincial vehicle registration certificate; e) his/her security components Any operator of a road vehicle involved in an accident shall: a) remain on the scene or return thereto immediately following the accident, and assist any persons having sustained injury; and, b) report the accident immediately to Airport Patrol The use of tire chains and studded tires shall be authorized during the period from 15 October to 1 May. It is strictly prohibited to operate a vehicle equipped with studded tires or chains on airport runways and taxiways unless accompanied by an escort vehicle. Escort personnel s responsibility is to carefully inspect the runway or taxiway surface and recover, as needed, any detached chain link or stud. Chains shall be removed as soon as possible, no later than 48 hours following a snowfall. Long-term use is permitted on tow tractors only. F. PARKING 2.16 No person shall park a vehicle in an area designated by a sign or surface marking as an area in which parking is prohibited Unless otherwise authorized by the Vice President, Airport Operations, the ground control unit or an apron controller, no person shall park a vehicle in a grassed airside area or any other area not intended for vehicle use. 11 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR 2.18 No person shall leave a vehicle parked in an area designated by sign or surface markings as: a) an emplaning or loading area; b) a pedestrian crosswalk; c) an aircraft stand; d) an aircraft safety area; e) an equipment staging area; f) a vehicle corridor; or, g) a baggage room corridor Whenever an area is designated by a sign and/or surface marking as an area in which parking is authorized for a maximum period of time, no person shall park a vehicle in such area for a period of time greater than that indicated Whenever an area is designated by a sign and/or surface marking as an area in which parking in prohibited during certain hours, no person shall park a vehicle in such area during the hours indicated Whenever an area is designated by a sign and/or surface marking as an area in which parking is authorized within clearly marked boundaries, operators shall ensure that they park their vehicles inside such boundaries Whenever an area is designated as a parking area reserved for exclusive use by a certain category of persons or vehicles, no person shall park a vehicle in such area unless one or other of the operator or vehicle belongs to the category indicated All operators shall back their vehicles into parking areas whenever possible and practical. This requirement is particularly important in the vicinity of the terminal building, loading bridges and other heavy traffic areas A constable who finds a vehicle parked in violation of one or other of the provisions hereof may, at the expense of the owner, have the vehicle removed and parked in an appropriate place. G. SPEED LIMITS 2.25 No person shall operate a vehicle in a restricted area in manner as may endanger persons, aircraft, vehicles or equipment given actual or normal levels in such area Pursuant to Section 34 of the ATR, no person shall operate a vehicle in excess of the following speeds in the following areas: a) 10 km/h in baggage room corridors; b) 20 km/h outside vehicle corridors on the apron at Montréal Mirabel only; c) 40 km/h in vehicle corridors on the apron; and, d) 70 km/h on perimeter roadways The speed limits set out in Paragraph 2.26 shall not apply to emergency vehicles responding to an emergency. H. HARMFUL MATERIALS 2.28 Any person who finds nails, of spikes, lumps of metal or any other debris (FOD) has an obligation to pick them up; if not, his/her airside vehicle operator s permit (AVOP) could be withdrawn because of neglect. I. MOTOR VEHICLE SAFETY EQUIPMENT 2.29 All vehicles in a controlled portion of the movement area must be equipped with a VLT with the exception of those that are part of a convoy a) Any vehicle outfitted with a cab shall be outfitted with one or more flashing or rotating amber aviation warning lights. The light(s) shall be visible by both aircraft and ground traffic within a radius of 360 degrees. All lights shall be activated whenever the vehicle is operating in a movement area. 12 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR b) Fuel tankers measuring in excess of 3.5 metres in height shall be outfitted with a 360-degree strobe light on the roof of the cab. This light shall operate in tandem with the vehicle s red tail lights to provide ample indication of the vehicle s presence in a given area. c) All vehicles outfitted with a cab, whether under escort or not, shall operate with headlights and running lights in the ON position at all times In the case of low visibility or night operations in an airport movement area, all vehicles shall operate with headlights and running lights (if applicable) in the ON position at all times No person one shall operate a vehicle airside if the vehicle s signal or warning lights are covered with dust, dirt or snow No vehicle shall remain momentarily stationary in an area other than a vehicle parking area, without requisite signal lights in the ON position No person shall operate a vehicle or equipment airside if such vehicle or equipment is not outfitted with the requisite signal lights detailed in Paragraph 2.28 hereof, unless escorted by a vehicle outfitted with the proper signal lights No person shall escort one or more vehicles airside unless such vehicles form a convoy. For the purposes hereof, convoy requirements shall be as follows: a) an escort positioned in front of each convoy of a maximum of three (3) motor vehicles or less; b) two (2) escorts, one positioned in front and one positioned at the rear of each convoy of between four (4) and six (6) motor vehicles; c) an escort positioned in front of each convoy of a maximum of two (2) double-axle trucks; and, d) two (2) escorts, one positioned in front and the other positioned at the rear of each convoy of three (3) or four (4) double-axle trucks The operator of the escort vehicle shall ensure that all headlights and emergency flashing lights of the escorted vehicles are in the ON position The operator of the escort vehicle shall ensure that all escorted vehicles remain in formation All operators of vehicles escorted airside shall respect the safety instructions provided by the operator of the escort vehicle, failing which they shall be evicted from the area All operators of self-propelled vehicles shall ensure that their vehicles are in proper working order and are outfitted with all requisite equipment, safety or other No person shall hinder or interfere with maintenance, cleaning or snow clearing activities being conducted in movement areas. J. VEHICLE OPERATING PROCEDURES 2.41 Right of way within airport movement areas shall be granted in the following order: a) aircraft; b) emergency vehicles with requisite emergency warning devices on and operating; c) passenger transfer vehicles (PTVs); d) vehicles towing aircraft; e) snow clearing vehicles and equipment; f) pedestrians; and, g) service vehicles Vehicle operators shall steer clear of areas subject to aircraft or helicopter jet engine blast or propeller wash. 13 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR 2.43 Whenever a PTV or aircraft with engines running is being pushed back (*), vehicle operators shall: a) come to a stop in the vehicle corridor and yield to the PTV or aircraft. This prohibition does not apply if a signaller give permission to circulate or if the aircraft wheel chocks are in place; b) yield to the aircraft and PTV being pushed back at all times. (*) examples of push-back signs : signaller in place; anti-collision lights lit; bridge removed; wheel chocks removed; equipment around the aircraft has been removed 2.44 All vehicles shall use the designated vehicle corridors when operating on the apron. Service vehicles shall be allowed to proceed to an aircraft stand provided that they exit the vehicle corridor at an angle of 90 degrees. All other vehicles shall request and obtain authorization from apron control to operate outside vehicle corridors and aircraft stands Vehicles operating in a vehicle corridor have priority over any vehicles seeking to enter such corridor Whenever vehicle corridors intersect, priority shall be granted as follows: a) vehicles freeing an aircraft corridor; b) vehicles operating to the right in a vehicle corridor Vehicles shall be operated in the right-hand lane of the vehicle corridor Any vehicle operator entering or operating in a vehicle corridor on the apron shall yield to any moving aircraft or aircraft potentially close enough to represent an immediate danger, and wait until such danger has subsided before proceeding No vehicle operator entering an apron area shall approach or cross an aircraft movement marking, except: a) at a right angle to the aircraft movement marking; or b) whenever a designated vehicle crossing point exists at that location in the vehicle corridor. K. LOADING 2.50 Vehicle operators shall ensure that their loads, including that of equipment under tow, are firmly secured and sufficiently covered to ensure that no part thereof can shift or separate from the vehicle or equipment under tow. GENERAL 3.01 This chapter outlines the basic rules with which all vehicle owners must comply when operating vehicles airside at Montréal Trudeau and Montréal Mirabel international airports. B. RESPONSIBILITIES 3.02 Vehicle owners must ensure that their vehicles are equipped with VLTs before operating airside. To do this, vehicle owners acquiring such units must first contact the Administration and Permits Office (APO) to register their vehicle, obtain a call sign and get a transponder code for their VLT unit. Units will then be programmed to associate call signs to the provided codes. Partners who are acquiring VLTs of the ERA brand can have their transponder programmed by an ADM Technician simply by sending a request by to BAPYUL@admtl.com. Note that a two (2) week delay and unit programming fees are to be expected Vehicle owners shall advise the APO, without delay, of any or all changes to the information provided on airside vehicle registration applications Vehicle owners shall ensure that their vehicles comply with the requirements of this directive prior to allowing vehicles to be operated in airport movement areas Owners of vehicles or tool vehicles who fail to obtain provincial registration for their vehicle(s) and register them with the APO face penalties if such vehicles are stopped by Airport Patrol while being operated airside Prior to operating a vehicle airside, owners shall submit the following documentation to the APO: a) an airside vehicle registration application (form available from the APO); and b) the original of the provincial registration certificate for the vehicle(s) involved. The company with which the vehicle is registered shall be in possession of all manner of vehicle insurance required for airside operations, as set out in Paragraph 3.10, below. C. INSPECTION 3.07 A constable may, at all times, conduct a visual check of vehicles and equipment operated airside. Any vehicle or equipment the condition of which is deemed to represent a danger for users or the environment may be evicted from the restricted area. D. REQUEST FOR REGISTRATION EXEMPTION 3.08 As set out in Section 61 of the ATR, a vehicle owner may obtain a registration exemption in the instance of non-motor driven mobile equipment used exclusively airside. All registration exemption requests shall be forwarded to the APO. E. INVENTORY 3.09 A vehicle owner or the authorized signing officer of the company under which the vehicles are registered must maintain an updated list of mobile equipment. a) adding any vehicle shall be communicated to the APO according to Paragraph 3.03 above; b) withdrawal of a vehicle shall be communicated to the APO so that the vehicle is removed from the inventory of the owner or the company under which it is registered; c) in addition, every two years, on the anniversary of his application date, the vehicle owner or authorized signing officer shall deliver to the APO a complete update of his inventory. INSURANCE 3.10 All vehicle owners, whether physical persons or companies, seeking to register a vehicle or fleet of vehicles for operation airside shall secure and renew, at their own expense, third party liability automobile insurance. The latter shall cover all risks relating to the operation of vehicles airside and include an overall limit of cover of no less than $10 million (ten million dollars) per event applying to physical property and the loss of use of such property, regardless of whether or not the vehicles are registered and whether or not they are operated by the owner or on behalf thereof, subject, as the case may be, to a reasonable, non-refundable deductible for property damage to be defrayed in full by the owner. When applying for vehicle registration, the owner shall submit to ADM the standard airside automobile certificate of insurance, a copy of which appears in APPENDIX B hereof. This certificate shall be duly completed and signed by the insurer or a duly authorized representative thereof Whenever a vehicle owner no longer complies with the prescribed insurance requirements, he/she shall be prohibited from operating his/her uninsured vehicles airside. G. TOOL VEHICLE 3.12 All tool vehicles shall be registered provincially and with the APO. For example: a fork-lift or a vehicle used for towing aircraft is deemed to be a tool vehicle regardless of weight. The certificate issued by the SAAQ classifies this type of vehicle as VO. If a tool vehicle is strictly used inside a building and is never used outside, the said vehicle does not require to be registered neither provincially nor with the APO. GENERAL 4.01 The airside operation of a vehicle at an airport is a privilege dictated by operational needs. This chapter details the various types of airside vehicle operator s permits, terms and conditions of issuance, individual and corporate responsibilities, as well as proficiency levels required to obtain such permits. B. TYPES OF PERMITS 4.02 There are three (3) types of airside vehicle operator s permits at Montréal Trudeau and Montréal Mirabel international airports. They are: a) Type «D» an airside vehicle operator s permit which authorizes the holder to operate a vehicle within the movement area of the airport set out thereon; b) Type «D/A» an airside vehicle operator s permit which authorizes the holder to operate a vehicle on the airport aprons and roadways set out thereon, but not in the manoeuvring area. c) Type «D/A R» a restricted airside vehicle operator s permit which authorizes the holder to operate a vehicle only on the apron for the company for which the permit was issued. This permit prohibits the holder from operating anywhere else in the movement area Validity period of the Airside Vehicle Operator s Permit : a) An Airside Vehicle Operator s Permit is valid for a maximum period of five (5) years from the date of issue, and its expiration date will coincide with the expiry date of the holder s RAIC. b) Temporary permit: the original copy of the Airside Vehicle Operator s Permit application form stamped and signed by an APO officer is valid for a period of sixty (60) days from the date of successfully passing the written theory examination, and this document designates the temporary permit. C. RESPONSIBILITIES 4.04 No employer shall allow a temporary permit holder to operate a vehicle airside alone. The holder is obliged to be accompanied in the vehicle by a holder of a RAIC and a valid AVOP Certain vehicles require that the operator have a certain class of permit (3, 1 or 4A, for example). To ascertain the class of a given vehicle, the operator shall refer to the Highway Safety Code of Québec. It is incumbent upon the employer to ensure that each operator holds all permits as required by this directive Prior to submitting an application for an Airside Vehicle Operator s Permit (AVOP), it is the responsibility of the employer to familiarize the employee with the specifics of the airport site and the provisions of this directive. As well, when the prospective vehicle operator(s) have completed the on-line airside safety training and successfully passed the written theory examination, it is incumbent upon the employer to provide them with the appropriate practical training for airside driving The employer or the authorized signing officer thereof shall complete and sign an Airside Vehicle Operator s Permit Application Form available through the APO. By signing this form, the employer specifies the type of operator s permit required and confirms that the vehicle operator: a) is an employee required to operate a vehicle airside in the exercise of his/her duties; b) is familiar with the airport site; and c) satisfies the requirements set out in this directive. ISSUANCE PREREQUISITES 4.08 Prior to being granted the privilege of operating a vehicle airside, a person shall hold a: a) valid unrestricted driver s licence issued by a Canadian province, or a state of the United States, or be the holder of an unrestricted international driver s licence. A probationary driver s licence is a type of licence which is valid for a period of two (2) years and issued to drivers between the ages of 16 and 24 years. At the end of the 24-month period, the holder receives his/her permanent licence. A copy of the latter shall be submitted to the APO; b) valid Restricted Area Identity Card (RAIC) issued pursuant to the Transportation Security Clearance Program. c) Restricted Operator Certificate with Aeronautical Qualification; refer to Chapter IX, Section I of this document for details. E. TRAINING 4.09 The employer shall ensure that each trainee receives the required theoretical and practical training in order to obtain the desired permit. Training shall not take place unless the holder of the temporary permit is accompanied by a person in possession of a valid RAIC and driver s licence valid for the class of vehicle in question The temporary permit allows the trainee to acquire the skills necessary to operate an authorized company vehicle in a restricted area. When at the wheel, the trainee shall: a) be accompanied in the vehicle by a person in possession of all necessary restricted area security components; and, b) carry with him/her the temporary permit stamped and signed by an APO agent The trainer shall be poised to assist the operator-in-training, to provide guidance with respect to vehicle handling and to intervene as required Both the operator-in-training and accompanying trainer shall comply with the requirements of this directive and be in possession of all documents required hereunder. F. THEORETICAL AND PRACTICAL EXAMINATIONS 4.13 The employer shall ensure that a vehicle which complies with the standards set out in Chapter III hereof is made available to the operator-in-training for the practical part of the airside proficiency skills examination After having completed the employer training and the on-line airside safety training program, the operator-in-training shall book an appointment with the APO for the practical examination. All cancellations shall be made at least 24 hours prior to the time of the scheduled appointment, failing which fees in the amount of $50 shall be charged to schedule a second appointment The operator-in-training shall successfully pass the theoretical and practical examinations, it being understood that passing grades are as follows: a) theory examination: The passing grade is 80% for the general part and 100% for the part on airside knowledge of the airport in question. b) practical examination: The passing grade is 80% For new applications for Airside Vehicle Operator Permit, individuals who fail either the theory or the practical exams shall be allowed to retake the examination, subject to the following waiting periods: a) first failure : seven (7) days b) second failure : thirty (30) days c) third failure : the authorized signing officer of the company is required to provide to the Chief, Support Services at the APO a justification letter explaining why an additional chance to retake the exam should be granted. 18 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR 4.17 To renew an Airside Vehicle Operator s Permit, the holder shall submit a new Airside Vehicle Operator s Permit Application Form, accompanied by a copy of his or her valid provincial driver s licence, and is not required to take the exams again A holder whose airside permit is suspended or has been inactive for a period of more than six (6) months shall be required to retake all qualifying examinations (see Sections 6.07 and 6.08). G. ADMINISTRATION 4.19 The employer or authorized signing officer shall advise the APO without delay of any change concerning such employer or the operator on behalf of whom an application was submitted for the issue of an Airside Vehicle Operator s Permit The holder of an Airside Vehicle Operator s Permit shall take all action as required to prevent the unauthorized use of such permit. The holder shall immediately advise the APO in the event that his/her permit is lost or stolen The holder of an Airside Vehicle Operator s Permit who reports his/her permit as lost or stolen shall fill out a report to this effect for submission to the APO and Airport Patrol. Upon filing this report, a new permit shall be issued and a replacement fee charged Any holder of an Airside Vehicle Operator s Permit who forgets to return his/her expired permit to the APO shall be charged a recovery fee. This fee shall be refunded if the permit is returned to the APO within 15 days of expiry of the said permit It is prohibited to transform or modify in any manner whatsoever a permit issued by virtue of this directive. Action shall be taken against any such holder, including revocation of the right to obtain an Airside Vehicle Operator s Permit. GENERAL 6.01 To satisfy Transport Canada contractual obligations, ADM has set up a road safety program, including the issue of an Airside Vehicle Operator s Permit (AVOP) which is necessary to operate a vehicle airside. This chapter details administrative action which may be initiated against anyone who violates one or other of the provisions of this Restricted Area Traffic Directive (DCZR). B. MEASURES 6.02 One or the other of the following measures may be taken in the event of violation of one or the other of the provisions hereof: a) eviction (see section 6.03) ; b) towing (see section 6.04) ; c) confiscation of AVOP (see section 6.05) ; d) suspension of AVOP (see section 6.06) ; e) revocation of AVOP (see section 6.06) ; f) retaking of qualifying examinations (see sections 6.07 and 6.08) ; g) suspension of the RAIC (see section 6.08, paragraphs (c.1) and (c.2) ) Operators shall be subject to eviction from a restricted area, with or without their vehicles, in the event of the following: a) vehicle deemed to represent a danger for others or the environment; b) vehicle not authorized by the Vice President, Airport Operations; c) operator not authorized by the Vice President, Airport Operations Vehicles shall be towed in instances such as the following: a) if the vehicle is parked in a location where parking is prohibited; or, b) if the vehicle is not an authorized vehicle and cannot be moved Operators may have their AVOP confiscated in instances such as: a) the operator is not in possession of a valid provincial driver s licence; b) the operator s AVOP has expired; c) the operator is operating in an area other than an area for which his or her AVOP was issued; d) the operator has committed two (2) violations or been involved in a serious accident; see 6.06, below An AVOP shall be suspended or revoked whenever an operator has received two (2) suspensions under the terms hereof within a period of five (5) years with effect from the date of the first infraction: a) a first offence under this directive may result in suspension of the AVOP for a period of 3 to 12 months, depending on the severity of the offense; b) a second offence under this directive may result in suspension of the AVOP for a period of 12 to 24 month or full permit revocation, depending of the severity of the offense An operator shall be required to retake the practical examination in the following instances: a) his/her AVOP expired more than (6) months ago; b) his/her AVOP has been suspended An operator shall be required to retake both the theory and practical examinations in the following instances: a) his/her AVOP expired over one (1) year ago; b) his/her AVOP was suspended; c) when the operator is stopped airside while operating a vehicle WITHOUT an AVOP. 21 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR c.1 for a first (1 st ) offence for driving airside without an AVOP, the operator shall be issued a traffic violation, and must make the necessary arrangements to retake the theory and practical exams, and must notify his/her employer. c.2 for a second (2 nd ) offence for driving airside without an AVOP, the operator shall have his/her RAIC seized for no less than 30 days to prevent his/her access to the restricted area. The employer shall be notified, and shall be required to provide the APO with valid proof that the offending employee has submitted to the requisite training to retake the theoretical and practical exams. The exams may not be retaken until the end of the RAIC seizure period Each notice of verdict received from the Ministry of Justice of Québec (Direction de la gestion des infractions) and bearing the indication of guilty shall be forwarded to the offender s employer. Furthermore, the AVOP shall be suspended for a period of up to two years where the operator has been found guilty of an offence, and may be revoked where the operator has been found guilty of two or more violations (see conditions for retaking of exams under sections 6.07 and 6.08, above) An AVOP shall be revoked for life whenever a holder shall be found guilty of falsifying or otherwise altering such permit. VEHICLE CORRIDORS 7.01 Vehicle operators shall come to a complete stop whenever surface markings so indicate within vehicle corridors located on the apron. Note: Operators shall pay particular attention to the passenger transfer vehicle parking area No vehicle shall tow more than six (6) baggage carts, more than six (6) container carts or a combination of more than six (6) of these types of carts on the apron No vehicle shall tow more than five (5) pallet cars on the apron No cart shall be parked in an area other than a designated parking area No LD-2 or LD-3 type containers shall be removed from a container cart and parked unless in an area specifically designed for this purpose. B. BAGGAGE ROOMS 7.06 Only baggage carts, LD-2 and LD-3 container carts and authorized vehicles used to tow the aforementioned carts shall be allowed in the baggage rooms and baggage room vehicle corridors In baggage rooms, the maximum number of towable container carts is five (5), and the maximum number of towable baggage carts is four (4). In the case of a combination of these types of carts, the maximum number towable is four (4) Only employees of the Manager of the domestic and international baggage rooms are authorized to operate vehicles in the opposite direction of normal flow traffic between Sorter C and the Transit 99 Belt The maximum speed in the baggage rooms and baggage room vehicle corridors at Montréal Trudeau Airport is 10 km/h It is prohibited to park any vehicle or cart in the vehicle corridors with the exception of areas identified and signed for this purpose It is prohibited to leave equipment of any nature in the vehicle corridors It is prohibited to enter or exit the baggage rooms other than by means of the passages identified for such purposes It is prohibited to leave vehicles and carts parked in the common baggage room or international arrivals baggage room unless required for an imminent baggage loading or unloading operation In the baggage rooms, it is prohibited to park carts and vehicles used to tow the latter outside areas identified for this purpose or outside surface marking boundaries. C. TRANSBORDER AND INTERNATIONAL JETTIES 7.15 The vehicle corridors running the length of the transborder and international jetties are located in front of parked aircraft, except at gates 80, 82, 84, and 86 through 89, where they run behind parked aircraft A vehicle may be operated behind a parked aircraft only to move from one side to the other of the aircraft that it is servicing, and shall not cross the double white line. Operating behind an aircraft to move from one gate to another is prohibited, with the exception of oversized vehicles Clearance under the loading bridges is 4.15 metres. Clearance indicators have been installed so that operators can ascertain whether they have sufficient clearance to proceed under the bridges. No vehicle with overall height in excess of 4.15 metres shall be operated in said corridors It is incumbent upon both the vehicle owner and operator to know the exact overall height of each vehicle. 23 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR 7.19 All vehicle operators shall obtain authorization from apron control on radio frequency MHz if they must drive outside the corridors A double solid white line running behind parked aircraft ensures that the latter are safely clear of any obstacles while moving on the manoeuvring line. D. APRON AREAS AND PERIPHERAL ROADWAYS 7.21 For all other peripheral airside roadways, authorization from ground control is not required, except whenever an operator seeks to enter onto a taxiway or runway from the junction of one of such roadways. In this particular instance, the operator shall request radio authorization from ground control. An operator seeking to enter the de-icing centre apron shall request radio authorization from Aéromag between October 1 st and April 30 th, and from Montréal apron control between May 1 st and September 30 th Access to peripheral airside roadways is restricted to persons required to use them for work-related purposes Apron areas have local peculiarities with which all operators shall be familiar and have mastered prior to obtaining a Type "D/A" operator s permit. E. MONTRÉAL TRUDEAU AIRPORT PARTICULARITIES 7.24 In the common parking areas located in the vicinity of the baggage rooms, motor vehicles may be parked for a maximum period of four (4) hours, unless otherwise indicated It is prohibited to use one or other of the international arrivals or departures baggage rooms other than for the loading and unloading of checked baggage The area of taxiway Alpha between Alpha 4 and the apron is part of apron and is referred to as ALPHA-MIKE Six (6) hold signs topped with rotating beacons are located on the southwest side of the apron near Charlie gate (Thimens Road). The hold signs and rotating beacons are activated whenever an aircraft is moving, so as to prevent collisions with ground vehicles, and, vehicle traffic is prohibited on Thimens between Bombardier and Transport Canada hangars. F. DE-ICING CENTRE 7.28 Prior to proceeding onto the Montréal Trudeau de-icing centre apron or operating thereon, operators shall make the following radio contact: between October 1 st and April 30 th Contact Aéromag on radio frequency MHz to obtain authorization to operate on the de-icing apron; between May 1 st and September 30 th Contact Montréal apron control on radio frequency MHz to obtain authorization. G. ROAD Road 630 links the main apron to the Air Canada base, and ends at the intersection of taxiways Alpha and Alpha- Charlie. It is incumbent upon the ground control unit to control vehicle traffic on this road by means of pairs of red traffic lights located at each intersection in both directions. Control is conducted in the following manner: a) Flashing red lights indicate that the vehicle operator must come to a complete stop at the corresponding stop line to ensure that there is no aircraft or vehicle traffic on either side before proceeding; b) Solid red lights indicate the vehicle operator must come to a complete stop at the corresponding stop line and wait until the red lights begin to flash. It is not necessary to communicate by radio with ground control to proceed on Alpha-Charlie taxiway; the same applies for reverse-flow traffic; d) In addition to the two red lights, two signs which read "630 FERMÉ CLOSED" are installed at each end of Road 630: one at the entrance to Alpha-Charlie taxiway and the other in the Alpha-Mike sector. When these two signs are lighted, it is prohibited to use Road 630. Two separate instances require activation of these signs, namely whenever the Low Visibility Operations Plan is in force or whenever Runway 10/28 is in use. H. PLAN OF OPERATIONS IN REDUCED AND LOW VISIBILITY CONDITIONS 7.30 All operators shall comply with the Plan of Operations in Reduced and Low Visibility Conditions (refer to APPENDIX C). I. MANOEUVRING AREAS 7.31 The airport maps in APPENDIX D hereto indicate those sections of the manoeuvring areas with which all type D permit holders shall be familiar To operate legally in a manoeuvring area, all vehicles shall be equipped with a radio transmitter set on the appropriate frequencies, as well as a rotating amber aviation warning light. BASIC CONDITIONS 8.01 This chapter defines the rules pertaining to the operation of electric vehicles within the airport terminal building. This type of vehicle shall be used only for the transport of mobility-impaired individuals It is essential that the use of an electric vehicle neither compromise user or pedestrian safety nor cause damage to equipment or facilities Notwithstanding the other provisions set out herein, a person shall be entitled to operate an electric vehicle for mobilityimpaired passengers provided that he/she satisfies the following basic conditions: a) that the person is in possession of a restricted area identity card; b) that the vehicle is identified with the company colors For the purposes of this directive and unless proven otherwise, vehicle identification by means of company colors and a permanent number shall be deemed to represent legitimate proof of vehicle ownership. B. COMPLIANCE WITH APPLICABLE LAWS 8.05 The operation of an electric vehicle for mobility-impaired passengers in airport buildings is governed by the Airport Traffic Regulations (ATR) a copy of which appears in APPENDIX A of this directive. The ATR are also available on the Government of Canada website 1. Airport Patrol is invested with all authority as required to ticket operators or owners of electric vehicles found to be in violation of the rules set out herein. C. VEHICLE IDENTIFICATION 8.06 All electric vehicles for mobility-impaired passengers shall be identified by means of company name, company colors and logo. D. SIGNAGE 8.07 All operators of electric vehicles for mobility-impaired passengers shall respect signage in place. E. TRAFFIC REGULATIONS 8.08 All operators of electric vehicles for mobility-impaired passengers shall comply with the following rules: a) operate vehicles only in designated vehicle corridors; b) yield the right of way to pedestrians at all times; c) never exceed a maximum speed of 5 km/h (equivalent to a fast-paced walk); d) never cut through passenger lineups or cut off individuals on foot; e) never load a vehicle in excess of pre-determined manufacturer capacity; f) never operate such a vehicle when under the influence; g) never pass another moving electric vehicle; h) in the transborder jetty, operate only on Levels 2 and 3; and, i) use only the lifts next to gates 74 (ASC-100) and 79 (ASC-105). 26 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR 8.09 Electric vehicles for mobility-impaired passengers are prohibited in certain areas of the terminal building and jetties, including but not limited to the following locations: a) transborder security checkpoints; b) US inspection services area (FIS); c) baggage rooms; d) passenger loading bridges; e) moving walkways; f) Canadian inspection services area; g) aeroquay ; and h) elevators Any operator of an electric vehicle involved in an incident/accident shall: a) remain on the scene or return thereto immediately following the accident, and assist any persons having sustained injury; and, b) report the accident immediately to the ADM Call Centre by calling F. PARKING 8.11 Electric vehicles for mobility-impaired passengers shall be parked in the areas designated for this purpose. Operators shall ensure that the floor beneath the parked vehicles is protected by means of a carpet. When parking an electric vehicle, the brakes shall be locked, the gearshift set in neutral (if possible) and the key removed from the vehicle. G. SPEED 8.12 No person shall operate an electric vehicle for mobility-impaired passengers in such a manner as to endanger people, equipment or facilities, especially in light of the normally heavy traffic in the areas in which these vehicles are used The maximum operating speed shall be 5 km/h, which is about the equivalent of a fast-paced walk During peak periods when passenger traffic within airport buildings is particularly heavy, vehicle operators shall reduce operating speed. In addition, operators shall slow when approaching doors, passenger lineups, lift entrances and exits, escalators, pedestrian staircases and moving walkways. H. HAZARDOUS MATERIALS 8.15 It is incumbent upon operators to pick up any object as may fall from their vehicle or is otherwise vehicle-related. I. OPERATING AND SAFETY EQUIPMENT 8.16 All electric vehicles shall be equipped with either a flashing or rotating amber aviation warning light, the beam of which shall be visible by pedestrians within a radius of 360 degrees. This warning light shall be operational whenever the vehicle is operated inside an airport building All electric vehicles shall be equipped as follows: brakes; hand brake; horn; audible warning device (maximum of 84 decibels); rotating light; and, electronic immobilizer system (ignition safety lock) Authorized vehicles feature a maximum capacity of six (6) occupants. Use of vehicles of this nature may be prohibited inside airport buildings if the vehicles are found to be in unacceptable working order (dirty, company logo label not affixed thereto, etc.). K. ENFORCEMENT 8.20 These measures apply to both vehicle operators and the companies which own such vehicles Any owner of an electric vehicle for mobility-impaired passengers, physical person or company as shall be found to be in violation of the provisions of this chapter shall, in addition to the sanctions provided for under the ATR, be subject to administrative action which can range from eviction from a restricted area to loss of the privilege of operating such a vehicle. L. VEHICLE REGISTRATION 8.22 All applications to register an electric vehicle for mobility-impaired passengers shall be submitted to the APO. GENERAL 9.01 Circulation on the movement areas at Montréal Trudeau and Montréal Mirabel international airports is controlled. At Trudeau, traffic on the main apron is also controlled. This chapter defines the basic rules to be followed by all individuals operating a vehicle in these areas. B. RESTRICTED OPERATOR CERTIFICATE 9.02 In addition to an Airside Vehicle Operator s Permit for the airport concerned, a vehicle operator shall also be in possession of a valid Restricted Operator Certificate with Aeronautical Qualification Whenever an operator is required to operate on a manoeuvring or movement area, he/she shall be in possession of a valid Restricted Operator Certificate with Aeronautical Qualification prior to being issued a Type D AVOP, and if he/she is required to operate on the apron, shall be in possession of such valid certificate prior to being issued a Type D/A AVOP Any operator who, for any reason whatsoever, has his/her Restricted Operator Certificate with Aeronautical Qualification revoked shall advise the APO without delay. C. COMMUNICATIONS 9.05 All vehicle operators shall ensure that their radiotelephone is set on the appropriate radio frequency, based on their location and intended route within the movement area, and they remain alert to communications on this frequency All vehicle operators shall contact: a) the ground control unit to obtain authorization to proceed into and operate in a manoeuvring area; and b) apron control whenever required to operate on the apron outside designated vehicle corridors (including when towing an aircraft) With the exception of the escort vehicles, each vehicle using a VHF radio to communicate with a controller has a call sign assigned by the APO. The code is programmed in its VLT. As it appears on the screen of the controller, the driver must always use the VLT s call sign associated to the vehicle he/she uses. When there is failure of the VLT of a vehicle, the driver must use a replacement VLT and its call sign. It is therefore important that the call sign be indicated on each device. Escort companies are given several mobile VLT units by ADM to which call signs were given by the APO. Officers of escort companies that use one of these units must use the call sign of the borrowed VLT identified for this purpose. A register is maintained by escort companies in order to link the VLT to its user Whenever requesting radio authorization, vehicle operators shall provide information as follows: a) call sign of control unit called (Montréal Ground, Montréal Apron, Mirabel-Radio or Aéromag); b) vehicle call sign; c) exact position; and d) exact destination Vehicle operators shall always fully acknowledge receipt of instructions received from the ground traffic control unit or apron control To proceed to destination, the vehicle operator shall follow the instructed route; if in doubt, the operator shall verify instructions Whenever a vehicle operator is instructed to hold short of a runway or taxiway, or is awaiting authorization to cross or operate on such runway or taxiway, he/she shall bring his/her vehicle to a stop no less than 61 metres (200 feet) from the edge thereof, i.e., before the stop line painted on the ground. 29 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR 9.12 Whenever a vehicle operator is instructed by radio to leave a runway or taxiway, he/she shall acknowledge receipt, comply with the instructions given and proceed to a location no less than 61 metres (200 feet) off to the side of the nearest runway. The vehicle operator shall then advise the ground control unit that he or she has left the runway or taxiway and indicate his/her exact position. The same distance of 61 meters (200 feet) must be observed to circulate behind a plane with engines running When proceeding along a runway, all operators shall immediately proceed off such runway whenever the ground control unit flashes the white lights bordering the runway in question In addition to ground control or apron control radio authorization, vehicle operators shall always conduct a visual check to be certain not to interfere with an aircraft approaching the route on which they have been given permission to proceed Whenever an aircraft is under tow: a) the vehicle towing the aircraft shall remain in constant radio contact with the ground control unit or apron control, depending on vehicle location; b) depending on vehicle location, maintaining radio contact is mandatory and may be performed by an individual located in the cockpit of the aircraft provided that ongoing radio contact is maintained with the tow vehicle operator. D. FREQUENCIES USED 9.16 Frequencies in force at Montréal airports are as follows: a) Montréal Trudeau International Airport (1) MHz for Montréal Ground East Sector MHz for Montréal Ground West Sector (2) MHz for Montréal Apron (3) MHz for Aéromag b) Montréal Mirabel International Airport (1) MHz for Mirabel Radio (2) MHz for Unicom non-controlled apron (3) MHz for Aéromag 9.17 All vehicle owners shall ensure that the radiotelephone in each vehicle operates on the frequencies used at the airport in question All vehicles required to contact the ground control unit or apron control shall be: a) equipped with a radiotelephone in proper working order; b) operated by a person in possession of a valid Restricted Operator Certificate and AVOP It is incumbent upon the escort vehicle operator to obtain all necessary authorizations from the ground control unit A call sign is assigned to each vehicle licensed to operate within the manoeuvring areas. The call sign comprises a name and a number and shall both be stated in full upon each radio communication transmission made by a vehicle operator. The assignment of call signs is the responsibility of the APO. E. BREAKDOWNS 9.21 In the event of a vehicle breakdown, the vehicle operator shall immediately advise the ground control unit, depending upon location. The vehicle operator shall provide his/her exact location, the nature of the breakdown and the type of assistance required. 30 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR 9.22 In the event of the simultaneous breakdown of a vehicle operating in a manoeuvring area and the vehicle s radiotelephone, the vehicle operator shall leave both running and warning lights in the ON position and, if practicable, push the vehicle as far off the runway or taxiway as possible In the event of the breakdown of a radiotelephone while on the manoeuvring area, the operator shall turn his/her vehicle to face the control tower and flash the vehicle lights. The ground control unit shall reply using the following standard light signals: a) flashing green light "You may cross" b) solid red light "Stop. Hold your position" c) flashing red light "Leave the runway" d) flashing white light "Return to starting point" 9.24 In the event of the breakdown of a radiotelephone, the vehicle operator shall come to a complete stop at each runway intersection, request and receive permission to continue (flashing green light) before proceeding. F. PHONETIC ALPHABET 9.25 Whenever required to spell out sequences for the purposes of clarity of radiotelephone communications, operators shall use the ICAO phonetic alphabet which appears in APPENDIX E. G. STANDARD WORDS AND PROCEDURES 9.26 The use of current or informal terms and expressions, such as Okay, or present-day slang is prohibited. A series of standard phrases and phraseology used in aeronautics communications are set out in APPENDIX F. Language employed shall be clear, concise and accurate. H. PROHIBITIONS 9.27 Communications shall be restricted to authorized radiotelephone messages only. Unwanted signals are prohibited. Profane, obscene or coarse language is strictly forbidden It is prohibited to transmit or cause to be transmitted a false or fraudulent message, call or distress signal It is prohibited to cause interference or otherwise obstruct radiotelephone communications Whenever using a radiotelephone, the operator shall protect communication confidentiality and in no case reveal the content of any communication unless authorized to do so. I. These Regulations may be cited as the Airport Traffic Regulations. 2. 38 C.R.C., c. 886 September 27, 2015 movement of aircraft, vehicles and pedestrians to allow execution of those functions; (aire de trafic) apron traffic means all aircraft, vehicles, pedestrians and equipment utilizing the apron area of the airport; (trafic de l aire de trafic) commercial passenger vehicle means any taxi, bus or other vehicle used or intended for use in the transportation of persons for compensation; (véhicule commercial pour passager) constable means (a) a member of the Royal Canadian Mounted Police, (b) a member of a provincial or municipal police force, and (c) any person or a member of a class of persons authorized by the Minister to enforce these Regulations; (agent) cross-walk means (a) any portion of a road, apron or other area designated by a sign or surface marking as a pedestrian crossing, and (b) that part of a road at an intersection that is included within the connections of the lateral lines of the sidewalks on opposite sides of the road or, in the absence of curbs, from the edges of the road; (passage pour piétons) Department means the Department of Transport; (ministère) driver means a person who is driving or is in actual physical control of a motor vehicle or bicycle; (conducteur) intersection means the area embraced within the prolongation or connection of the lateral curb lines or, in the absence of curb lines, of the lateral boundary lines of two or more roads that join one another at an angle whether or not one road crosses the other; (carrefour) land side means land side as defined in section 1 of the Traffic on the Land Side of Airports Regulations; (côté ville) «aire de manœuvre» désigne la partie d un aéroport ordinairement utilisée pour le décollage et l atterrissage des aéronefs et pour les manœuvres se rattachant au décollage ou à l atterrissage, à l exclusion des aires de trafic; (manoeuvring area) «aire d embarquement» désigne toute partie d un aéroport, désignée par un écriteau et accessible au public pour l embarquement ou le débarquement; (loading area) «aire de trafic» désigne la partie d un aéroport autre que l aire de manœuvre, destinée à l embarquement et au débarquement des voyageurs, au chargement et au déchargement du fret, au ravitaillement en carburant, à l entretien courant et technique et au stationnement des aéronefs ainsi qu aux mouvements des aéronefs, des véhicules et des piétons devant permettre l exécution de ces fonctions; (apron) «animal» désigne tout animal domestique et comprend la volaille; (animal) «autoneige» désigne un véhicule qui peut être propulsé ou conduit autrement que par un effort musculaire, se déplaçant sur des chenilles ou des skis ou sur des chenilles et des skis et qui est conçu pour être conduit sur la neige ou la glace; (over-snow vehicle) «carrefour» désigne l aire d une route comprise entre les prolongements ou les lieux de rencontre des lignes des trottoirs latéraux ou, s il n y en a pas, des lignes latérales limitant deux routes ou plus qui se rejoignent à un angle, que les routes se croisent ou non; (intersection) «conducteur» désigne une personne qui conduit un véhicule à moteur ou une bicyclette ou qui en a effectivement le contrôle; (driver) «côté ville» S entend au sens de l article 1 du Règlement sur la circulation du côté ville des aéroports. 39 C.R.C., ch septembre 2015 loading area means any portion of an airport designated by a sign and made available to the public for loading or unloading; (aire d embarquement) manoeuvring area means that part of an airport ordinarily used for the take-off and landing of aircraft and for the movement of aircraft associated with the take-off and landing, but does not include the apron; (aire de manœuvre) Minister means the Minister of Transport; (ministre) motor vehicle means an automobile, over-snow vehicle, truck, bus or any self-propelled vehicle or device in, upon or by which a person or property is or may be transported, carried or conveyed upon land and includes a machine designed to derive support in the atmosphere from reactions against the earth s surface of air expelled from the machine; (véhicule à moteur) over-snow vehicle means a vehicle that is capable of being propelled or driven otherwise than by muscular power, that runs on tracks or skis or on tracks and skis and that is designed for operation on snow or ice; (autoneige) owner, with respect to a motor vehicle, means a person who holds legal title to it or a person in whose name it is or is required to be registered by the laws of a province and includes a conditional purchaser, lessee or mortgagor who is entitled to or is in possession of the motor vehicle; (propriétaire) park means the standing of a motor vehicle whether occupied or not, except for the purpose of and while actually engaged in loading or unloading passengers or goods; (laisser en stationnement) parking area means a part of an airport property that is designated by a sign or by surface markings as an area for parking motor vehicles; (parc de stationnement) parking meter [Repealed, SOR/92-120, s. 1] parking permit means a permit issued by the airport manager that authorizes the permit holder to park a motor vehicle in a specific parking area in accordance with the terms of the permit; (permis de stationnement) «laisser en stationnement» signifie arrêter un véhicule, occupé ou non, sauf pour embarquer ou débarquer des passagers ou des marchandises; (park) «ministère» désigne le ministère des Transports; (Department) «ministre» désigne le ministre des Transports; (Minister) «parc de stationnement» Partie du terrain d un aéroport désignée par un écriteau ou par des marques à la surface du sol comme zone de stationnement de véhicules à moteur. (parking area) «parcomètre» [Abrogée, DORS/92-120, art. 1] «passage pour piétons» désigne a) toute partie de route, d aire de trafic ou d une autre zone signalisée comme passage pour piétons par des écriteaux ou des marques au sol, et b) la partie d une route qui, à une intersection, est comprise entre les prolongements des lignes latérales des trottoirs situés aux côtés opposés de la route ou, s il n y a pas de trottoir, à partir des bords de la route; (cross-walk) «péage anticipé» Système de contrôle des places de stationnement permettant au conducteur d un véhicule à moteur de payer sa place, immédiatement avant ou après avoir laissé son véhicule à moteur en stationnement, pour la durée prévue du stationnement. 40 C.R.C., c. 886 September 27, 2015 parking space means a space for parking motor vehicles that is located in a parking area and that, in most cases, is delineated by surface markings; (place de stationnement) pay-in-advance parking control system means a system of parking control whereby the person who parks a motor vehicle in a parking space is required, immediately before or after parking the motor vehicle, to pay a fee in respect of the period of time during which the person anticipates that the motor vehicle will remain in that parking space; (péage anticipé) pedestrian means a person on foot and includes an invalid or child in a wheelchair or carriage; (piéton) restricted area means an area at an aerodrome that is designated by a sign as an area to which access is restricted to persons authorized by the airport manager; (zone réglementée) road includes any highway, street or place designed and intended for or used for the passage of motor vehicles; (route) sidewalk means that part of a road or apron that is constructed for the use of pedestrians; (trottoir) special parking permit means a permit issued by the airport manager that authorizes the permit holder to park a motor vehicle in such place and in accordance with such terms as are specified by the airport manager. (permis spécial de stationnement) valid identification means a document issued or approved by the airport manager authorizing the holder to have access to a restricted area of the airport. (restricted area) DORS/92-120, art. 1; DORS/ , art. 26. APPLICATION 3. These Regulations apply in respect of an area other than the land side of an airport set out in Schedule I or II. SOR/92-120, s. 2; SOR/ , s. 27. ENFORCEMENT 4. The Minister may authorize any person or class of persons to act as a constable to enforce these Regulations. PART I OPERATION OF MOTOR VEHICLES PROHIBITION 5. (1) No person shall operate a motor vehicle on an airport unless (a) he holds all licences and permits that he is, by the laws of the province and the municipality in which the airport is situated, required to hold in order to operate the motor vehicle in that province and municipality; and (b) the motor vehicle is registered and equipped as required by the laws of the province and the municipality in which the airport is situated. (2) For the purpose of these Regulations, a provincial certificate of motor vehicle registration shall be prima facie proof of ownership of the motor vehicle. COMPLIANCE WITH PROVINCIAL AND MUNICIPAL LAWS 6. (1) No person shall operate a motor vehicle on an airport otherwise than in accordance with the laws of the APPLICATION 3. Le ministre peut autoriser toute personne ou catégorie de personnes à remplir les fonctions d agent pour faire observer le présent règlement. PARTIE I CONDUITE DES VÉHICULES À MOTEUR INTERDICTION 5. (1) Il est interdit de conduire un véhicule à moteur sur un aéroport à moins a) d être titulaire de toutes les licences et de tous les permis que les lois de la province et les règlements de la municipalité où est situé l aéroport obligent à posséder pour la conduite de ce véhicule à moteur dans cette province et cette municipalité; et b) que le véhicule à moteur ne soit immatriculé et équipé conformément aux lois de la province et aux règlements de la municipalité où est situé l aéroport. (2) Aux fins du présent règlement, un certificat provincial d immatriculation de véhicule à moteur crée une présomption jusqu à preuve du contraire du droit de propriété du véhicule à moteur. OBSERVATION DES LOIS PROVINCIALES ET DES RÈGLEMENTS MUNICIPAUX 6. (1) Il est interdit de conduire un véhicule à moteur sur un aéroport, si ce n est conformément aux lois de la 5

(2) In this Part, the expression laws of the province and the municipality does not include laws that are inconsistent with or repugnant to any of the provisions of the Government Property Traffic Act or these Regulations. TRAFFIC SIGNS AND DEVICES 7. (1) The Minister may mark or erect or cause to be marked or erected on any airport traffic signs or devices (a) prescribing the rate of speed; (b) regulating or prohibiting parking and designating parking, loading or restricted areas; (c) prescribing load limits for any motor vehicle or class of motor vehicles; (d) prohibiting or regulating the use of any road or place by any motor vehicle or class of motor vehicles, or by persons or animals; (e) designating any road as a one-way road; (f) stopping motor vehicles; (g) regulating pedestrian traffic; and (h) directing or controlling in any other manner traffic on the airport. (2) Except as authorized by subsection (1), no person shall mark or erect any traffic sign or device on any airport. SOR/92-120, s. 3(F). 8. Any traffic sign or device on any airport bearing the words Department of Transport, Ministère des Transports, or an abbreviation thereof, or purporting to have been erected by or under the authority of the Minister, shall be deemed prima facie to have been erected pursuant to this Part. province et aux règlements de la municipalité où l aéroport est situé. (1) Le ministre peut installer ou faire installer sur tout aéroport des panneaux ou des dispositifs de signalisation pour a) prescrire la vitesse; b) réglementer ou interdire le stationnement et désigner des parcs de stationnement, des aires d embarquement ou des zones réglementées; c) prescrire des limites de charge applicables à tout véhicule à moteur ou à toute catégorie de véhicules à moteur; d) interdire ou réglementer l usage d une route ou d un endroit par tout véhicule à moteur ou toute catégorie de véhicules à moteur ou par des personnes ou des animaux; e) désigner une route comme route à sens unique; f) arrêter les véhicules à moteur; g) réglementer la circulation des piétons; et h) diriger ou contrôler de toute autre manière la circulation sur l aéroport. (2) Sauf autorisation prévue au paragraphe (1), il est interdit d installer sur un aéroport des panneaux ou des dispositifs de signalisation quels qu ils soient. DORS/92-120, art. 3(F). 8. Les panneaux ou dispositifs de signalisation qui sont installés sur un aéroport, qui portent les mots «Ministère des Transports», «Department of Transport», en entier ou en abrégé, ou qui sont donnés comme ayant été installés par le ministre ou sur son autorisation, sont censés avoir été installés conformément à la présente partie. 6

43 C.R.C., ch septembre The driver of a motor vehicle on an airport shall obey the instruction of any traffic sign or device applicable to that driver or motor vehicle. TRAFFIC DIRECTION AND CONTROL 10. No person shall, on an airport, drive (a) a motor vehicle other than an over-snow vehicle, except on a road; or (b) an over-snow vehicle except with the permission of the airport manager. 11. (1) The driver of a motor vehicle on an airport shall comply with any traffic directions given to him by a constable. (2) A constable may, for the purpose of ensuring the orderly movement of all traffic on an airport, direct or control such traffic. 12. Every person on an airport shall produce to a constable upon demand (a) any permit issued to him under this Part; (b) any licence or permit he holds authorizing him to drive a motor vehicle; and (c) any certificate of registration referred to in subsection 5(2). 13. Every driver of a motor vehicle who is directly or indirectly involved in an accident on an airport shall (a) report the accident forthwith as required by the laws of the province in which the accident occurred; and (b) if any property of Her Majesty is damaged by the accident, report the accident forthwith to a member of the Royal Canadian Mounted Police or the airport manager. 14. No person shall operate or park a motor vehicle (a) on an apron unless he has the permission of the airport manager; or 9. (2) Un agent peut, afin d assurer un écoulement ordonné de la circulation sur un aéroport, diriger ou réglementer cette circulation. 12. Sur un aéroport, une personne doit présenter à un agent, sur demande, a) tout permis qui lui a été délivré en vertu de la présente partie; b) toute licence ou tout permis l autorisant à conduire un véhicule à moteur, dont elle est titulaire; et c) tout certificat d immatriculation dont il est question au paragraphe 5(2). 13. Tout conducteur d un véhicule à moteur qui est directement ou indirectement impliqué dans un accident sur un aéroport doit a) signaler immédiatement l accident, conformément aux lois de la province dans laquelle l accident s est produit; et b) si l accident a causé des dommages aux biens de Sa Majesté, signaler immédiatement l accident à un membre de la Gendarmerie royale du Canada ou au directeur de l aéroport. 14. Il est interdit de conduire ou de laisser en stationnement un véhicule à moteur 7

44 C.R.C., c. 886 September 27, 2015 (b) in any area designated by a sign as a restricted area unless he is in possession of valid identification. 15. Where an apron traffic control unit, as defined in Part IV, has been established at an airport, the operator of a motor vehicle on the apron shall acknowledge and obey any instruction received from the unit. PARKING 16. No person shall park a motor vehicle in any area designated by a sign as an area in which parking is prohibited. 17. No person shall, without the permission of the Minister, park a motor vehicle on any portion of an airport that is grassed or that is not intended for the use of motor vehicles. 18. No person shall park a motor vehicle in a place designated by a sign as a loading area. 19. No driver of a commercial passenger vehicle shall load or unload passengers at an airport except in an area designated by a sign as an area in which passenger loading or unloading is permitted. 20. Where an area is designated by a sign as an area in which parking is reserved for persons who hold a parking permit or special parking permit, as the case may be, no person shall park a motor vehicle in that area unless the person (a) holds a parking permit or special parking permit that authorizes the person to park in that area; (b) where an identifying label or ticket has been issued with the parking permit or special parking permit, affixes the label to the lower corner of the driver s side of the windshield of the motor vehicle, or displays the ticket on the driver s side of the dash- a) sur une aire de trafic sans l autorisation du directeur de l aéroport; ou b) sur toute aire désignée par un écriteau comme zone réglementée à moins d être en possession de pièces d identité valables. 15. Il est interdit, sauf sur autorisation du ministre, de laisser un véhicule à moteur en stationnement sur une partie gazonnée de l aéroport ou sur toute partie qui n est pas destinée à être utilisée par des véhicules à moteur. 18. Il est interdit de laisser un véhicule à moteur en stationnement dans un endroit désigné par un écriteau comme étant une aire d embarquement. 19. Il est interdit au conducteur d un véhicule commercial pour passagers de faire monter ou de faire descendre des passagers à un aéroport sauf dans une zone désignée par un écriteau à cette fin. 20. Lorsqu une zone est désignée par un écriteau comme zone où le stationnement est réservé aux détenteurs d un permis de stationnement ou d un permis spécial de stationnement, selon le cas, nul ne doit y laisser en stationnement un véhicule à moteur sauf : a) s il possède un permis de stationnement ou un permis spécial de stationnement qui l autorise à stationner dans cette zone; b) si, dans le cas où une vignette ou un billet d identification a été délivré avec le permis de stationnement ou avec le permis spécial de stationnement, il appose cette vignette dans le coin inférieur du pare-brise, du côté du conducteur du véhicule à moteur, ou s il place 8

45 C.R.C., ch septembre 2015 board of the motor vehicle in such a manner that it is clearly visible; and (c) parks the motor vehicle in accordance with the terms of the parking permit or special parking permit. SOR/92-120, s Where an area is designated by a sign as an area in which parking is permitted for a period of time, no person shall park a motor vehicle in that area for any greater period of time than that indicated on the sign. 22. Where an area is designated by a sign as an area in which parking is prohibited during certain hours, no person shall park a motor vehicle in that area during the hours when parking is prohibited. 23. Where a parking area is designated by a sign or surface markings as an area in which parking is permitted only in parking spaces, no person shall park a motor vehicle in a parking space in the parking area unless the person pays for the use of the parking space in accordance with the system of parking control in effect in that part of the parking area in which the motor vehicle is to be parked. SOR/92-120, s No person who has parked a motor vehicle in a parking space that is governed by a pay-in-advance parking control system shall allow the motor vehicle to remain parked in that parking space for a period of time greater than the period of time for which a fee has been paid in respect of that parking space. SOR/92-120, s (1) Where an area is designated by a sign as an area in which parking is reserved for handicapped persons, no person shall park a motor vehicle in that area unless the motor vehicle is identified by a sign as a motor vehicle used for the transport of a handicapped person. Lorsqu un parc de stationnement est désigné par un écriteau ou par des marques à la surface du sol comme zone où le stationnement n est autorisé que dans une place de stationnement, il est interdit d y laisser un véhicule à moteur en stationnement à moins de payer pour l occupation de cette place conformément au système de contrôle des places de stationnement en usage dans cette partie du parc de stationnement. DORS/92-120, art Il est interdit de laisser un véhicule à moteur en stationnement dans une place de stationnement à péage anticipé au-delà de la période payée par péage anticipé. SOR/92-120, s No person shall park a motor vehicle at an airport in such a manner as to obstruct traffic. SOR/92-120, s Subject to section 28, where a parking area is designated by a sign or surface markings as an area in which parking is permitted only in delineated parking spaces, no person shall park a motor vehicle in that area unless the motor vehicle is parked wholly within a delineated parking space. SOR/92-120, s Where a person parks a motor vehicle that is longer or wider than one delineated parking space so that it wholly or partially occupies more than one delineated parking space, the person shall pay the fee that is required in respect of each parking space wholly or partially occupied by the motor vehicle. SOR/92-120, s (1) Where a parking area contains delineated parking spaces for normal sized vehicles and an area designated by a sign for the parking of oversized vehicles, any person who parks a motor vehicle that is longer or wider than a delineated parking space shall park it in the designated area. (2) Any person who contravenes subsection (1) shall be considered to have parked a motor vehicle in such a manner as to obstruct traffic. DORS/92-120, art Lorsqu une personne laisse en stationnement un véhicule à moteur qui dépasse en longueur ou en largeur une place de stationnement délimitée et qui occupe du fait même, en tout ou en partie, plus d une place de stationnement délimitée, elle doit payer le droit exigible pour chacune des places de stationnement que le véhicule occupe en tout ou en partie. (3) Unless sooner revoked, a permit issued under this Part is valid only for the period stated thereon and a label furnished with the permit is valid only during the period that the permit is valid. 32. A constable who finds a motor vehicle parked in contravention of this Part may, at the expense of the owner, remove the vehicle and, if he deems it necessary to protect the vehicle or the interests of the owner, store it in a suitable place. SPEED 33. No person shall drive a motor vehicle on a road at a rate of speed in excess of the speed limit indicated for that road by a sign. 34. Unless otherwise authorized by the airport manager, no person shall drive a motor vehicle on an apron at a rate of speed in excess of 15 mph (25 km/h). 35. No person shall drive a motor vehicle on an apron or manoeuvring area in a manner that is dangerous to persons, aircraft, vehicles or equipment, having regard to all the circumstances including the amount of traffic thereon or reasonably expected to be thereon. 36. The provisions of this Part relating to motor vehicles apply with such modifications as the circumstances require to a bicycle or any cycle regardless of the number of wheels it may have. ANIMALS 37. No person shall allow an animal owned by him or under his control to be at large on an airport. 38. PENALTIES 39. (1) Subject to subsections (2) and (3) and subsection 40(4), every person who contravenes a provision of this Part is liable on summary conviction to (a) a fine not exceeding an amount equal to the lesser of (i) the maximum fine, if any, prescribed under the highway traffic laws of the province in which the offence was committed, as amended from time to time, and (ii) in any other case, $500; (b) a term of imprisonment not exceeding six months; or (c) both. (2) Every person who contravenes any provision of these Regulations governing the parking of motor vehicles shall be liable on summary conviction to a fine not exceeding $50. (3) Where a person is convicted of driving a motor vehicle in contravention of this Part, the convicting court or judge may, in addition to any other penalty imposed, make an order prohibiting that person from driving any motor vehicle on any lands belonging to or occupied by Her Majesty in right of Canada for any period not exceeding one year from the date of the conviction. (4) Every person who drives a motor vehicle contrary to an order made pursuant to subsection (3) is liable on summary conviction to a fine not exceeding $500 or to imprisonment for a term not exceeding six months or to both. 49 C.R.C., ch septembre (1) Any person who is alleged to have contravened any provision of this Part governing the parking of a motor vehicle may, at any time within 72 hours after the expiration of the day on which the contravention is alleged to have occurred, excluding holidays, register a plea of guilty to the alleged offence and pay into court, either personally or by mail, (a) where the alleged offence relates to parking in an area in which parking is prohibited, in contravention of section 16, (i) $25, where the alleged offence occurred at an airport set out in Schedule I, (ii) $15, where the alleged offence occurred at an airport set out in Schedule II that is denoted by an asterisk, and (iii) $10, where the alleged offence occurred at an airport set out in Schedule II that is not denoted by an asterisk; (b) where the alleged offence relates to parking in a loading area, in contravention of section 18, (i) $30, where the alleged offence occurred at an airport set out in Schedule I, (ii) $20, where the alleged offence occurred at an airport set out in Schedule II that is denoted by an asterisk, and (iii) $15, where the alleged offence occurred at an airport set out in Schedule II that is not denoted by an asterisk; (c) where the alleged offence relates to parking in an area that is reserved for persons who hold a parking permit or special parking permit, in contravention of section 20, (i) $25, where the alleged offence occurred at an airport set out in Schedule I, (ii) $15, where the alleged offence occurred at an airport set out in Schedule II that is denoted by an asterisk, and 40. (3) Where a payment referred to in subsection (1) is sent to the court by mail, the payment into court shall be deemed to have been made on the day on which the payment was mailed. (4) Where a person who is alleged to have contravened a provision of this Part governing the parking of a motor vehicle has, in accordance with subsection (1), paid money into court with respect to that contravention, no further penalty shall be imposed on him for that contravention. No person who is not in possession of valid identification shall enter upon or remain in any area that is designated by a sign or device as a restricted area unless authorized to do so by the airport manager (1) No person, being the holder of valid identification designed to be worn on outer clothing, shall enter on or remain in a restricted area unless that identification is at all times visibly displayed on his person. SOR/81-663, s Where a portion of a road or apron has been designated as a cross-walk, no pedestrian shall proceed to cross the road or apron except within the designated cross-walk. 44. Where a sidewalk or path is located beside a road or apron, a pedestrian shall, at all times when reasonable and practicable to do so, use the sidewalk or path and shall not walk or remain on the road or apron. 45. Where there is no sidewalk or path located beside a road, a pedestrian walking along or upon the road shall, at all times when practicable to do so, walk on the left side or shoulder of the road facing on-coming traffic. 46. No pedestrian on an apron shall impede, interfere with or obstruct in any way the free movement of other apron traffic except in the course of his or her employment relating to the control of such traffic. 47. Where no cross-walk has been designated, every pedestrian crossing a road shall yield the right-of-way to motor vehicles using the road. 48. A pedestrian shall obey the instruction of any traffic sign or device and comply with any traffic directions given by a constable to him. 53 C.R.C., ch septembre 2015 (a) smoke, carry or deposit lighted cigars, cigarettes, pipes or matches or carry a naked flame (i) on an apron or any open deck gallery or balcony contiguous to and overlooking an apron, (ii) in any area where smoking is specifically prohibited by a sign, or (iii) in any other place at an airport under such circumstances as may or might be likely to endanger persons or property; (b) throw, deposit or knowingly leave on a road, apron or manoeuvring area any glass, nails, tacks, scraps of metal, chemical substance or other material that may damage an aircraft or motor vehicle; or (c) throw, deposit or knowingly leave on any airport any form of trash or garbage except in containers provided for that purpose. PENALTIES 50. Every person who contravenes section 41, subsection 41.1(1) or (2) or section 49 is liable on summary conviction to a fine not exceeding $400. In this Part, equipment means INTERPRETATION (a) any motor vehicle or mobile device used in the direct fuelling or defuelling of aircraft, or (b) any other motor vehicle or mobile device of a specialized nature for use in the maintenance, repair and servicing of an aircraft on the ground, including testing equipment and cargo and passenger handling equipment; (matérial) gross weight, with respect to any equipment, means the total weight of the equipment as specified by its manufacturer; (poids brut) registration year means the period commencing on January 1st in any year and ending on December 31st in that year. (1) Applications for the registration of equipment shall be made in the form prescribed by the Minister and delivered together with the fees prescribed by this Part to the airport manager at the airport at which the equipment is to be used. PARTIE III IMMATRICULATION DU MATÉRIEL MOBILE INTERPRÉTATION 52. Dans la présente partie, «année d immatriculation» désigne la période commençant le 1 er janvier d une année et se terminant le 31 décembre de la même année; (registration year) «matériel» désigne a) tout véhicule à moteur ou appareil mobile utilisé pour faire ravitailler directement des aéronefs ou les vidanger, ou b) tout autre véhicule à moteur ou appareil mobile de nature spécialisée devant servir à l entretien technique et courant et à la réparation d un aéronef au sol, y compris le matériel d essai et le matériel utilisé pour la manutention des marchandises et le déplacement des passagers; (equipment) «poids brut», appliqué à du matériel, désigne le poids total du matériel mentionné par le fabricant. (gross weight) IMMATRICULATION 53. Sous réserve de la présente partie, le propriétaire de matériel utilisé à un aéroport doit immatriculer ce matériel chaque année conformément à la présente partie. 54. Il est interdit d utiliser à un aéroport du matériel qui n a pas été immatriculé conformément à la présente partie. 55. Les articles 53 et 54 ne s appliquent pas au matériel utilisé exclusivement sur les aéroports et qui est loué au ministère par le propriétaire du matériel. 56. (1) Les demandes d immatriculation de matériel doivent être présentées en la forme prescrite par le ministre et elles doivent être remises, accompagnées du droit prescrit dans la présente partie, au directeur de l aéroport où le matériel sera utilisé. 19

56 C.R.C., c. 886 September 27, 2015 (2) On receipt of the application and fees described in subsection (1), the airport manager may, if he is of the opinion that the equipment for which registration is applied for can be safely operated at the airport, issue a registration certificate for that equipment. FEES 57. (1) Subject to subsection (2), the annual registration fee payable in respect of any motor vehicle or mobile device used in the direct fuelling or defuelling of aircraft shall be $15 or the amount obtained by multiplying the gross weight of the equipment, calculated in kilograms, by $0.033, whichever is the greater amount. (2) Where any equipment is registered after June 30th in any registration year, the fee shall be one-half of the fee prescribed by subsection (1). 58. (1) Where equipment registered at any airport is replaced by other equipment of a similar kind, there shall be paid to the airport manager of that airport (a) if the other equipment is of an equivalent or lower gross weight than the equipment replaced, a registration fee of $5; or (b) if the other equipment is of a greater gross weight than the equipment being replaced, a registration fee equal to the amount obtained by multiplying the difference between the gross weight of the equipment being replaced and the other equipment, calculated in kilograms, by $ (2) The registration certificate for any equipment that is being replaced at an airport shall be surrendered to the airport manager of that airport. 59. Where equipment registered under this Part is sold or transferred, the new owner of the equipment shall, before operating the equipment at an airport, notify the airport manager of that airport, and the airport manager may, (a) on payment of a fee of $5 by the new owner, (2) Dès la réception de la demande et du droit mentionnés au paragraphe (1), le directeur de l aéroport peut, s il est d avis que le matériel visé par la demande d immatriculation peut être utilisé en toute sécurité à l aéroport, délivrer un certificat d immatriculation à l égard de ce matériel. Where a certificate of registration for any equipment is lost, a duplicate certificate may be issued by the airport manager on payment of a fee of $ The Minister or airport manager may exempt any equipment or class of equipment from the provisions of this Part. 62. Certificates of registration for any equipment shall be carried on the equipment at all times and shall be produced for examination on request by a constable or by an authorized representative of the airport manager. SOR/92-120, s Any person who contravenes any provision of this Part is guilty of an offence and is liable on summary conviction to a fine not exceeding $100. PART IV CONTROL OF AIRCRAFT ON APRONS 64. Le ministre ou le directeur de l aéroport peut exempter tout matériel ou toute catégorie de matériel des dispositions de la présente partie. 62. Les certificats d immatriculation de tout matériel doivent toujours accompagner celui-ci et ils doivent être présentés pour vérification à la demande d un agent ou d un représentant autorisé du directeur de l aéroport. 59 C.R.C., ch septembre No person shall operate or park an aircraft on an apron negligently, recklessly or in any other manner that endangers or is likely to endanger life or property. 67. (1) No person shall move or park an aircraft on a controlled apron except in compliance with an apron traffic control clearance or an apron traffic control instruction. (2) The operator or pilot-in-command of an aircraft shall immediately, upon receipt of an apron traffic control clearance or an apron traffic control instruction, acknowledge that he has received that clearance or instruction. 68. No person shall park an aircraft on a controlled apron beyond the time limit set in the last apron traffic control instruction that was received by the operator or pilot-in-command before the aircraft was parked, or that is later issued by the apron traffic control unit and delivered to the owner or operator of the aircraft or the person in whose name the aircraft is registered. 69. (1) An airport manager may order that an aircraft parked at an airport be moved. (2) The operator or pilot-in-command of an aircraft shall comply with any instructions or orders given to him by the airport manager pursuant to subsection (1). (3) Where an aircraft is parked at an airport (a) beyond the time limit set by an apron traffic control unit, (b) in an unauthorized place, or (c) in a manner that obstructs traffic the airport manager may, at the expense of the operator of the aircraft, cause the aircraft to be moved and if he 66. Il est interdit de laisser un aéronef en stationnement sur une aire de trafic contrôlée au-delà de la durée maximale précisée dans la dernière instruction du contrôle de la circulation sur l aire de trafic que l exploitant ou le pilote commandant de bord a reçue avant de laisser l aéronef en stationnement, ou dans une instruction que l organe du contrôle de la circulation sur l aire de trafic a donnée ultérieurement et a fait remettre au propriétaire ou à l exploitant de l aéronef ou à la personne au nom de laquelle l aéronef est immatriculé. 69. 91 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR PHRASEOLOGY LEARNER S GUIDE This section is intended to facilitate the learning of standard radio transmission phraseology used in airport manoeuvring areas and forms the basis of the practical test candidates must successfully pass to obtain a Type D or D/A Airside Vehicle Operator s Permit for towing. The following principles and statements are meant to be adapted to actual operator locations and situations. Prior to initiating transmission, the caller shall make certain that he/she is not interrupting a transmission already in progress. The caller shall, at all times, listen for radio transmissions in progress and be ready to respond to instructions, expected or unexpected, from the control unit. Each digit of each number shall be pronounced separately: EXAMPLE: 500 = five zero zero = three eight one four three HOWEVER, if the number consists of four or more digits, the last three of which are zeroes, pronunciation is as follows: 3000 = three thousand, not three zero zero zero = one two thousand INITIAL CALL The initial call always begins with station called identification followed by caller identification: Staff 656 seeks to communicate with the control tower at Montréal: ex. : «Montréal ground, staff 656» Staff 656 seeks to communicate with apron control: ex. : «Montréal apron, staff 656» After the initial call, Montréal Ground can be shortened to just «Ground». SUBSEQUENT TRANSMISSIONS All subsequent transmissions shall begin with station called identification, followed by caller identification and purpose of the transmission. Thus, an instruction such as «Proceed on Echo» never implies an authorization to cross runway or runway 06L- 24R. If specific mention «cross runway XX» is not included in an authorization, one must hold short of the runway. When in doubt, always request confirmation from the controller. READ-BACK Restrictions issued by the control unit shall be read back in full upon receipt. The present appendix describes and illustrates the markings used, markings with which all vehicle operators shall be familiar. LINE COLOURS G.02 The following four (4) colours are used to indicate the type of surface marking: a) Yellow lines are used for aircraft movements; b) Red lines are used to define aircraft safety, and Red dashed lines delimit the no-parking areas; c) White lines are used to define vehicle corridors and ground service equipment standby areas («staging»), and for runway markings; d) Blue lines are used to define vehicle parking spaces; and e) Double white lines are used to distinguish aircraft traffic areas from vehicle parking areas and corridors. TAXIWAYS AND APRON G.03 a) Mandatory stops painted on the surface consist of a red rectangle with a white outline. b) Yellow lines are used to guide aircraft movement. By maintaining the nose wheel on the line, the pilot and/or tow crew ensures that the wings of the aircraft remain a safe distance from any known obstacles (buildings, light standards, etc.) and other aircraft at all times. These lines appear as follows: b.1. 94 24 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR b.2. Hold lines comprise two solid plus two broken yellow lines across the width of a taxiway, at the edge of a runway. All aircraft and vehicles shall come to a complete stop behind the solid lines and shall obtain authorization from the ground control unit: hold lines c) Each end of the runway is marked by a number, in tens of degrees, corresponding to the runway heading in relation to a magnetic compass. For example, the magnetic compass of an aircraft will read 240 degrees when an aircraft lines up with the centre line of the runway bearing the number «24». The numbers are painted in white and are designed to be legible on approach. When there are two (2) parallel ruwnays, they are identified by the number corresponding to the compass direction and one or other of the letter «R» (right) or «L» (left) painted beneath the number. runway heading indications 06 d) The centre line of the runway is marked by a broken white line comprising series of smaller lines 100 feet in length and spaced 100 feet apart. runway centre line AIRPORT PATROL Ad min istra tion and Permits Office LAST REVISION : PAGE 43

95 R E S T R I C T E D A R E A T R A F F I C D I R E C T I V E DCZR e) Threshold markings indicate the beginning of the usable portion of a runway for the landing of aircraft and comprise a series of white lines parallel to the edge of the runway. Their number and number of groups vary in accordance with the width of the runway. Threshold markings f) The runway threshold may, for whatever reason, be displaced from the end of the runway. In instances of the like, white lines are painted close together to form arrows pointing to a solid bar painted across the runway to indicate the beginning of the portion of the runway usable by aircraft. Displaced threshold g) Pushback and/or hold points on the Trudeau apron are identified by means of square yellow markings inside a black square with a yellow border, painted on the ground. All vehicle operators are required to know what the different lights mean to avoid proceeding into a restricted area, and to know how to use these lights to guide vehicle movement within the airport manoeuvring areas. TYPES OF LIGHTS H.02 Different coloured edge lights are used as follows: a) blue lights are used to mark the edges of aprons and taxiways; b) amber lights are used at the intersection of aprons and taxiways; c) red lights mean entry is forbidden without prior authorization; d) white lights are used to mark the edges of runways; e) double-sided lights, one red and the other green, are used to mark the ends of runways. The red side faces onto the runway while the green faces in the direction of the approach thereto; f) white lights and white-red lights set into the runway pavement along the guide line indicate the touchdown zone and runway centre line; g) runway guard lights : flashing amber lights used to protect access to all runways. h) see below: surface traffic guidance system SURFACE TRAFFIC GUIDANCE SYSTEM H.03 A surface traffic guidance system is used at Montréal Trudeau, mainly in low visibility conditions. The principal components of this system are as follows: a) Stop bars: red lights set into Runway 06L / 24R and protecting access to it. No person shall proceed beyond the stop bars without prior authorization from the control unit; b) Intersection lights: amber lights set into the taxiway indicate that one is approaching another taxiway and serve as a hold point; c) Centre line lights: green lights set into the runway and designed to guide aircraft.
