6 By/par Robert Burak PRESIDENT S MESSAGE LE MOT DU PRÉSIDENT WHY SPECIFY THE CPCI CERTIFICATION PROGRAM - RECOGNIZING THE BODY OF KNOWLEDGE The Canadian Precast/Prestressed Concrete Institute (CPCI) Precast Concrete Certification Program was born out of necessity in early This was in response to a relaxing of audit requirements, scope and frequency of plant visits at that time by the program certifier. Recently, the other precast concrete certification program operator announced the introduction of more stringent enhancements to their program. But upon review by CPCI these changes fall short of equivalence to CPCI s more stringent requirements. CPCI understands that the precast concrete industry needs a strong audit-based certification program. It needs a program that not only reviews the entire precast manufacturing operation with a pass or fail mechanism (something CPCI has been doing since the start of our program), but one that audits to all the relevant North American standards and manuals of quality control. CPCI has been auditing to the more stringent requirements of U.S. and Canadian standards for over seven years, and we are the only program that will continue to do so. The other program operator will only consider some prestressed bridge and commercial products as advanced to warrant two-day audits. CPCI considers all product categories and precast facilities unique to warrant two-day audits for all. After all, CPCI is in the business of advancing the industry. CPCI leads the way CPCI is the body of knowledge (BOK) for precast concrete in Canada. As the BOK, we have been leading the development of technical standards and innovation for over 50 years. CPCI is a non-profit corporation founded in 1961 for the purpose of advancing the design, manufacture and use of structural, architectural and specialty precast/prestressed concrete throughout Canada. At CPCI, we leverage our partnerships to expand our BOK. CPCI, the National Precast Concrete Association (NPCA) and the Precast/Prestressed Concrete Institute (PCI) have developed an important and critical strategic partnership. Récemment, l'autre organisme certificateur. a annoncé l arrivée de mesures plus strictes au sein de leur programme. Néanmoins, après avoir examiné ces nouvelles exigences, nous estimons qu elles sont toujours loin d équivaloir aux normes du CPCI. Le CPCI est d avis que l industrie du béton préfabriqué a besoin d un solide programme de certification fondé sur de réels audits. Un tel programme ne doit pas uniquement se résumer à une mention «Réussite» ou «Échec» pour l ensemble des opérations d une usine mais doit aussi tenir compte de toutes les normes pertinentes en Amérique du Nord et des différents manuels de contrôle de la qualité (ce que le CPCI fait depuis le début de son programme). L Institut évalue le respect des exigences canadiennes et américaines les plus strictes depuis plus de sept ans, et seul son programme continuera à en faire autant. L autre organisme ne justifiera des audits de deux jours que pour une sélection de produits «avancés» comme certains ponts précontraints et certains produits commerciaux. L Institut vise quant à elle toutes les catégories de produits et d usines et estime que des audits de deux jours sont toujours de mise. Après tout, l Institut vise le développement de l industrie. Le CPCI à l avant-garde L Institut est garant du plus prodigieux bagage de connaissance en ce qui a trait au béton préfabriqué au Canada. En tant que leader de l'indutrie, le CPCI a initialisé et dirigé le développement des normes et de l innovation technique depuis plus de 50 ans. The partnership involves sharing technical information and related research to advance both the certification and sustainable production of precast concrete across the continent. It is worth noting that participants in the CPCI certified plant program do not pay their certification fees to CPCI. Fees are paid to the auditing firm, and CPCI only recoups a small administration fee of $200 annually per plant. CPCI s aim is not to make a profit; rather, it is our sole aim to ensure a system of continual improvement that gives the owner, architect and engineer of record the best assurance of quality precast products in the marketplace. Advantages of KDA auditors Kassian Dyck & Associates (KDA) is an accredited certification organization for certifying CPCI precast concrete plants across Canada. They are independent professional engineers that are experienced with precast concrete design and have a minimum of four years experience. The KDA auditors possess diverse precast knowledge by auditing plants in all areas of the country while other auditors only audit regionally. KDA auditors have both PCI Level I and PCI Level II Certified Technician accreditation, and ACI Concrete Field Testing Technician Grade I qualifications. KDA auditors are experienced structural and professional engineers. Engineers in training (EIT) are not permitted to audit a plant. KDA audits start as early as 4:00 a.m., or even earlier, to ensure early morning plant activities are observed. KDA auditors stay late and come back in the evenings if there are evening shifts at the plant. And, there are no limits on audit period duration. Don t choose imitations. The striking look of the modern building, with its unique cladding, is thanks to the innovative design work from the joint-venture team of Hughes Condon Marler Architects and KPMB Architects out of Toronto. The building is an impressive new addition to the University of British Columbia campus. UBC PROPERTIES TRUST a récemment ouvert une nouvelle résidence étudiante appelée Ponderosa Commons. The cladding itself was designed by SureClad Concrete, a subsidiary of Surespan Structures Ltd., and it is particularly notable because it deployed insulated precast panels. Precast, of course, has been used as a cladding in the past in British Columbia, but not so much as a fully insulated system. So this was the first time that precast got a chance to compete as the window wall replacement, explains Surespan vice president Jason Kearns. The most significant feature of the panels is that they are so thin. Both the exterior and interior thin wythes were designed with two-and-a-half inches of concrete sandwiching a layer of insulation three inches thick. This adds up to a total thickness of just eight inches. In fabrication, achieving cover of the reinforcing material inside with such a thin cover meant we had a lot less real estate to locate the embeds, the mesh and all of the other materials that we had to squeeze within that two and a half inches while still maintaining cover, says Kearns. The solution was to employ stainless steel mesh on the outside and galvanized mesh on the inside. Careful planning Getting the panels to the site also required careful planning. The exterior wythe is an architectural face with a liner finish, explains Kearns, so storing and shipping these pieces required care for both the texture and colour. They were stacked on pallets instead of dunnage, using foam spacers and limitations on stacks to prevent breakage of the face or compression of the foam. Panels were shipped flat to avoid vibration and mitigate concerns about breakage. (They) were rotated into place using a bracing system and a forklift for the same reason. Richard Aarestad, senior project manager for the project s construction manager Ledcor, says a lot of pre-planning was needed to ensure the system would work as planned. 14 UBC PONDEROSA LEDCOR: Focus on diversification and expansion Ledcor Construction was founded in 1947 when it was contracted for its first job to prepare the access road and well site for Imperial Oil s landmark discovery of oil in Leduc, Alberta. It grew its civil contracts portfolio from there, building highways, blasting rock and excavating earth, and, eventually, laying pipelines in the 1970s. In the 1980s Ledcor expanded across Canada and into the United States, opening offices from Toronto to Seattle. It also diversified into seven divisions: building, civil, industrial, mining, pipeline, telecommunications and highways. Then, with the increased focus on sustainability in the new millennium came more diversification into wastewater treatment, green building and sustainable forestry services. Ledcor has continued the trend, more recently getting into transportation with the acquisition of Summit Air Charters and Arctic Sunwest Charters. Both are regional airlines that have been providing specialized remote service for over 20 years throughout the Yukon, Northwest Territories and Nunavut. That, in turn, led to a joint venture to build, own and operate the Vancouver Harbour Flight Centre seaplane terminal. With operations on the ground and in the air, Ledcor also took to sea and created a marine services division, which provides tug and barge services to Southwest British Columbia. Ledcor now owns and operates one of the largest marine operations of its kind, serving B.C. with six tugs and 13 barges. In 2011, Ledcor acquired Renew Resources, a B.C.-based company that specializes in processing marginal wood fibre. Renew Resources produces woodchips and hog fuel that are transported to customers by Ledcor-owned trucks and barges, making Ledcor the only company to offer fully integrated forestry services. On the construction side, Ledcor s services include project/ construction management, pre-construction services, design-build, GMAX, and lump sum contracting. As an extension of those services, Ledcor also provides constructability reviews, project planning, budgeting, scheduling, full tendering, material procurement, and complete construction and post-construction services. Ledcor takes pride in its commitment to develop strong working relationships, with 80 per cent of its business made up of repeat clients. From the very beginning, the company has operated with a philosophy of giving back to the communities in which it operates, focusing in particular on supporting pediatric medical facilities and critical illness initiatives across North America. Ledcor supports the communities and industries where it does business through investment in professional development, sustainability, research, as well as training and sponsorship, contributing over $14.5 million since 2007 alone. Today, Ledcor employs over 7,000 people in 20 offices across North America. Elle s est également diversifiée en sept divisions : bâtiment, génie civil, industriel, minier, pipeline, télécommunications et autoroutes. Avec le nouveau millénaire, elle s est aussi diversifiée dans le traitement des eaux usées, la construction écologique et les services de foresterie durable. Ledcor a poursuivi sa diversification dans le domaine du transport, plus récemment, avec l acquisition de Summit Air Charters et d Arctic Sunwest Charters. Les deux sont des compagnies aériennes régionales desservant le Yukon, les Territoires du Nord- Ouest et le Nunavut. C est ce qui l a menée enfin à construire et exploiter le Vancouver Harbour Flight Centre. Avec des opérations sur le terrain et dans les airs, Ledcor a également pris la mer en créant une division des services maritimes, qui fournit des services de remorqueurs et de barges au sud-ouest de la Colombie-Britannique. Ledcor détient et exploite une des plus grandes opérations maritimes de son genre, desservant la Colombie-Britannique avec six remorqueurs et treize barges. The erection stage posed yet another challenge, in that within the two-and-a-half-inch internal way, there was only 50mm of bearing to land on, making tolerances critical. The way we did it, details Kearns, was by attaching metal brackets to the form of the embed holder where we connected to the building so that they would have a very tight tolerance. When we went to hang the panels, we had to survey a location for the hardware, which had some adjustability within it. La solution a consisté à utiliser des treillis d acier inoxydable pour la couche de béton extérieure et galvanisés pour la couche intérieure. 16 UBC PONDEROSA The most significant feature of the panels is that they are so thin tolerance was for seismic reasons and some was for install tolerances, so we had to always make sure that we weren t using the seismic tolerance. Just because the panel fit didn t mean that it was in a good location. In the end, it was somewhat of a learning experience for all involved. We found in the first phase, notes Karen Marler, principal, Hughes Condon Marler Architects, that we probably weren t as rigorous in maintaining as few panels as we could Une planification minutieuse II a fallu planifier minutieusement pour livrer les panneaux sur le chantier. «La paroi extérieure est un parement architectural avec une finition fait à l'aide de matrices de coffrage, explique M. Kearns. Il a fallu prendre des précautions spéciales pour préserver la texture et la couleur. Ils ont été empilés sur des palettes, avec des cales en mousse, en nombre limité pour éviter la rupture du parement ou la compression de l'isolant. Les panneaux ont été expédiés à plat pour éviter les vibrations. Ils ont été tournés en place en utilisant un système de contreventement et un chariot élévateur.» Richard Aarestad, chef de projet pour le gestionnaire de la construction du projet Ledcor, dit qu il a fallu planifier avec soin pour assurer que le système fonctionne. On a notamment réalisé des modèles 3D, puis des maquettes miniatures et enfin des maquettes sur le chantier. «Ces étapes nous ont permis de prévenir les problèmes au montage, et tout s est mis en place», dit M. Aarestad. La phase de montage a représenté un autre défi, puisque dans l espacement interne de deux pouces et demi, il y avait seulement 50 mm d appui, ce qui rendait les tolérances critiques. «Nous avons fixé des supports métalliques au coffrage des plaques encastrées afin qu ils aient une tolérance très serrée, précise M. So there was a significant learning curve for the design team. Impressively, the first building overcame a two-month delay by using precast, while those found efficiencies helped the second open an incredible eight months ahead of schedule. 19 ST. MARY S HALL NAMED AFTER ST. MARY S CHURCH in Boston, to which the Jesuits were called in 1847, St. Mary s Hall is located across Linden Lane from Bapst Library on Boston College s Chestnut Hill campus. Shortly after New Year s 1917, the Jesuits took formal possession of the Hall, the second building constructed on the campus. With its graceful arches of Gothic windows encircling the lower floors, the building was designed to conform to the impressive architectural plans for the university. But by the time this century rolled around, it became clear that the Hall was in need of some upgrading. In 2012, the Boston College Board of Trustees gave approval for the renovation of St. Mary s Hall, and it is scheduled to reopen early next year. The renovations, Boston College administrators said, were needed to restore the historically significant building, still the second oldest on the Chestnut Hill JUSTE DE L AUTRE CÔTÉ DE LINDEN LANE, tout près de la bibliothèque Bapst, elle-même située sur le campus de Chestnut Hill du Boston College, se trouve le St. Mary s Hall.
