9 Lise ROCHAIX French candidacy addressed to the EuHEA General Secretariat, June 2016 The European Health Economics Association (EuHEA) has grown fast and already has 14 members as of June 1 st, 2016, with the addition of the Irish Association of Health Economists. It pursues a double objective: 1) to promote the academic excellence and influence of health economics; 2) to encourage cooperation between national associations of health economics in Europe. Ensuring the sustainable development of EuHEA along these two founding principles and further extending membership to other European countries requires a strong commitment which I am today very willing to take, if I were to be elected. 1. Regarding the first objective, health economics may have suffered from a lack of visibility and recognition among the general economics departments, but this situation has changed, thanks to the support of national health economics institutions and now EuHEA. France, for instance, has seen a rise in the recruitment of health economists in economics departments, and the setting up of quantitative Master programs in health economics. I took part in this effort by setting up a number of quantitative masters programs (Ecole Nationale de la Statistiques, ENSAI, Rennes, 1995; Master of Public Economics, Marseilles, 2002; and more recently the Quantitative Methods in Economics track of the Master of Econometrics and Statistics program at Paris 1 Panthéon-Sorbonne, 2016), by being a member of general economics steering committees (the French Economists Association, AFSE), by organizing conferences in general economics with special sessions in health economics, and editing special issues published in peerreviewed French economic journals. I also initiated a network of health economics doctoral students in 2001, which paired doctoral students with PhD supervisors, and reached out to Switzerland (IEMS, Lausanne) and Belgium (CORE, Louvain). It has strengthened the quantitative skills of PhD students, enhanced coordination between supervisors and more generally contributed to the wider recognition of health economics. Supported by other French health economists who shared the same desire to develop quantitative health economics and now adopted by the EuHEA in an extensive format, this initiative was a true success in Frenchspeaking countries. By supporting the adoption of some of these strategies by national member associations, EuHEA will help them enhance the academic recognition of health economists. Proposal 1: Further strengthen academic recognition for health economics Support events organized jointly by health and general economics associations at national level and extend it, when possible, to other EuHEA members; Encourage mixed sessions with other areas of application of public economics/policy (education, housing, environment ); Propose special issues in international economics journals; Offer a prize for PhD theses with strong theoretical/econometric contributions; Make the EuHEA website a portal for quantitative training programs.

10 2. The corner stone for meeting the second objective is the biannual conference, now in its second occurrence. It s founding principles are to provide time for discussions, with a smaller set of accepted contributions and to be financially accessible, with carefully controlled expenses. I fully agree with these principles, but I realize how difficult it is to maintain this course. Extra funding must be secured from other actions and deliverables to ensure a sustainable development of the biannual conference and more generally of EuHEA. A number of proposals can be made: Proposal 2.1: Strengthen the EuHEA funding model Develop organizational affiliations with European public institutions; Seek additional funding through the coordination of joint responses from member countries to European calls for projects; Seek funding for an EuHEA MOOC in health economics that would involve national associations. The annual student/phd meeting constitutes the second main activity undertaken by EuHEA to encourage coordination. Its success among PhD and postdoctoral students justifies further developments. Proposal 2.2: Develop the connections between EU students Develop a special section of the EuHEA website for this event and include a research discussion forum to further develop the community of health economics students and more generally researchers; Offer a job-market session during the event and follow it up on the webpage; Set up mixing-sessions focusing on a specific topic; Foster interactions with students from other disciplines such as epidemiology or other social sciences working on the same topics; Extend the pre-conference workshops and record some of the material to have it on the event s webpage; Make the conference more accessible by making dinner optional and by offering grants to increase participation. 3. New challenges are emerging today that need to be addressed: Two important and related challenges are: - The recent EU accession of a number of countries where health economics still needs to be developed; - Making the added value of health economics to decision making more explicit. In some of the countries that have recently joined the EU, the main concern is to ensure access to a basket of services in a context of closed budgets. Expectations lay mostly with Health Technology Assessments, under a cost-containment approach and standard health economics is second. EuHEA can contribute to the development of health economics in these countries: Proposal 3.1: Promoting health economics in new EU Member States Share methods and techniques that have been successful, and develop a research repository through EU funding; Promote the development of multidisciplinary research group to respond to EU calls; Promote health economists mobility between EuHEA Member countries through information on existing postdoctoral or research grants.

11 When it comes to performance evaluation or the regulation and reforms of healthcare systems, other researchers in management science, public health, or health policy (Health Services Research or HSR) hold key roles and the added value of the economic approach is often poorly measured. The European Union provides funding more readily to researchers in other disciplines, partly due to a reductive sense of what health economics is: on the ground, economics is often synonymous with cost control and a major educational effort must be implemented to bring more recognition to the added value of the economic approach. Proposal 3.2: Make the added value of health economics more visible Produce educational materials and communicate to policy-makers at the European level; Organize sessions within existing events mixing policy-makers and health economists; Develop a newsletter for the general public to make research results more readily accessible; Help identify central issues on which the economic approach is barely mobilized, compared to other disciplines such as epidemiology and public health (i.e. global health);
