E.g. Instead of Avoid open defecation as it can lead to the spreading of diseases, the message is If you have a latrine in your home, you won t need to wait until after dark to defecate in open spaces and you will not be harassed by men anymore Annual Report 2013 Page 6

7 CONTEXT DESCRIPTION & HUMANITARIAN SITUATION IN 2013 Text (1 page max) in French or in English Bangladesh has experienced one of the most violent year in 2013 in terms of political instability. In the race of obtaining power, major political parties were aggressive to each other considering parliamentary election that is due in early Nearly 504 people died and over were injured in political violence in Religious parties were very active during political programs and were able to create many atrocities countrywide. The verdicts of war crime trial marked extensive violence and caused significant death throughout the year. The opposition party BNP and its alliance had enforced 85 days of nationwide strikes (hartal) and blockades which caused major damage to the emerging Bangladeshi economy as a developing country. Bangladesh is one of the most densely populated country in the world with 1019 inhabitants per square kilometre. The GNI per capita income of Bangladesh is $840 and is expected to rise more in coming years although political instability could make it difficult. 76.5% of total population live with less than $2 per day and the Human Development Index (HDI) ranks Bangladesh 146 out of 187 countries listed. The humanitarian situation is still extremely worrying as this rank discloses Bangladesh in low human development category. In the field of water and sanitation, 18% of the population live without improved access to water and 44% without access to improved sanitation facilities. Rates of malnutrition in Bangladesh are among the highest in the world. In the field of food security, 36% of underfives suffering from underweight moderate & severe and 12% of under-fives suffering from severe underweight. The Global Hunger Index (GHI) for 2012 was 24.0 (27.8 in 2001 and 37.9 in 1990), rates above 20 are considered as alarming situation. In addition the rapid population growth and resulting high and growing food requirements pose a difficult challenge given the limited availability of cultivable land in Bangladesh. Rapid frequency of disasters further complicates the stability of food production. On the other hand Government of Bangladesh (GoB) is still not comfortable with the Rohingya refugee issue. Prime Minister of Bangladesh visited Myanmar on December 2011 where she requested the President of Myanmar to proceed for an amicable solution to bring back its refugees from Bangladesh. No sign of repatriation process was observed since then and the humanitarian condition of the refugees remained unchanged and uncertain. The authorities are still reluctant to allow NGOs/INGOs providing any kind of humanitarian support to this population. In addition GoB has decided to implement a national strategy on Rohingya refugee issue. On 16th May 2013, Tropical Storm Mahasen made landfall in southern Bangladesh, killing 7 people and negatively impacting nearly 500,000 others in Patuakhali, Barguna and Bhola Districts in the country s southern belt. In the months that followed, an emergency response was implemented to ensure address the most immediate needs of the affected communities, whilst strategies were developed for a longer-term intervention in the region. According to results of two Joint Needs Assessments (JNA 1 and JNA 3), livelihoods and food security were most adversely affected by the storm, with opportunities for employment in agriculture reduced, 50% of homestead gardens lost, and 20% of households resorting to negative coping strategies. 8 SYNTHETIC DESCRIPTION OF OUR ACTION/POSITIONNING IN 2013 Text (1 page max) in French or in English SOLIDARITÉS INTERNATIONAL opened its mission in Bangladesh at the end of 2007, just after SIDR cyclone hit the country. During six years, SI has implemented programmes in emergency response followed by early recovery and reconstruction. SI s intervention and strategy in the country is to target the primary needs of crisis affected people in terms of food, water, hygiene, sanitation and shelter whilst working in parallel on mid to long term resilience strategies. The mission works on both disaster preparedness and emergency response. In 2013, SI has implemented projects in three different areas of intervention: food security and livelihoods recovery to Tropical Storm Mahasen affected people in Barguna, enhancing disaster management capacity in Satkhira through DIPECHO VII project and responding to water and sanitation needs in Cox s Bazar and Satkhira districts. The strategic axes of Solidarites International in Bangladesh are to: Respond to Bangladesh s recurrent humanitarian crises in geographical areas where SI is well established, and integrating a long-term resilience focus as a cross-cutting consideration to all our interventions Enhance community resilience through stand-alone programs in order to limit the impacts of recurrent crises and climate change in sectors relevant to SI s capacities such as livelihoods and WaSH Tackle silent crises such as arsenic contamination and urban slum challenges when SI has a demonstrated capacity to have a significant impact to improve the conditions of the most vulnerable communities At Solidarités International, we consider that all activities and actions must be mainstreamed with cross-cutting themes. In Bangladesh, all the projects that SI is implementing have a specific approach in terms of, although not limited to: gender, DRR (including climate change adaptation) and humanitarian accountability. SOLIDARITÉS INTERNATIONAL intervient en réponse aux catastrophes naturelles (cyclones, tempêtes, inondations, glissements de terrain) dans le Sud-Ouest (district de Sathkira), le Sud (district de Barguna) et le Nord du pays (district de Jamalpur dans la zone des Chars). SOLIDARITÉS INTERNATIONAL soutient les populations déplacées ou affectées immédiatement après la crise pour subvenir à leurs besoins immédiats (distribution de kits, argent contre travail, accès d urgence à l eau potable ) puis accompagne ces populations afin de leur permettre de revenir à un mode de vie normal (relance des moyens d existence, reconstruction des abris...). D autre part, dans un pays tel que le Bangladesh qui fait face presque tous les ans à de nouvelles catastrophes, une approche purement centrée sur un soutien post-crise est insuffisante. C est pourquoi depuis deux ans, SOLIDARITÉS Annual Report 2013 Page 8

9 INTERNATIONAL intervient aussi auprès des communautés les plus vulnérables afin de les aider à mieux faire face aux éventuelles catastrophes à venir. Il s agit par exemple de préparer ces communautés à évacuer biens et personnes le plus tôt possible, de protéger les villages et champs à l aide d infrastructures (digues, routes surélevées), et d accompagner les communautés dans la mise en place de cultures et de moyens d existence moins vulnérables aux catastrophes naturelles. Cette approche «DRR» (Réduction des risques des désastres) est développée de manière transversale dans tous nos programmes ainsi que dans le cadre d un programme exclusivement axé sur la préparation des communautés dans le Sud Ouest du pays. Activités : construction et réhabilitation d abris, de forages, de latrines fa miliales et d urgence, distribution de filtres à sable bio, de kits d hygiène, de kits d urgence et d hiver; «Cash for Work» (argent contre travaux de réhabilitation de routes et de digues), sessions de formation contre salaire, relance des activités agricoles et autres moyens d existence, préparation des communautés aux catastrophes naturelles en lien avec les autorités locales. SOLIDARITÉS INTERNATIONAL intervient aussi dans le Sud Est du Bangladesh où la présence d une importante population refugiée en provenance du Myanmar participe à la création de tensions communautaires dans une zone comparativement très pauvre par rapport au reste du pays. L accès à l eau y est aussi très limité en raison des caractéristiques géophysiques de la région. Elle est en outre affectée par des taux de malnutrition bien supérieurs au seuil d urgence tel que défini par les standards internationaux. Cette incidence de malnutrition est en grande partie due à l insuffisance d accès à de l eau potable ainsi qu aux pratiques inappropriées de défécations et d hygiène des communautés, l ensemble favorisant la propagation de maladies hydriques. Ces maladies ont en retour un impact majeur sur les enfants de moins de cinq ans car ils sont moins en capacité d absorber les nutriments nécessaires à leur croissance et souffrent ainsi de malnutrition. Afin de lutter contre cette situation extrêmement préoccupante, SOLIDARITÉS INTERNATIONAL met en œuvre un programme d accès à l eau, à l assainissement (latrines) et à l hygiène dans environ 50 villages de cette région. Activités : approvisionnement en eau potable, latrines, promotion de l hygiène et de l assainissement, réhabilitation et construction de latrines familiales, de puits et forages, de filtres à sable, de ressorts de captation et de systèmes de récupération des eaux de pluie, distribution de systèmes de purification. 12 BEST ACHIEVEMENT 2013 Text (1/2 page max) DRR SI open its first Dipecho s program providing the mission with a valuable knowledge about how to integrate direct livelihood assistance in a multi stakeholders approach to strengthen the governmental disaster risk management plan. Cross cutting issues SI mainstreamed the following crosscutting topics: DRR, Gender, SPA, accountability, Market analysis and preparedness plan. the mission put a specific focus on gender and climate change. We developped a capacity building plan including internal training plan and internal guidelines to mainstream all of our actions and communication with these transversal topics. Using our cross cutting approaches and operational packages as a strength During the previous month, a Capacity Building Plan has been developed to address some of the weaknesses identified during the internal assessment. The objectives of the capacity building plan are: To build a culture of quality outputs and do no harm oriented approach rather than simple activity focused To ensure staff have the necessary skills and ability to implement high quality programmes in WASH, food security, livelihoods, shelter and effectively integrate cross cutting issues To ensure minimum standards are met and applied in all programmes To communicate our expertise and promote best practice This capacity building plan and the tools and methods developed are an added strength for SI, and position the mission as a leader in these issues at the humanitarian coordination level. SI wants to continue and systematize this kind of approach, and if possible, to build some cross cutting oriented programs. Coordination and communication SI confirmed its leading position as a major humanitarian actor in Bangladesh and influenced and participated to the consolidation of the coordination mechanism at national and regional levels. SI strengthened and develop its communication and capitalisation plan to ensure consistency between the different actions implemented and our advocacy / communication line on humanitarian principles and innovations. At the same time, SI reinforced its active participation in the NARRI consortium and clusters to improve the quality of post disaster assessments and interventions. SI had specific attention on external communication and publications (especially in the DRR, WaSH and livelihood resilience) that strengthen our visibility and credibility. 13 PROSPECT FOR 2014 Text (1/2 page max) Disaster preparedness and response Disasters are recurrent in Bangladesh, and we can consider that every year, there is at least one cyclone (in May- June) and one waterlogging situation (September October) It is absolutely strategically for us to keep our rank as an emergency organization, and to respond immediately and on a relevant way when disasters occur. Tide River Management to increase presence in our historical zone with two longer term programs: Resilience and DRR in order to tackle the cause of the chronic water logging situation (Tide River Management, Land tenure management, Disaster resilience) Wash, in order to increase the access of the population to safe water in this arsenic prone area. This area is at high risk in term of waterlogging, and the only way to tackle the causes of this issue is to implement a Tide River Management approach. It is estimated that, if good decisions are not taken now, more than 20 million people will be displaced in the next 15 years due to waterlogging. The basic government approach is to build embankments, and increase the sedimentation of the river, which is a major cause of repetitive waterlogging. At the same time, soil salinity due to non-organized shrimp farming is a major issue for agriculture, and arsenic water contamination another major threat for this area. SI wants to tackle the causes of these issues in a context where the main part of the population has no access to land and the government are not able to ensure a fair land repartition between the different uses. Refugees To continue our wash activities with Rohingya refugees and host population. Increase the volume of activities in reasonable proportion. The priority is to consolidate the previous phases in a sustainable way. Teknaf is also a laboratory for our Social Perception Approach, and it is planned to implement a research protocol in partnership with an academic partner (University or western research center). In addition to political and ethnic issues, there are also some major constraints for the population to access safe and sufficient water and sanitation services. (iron contamination, geological constraints, social and psychological resistances to use water surface water. ) The research protocol that SI is developing aims to adapt the existing sociological approach based on levers and blocking factors, identification with the humanitarian intervention constraints (population displacement, lack of time, huge team and prescriptive behaviors, coordination issues) Annual Report 2013 Page 13

14 GREATEST CHALLENGE FOR 2014 Text (1/2 page max) Le principal défi pour SOLIDARITES INTERNATIONAL en 2014 tient dans notre capacité à relever l enjeu de la nouvelle stratégie définie par le gouvernement du Bangladesh envers la problématique que constitue la présence des Rohingya dans le district de Cox s Bazaar. Il s agira pour nous d à la fois maintenir notre accès aux populations que nous soutenons déjà, mais aussi de réfléchir à une extension de notre rôle vers davantage de protection. Les facteurs externes seront néanmoins prépondérants dans la réalisation ou non de nos ambitions. Outre l objectif intrinsèque à SOLIDARITES INTERNATIONAL d assurer une capacité de réponse aux urgences, l autre enjeu sera de développer des programmes supplémentaires cohérents avec notre mandat et qui doivent aussi permettre de protéger et de consolider notre présence dans ce pays et auprès des populations qui ont tant besoin d une assistance humanitaire efficace et réfléchie. La mission Bangladesh est une mission qui demeurera porteuse d innovations programmatiques qui peuvent s avérer utiles pour SOLIDARITES INTERNATIONAL dans son ensemble. Annual Report 2013 Page 14

15 BONUS TRACK Interviews (staff, beneficiaries ), stories, reports, articles, documents, observations, propositions MONEY TRANSFERT Bangladesh: mobile phone, a new tool for humanitarians? Published on Thursday, 03 April :09 In Bangladesh, SOLIDARITÉS INTERNATIONAL has recently completed two complementary programmes in response to Tropical Storm Mahasen, which struck the south of the country in May 2013, causing widespread flooding and extensive damage to agriculture. The two programmes had a shared objective: to reduce food insecurity in the areas affected by Tropical Storm Mahasen, and to help restore the livelihoods of vulnerable residents, whose capacity to do so on their own is limited. The two programmes also took a nearly-identical approach. Activities included training in nutrition, breastfeeding, good hygiene practices, Disaster Risk Reduction (DRR), and kitchen gardening. In parallel to these sessions, SOLIDARITÉS INTERNATIONAL ran Cash For Work (CFW) activities, which were combined with Disaster Risk Reduction where possible. In order to improve the cash delivery process, SOLIDARITÉS INTERNATIONAL implemented a new and innovative technique: mobile money transfer, whereby cash grants, rather than being distributed directly, are stored in an electronic wallet which recipients can access via mobile phone. The use of mobile technology is on the rise in many humanitarian emergencies. In the past few years, mobile money transfer has been successfully used in Kenya and Haiti. In Bangladesh, mobile financial services have been in place since 2006, but it s only in the last three years that legislation has been introduced, explains Anne Johnstone, SOLIDARITÉS INTERNATIONAL s head of base in Barguna. Mobile money transfer is therefore a fairly new technique. There are a number of benefits to the system, says Anne. Although it s time-consuming to set up, it s not complicated to use. A rapidly increasing proportion of the population of Bangladesh own mobile phones, and most of those who don t can easily borrow one from a relative or friend. This means that mobile money transfer is wellsuited to the context. So how does it work? In collaboration with a mobile network operator, Banglalink, SOLIDARITÉS INTERNATIONAL distributes SIM cards to beneficiary communities. Once the SIM cards are activated, beneficiary accounts are opened with the mobile banking partner, Dutch Bangla Bank Limited (DBBL). Once SOLIDARITÉS INTERNATIONAL validates a payment, the cash installments are transferred to each client wallet by the bank. Recipients are able to withdraw them at any DBBL agent using the code that has been texted to them. This gives them greater flexibility, because they can collect the money when and where it suits them. The unconditional cash grants can be used to purchase livestock, seeds, tools and other agricultural inputs. Mobile money transfer: a good example of how SOLIDARITÉS INTERNATIONAL is taking aid further in Bangladesh. Annual Report 2013 Page 15
