5 Editorial >Editorial Avec un chiffre d affaires de. millions de dirhams et un résultat net de millions de dirhams, Barid Al-Maghrib a signé en l un des meilleurs exercices de son histoire. L un des exploits les plus symboliques est certainement l activité de courrier qui a défié la mutation dictée par l évolution des nouvelles technologies de l information. Loin de connaître une régression sous les effets de substitution, cette activité de base a affiché un chiffre d affaires de millions de dirhams et une progression de %. Parallèlement, l activité messagerie n est pas en reste, puisque l offre Amana, lancée depuis deux ans seulement, a connu une progression de %. Avec un chiffre d affaires de millions de dirhams et un trafic express en progression de %, cette activité tient ses promesses en défiant la concurrence privée et en donnant à Barid Al-Maghrib toutes ses lettres de noblesses pour en faire la référence sur un marché en croissance exponentielle. Résultant des efforts et des réformes menés dans le cadre de Barid Al-Ghad, elles positionnent aujourd hui notre entreprise à la pointe de l innovation, du progrès et de la modernité. Au niveau international, Barid Al-Maghrib est aujourd hui cité en exemple de réussite que ça soit par la banque mondiale ou l union postale universelle. 7 Au-delà des réalisations, fut une année de transition vers plus de changement et de performance. Dans la continuité du projet Barid Al-Ghad, cette année a vu l élaboration de notre plan stratégique, vision, véritable défi collectif conjuguant innovation, volontariat, sens de la mission et des valeurs. C est aussi un challenge visant la satisfaction de tous : clients, postiers et différents partenaires publics et privés. Dès, l entreprise va s engager dans ce nouveau défi : celui de la performance et de l excellence afin qu en, Barid Al-Maghrib réalise sa vision : être une entreprise compétitive, innovante, flexible et communicante, ouverte sur son environnement national et international et orientée vers la satisfaction du client. Cette vision a un sens et un objectif. Le sens est dicté par nos valeurs qui nous imposent de concilier service public et rentabilité. Quant à notre objectif, nous l avons voulu concret et mesurable dans le temps. Il consiste à atteindre un chiffre d affaires de milliards de dirhams à l horizon tout en maintenant notre politique d amélioration de la productivité et de modernisation des processus qui sera concrétisée par le maintien d une baisse de point par an du ratio charges d exploitation sur chiffre d affaires. 9 > Système de gouvernance et de management Governance and Management system Depuis deux ans, Barid Al-Maghrib a entrepris une refonte de son mode de management pour gagner en réactivité, en cohérence et en transparence vis-à-vis de l autorité de tutelle, l Etat. Son conseil d administration s appuie aujourd hui sur un système de management, basé sur les résultats et la définition d objectifs concrets. L ensemble est relayé par des comités de décisions internes afin de traduire toutes les décisions dans le management opérationnel. 12 LE MANAGEMENT DE BARID AL-MAGHRIB Pour accompagner la dynamique de changement, Barid Al-Maghrib a mis en place un système de décisions qui se basent sur trois principes structurants. Recentrer le siège sur le pilotage stratégique, Décentraliser les décisions opérationnelles au niveau régional, dans le cadre d un contrat de gestion annuel, Favoriser les coopérations transversales et verticales entre directions, via des instances de coordination et un management par projet. et un cycle de management qui se déroule selon deux processus : LE PROCESSUS DE PLANIFICATION STRATÉGIQUE Base de la réflexion stratégique de Barid Al-Maghrib, ce processus se déroule selon deux phases : La phase de réflexion stratégique qui a été l occasion pour Barid Al-Maghrib d élaborer sa vision stratégique «-» et qui assure annuellement l exercice de réflexion stratégique pour être en permanence à l écoute de son environnement et d opérer en temps opportun les ajustements nécessaires ; La phase de décision stratégique qui a permis en à Barid Al-Maghrib de traduire les orientations stratégiques en plans pluriannuels et de tracer sa trajectoire financière pour la période -. Cette phase sera reconduite annuellement pour recadrer les décisions stratégiques en fonction des changements observés et le niveau de réalisation des objectifs fixés. LE PROCESSUS DE PLANIFICATION OPÉRATIONNELLE Dans le cadre de ce processus, le plan stratégique est décliné annuellement en actions concrètes avec un planning de réalisation. Il permet aux fonctions d exprimer leurs besoins en moyens afin de mettre en œuvre le plan stratégique et de préparer l élaboration du budget tout en assurant la cohérence avec la stratégie de Barid Al-Maghrib. Il constitue pour les régions l occasion d élaborer et de négocier leur contrat de gestion (Contrat d objectifs), considéré comme un instrument de pilotage et de délégation des responsabilités. THE MANAGEMENT OF BARID AL-MAGHRIB In order to be fully tuned to the dynamics of change, Barid Al-Maghrib has set up a decisionmaking system based on three structuring principles : Re-focusing the Head-Office on strategic guidance ; De-centralizing operational decision-making at the regional level, in the framework of annual management contracts ; Fostering transversal and vertical cooperation among various management divisions, by means of coordination entities, project-based management. and a management cycle that is held according to two processes : STRATEGIC PLANNING PROCESS This process, which underlies the strategic reflection of Barid Al-Maghrib, consists of two stages : The Strategic Reflection Stage : this was an opportunity for Barid Al-Maghrib to define its - Strategic Vision. It is now also an opportunity for the company to exercise strategic reflection on a yearly basis so that it remains attentive to its environment and implement the necessary adjustments in due time. The Strategic Decision-making Stage : this allowed Barid Al-Maghrib, in, to translate strategic orientations into yearly plans and to draw the financial trend for the period -. This stage is renewed annually in order to re-center strategic decisions according to the observed changes and the level of achievement of the previously set goals. OPERATIONAL PLANNING PROCESS In the framework of this process, the strategic plan is annually divided into concrete actions, along with an achievement schedule. It allows the various divisions to express their requirements in order to implement the strategic plan and to prepare the drafting of the budget, while ensuring that there is coherence with Barid Al-Maghrib s strategy. As far as regions are concerned, this also constitutes an opportunity for them to negotiate their management contract (goal-based Contract), which is considered as a steering instrument and empowerment tool. 13 LE MANAGEMENT PAR FILIÈRE, UN CONCEPT CONCRET EN Afin de favoriser les coopérations transversales et verticales et permettre aux cycles de management de bien fonctionner en s appuyant sur des relais efficaces au niveau des régions, Barid Al-Maghrib a fait du management par filière un point important de son système de gestion. Cette démarche, finalisée en, permet de créer des synergies entre les différentes entités du siège et leurs correspondants au niveau des régions. LES COMITÉS DE DÉCISIONS INTERNES Afin de suivre le déroulement de son cycle de management et veiller sur la concrétisation des décisions à caractère stratégique et opérationnel, Barid Al-Maghrib a entamé la mise en place de comités de décisions internes : le Comité Exécutif, le Comité de Direction, le Comité de Direction Elargi, le Comité des Grands Projets et le Comité du Réseau. Chaque comité est investi d une mission et poursuit des objectifs définis dans le système de management de Barid Al- Maghrib. Le Comité Exécutif Objectifs : Définir les orientations et donner les impulsions stratégiques. Réaliser les arbitrages et le cadrage des politiques de l entreprise. Préparer les Conseils d Administration et suivre la réalisation du contrat programme avec l Etat. Le Comité de direction (opérationnel) Objectifs : Décliner opérationnellement les décisions du Comité exécutif. Assurer le reporting des réalisations, écarts, réorientations et modalités de fonctionnement. Assurer la coordination transversale entre directions, supports, opérationnels et grandes régions. CHANNEL-BASED MANAGEMENT : A CONCRETE CONCEPT IN So as to foster transversal and vertical cooperation and to allow management cycles to operate in a streamlined way, based on efficient relays at the regional level, Barid Al-Maghrib has adopted a channel-based management as a key component of its management system. INTERNAL DECISION-MAKING COMMITTEES In order to follow up on the progress of its management cycle and to oversee the realization of the strategic and operational decisions, Barid Al-Maghrib has set up five internal decision-making committees : the Executive Committee, the Management Committee, the Extended Management Committee, the Major Projects Committee, and the Network s Committee. Each committee is assigned a mission whereby it endeavours to attain the objectives defined in the management system of Barid Al- Maghrib. The Executive Committee Objectives : Defining orientations and providing strategic impetus. Taking care of arbitration and framing company policies. Preparing the Board meetings and following up the implementation of the Program-contract with the Government. The Management Committee (operational) Goals : Ensuring to the operational execution of the decisions taken by the Executive Committee ; reporting on achievements, gaps, re-orientations and operating methods. 18 BARID AL-MAGHRIB, SIEGE DE NOUVEAU AU CONSEIL D EXPLOITATION ET AU CONSEIL D ADMINISTRATION DE L UNION POSTALE UNIVERSELLE À BUCAREST Barid Al-Maghrib a participé activement au e congrès de l Union Postale Universelle qui s est tenu du Septembre au Octobre à Bucarest. Lors de cette rencontre internationale, le Maroc a été élu au conseil d administration et au conseil d exploitation postale. De même, Barid Al-Maghrib a été choisi comme vice-président de la Coopérative Télématique Postale. 20 DÉMARCHES QUALITÉ ET CERTIFICATION ISO Poursuivant ses objectifs de qualité de service et de satisfaction client, Barid Al- Maghrib a engagé un processus de certification ISO des activités AMANA et mandat électronique. Un cabinet spécialisé en la matière a été désigné en pour accompagner l entreprise dans sa démarche et la première phase de diagnostic a été achevée la même année. Par ailleurs, en partenariat avec Western Union, Barid Al- Maghrib a mis en place des actions d amélioration de la qualité des services relatifs à l offre de transfert d argent Western-Union dans le cadre du projet Six-Sigma. CONVENTIONS ET PARTENARIATS Poursuivant sa politique de proximité, Barid Al-Maghrib a signé deux conventions de partenariat en. La première avec la régie des tabacs (ALTADIS) pour la distribution des timbres postaux dans le réseau des débitants. La seconde avec la poste égyptienne dans le domaine du partenariat postal. CRÉATION DU CENTRE DE COURRIER INTERNATIONAL (CCI) En, Barid Al-Maghrib a créé le CCI afin de disposer d une plate-forme à proximité des compagnies aériennes. Objectifs : assurer le transport des objets postaux et permettre aux bureaux d échanges d offrir des liaisons directes et adaptées aux besoins de nos partenaires à l étranger. MEASURES INTENDED TO IMPROVE QUALITY AND TO SECURE ISO CERTIFICATION In keeping with its objectives to provide quality service and to satisfy customers, Barid Al- Maghrib initiated the process leading to the ISO certification of its Amana activities and electronic money orders. A specialized firm was selected in to advise the enterprise in the certification process. The first stage as a diagnostic was indeed completed the same year. Furthermore, and in partnership with Western- Union, Barid Al-Maghrib has taken actions designed to improve the quality of service pertaining to the transfer of Western-Union money, within the framework of Six-Sigma project. CONVENTIONS AND PARTNERSHIP SIGNED IN In order of its proximity policy, Barid Al-Maghrib signed two partnership conventions in. The first agreement, was signed with ALTADIS (The National Tobacco Company), bears on the distribution of postal stamps via the tobacconist network. The second agreement, was signed with the Egyptian Postal Services, relative to a partnership in the area of postal services. CREATION OF THE CCI (or, THE INTERNATIONAL MAIL CENTER) In Barid Al-Maghrib set up an international mail center, with a view of having a platform that is close to airline companies. The overall aim is to ensure the transportation of postal items and to allow exchange offices to offer links that are direct and adapted to the needs of our partners abroad.
