The Eighth Session of the Section was he\d in New York, at the United Nations Headquarters, on 4, 5 and 6 May 1982, under the chairmanship of Mr. Alf ERLANDSSON, Chairman of the Section. 2. 2 The draft agenda (Annex 2) was adopted without modification and Mr. HOFMANN was appointed Rapporteur. Recruitment of new members 5. Following the agreement made at the last Section meeting in FAO (Rome, March 19811, the Executive Board is pleased to report that a more active recruitment of members has been achieved and remarkable progress has been made particularly in establishing new contacts with International Organizations outside the United Nations system. The meeting noted with satisfaction that 9 new members and 2 new associate... members have joined the Section (sec Annex 3). 6. In this context,copies of a more complete list of members..have been distributed. The Secretary proposed to verify and, if necessary,'complete this list and a11 members are requested to communicate corrigenda and other relevant information to him. Financial questions l,= 7. The meeting accepted the financial statement (30 April 1982 ; see Annex 4) presented by the Treasurer. Taking into,.aceount the expanding activities of the Section, the Treasurer invited a11 members concerned to pay their yearly subscription of 20 Swiss Francs more promptly. 8. In support and appreciation of the Section*s new activities the Executive Secretary of the International Council on Archives envisaged a ICA grant to the Section for Work programme The meeting unanimously agreed to continue the work programme proposed by the Executive Board,placing continued emphasis mainly on technical and practical problems. 10. As possible agenda points for future meetings, special accent has been placed on the following items : - Access rules Cmeasures in cases of violation of access rules ; description of categories of users ; copyright and other legal aspects with special regard to international law and the necessity of concertation ; facilities for users of archives, etc.) ; - Appraisal and destruction of records Cretention lists, sampling, etc.) ; - Computer application in archives (description of options ; records centre operations ; compatibility of different information systems ; computerized finding aids, etc.) ; - Problems in calculating space requirements for archives of International Organizations ;... /...

3 - Records management and archives services of International Qrganizations in developing countries (assistance and particular responsibilities. of the Section1 ;, - Possibilities of cooperation between archivesservices of International Organizations : a) Within the system (United Nations, European Communities, etc.), b) Between the different systems ; - Archive.Training Programmes for International Organizations ; - Project for a model Handbook for archivists of International Organizations. 11. The meeting agreed that the Section's specific work programme should coordinated closely with the wider ranging activities of UNESCO (RAMP-Programme and related archival projects) and the International Council on Archives Cmediym-term plan ). be Problems. relat.ed to the transfer and disposition.of records 12. Ms. RUSER presented her working paper (SAI0/1/82) dealing with the problems of transfer and disposition of records, mainly from the United Nations point of view. 13. The general discussion w_hich followed referred to numerous aspects of such problems in the different International Organizations present and concentrated in particular on the legal ownership of records ("White-House Syndrome", "borderline CaSeS, etc...)and the destruction of records (retention schedules, review systems, disp&al rates, etc.)_ 14. Particular importance was given to the continued development 'of appropriate contacts with the originating administration (application of existing transfer rules, administrative instructions, etc.) including the distribution of archival information, training programmes, slide and tape shows In conclusion the meeting adopted the recommendations attached as Annex 5. Dmputer application in archives. 'Relations to%ata:bank.s. 16. Ms. LONG (SAI0/2/82), Mr. ERLANOSSON (SAI0/3/82) and Mr. CIENIEWICZ (SAI0/4/82) presented their working papers. Among other points, the fact that ArchivesServices in International Organizations should make maximum profit from the progressive reduction in the cost of computers hardware,was mentioned, It MISS however noted also that substantial budgetary difficulties still Pave to be.dvercome in this area. 17. The animated round-table discussion showed the very different stages of development of computers applications in the various International Organizations. Particular attention was focused on the following problems : principle of evaluating archival computerized systems in the context of a General Information Management Concept, advantages and disadvantages of the "provenance method" in contrast with the "Content indexing method" (subject approach>, thesaurus options, computer readable language, text and data-processing operations, the need for coordination between archivists' and computer specialists.... /.I.

4 -, The meeting noted with satisfaction and interest the very informative results achieved too date by Ms. STARK and emphasised that her study, although concentrating on United Nations Agencies, will also be useful to International Organizations outside the United Nations system. The Section offers its support to the early completion of this study project. 28. Visits to.the Registry and Archives Sections of the United Nations. The participants visited the Registry and Archives Sections of the United Nations under the competent guidance of Ms. MANDRACCHIA and Mr. ERLANDSSON and discussed various aspects of modern records management, declassification of confidential and secret documents and records, intermediate repositories, types of finding aids, etc. Final remarks 29. Mr.KECSKEMEfI, Executive Secretary of the International Council on Archives addressed the meeting in the name-of Mr. F. MABBS, President of the International Council on Archives. He stressed among other points that the Section, which is expanding its activities and showing excellent progress, should use more intensively the,k,now.ledgea~d,,:ex,per,ience,,of,other related ICA-Sections.and therefore establish closer conta,cfs..especially~,with the Automation Committee and Conservation Committee. 30. Mr. ERLANDSSON thanked all participants, in particular Mr. EVANS as observer, for their valuable contribution to the Eighth Session of the Section in'new York The meeting adopted the recommandations (see Annexes 5, 6, 7; 8) formulated by the drafting committee (Ms.. LONG, Mr. EVANS, Mr. HOFMANN). Date and place for the next meeting 32. The participants accepted the proposal of Mr. ERLANDSSON.to ho?ld the next meeting in Nairobi, United Nations Environment Programme GUNEP). The exact date of this meeting will be communicated as soon as possible. Post-meeting aitivities 33. As an immediate follow-up to the Eighth Session of the Section in New York, a large number of participants visited,thanks to the excellent organisation of Ms. LONG, Vice-chairmen of the Section, the National Archives of the United States of America and the archives of the International Monetary Fund and the World Bank C7-11 May 1982) in Washington D.C. These study visits contributed in a very effective and informative way to the knowledge of the Section on numerous' aspects of modern archives management.and on:"" recent development in archival science.

7 sai0/10/82 Annex 5 RECOMMENDATIONS ON PROBLEMS RELATED TO TRANSFER AND DISPOSITION OF RECORDS The Section of Archivists of International Organizations of the International Council on Archives recommends : 1. That a."model statement" regarding policy towards records and archives of an International Organization including the problems of property should be drafted in the near future. This model statement has to be presented in a form suitable for adaptation to the specific needs of a particular International Organization. 2. That archivists should make every effort to assure : a) acceptance of a life-cycle concept of records with a strong emphasis on a close link between current, semi-current and non-current records; b) recognition of the duties and responsibilities of records management services and archival agencies at each stage in that life-cycle. 3. That it is imperative that exchange of information among International Organizations be intensified with regard. to policies and practices governing surveying, scheduling and implementing schedules, specifically - right of inspection, i.e. information visits, technical assistance; - preliminary appraisal and destruction of records by the archives services; - problems of disposal rates; - transfer to the records center and destruction following expiration of retention periods and/or transfer to the archives. In this context pilot projects concerning 2 or 3 International Organizations are proposed. 4. That archivists of an International Organization should promote in all possible ways a greater awareness on the part of top management and staff of the informational value of records and archives for planning and decision making. In this regard specia- Cited training courses including the use of audio-visual techniques (slide and tape shows, etc.) should be provided for.

8 SAIO/l0/82 Annex i' RECOMMENDATIONS ON THE PHYSICAL PROTECTION OF ARCHIVES The 9action of Archivists of International Organizations of the International Council on Archivesrecommends that the following points should be adopted as a general policy for International Organizations: 1. In the use of a building as an archives repository, particular attention should be given to the locatiqn of the building Cno danger of being affected by natural disasters; direct and easy access by all forms of public transport; possibilities of further transformation, extension, etc.) and any legal restriction and requirements regarding the preservation and protection of the building (historical authenticity, etc.). 2; Where the archives repository is not purpose-built, adequate measures have'to be taken to ensure the security and the preservation of archives, such as - climate control (air temperature, relative humidity, air pollution, lighting, total or partial air-conditioning, etc.); - fire safety (use of fireproof building materials; professional installation and regular control of electrical connections, heating, air-conditioning, plumbing, etc.; automatic smoke detection and fire extinguishing systems; direct connections to a fire brigade situated very close to the archives repository, etc.); - guard service (preferably 24 hour observation; direct contact to a nearby security service, police station, etc.). 3. Optimum conditions have to be provided for archives staff working in the archives repository (climate control, offices, storage space, equipment, etc.). 4. Purpose-built archives buildings should be considered particularly in the context of archives services of related organizations (timely planning, economic and functional advantages, etc.). 5. A publication giving a summary of minimum standards for the protection of archives, and including a special section for the protection of archives in tropical countries, should be prepared.

Le projet d'ordre du jour (Annexe 2) a ete adopt& sans modification! et M. HOFMANN a et& design& comme Rapporteur. 1 / Recrutement de nouveaux membres i Conformement i5 l'accord pris lors de la derniere session de la Section au siege de la FA0 (Rome, Mars 19811, le Bureau Executlf a le plaisir de constater un recrutement plus actif de nouveaux membres et un progres remarquable dans l'etablissement de nouveaux contacts, particucierement avec des organisations internationales en dehors du cadre des Nations Unies. Les participants ont note avec satisfaction que 9 nouveaux membres et 2 nouveaux membres associes ont rejoint la Section (voir Annexe 3). 6. Dans ce contexte, des copies d'une liste plus complete des membres ont et& distribuees. Le Secretaire a propose de verifier et; si necessaire, completer cette liste en priant tous les participants de bien:vouloir lui communiquer les amendements ou autres informations y reiatifs. Questions financieres Les participants ont adopt& le bilan (30 Avril 1982 ; present6 par le Tresorier. Eu egard au developpement de la Section, le Tresorier a invite tous les membres regler au plus tat le montant de leur cotisation annuelle de 20 francs suisses. voir Annexe 4) des activitds concern&s a i 1 : /!! / / 8. De fscon P temoigner son support et son estime aux nouvelles activites, le Secretaire Executif du Conseil International des : Archives a envisage l'octroi d'une subvention du CIA a la Section 1 pour Programme de travail Les participants ont approuve a l'unanimite la continuation du programme de travail propose par le Bureau Executif en insistant speclalement sur les problemes d'ordre technique et pratique. 10. L'accent a ete mis specialement sur les points suivants, lesquels pourront figurer a l@ordre du jour de prochaines reunions : - regles d'acces Cmesures a prendre en cas de violation des regles d'acces ; description des categories d'utilisateurs ; droit d'auteur et autres aspects legaux concernant la legislation internationale et la necessite de concertation ; facilites offertes : aux utilisateurs des archives, etc.) ; -.. /...

12 I evaluation et elimination de documents et pieces d'archives (tables d'elimination, echantillonnage, etc.) ; - application de systemes informatises dans les archives (description des options ; gestion des d&p&s intermediaircs ; compatibilite des differents systemes d'information ; instruments de recherche informatises, etc.) ; - problemes relatifs au calcul des besoins en espace pour les archives des Organisations Internationales; 1 - gestion des documents et pieces d'archives et services des Organisa- 1 tions Internationales dans les pays en voie de developpement (assistance et responsabilites particulieres de la Section); - possibilites de cooperation entre les services d'archives des Organisations Internationales : a) a l'interieur du systeme (Nations Uniesh Communautes Europeennes, etc.), b) entre les differents systemes; - programmes de formation en matiere d'archives pour les Organisations.;Internationales; 7 projet.d'un manuel type pour les archlvistes.des Organisations Inte~rngtionalesr 12. Les participants ont marque leur accord pour que le programme de travail specifique de la Section soit coordonne etroitement dans le cadre plus elargi des activites de L'UNESCO CRAMP -, Programme et projets y relatifs) et du Conseil International des Archives (plan a moyen terme ). Problkmes relatifs au transfert et a l'agencement des documents et pieces d'archives 12. Mme RUSER a present& son document de travail CSAI0/1/82), traitant du probleme du transfert et de l'agencement des documents et pieces d archive principalement du point de vue des Nations Unies. 13. La discussion generale qui a suivi a aborde les nombreux aspects de ces problbes dans les differentes Organisations Internationales represent&es et trait6 plus particulierement de la propriete l&gale des documents et pieces d'archives ("Syndrome de la Maison Blanche",. "cas douteux", etc.) ainsi que de l'elimination des dccuments et pieces d'archives (tables d'elimination, systemes de revisionb periodiques, normes et quantite d'eliminations, etc.) L'importance particuliere du developpement continu des contacts appropries avec l'administration d'origine a et& soulignee (application de regles de transfert, instructions administratives, etc.) y compris la diffusion d'informationsen matiere d'archives, programmes de formation, projection de diapositives avec relais simultane B la bande magnetique). En conclusion;' les participants ont adopt& les recommandations figurant b 1'Annexe q. :

13 -4- Application de systpmes informatisps dans les archives. Relations avec les banques de donnkes Mme LONG (SAI0/2/82), M. ERLANDSSON (SAI0/3/82) et M. CIENIEWICZ (SAI0/4/82) ont prcsent& leurs documents de travail. On a mentionne, ent re aut res, le fait que les services d'archives des Organisations Internationales devraient retirer le maximum de profit de la reduction progressive du coft du computer hardware. Cependant, on a aussi not6 que des difficult'+ sustantielles d'ordre budgetaire devront encore &re surmontees dans ce domaine. La discussion animee en table ronde a permis de constater des stades tres differents dans le developpement des applications de I'informatique dans les diverses Organisations Internationales. Protection physique des archives 19. Mme ULATE (SA10/5/82) et M. HOFMANN (SAI0/6/82) ont presenti! leurs documents de travail en faisant remarquer, entre autres, que les documents et archives des Organisations Internationales, au lieu d'stre centralises dans des bstiments d'archives specialement construits 8 cet effet, sont encore trop souvent stock& dans des bztiments ou parties de bstiments non appropries. Vu 1e.s conditions speciales de conservation et de protection du materiel d'archives, de tels bztiments doivent gtre restaures et.transformes en tenant compte des besoins specifiques des archives. 20. Les participants ont discute, avec un interot particulier, de la localisation des bstiments, des problemes d'acces direct, de protection de monuments, des conditions atmospheriques (temperature de l air, humidit& relative, pollution de ( air, Cclairage, etc.), de calcul de l'espace indispensable des dpp^ots, de la necessite de conditions de travail optimales pour le personnel travaillant dans les dpp^ots,de l'evaluation des coijts et rendements sur base d'un plan a moyen et long termes et des problemes nombreux de securite. 21. ERLANDSSON a present6 son document de travail (SAI0/7,/82)traitant de 1'Histoire Orale, qui bien que ne faisant pas partie des tdches classiques des archives est de plus en plus l objet de discussions entre archivistes. 24. Les participants ontnote que 1'Histoire Orale (Interviews avec des hauts fonctionnaires,etc.) constitue souvent un complement et un Cclaircissement du contenu du materiel d'archives authentique, mais qu elle ne peut 6tre consideree comme une source primaire. / Les recommandations adoptees figurent a 1'Annexe 8. Principes directeurs pour l'etablissement et le dheloppement bes systhmes et services de gestion des documents et archives dans tes institutions des Nations Unies. 26. Apres un expose introductif de M. EVANS, expliquant les grandes lignes du RAMP - Programme d e l'unesc0, avec reference particuliere de l'utilisatior de ques,tipnnaires CSAI0/8/82), Mme STARK a present6 son rapport d'avancer ment ~*$&':le projet CIA - UNESCO concernant les principes directeurs mentior$&s ci-dessus (SAIOJ9/82). 27. Les participants ont pris note, avec satisfaction et inter&, des resultat tresinformatifs obtenus a ce jour par Mme STARK et souligne que son etude, bien que portant essentiellement sur les Institutions des Nations Unies, se revelera bgalement utile par les Organisations Internationales en dehors du systeme des Nations Unies. La Section a propose son soutien 8 la realisation prochaine de ce projet. Visites aux Services du Courrier et des Archives des Nations Unies 28. Les participants ont visite les Services du Courrier et des Archives des Nations Unies, sous la conduite competente de Mme MANDRACCHIA et de M. ERLANDSSON, et discute de divers aspects de la gestion d archives moderne, de la declassification de documents et pieces d'archives confidentiels et secrets, des depats intermediaires, des types d'instruments de recherche, etc.). Remarques finales 29 M. KESCKEMETI, Secretaire Executif du Conseil International des Archives, s'est adresse aux participants au nom de M. F. MABBS, President du Conseil International des Archives. 11 a souligne, parmi d'autres points, que la Section, dont les activites sont en pleine expansion et denotent un progres excellent, devrait utiliser, de facon plus intensive, les connaissances et l'experience acquises par d'autres sections du CIA, et etablis, a cet effet, des contacts plus etroites particulierement avec le Comite de L'Informatique et le Comite pour la Conservation.

Ce modele type de directives devrait &re present& sous une forme adaptable aux besoins specifiques d'une organisation'internationale particuliere. 2. que les archivistes s'efforcent d'assurer : a) l'acceptation du concept "cycle de vie" pour les documents et archives en insistant particulierement sur une liaison btroite,.,+ entre,,l,e,s-.archives courantes, semi-courantes et historiques..: :"? < b) la determination des obligations et responsabilites des services de gestion des documents et archives a chaque niveau de ce cycle de vie. 3. qu'il est imperatif d'intensifier les &changes d'informations entre les organisations internationales en ce qui concerne les regles et pratiques en matiere d'inspection, d'etablissement et d'application de listes de base, notamment : - droit d'inspection, c'est-d-dire visites d'information, assistance technique ; - triage preliminaire et elimination de documents et pieces par les services d'archives ; - problemes des normes et de quantite d'elimination ; - transfert aux depats intermediaires et elimination apres l'expiration des delais de conservation et/au transfert aux archives. Dans ce contexte, des projets pilotes concernant 2 ou 3 organisations internationales sont proposes. 4. que les archivistes des organisations internationales contribuent, de toutes les manieres possibles, g une plus grande prise de conscience, par la direction et le personnel, de la valeur informative des documents et archives pour le planning et la prise des decisions. 22 SAI0/10/82 Annexe 7 RECOMMANDATIONS CONCERNANT LA PROTECTION PHYSIQUE DES ARCHIVES La Section des Archiviqtes des Organisations Internationales du Conseil International des Archives recommande l'adoption des points suivants comme rhgles ghirales pour les organisations internationales : 1. Pour l'utilisation d'un batiment comme d&pat d'archives, une attention particuliere doit 8tre apportee b la localisation du bltiment (en dehors d'une zone presentant des risques de catastrophes naturelles, acces direct et aise par tous.types de transports publics, possibilites de transformation et d'extension ulterieures,..,a...,. _ etc.) et a toutes les restrictions et obligations -*:*l legal;e& concernant la conservation et la protection du batiment (authenticit&, hist&i:que; etc.). 2. Dans le cas ou le b%timent n'a pas et& initialement concu comme depbt d'archives, des mesures adequates doivent t3tre prises en vue d'assurer la securite et la conservation des archives, telles que - contrble de la climatisation (temperature de l'air, humidite relative, pollution de l'air, eclairage, conditionnement d'air total ou partiel, etc.); - securite au point de vue incendie (utilisation de materiaux ininflammables; installation professionnelle et contrale regulier des raccordements Clectriques, du chauffage, du conditionnement d'air, de la plomberie, etc.; detection automatique de la fumee et systemes d'extinction d'incendie; liaisons.directes avec une brigade de pompiers situ&e d proximite immediate du d&pat d'archives, etc.); - service de surveillance (de preference pendant 24 heures; liaison directe avec un service de securite, un bureau de police environnant etc.).... /...
