After the 2003 edition of the MWM turned out well, we plan to continue in the same vein. There will be more administrative work this time, because the coming Summer Congress in Vienna will need to be prepared to a larger extent than usual by the CIOMR itself. The detailed programme will appear in the newsletter as soon as the secretary general thinks it is ripe for publishing. In the meantime, the secretary general has composed an interesting Newsletter to which the President will modestly contribute some of his adventures abroad. I hope you had a Merry Christmas and that you and your loved ones enjoy a happy and prosperous new year. See you all in Brussels! 2 2 Message from the Secretary General Bruno Pelletier I hope you spent a good winter's festivities and I wish you and your families a happy new year. Here is the second issue, where you will find some general and personal information. Do not hesitate to inform me of your comments, because after all, it is your newsletter This issue shows that our association does more than just two congresses a year; it works all year round. Our President, Peter, is an excellent ambassador. He represented and will represent the CIOMR in several different countries. The MWM 2004 will take place soon. It will begin on Thursday, February 12 th and end on Saturday, February 14 th. As Peter told you, committees will have more time to work. The Board will meet on Tuesday, Feb 10th, in Brussels for meetings with COMEDS and another meeting with SHAPE. The National Vice Presidents have a meeting at 1000 hrs in the HQ of NATO for a preparatory meeting on the 12th of Feb. The other delegates are expected at 1400 hrs for the start of our work. The detailed program will be sent to you later and will be on our web site. See you in Brussels! External Distribution List An electronic distribution list of external organizations that might be interested in the work of CIOMR has been created. Since the Maastricht Congress, all articles and documents produced by the CIOMR Communications Team (ComT) have been sent by to these organizations, which can then publish them in their own communications vehicles (e.g., websites, newsletters, magazines). 4 4 Scientific Committee The program of the CIOMR Summer Congress 2003 in Maastricht has been awarded in Belgium with 120 CE units (based on 10 units an hour) Theme of the scientific program at the Summer Congress in Vienna will be Military Psychiatry. Abstracts are to be submitted via National Scientific Committee Representatives by 01 March 2004, using the proforma attached (you can download the proforma file on Electronic submission of abstracts is strongly encouraged. Acceptance of abstracts will be confirmed by 15 March 2004 to both the presenter & the appropriate SC National Representative, to enable presenters to plan their attendance at the Congress. Contact : secrétaire de la commission scientifique : filip.stragier@pi.be Honourable distinctions Colonel Walter Henny is honoured by the South African National Defence Force The immediate past Secretary General of the Interallied Confederation of Reserve Medical Officers (CIOMR) Colonel Walter Henny MD, Royal Netherlands Medical Corps Reserve, has been awarded the prestigious Southern Cross Medal (SM) of the South African National Defence Force. This award, the first time ever to an Officer of the Armed Forces of the Netherlands, has been made in recognition of Colonel Henny s active and ongoing assistance to the South African Military Health Service (SAMHS), the military medical support Arm of the South African National Defence Force. The Presidential Warrant for the Southern Cross Medal states that it is awarded to Commis-sioned Officers of the South African National Defence Force or of any other Armed Forces rendering assistance to the South African National Defence Force only in recognition of exceptionally meritorious service in time of war or of peace. In this way, Colonel Henny has made two significant contributions. In the first instance, in 1997 at the Summer Congress at Aalborg, Denmark, he introduced the Distinctions honorifiques Colonel Walter Henny est honoré par la Force de Défense nationale sudafricaine Le Colonel Walter Henny, ancien Secrétaire général de la CIOMR, a reçu la prestigieuse Médaille Southern Cross Medal (SM) de la Défense nationale sudafricaine. De cette façon, le Colonel Henny a fait deux contributions significatives. Premièrement, en 1997 au Congrès d'eté à Aalborg, au Danemark, il a présenté les délégués de SAMHS aux reponsables anglais des cours (BATLS et BARTS) et a par la suite aidé la mise en oeuvre de ce Cours

5 5 SAMHS delegates to the United Kingdom s Defence Medical Services Battlefield Advanced Trauma Life Support Course (BATLS & BARTS) and subsequently assisted in the implementation of this Course into the training of the SAMHS. A highly successful South African BATLS & BARTS programme has resulted which has to date trained some four hundred SAMHS personnel. Colonel Henny is an honorary visiting member of the SAMHS Instructing Staff. The SAMHS programme will, from February 2004, make places on the Course available to military medical personnel from the other Southern African Development Community (SADEC) countries. In the second instance, Colonel Henny, in his capacity as CIOMR Secretary General, was instrumental in facilitating the admission of South Africa to Associate Membership of the Confederation at the 2003 Winter Meeting at Brussels. This membership has allowed South Africa to take a place at an important and influential international military medical forum, and so has contributed to her re-joining the community of nations after the ending of the apartheid era of isolation. Over the past five years, Colonel Henny has, in this way, promoted international military medical cooperation in the best spirit of the CIOMR. As stated in the Citation of Award, he has shown, by these actions, that he is a committed and dependable colleague who has spared no personal effort to promote the aims and tasks of the South African Military Health Service and of international military medical interchange. He is thus a worthy and deserving recipient of the Southern Cross Medal. With this award, Colonel Henny is entitled to the post-nominal letters SM. His colleagues in the SAMHS extend their warmest and most sincere congratulations to him and his family. Le colonel Henny est membre honoraire du personnel enseignant du SAMHS. By decree of the President of the Italian Republic our friend Elio RUCCI (IT) has been awarded the honour of Commendatore dell Ordine al Merito della Repubblica Italiana - Commander of the Order of Merit of the Italian Republic. This award Elio RUCCI (IT) "Commandeur dans l'ordre national de Mérite de la République italienne " Par décret du président de la République italienne notre collègue Elio RUCCI (IT) a été promu Commendatore dell Ordine al Merito della Repubblica Italiana - Commandeur dans l'ordre national de Mérite de la République italienne. 6 6 integrates his personal CIOMR Curriculum: starting in 1987, he started his association with CIOMR and has attended all meetings and Congresses (except Calgary). He has been International Vice President in ; Scientific Committee VP ; Scientific Committee Chairman from and has been a First Aid Committee judge three times. He has produced six free presentations and two articles were published in the RAA Info. Moreover, since 1997, he has served as the Italian VP and as a member of the Italian Reserve Officers Association Board(UNUCI). Last but not least, since 1988 he is in office as Scientific Committee IT representative. Congratulations Elio. "CHAMPAGNE!!" By Bruno PELLETIER DELEGATION NEWS Belgium Paul HAERS - vice president of the Belgian delegation for professional, personal and military reasons resigns the office of vice chairman of the Belgian delegation and chairman office of the First Aid Committee, with an immense regret. The new national vice president should be appointed soon. Election will take place during the MWM 2004 to elect a new president of the First aid Committee. All the members of the CIOMR wish him good luck. Italy Elio RUCCI - vice president of the Italian delegation, will be called to active duty abroad. He won't be present for the MWM 2004, but he will be back for the Congress of Vienna It is Gaetano DI VICENZO (picture on the right) who will be the vice president for the MWM on distinction récompense son activité au sein de la réserve et à son action dans la C.I.O.M.R. Par Bruno PELLETIER NOUVELLES DES DÉLÉGATIONS Belgique Paul HAERS - vice-président de la délégation belge - pour des raisons professionnelles, personnelles et militaires démissionne de son poste de vice-président de la délégation et du poste de président de la Commission premiers secours, avec un immense regret. Le nouveau vice-président national devrait être rapidement désigné. Des éléctions auront lieu lors du MWM 2004 pour élire un nouveau président de la Commission premier secours. Tous les membres de la CIOMR lui souhaitent une bonne continuation Italie Elio RUCCI - vice-président de la délégation italienne, part en mission extérieure. 7 7 Poland We have been informed that the Surgeon General of the Polish Armed Forces Brig. Gen. Dr Janusz ADAMCZYK died suddenly on 30 th December The Polish Military Medical Service lost an excellent chief and a very good person. The CIOMR s members and the Board would like to send to Col Jerzy Malewicz, Poland s VP a message of condolence and sympathy. INTERNATIONAL MEDICAL NEWS BATLS and AMSUS During several scientific meetings CIOMR was informed about BATLS, Battlefield Advanced Trauma Life Support. This ATLS-derived method of trauma care for the military, developed by UK reservists in 1987, has been exported to the Netherlands, Sweden, the Czech Republic, and South Africa since. This August I had the opportunity to teach again on the course in South Africa. As always, it was organised superbly. One of the strong features of the South African version is the 1 day Field Exercise; the students, who are Volunteer Reservists with little or no previous military training or experience, are confronted with the harsh necessity of adapting their recently acquired skills to the demands of an austere and at times very hostile environment. At the Annual Meeting of BATLS (UK) in October, the newly appointed Professor of Military Surgery, Surgeon Captain Philip Barker RN, developed his views on where BATLS should go. As conflicts are becoming more asymmetrical, military medical personnel are likely to be confronted with a wide variety of circumstances in which they have to perform. In his opinion, medical personnel should be not only medically skilled, but also very good soldiers ; not in a fighting capacity but in order to survive and thereby be more effective delivering care. I had the opportunity to present on the same subject during the International Forum of the AMSUS meeting in November. NOUVELLES DU MONDE MÉDICAL INTERNATIONAL BATLS et AMSUS Depuis plusieurs années la méthode BATLS a fait l objet de plusieurs présentations.. Cette méthode dérivée de la méthode ATLS, développée par des réservistes du ROYAUME-UNI en 1987, a été exportée aux Pays-Bas, en Suède, en République tchèque et en Afrique du Sud depuis. En août j ai eu l'occasion d'enseigner de nouveau cette méthode en Afrique du Sud. Ces derniers cours ont été superbement organisés. Une des particularités fortes de la version sudafricaine était une journée de pratique avec des étudiants, Réservistes Volontaires, avec ou sans formation ou expérience militaire, confrontés à la dure nécessité d'adapter leurs compétences récemment acquises aux demandes d une ambiance difficile et de temps en temps très hostile. À la Réunion Annuelle BATLS (au ROYAUME- UNI) en octobre, le Professeur nouvellement nommé de Chirurgie Militaire, le Capitaine de Chirurgien Philip Barker RN, a développé son point de vu sur la méthode BATLS. Comme les conflits deviennent de plus en plus "asymétriques", le personnel militaire médical est confronté à une large variété de circonstances dans lesquelles il doit exercer la médecine. À son avis, le personnel médical ne doit pas être seulement médicalement habile, mais doit aussi être "un très bon soldat"; pas dans l optique de se battre mais de se défendre et de pouvoir pratiquer au plus près des bléssés. J'avais l'occasion de présenter le même sujet pendant le congrès International de l'amsus en

During its annual convention there s a core program plus a huge number of meetings, by branch, specialty and occupation. CIOMR US has section status, with its own program. That meeting had been admirably organised by LTC Liz Hutchinson and LTC Meleah Whetstone. The CIOMR President, Surgeon Commander Peter Knudsen, also addressed the audience. novembre. Pendant cette convention annuelle il y a eu un programme fondamental plus un nombre important de réunions, par domaine d activité et spécialité. La CIOMR des ETATS-UNIS a le statut de «section», avec son propre programme. Cette rencontre a été admirablement organisé par Lt Col Liz Hutchinson et Lt Col Meleah Wetstone. There s a large number of subjects to choose from, and one should make one s own program in order to have the greatest benefit from attending the convention. Unfortunately, the separate programs have not been coordinated as regards scheduling which makes rushing from one meeting to the next less easy and at times impossible. Malheureusement, les programmes séparés n'ont pas été coordonnés dans leur planification ce qui fait que parfois il était impossible de suivre son programme. There also is a huge exhibition area with a wide variety of exhibitors; ranging from manufacturers, military and civilian, to benevolent societies and bookstores. I focused my attention on new equipment and training. In particular: the coagulant dressing and the tourniquet, which can be applied one-handed. Experiences in the Israeli Armed Forces with the coagulant dressing are encouraging; especially for larger, oozing surfaces. For a long time, the tourniquet has been considered as a measure of last resort, because of its potentially damaging effect. Considering the fact that on the battlefield a considerable number of casualties die of exsanguination from limb wounds, the tourniquet is being re-appraised. The present test version which can be applied one-handed (and might be issued to the individual soldier) seems to do little additional damage as long as it is removed at the first opportunity and the bleeding is staunched surgically San Antonio (TX), where this year s convention was held, is also called Military City, USA because there s a large number of military Il y avait aussi une grande exposition avec une large variété d'exposants : industriels militaires et civils, ainsi que de nombreux exposants de livres. Considérant le fait que sur le champ de bataille un nombre considérable de bléssés de membre meurt d'exsanguination, le tourniquet a été réévalué. La version présentée qui peut être appliquée d une main semble faire peu de dégâts complémentaires tant qu'il est enlevé rapidement et que l hémorragie est stoppée chirurgicalement. 9 9 facilities: Fort Sam Houston, with the Defence Medical Readiness Training Institute (DMRTI); Brooke Army Medical Center and Wilford Hall Hospital and Research Institute, to name a few. Wilford Hall is heavily involved in evaluating a new blood substitute; results are promising. DMRTI provides, amongst others, the Combat Casualty Care Course which has elements of BATLS; Fort Sam Houston trains the Army Medic (91W) in a very realistic way. Imagine; you are in a badly lighted tent; you are to assess a casualty, there s so much noise that you can t use your stethoscope: now what? Many new contacts were made; hopefully these can be developed in order to improve the quality of training and care. During this year s convention I was appointed as member of AMSUS International Committee. I hope to work for a greater input from abroad into the US only sessions. Beaucoup de nouveaux contacts ont été faits ce qui devraient permettre de développer et améliorer la qualité de formation et des soins. Durant cette convention j'ai été nommé comme le membre du Comité International d'amsus. 10 10 The event has been marked by Defence Ministers at NATO during their ministerial meeting in Brussels on December 1 st, and there was a brief public event to mark this occasion with remarks by Secretary General Lord Robertson, and as the first lead nation, the Czech Defence Minister. Then two days later, on Wednesday, December 3 rd, there was a formal launch ceremony in the Czech Republic, where the new unit is based. At 10:00 a.m. on Wednesday, 3 December, the Czech Ministry of Defence hosted the formal launch ceremony of the CBRN Defence Battalion in Liberec, Czech Republic at Dr. Edvard Beneš Square. The event was attended by the Minister of Defence of the Czech Republic Miroslav Kostelka, Deputy Chief of Staff SHAPE Vice Admiral Roberto Cesaretti, Chief of General Staff Army the Czech Republic general Pavel Štefka, Major of City Liberec Jirí Kittner and the others VIP guests. Participating nation will be represented. This multinational battalion has been established by the direction of the North Atlantic Council and represents another advance in capabilities resulting from the Prague Capabilities Commitments agreed by NATO heads of state and government at the Prague summit in The CBRN battalion is a new capability designed to respond and defend against the use of weapons of mass destruction both inside and beyond NATO s area of responsibility. Beginning 1 Dec 2003, the multinational CBRN Defence Battalion will be headquartered in Liberec, in the northern part of the Czech Republic. Each participating nation has been offered positions within the Battalion multinational Staff supporting the CBRN capability. 12 12 ² The 34 th Congress of the German Association of Military Medicine and Pharmacy In Amberg / Bavaria took place the 34 th Congress of the German Association of Military Medicine and Pharmacy. This congress for all the medical officers on the active and also for the reserves, takes place every year in different parts of Germany. All these 4 qualified medical practitioners (vets and dentists, physicians and pharmacists) meet each other there. In addition, there is always an industrial trade fair 34 ème Congrès de l'association allemande de Médecine et de Pharmacie militaire A Amberg (Bavière) a eu lieu le 34 ème Congrès de l'association allemande de Médecine et de Pharmacie militaire. Ce congrès a regroupé des officiers médicaux (médecins, vétérinaires, dentistes et pharmaciens) d active et de réserve. Il a lieu chaque année dans des régions différentes de l' Allemagne. (DGWMP) and a plentiful postersession on the present topic themes. The main theme this year was devoted to the CBRN Weapons and their defence forces. (Medical service employement and NBC- threat). During the 2-3 days, the lectures and speakers presented on the main scientific points. Beyond that, there were many arrangements devoted to the present-day problems of the Military Medicine. Last but not least, Free Paper Sessions and actual poster papers rounded out the congress program. About 400 participants, not only from Germany, gave lectures and worked in small groups. Later, during the social program in one of the typical pub of the Bavarian Oberpfalz-Region, could, get to know delegates each othermore closer. The CIOMR was represented by the President Peter. J.T. Knudsen and by German delegates Klaus Undeutsch (VP), Volker Daum, Markus Vollmuth and Ullrich Osselmann. As a whole, the choice of the topics corresponded to the current world policy, in compliance with which the officers of the Medical Corps from all over the world must be educated. They must have a clear idea of the NBC-weapons, concerning the use of it, just as its control and recognition. 13 13 Military Medical Care Management For the sixth time the course Military Medical Care Management (MMCM) was held from November the 5 th till November the 7 th at the Dutch Defence College in Rijswijk, The Netherlands. This course was especially designed for reserve-officers of the Medical Corps and aims at providing an overview for reserve-officers in the developments in the international political arena, in the continuous changes of the national organization and in specific medical problems. Insight is promoted in recent developments in the field of international relations especially with respect to security organisations. Insight is promoted in the developments of operational strategy and tactics and the consequences of it for the military medical organisation. Insight is promoted in the developments in the field of management and organisation of the Ministry of Defence. Insight is promoted in the general departmental organisation in case of calamities and the role of Army, Navy and Air Force in assistance and medical attendance. Attention is also paid to ethical dilemma s and to the development of new weapons and self protection. There happens to be a considerable international interest in this course. The language is English and participants of at least eight nationalities gathered together last time. The participants originated from Belgium (3), Germany (2), Rumania, Bulgaria, Egypt, Macedonia, Croatia and The Netherlands (8). For the year 2004 the course is given twice, from May 12 till may 14 and from November 17 till 19. Olaf C. Ce cours a été particulièrement conçu pour les officiers de réserve du Corps Médical et pour leurs donner une vue d'ensemble sur les événements politiques internationaux, les changements de l'organisation nationale et sur les problèmes spécifiques médicaux pour les officiers de réserve. L accent a été mis sur : les événements récents dans le champ de relations internationales particulièrement en ce qui concerne l organisation de la sécurité. les événements de stratégie opérationnelle et la tactique ainsi que les conséquences pour l'organisation militaire médicale. les événements dans le champ de gestion et l'organisation du Ministère de la Défense nationale. l'organisation générale départementale en cas des désastres et le rôle de l Armée, de la Marine et l'armée de l'air dans l'aide et le role du service médical. L'attention a aussi été portée sur le dilemme moral du développement des nouvelles armes et de leurs protections. Ce cours, de langue anglaise, représente un intérêt pour de nombreux pays. The main theme of the free papers for the CIOMR Summer Congress in VIENNA is Military Psychiatry. Abstracts may be submitted on that theme or on any of the following topics: Active duty military medical activities Aviation Medicine Combat casualty care Medical support for operations other than war Military health care systems Military laboratory science Military medical and hospital supply Military medical research Military medical training Military pharmacy Multi-national medical missions New technology Non-combat casualty care Abstracts are to be submitted via National Scientific Committee Representatives by 01 March 2004, using the proforma attached. Electronic submission of abstracts is strongly encouraged. Acceptance of abstracts will be confirmed by 15 March 2004 to both the presenter & the appropriate SC National Representative, to enable presenters to plan their attendance at the Congress. It is the responsibility of individual presenters to clear their presentation through their Chain of Command. Classified information should not be included. *It is anticipated that the desire to present a paper at the Vienna Congress may be high. Due to time constraints there will be a limit on the number of oral presentations it is possible to accept. Potential presenters are therefore asked to consider whether their oral presentation would be suitable for conversion to a poster paper and indicate this on the abstract submission form. There will be no limit on the space available for poster presentations. **Oral presentations should be of no more than 20 minutes duration maximum, including time for questions. It is a challenge to design a poster that efficiently transfers the message to the reader. It is essential that the readers can rapidly judge their interest in the work. The most efficient posters are those which contain large letters, graphics and tables in combination with a minimum of text. The message(s), scientific or military should be given in short effective sentences to reach the optimal response. The minimum size of the poster should be 0.80m high and 0.50m wide, with a maximum size of 1.20m high and 0.90m wide. It should be possible to read the poster from a distance of 1.5m. You may display anything you wish as related to your paper: photographs, graphs, line drawings, data, printed text etc. The poster should be visually interesting!
