2 The actions of IFRECOR IFRECOR (The French Coral Reef Initiative ) is a national policy instrument focusing on coral reefs and associated ecosystems in the french oversea territories. Created in 1999, IFRECOR is the french declination of ICRI (international Coral reef Initiative) founded in 1995 IFRECOR is under the national double supervision of France s Ministries of Ecology and Overseas Territories. All the actions contribute to a better understanding and management of the french coral reefs spread over the three oceans. 2

3 The french maritime spaces are second in the world by their size (nearly 11 million Km² in 2006, excluding legal extension of the continental shelf). The french maritime domain is bordered by approximately km of coastline. France has maritime borders with 30 countries.

4 Guadeloupe and Martinique in the Atlantic Ocean, Mayotte, La Réunion and Les Iles éparses in the Indian Ocean, The greatest part of the french maritime space is located in the tropics area and has coral reefs New Caledonia, Wallis and Futuna and French Polynesia in the Pacific Ocean,

6 The actions of IFRECOR relevant to Climate Change Two transverse thematic areas of interest (TIT) of IFRECOR are relevant to climate change: 1) Creation of a network of observatories of climate change focused on coral reefs ecosystems (TIT 1) 2) Actions regarding Climate Change Adaptation (TIT 2) These two actions are carried by the Department of Environment of Wallis & Futuna Islands, the University of New Caledonia and the S2C Engineering Company, in partnership with ONERC (the National Observatory on the Effects of Global Warming 6

8 Achieved tasks in 2013 A. Identification of the climate change indicators adapted to the reef ecosystems and associated ecosystems (mangrovas and seagrasses). 8 Indicators have been selected and validated by ONERC: ONERC = National Observatory on the effects of global warming ONERC is a Department of the French ministry of Ecology, Sustainable Development, and Energy. Sea surface temperature. State of health of coral reefs, mangrovas and seagrasses. Sea level rise. Extreme meteorological phenomena. Ocean acidification. Coastal erosion. Evolution of coastal vegetation. Evolution of fresh ground water and saltation intrusion. 8

9 Achieved tasks in 2013 B. Elaboration of a detailed sheet per indicator; C. Choice of the institutions in each oversea territory to manage the local observatory, D. Organization to manage the project (collection of data, data processing, management of an online interoperable database). The structure in charge of these activities is UNC (University of New Caledonia) which assures the link between the local observatories and ONERC based in Paris. 9

10 The network allow : To cross the data of the different indicators for each territory in the aim to diagnose correlation between state of health of coral reefs and global change. To exchange information between the different French overseas territories. To exchange information with the international coral reef observatories networks. 10

11 Indicator s stations: Number of stations per territory : 1 to 3 for each indicator, and up to 20 for Sea Surface Temperature and Coral reefs monitoring. Starts measurements : variable and adapted at each case. For example, since 2000 for the French Polynesia thermograph of Bora-Bora or since 2003 for the thermograph of Wallis Island. 22 TIT 2 Activities of IFRECOR regarding Climate Change Adaptation

23 Objectives of the TIT : Take into account coral reef ecosystems and associated ecosystems in Coastal Zone Management Plan and ongoing or future Adaptation Territorial Plan. Activities to carry out the objectives: 1. Participate at the national climate change working group and assist the local decision-makers. 23

24 2. Prepare documents for decision makers: Brochure regarding impacts of climate change on coral reefs and associated ecosystems; Synthesis of the different international experiences regarding Adaptation Strategies and Plans Note introducing the different overseas territories institutions working on Climate Change Adaptation, description of organization, actions completed, ongoing and planned. 24

25 3. Preparation of specification sheets: - regarding the impacts of climate change on coastal developments and hazards for coral reefs and associated ecosystems; - including technical proposals in terms of Adaptation and Mitigation to climate change in order to limit the pressure on reefs, mangroves and seagrasses. The first sheets concern airports, ports and marinas, roads and tourist resorts 25

26 Additional informations Recommandations take into account the current infrastructures and projects. These sheets are written with the french technical departments concerned. For each type of infrastructure the working group review the different potential impacts of climate change on the infrastructure, able to degrade or pollute coral reefs ecosystems. 26

27 For example, some points of interest to study in regard of coral reef ecosystems: Level of roads or runways along the shoreline and reef above the sea level. Increase of runoff and flood and optimization of the platforms drainage treatment of rainwater to limit turbid flow in the lagoons. Degradation of the layer of runways or roads due to increase of temperatures and strong rains or hurricanes. Nature of aggregates of the different layers of pavements and blacktop.
