3 jise 2015 les actes des 2 èmes journées internationales de sociologie de l énergie The acts of the 2 nd international days of sociology of energy Les deuxièmes Journées Internationales de Sociologie de l Energie (JISE 2015) organisées à l Université François-Rabelais de Tours par l UMR CNRS CITERES et le CETU ETIcS mobilisent des scientifiques et des acteurs d horizons institutionnels multiples autour de la thématique de l énergie. Les JISE 2015 ont l ambition de faire le point sur les avancées scientifiques, d identifier les questionnements émergents et les problématiques qui doivent être développées dans le champ de la sociologie de l énergie. L angle privilégié pour articuler les contributions à ces Journées est celui du processus de changement socio-énergétique à l œuvre aujourd hui. Désigné depuis quelques années dans le débat public comme la «transition énergétique», nous lui préférons le pluriel afin d insister sur la diversité des conceptions du changement, voire la conflictualité d un processus qui met en jeu de très nombreuses catégories d acteurs. Il s agira de mettre en lumière d une part, comment les sociétés contemporaines sont transformées à toutes les échelles (quotidienne, technique, organisationnelle et politique) par les injonctions de changement en matière d énergie et, d autre part, comment les pratiques et les mobilisations des acteurs interrogent et font émerger des alternatives aux projets de transition énergétique telle qu ils sont initiés. Les Actes des JISE 2015 se présentent sous forme d articles courts accompagnés d un résumé en anglais ou en français selon la langue utilisée. Nous avons souhaité conserver la diversité des approches théoriques et méthodologiques, des points de vue et parfois des partis-pris. Les auteurs restent donc seuls responsables de leur article sur le fond comme sur la forme. The Second International Days of the Sociology of Energy (JISE 2015) organized at the University of Tours by the UMR CNRS CITERES and the CETU ETIcS bring scientists and actors from multiple horizons together around the theme of energy. The JISE 2015 have as a goal to present the current state of scientific research, to identify emerging questions and the challenges to be faced in the field of the sociology of energy. The angle chosen for the contributions accepted for these Days is that of the process of socio-energetic change at work today. Designated for several years now in the public debate as energy transition, we prefer the plural form in order to underline the diversity of conceptions of this change, even the conflictual nature of the process which brings together many different categories of actors. It is a question of illuminating on the one hand how contemporary societies are transformed at every level (daily, technical, organizational and political) by changes in energy requirements and, on the other hand, how the actions and mobilizations of the actors question, and help to bring forth, alternatives to the projects of energy transition once they are begun. The Acts of the JISE 2015 will be in the form of short articles accompanied by a résumé in English or in French according to the language used. We have tried to present a diversity of theoretical and methodological approaches, of points of view and sometimes even biased viewpoints. The authors are solely responsible for their articles both in the content and the form of the article. 3

4 JOurnées Internationales de Sociologie de l Énergie 2015 citeres Contribuer à un chantier d avenir Contribute to tomorrow s work cetu etics Participer à l organisation des JISE : une suite logique Participating in the organization of JISE: a natural progression 4 À travers l organisation des 2 èmes Journées Internationales de Sociologie de l Énergie (JISE 2015), l UMR 7324 CNRS CITERES (Cités, TERritoires, Environnement et Sociétés) participe à la structuration d un réseau international de recherche portant sur les questions relatives à l énergie. Longtemps considérée comme relevant des sciences et techniques, des sciences de la terre ou de l ingénieur, dont on percevait bien les dimensions économiques, l énergie est devenue un objet à part entière des sciences sociales, qui dépasse les frontières de l anthropologie, de la philosophie ou de la sociologie des techniques. L inscription de la question des «transitions énergétiques» dans le débat public met en évidence de multiples enjeux que l on peut observer à différentes échelles, du plus global au plus local en passant pas le niveau méso. Si l objet «énergie» n était pas au cœur des questionnements scientifiques qui ont participé à la création de l UMR il y a une dizaine d années, les chercheurs le rencontrent de plus en plus dans leurs travaux parce qu il est à la croisée des thématiques (action publique, environnement, habitat, politiques publiques, territoire, travail ) et de la plupart des disciplines constitutives de CITERES (aménagement, géographie, sociologie ). Les thématiques qui organisent ces Actes témoignent à la fois de la transversalité de la question de l énergie en même temps que de la diversité des approches possibles : Méthodologie, prospective, réflexivité ; Politiques publiques et territoire ; Bâtiments et mode d habiter ; Transports et mobilité ; Travail et groupes professionnels ; Socio-économie de l énergie ; Engagement, mobilisation, concertation. Through the organization of the Second International Days of the Sociology of Energy (JISE 2015), the UMR 7324 CNRS CITERES (Cities, Territories, the Environment and Societies) is participating in the creation of an international research network concerned with questions relating to energy. For a long time, energy was considered as a field of study for sciences and technology, earth sciences or engineering, where one can see the economic dimensions; energy now has become an object studied by social sciences, going beyond the limits of anthropology, philosophy or the sociology of technology. Evoking the question of energy transitions in the public debate shows the multiple issues which can be observed at different levels, from the most global to the most local, passing by every level in between. If the object energy is not at the center of the scientific research which led to the creation of the UMR ten years ago, researchers are finding it more and more at the crossroads of different themes (public action, environment, habitat, public policy, territory, work) and in most of the disciplines which make up CITERES (urban planning, geography, sociology). The themes around which these Acts are organized are testimony to the transversality of the question of energy and, at the same, the diversity of possibilities: Methodology, potential, reflexivity; Public policy and territory; Buildings and ways of living in them; Transportation and mobility; Work and professional groups; the socio-economics of energy; Engagement, mobilization, cooperation. Pour le CETU ETIcS, l implication dans l organisation des JISE 2015 s inscrit dans un travail et des réflexions entamés depuis de longues années sur la thématique de l énergie. C est en 2006, avant même la création officielle de la structure ETIcS (2007), que les chercheurs qui en deviendront les responsables réalisent leurs premières recherches en lien avec la thématique «énergie/environnement/développement durable». Les questionnements portaient alors sur la manière dont les professionnels des filières du bâtiment et de l énergie percevaient les prémices d injonction à exercer autrement leurs métiers. A cette même période, d autres réflexions traitaient déjà des aspects de sensibilisation de salariés exerçant dans des secteurs d activité moins directement mobilisés sur ces enjeux. ETIcS continue de mener des réflexions et des travaux sur la thématique de l énergie, aussi bien sous l angle des pratiques sociales, des questionnements en termes d appropriation des politiques publiques ou des innovations que des enjeux de savoirs, de métiers ou de filières. Et ce, aussi bien au sein de la sphère domestique, que la sphère professionnelle (tertiaire et industrielle) ou la sphère publique. L objet «énergie» apparaît plus multiforme, plus complexe dans la délimitation de ses contours et questionnements. Sur les plans problématique et méthodologique, il nécessite d aller au-delà des approches disciplinaires et thématiques. C est dans cet esprit qu ont été pensées les JISE 2015, l objectif étant qu elles constituent un moment d échange et de partage entre l ensemble des acteurs, académiques et non académiques, diversement mais bien tous mobilisés sur la thématique de l énergie. For the CETU ETIcS, involvement in the organization of the JISE 2015 is part of work and thought over many years on the theme of energy. It was in 2006, even before the official creation of the structure ETIcS (2007), that researchers who would later lead the project undertook their first research linked to the themes of energy/environment/sustainable development. The questions focused on the way in which professionals in the building and energy industries perceived the new injunction to exercise their professions in a new fashion. During the same period, other studies were already treating aspects of making the workers in these two sectors aware of the changes, even if less directly touched by these issues. ETIcS continues to lead research groups and to work on the theme of energy, from the angle of social practices, of questioning the appropriation of public policy or innovations about knowledge issues, professions or sectors. And this, also in the heart of the domestic sphere, as well as the professional sphere (service industry or manufacturing) or the public sphere. The energy object appears to be multidimensional, more complex when trying to define its boundaries and questioning it. On research and methodological levels, one must go farther than simple disciplinary or thematic approaches. It s in this spirit that the JISE 2015 have been conceived, the objective being that they constitute a moment of exchange and sharing between all of the actors, academic and non-academic, in diverse ways but all involved in the theme of energy. 5
