2 Editorial Des projets aux objectifs culturels et économiques ambitieux À l issue d un processus d évaluation rigoureux, juste et dynamique, le montant de ,70 euros est accordé à 37 projets sélectionnés dans le cadre du deuxième appel à propositions du Programme d appui aux secteurs culturels ACP. Après deux Appels à propositions lancés en moins d un an et demi, le Programme ACPCultures+ compte donc désormais 57 projets financés sous l enveloppe intra-acp du 10 ème Fonds Européen de Développement. Il est important de noter l intérêt que suscite le programme de par la nette augmentation du nombre de propositions reçues. Mme Michèle Dominique Raymond Sous-Secrétaire Générale Assistant-Secretary General Ces projets, qui relèvent tant du domaine du cinéma, de l audiovisuel que des industries créatives mettent en exergue la richesse de la diversité des cultures et des pratiques artistiques des Etats du Groupe ACP. De la production de longs-métrages aux actions de préservation et de promotion du patrimoine en passant par la formation et la création de réseaux numériques, ils attestent de la ferme volonté des opérateurs culturels de contribuer au renforcement du secteur tout en visant une croissance économique inclusive. Cette dimension économique est nécessaire et souhaitable car les industries culturelles peuvent avoir un impact significatif sur la réduction de la pauvreté et à terme son éradication. SACP Le Secrétariat ACP maintient fermement son engagement en faveur des secteurs culturels du Groupe. Afin d aider les nouveaux bénéficiaires à répondre au mieux aux obligations contractuelles, et à disposer des clefs pour une mise en œuvre harmonieuse de leurs actions respectives, un séminaire de deux jours est prévu à la Maison ACP à Bruxelles, les 25 et 26 février de l année en cours. Une attention particulière sera accordée au rappel des exigences contractuelles, et principalement en matière de respect des calendriers de mise en œuvre des projets et de qualité des rapports techniques et financiers transmis. Les bénéficiaires de cet appel seront accueillis avec chaleur et plaisir et c est avec le même élan et le même enthousiasme qu ils seront accompagnés tout au long de la réalisation de leurs projets pour des résultats remarquables tant au plan culturel qu économique. Par ailleurs, c est pour moi l occasion de remercier toutes celles et tous ceux qui ont présenté des projets dans le cadre des deux appels lancés par le Programme. Qu ils aient été sélectionnés ou non, je les exhorte à continuer à créer, à entreprendre et à innover au bénéfice des sociétés ACP, mais aussi à s informer et à partager leurs expériences sur le site web du Programme ACPCultures+ pour défendre ensemble la place et le rôle de la culture dans le développement humain durable. 3 Editorial Projects with ambitious cultural and economic goals After a rigorous evaluation process that was both fair and dynamic, the amount of 15,020, Euros has been granted to 37 projects chosen within the framework of the Second Call for Proposals of the ACP Cultural Sector Support Programme. After two Calls for Proposals launched in less than 18 months, the ACPCultures+ Programme now counts a total of 57 projects that have been funded using the intra-acp envelope of the 10th European Development Fund. It is important to note the interest that this programme has attracted as can be seen by the clear increase in the number of proposals received. These projects, covering the fields of cinema and the audiovisual as well as creative industries, highlight the richness of the diversity of cultures and artistic practices within the member States of the ACP Group. From the production of feature-length films to actions for heritage conservation and promotion, not forgetting training courses and the creation of digital networks, they are proof of the firm commitment of cultural operators to contributing to the strengthening of the sector while targeting inclusive economic growth. This economic dimension is necessary and desirable because cultural industries can have a significant impact in reducing poverty and eventually leading to its eradication. The ACP Secretariat holds firmly to its commitment in favour of cultural sectors within the Group. In order to help new beneficiaries best answer to contractual obligations and to hold the keys to harmonious implementation of their respective actions, a two day seminar is planned at the ACP House in Brussels on February 25th and 26th of this year. Particular attention will be paid to reminding beneficiaries of their contractual requirements, in particular in terms of respecting calendars when implementing projects and the quality of the technical and financial reports that are transmitted. The beneficiaries of this Call will be given a warm welcome and they will be assisted throughout the carrying-out of their projects in the same spirit of enthusiasm, so that the results will be remarkable both on a cultural and an economic level. Furthermore, it is an opportunity for me to thank all those who submitted projects within the framework of the two Calls launched by the Programme. Whether they have been selected or not, I urge them to continue to create, to undertake and to innovate for the benefit of ACP societies, and also to inform themselves and to share their experience on the ACPCultures+ Programme website to defend together the position and the role of culture in sustainable human development. 4 Editorial La culture, promesses d avenir pour les jeunes générations Tous aujourd hui s accordent pour reconnaître l apport et le poids économique de la culture en termes de valeur ajoutée, de production et d emplois. C est particulièrement vrai sur le continent africain comme dans les pays des régions Caraïbes et Pacifique où le cinéma, l audiovisuel, la radio, les arts de la scène, la musique, la littérature, l artisanat, la mode, la photographie, l art visuel connaissent un foisonnement et constituent pour les nouvelles générations un large potentiel d emplois (techniciens, managers, programmateurs) comme d initiatives/entreprises locales (labels, festivals, studios..). C est bien là le fondement des choix faits par la Commission européenne de renforcer, à travers ses programmes, les actions contribuant à améliorer l économie du secteur culturel avec un environnement réglementaire mieux établi, des acteurs/opérateurs culturels mieux formés et des conditions permettant aux métiers de la création d émerger et de se développer davantage encore. Et c est fortement convaincue du rôle de la culture comme accélérateur de développement socio-économique que la Commission Européenne conjointement avec le Secrétariat du Groupe des Etats ACP, a lancé le programme ACP cultures+ en soutien à un large éventail d activités visant à promouvoir la production, dans les meilleures conditions, de biens et de services culturels dans les pays ACP et à leur ouvrir un accès plus large aux marchés internationaux. C est également en concourant à leur visibilité accrue que leur positionnement sur la scène internationale se trouvera renforcé. Le programme ACP cultures + en suscitant un intérêt très fort avec plus de cinq cents propositions reçues, à travers deux appels à propositions lancées en moins de 2 ans (2011 et 2012), soit 2.5 fois de plus que pour les précédents programmes (200 propositions avaient été réceptionnées pour les deux programmes films et industries culturelles sous le 9ème FED) nous encourage dans les voies choisies. D ores et déjà, plus d une soixantaine de projets auront pu être concrètement engagés pour un montant de plus de 23 millions d euros. C est un succès, qui va bien au-delà des taux élevés de participation enregistrés, avec l engouement sur le terrain que connaissent nombre d actions retenues au titre du 1er appel à propositions. M. SACP diants en formation qui se voient impliqués dans la préparation, le tournage et la postproduction de ces séries. Concrètement il s agira, à travers les activités programmées, d améliorer la qualité des programmes télévisés africains en s appuyant sur un renforcement des capacités techniques de leur initiateurs en matière de réalisation, d image, de son, de montage et de mixage, aidant ainsi à la mise à niveau de ces programmes aux standards internationaux, condition nécessaire à leur diffusion la plus large. «L architecture en terre», projet focalisé sur la promotion de la dimension culturelle, sociale, économique et environnementale de ce secteur, tant auprès des populations que des responsables politiques, touchera au Niger l ensemble des professionnels concernés, (soit une centaine d entrepreneurs) ainsi que près de 1800 jeunes de 10 à 20 ans qui participeront à toute une série d ateliers-découverte, les élèves en maçonnerie de plusieurs centres d apprentissage du pays. Des actions ciblées viseront également les institutions et structures en charge de la conservation, protection, et valorisation des patrimoines. Un inventaire spécifique sera dressé, qui permettra une meilleure promotion de ce patrimoine au Niger. La création d un pavillon d exposition au sein du Musée Boubou Hama à Niamey de même que la création du Réseau africain de l architecture en terre en renforcera les bases. Au terme du 1er appel à propositions, plus de la moitié des films retenus auront pu être menés à bien, autre illustration de la dynamique voulue par ce programme, avec, dans les mois qui ont suivi, leurs sorties en salle. En outre, plusieurs d entre eux ont été sélectionnés dans diverses compétitions internationales, figurant même au palmarès. L obligation, désormais faite par ce programme de prévoir dans le plan de production une stratégie de distribution, aura été un facteur actif d une circulation mieux assurée de ces œuvres, leur permettant ainsi d accéder à une notoriété plus grande. 37 nouveaux projets, tout aussi prometteurs, viennent d être sélectionnés au titre du 2ème appel à propositions pour un montant de 15 millions d euros. Avec la réunion de l ensemble des bénéficiaires du programme ACP Cultures+, les 25 et 26 février prochain, l occasion nous sera donnée d apprécier toute la richesse de ce «millésime» et les échanges promettent d être riches entre tous ces porteurs de projets talentueux qui témoignent avec force de la diversité foisonnante des pays ACP. 5 Editorial Culture: a promise for the future of new generations Nowadays there is a widespread consensus in recognising the contribution and economic importance that the cultural sector brings in terms of added value, production and employment. This is particularly true for the African continent as well as for other countries in the Caribbean and Pacific regions where cinema, audiovisual, radio, performing arts, literature, crafts, fashion, photography and visual art are continuously expanding and represent a large employment potential for future generations (technicians, managers, programmers) as well as local initiatives/businesses (labels, festivals, studios ). The European Commission has grounded its choices on this common understanding by orienting its programmes towards the strengthening of those actions that contribute to improving the cultural sector economy through a more firmly established regulatory environment, better trained cultural operators and conditions that allow creative careers to emerge and to develop even further. Firmly convinced of the role of culture in accelerating socio-economic development, the European Commission, together with the Secretariat of the ACP Group of States, launched the ACP Cultures+ Programme. The Programme supports a wide range of activities aiming at promoting the production of cultural goods and services in ACP countries under the best conditions, and to give them wider access to international markets. The contribution to their enhanced visibility will equally result in a strengthened positioning at international level. The results achieved so far by ACP Cultures+ Programme are encouraging. The programme has attracted a great deal of interest with more than five hundred proposals responding to two Calls launched in less than two years (2011 and 2012), and representing more than 2.5 times the proposals received for previous programmes (200 proposals were submitted for the movies and cultural industries programmes under the 9th EDF). At this stage, contracts for more than sixty projects have already been signed for a total budget of more than 23 million EUR. This success goes far beyond the high participation rates already recorded, together with the enthusiasm generated at grassroots level by many of the actions retained under the 1st Call for Proposals. Thanks to the «Afrique en Séries» project (i.e. «Africa Series») 6 television series are currently being produced in 3 countries (Burkina Faso, Cameroon and Ghana) and around one hundred young professionals and students are being trained and involved in the preparation, shooting and post-production of Poster of the beneficiary project «L Architecture en terre : une industrie culturelle en développement». these series. Specifically, the project s activities aim at improving the quality of African television programmes; by strengthening the technical skills of key actors in the direction, image, sound, editing and mixing compartments, the project aims at raising these programmes standards to international levels, a necessary condition for their wider broadcast. «L Architecture en terre» (i.e. «Earthen Architecture») focuses on the promotion of the cultural, social, economic and environmental dimensions of the architectural sector, towards local populations as well as political leaders. The project will reach all of the concerned professionals in Niger (approximately one hundred managers) as well as almost 1,800 young people aged between 10 and 20 who will participate in a series of discovery workshops, and students in masonry from several of the country s apprenticeship centres. Institutions and structures in charge of the heritage preservation, protection and promotion will also be targeted. A specific inventory will be drawn up to allow for a better promotion of this heritage in Niger. A new exhibition pavilion within the Boubou Hama Museum in Niamey, as well as the creation of the African Network for Earthen Architecture will contribute to this effort. By the end of the 1st Call for Proposal and in the following months, more than half of the supported movies have been completed and released, another positive indicator of the dynamic created by the programme. Furthermore, several movies have been selected for various international competitions and even received awards. The requirement to include a distribution strategy within the production plans of the movies supported by the Programme, has been a key factor in ensuring a better circulation of these works, thereby enabling them to attain a wider notoriety. 37 equally promising projects have just been selected under the 2nd Call for Proposals for a total of 15 million EUR. The ACP Cultures+ Programme s beneficiaries will gather on February; the meeting will offer the opportunity to appreciate the richness of this «vintage» selection, providing the space for fruitful exchanges between all the talented project leaders and strongly demonstrating the valuable diversity across the ACP countries. La production et la distribution de ce film permettront de créer des échanges entre les artistes caribbéens et africains et de promouvoir sur la scène internationale ces patrimoines musicaux trop peu connus. (Haïti) Lieux de l action Ethiopie 20 mois Subvention accordée «Yetut Lij» sera le prochain long-métrage du réalisateur et producteur renommé d origine éthiopienne, Haile Gerima. Le film retracera l histoire d une jeune fille qui, enfant, fut réduite à une servitude féodale. La production, le tournage et la distribution du film prévoient, en parallèle, l organisation d ateliers de formation destinés à des professionnels et des étudiants éthiopiens. Athénaïse (France) Abissia Productions (Burkina Faso) Dangarama Sarl (Niger) Lieux de l action Burkina Faso, Niger 22 mois Subvention accordée «Qui parle de vaincre?» sera le premier long métrage du réalisateur burkinabè Adama Sallé. Il relatera l histoire douloureuse de deux jeunes diplômés dans le Burkina d aujourd hui. La production de ce film sera l occasion d employer de jeunes techniciens ouest-africains et de construire une collaboration avec plusieurs écoles de cinéma. (Mozambique) Telecine Bissau Produções (Guinée-Bissau) Lieux de l action Mozambique, Guinée-Bissau, Cabo Verde, Angola, Portugal Subvention accordée La production du long métrage «Our Madness» du réalisateur angolais João Viana a pour objectif de renforcer l industrie cinématographique au Mozambique, les relations de coproduction entre le Mozambique et la Guinée- Bissau et les circuits de distribution entre quatre pays africains lusophones. Le film racontera l histoire de la fille supposée du père des indépendances bissau-guinéenne et cap-verdienne, Amilcar Cabral. The film will tell the painful story of two young graduates in the nowadays Burkina Faso. (Mozambique) Telecine Bissau Produções (Guinea-Bissau) Action Location Mozambique, Guinea-Bissau, Cabo Verde, Angola, Portugal Grant Awarded The production of the full-length feature film Our Madness by film maker João Viana aims at strengthening the cinematographic industry in Mozambique, co-production relationships between Mozambique and Guinea-Bissau, and the distribution routes between four Portuguese-speaking African countries. The film tells the story of the supposed daughter of Amilcar Cabral, the father of independence in Guinea-Bissau and Cabo Verde. The documentary Pan! l Odyssée Africaine by the Trinidad researcher and director Dr Kim Johnson will dive into the universe and the culture of steel band players in Trinidad and Tobago and in Nigeria. The production and the distribution of this film will create the opportunity for building exchanges between Caribbean and African artists, and the international promotion of a not well-known musical heritage. (Haiti) Action Location Ethiopia 20 months Grant Awarded Yetut Lij will be the first full-length feature film by the renowned Ethiopian-born director and producer Haile Gerima. The film will retrace the story of a young girl reduced to feudal servitude when still a child. During the production, filming and distribution phases of the film, it is planned to organise training workshops for Ethiopian students and professionals. TELEVISION SERIES Project Title Mozambique: From War and Peace Promarte Lda (Mozambique) Pangolin films (Zimbabwe) Gamboa & Gamboa LDA (Angola) Angel films CC (South Africa) Mubasen film and Video Productions (Namibia) Filmwork Communication Company SRL (Italy) Action Location Mozambique, Zimbabwe, Namibia, Angola, South Africa 24 months Grant Awarded From War and Peace will be the first documentary television series made about the history of Mozambique since its independence up to the first free elections ( ). LONG MÉTRAGE Le long métrage «Lamb» sera réalisé par le cinéaste éthiopien Yared Zakele. Il racconte l histoire d un jeune garçon qui se prend d affection pour une brebis après la mort de sa mère. Le film sera entièrement tourné en Ethiopie, avec des acteurs du pays et une équipe technique majoritairement locale et ivoirienne. L Action contribuera à renforcer l industrie du cinéma et les compétences des professionnels de ce domaine en Ethiopie. (France) Mandra Films (France) Lieux de l action Kenya 12 mois Subvention accordée «Jambula Tree» sera le premier film de l auteure et cinéaste kenyane Wanuri Kahiu. Il relatera une histoire d amour entre deux jeunes femmes dans le Kenya d aujourd hui. Toutes les phases du projet, de la production à la distribution du film, feront appel à des talents et des compétences kenyans. L Action aura ainsi un impact économique, pédagogique et culturel important. Thriller politique, il proposera une vision actuelle et moderne de la société malienne. Le projet s articule autour de la production du film, d actions de formation technique et du développement d un réseau de diffusion en Afrique de l Ouest. Titre du projet Thom Bila Production (Burkina Faso) Yelboundi SK Services- Communication (Burkina Faso), Top Communication (Tchad) Label Video (France) Lieux de l action Burkina Faso, Tchad, France 32 mois Subvention accordée La production du long métrage «Thom» du réalisateur burkinabè Tahirou Ouedraogo sera l occasion de mettre en œuvre une coproduction Sud-Sud, de mutualiser des moyens techniques et financiers et de renforcer les compétences des techniciens burkinabè et tchadiens. Le film relatera une histoire vraie qui s interroge sur la transmission des valeurs morales dans les sociétés africaines contemporaines. Il sera distribué dans plusieurs pays africains. The film will be entirely shot in Ethiopia, with local actors and a technical team to be sourced locally and in Ivory Coast. The action aims at strengthening the cinema industry and the skills of professionals working in this sector in Ethiopia. The aim is to strengthen the market access for these products at national, regional and international levels. L objectif est également de réunir les catalogues d œuvres et les publics des pays africains francophones et anglophones afin d atteindre une dimension mondiale. Based on the experience and the partnership between two African digital distribution platforms (bunitv.com and africafilmstv.com), this project will create a powerful digital audio-visual distribution tool to enable fair, transparent and safe management of rights and royalties for ACP content owners. The project also aims at bringing together the catalogues of works and the audiences of Francophone and Anglophone African countries in order to create a global-public dimension.
