2 Introduction: Children in the Palestinian community are more than half of the population; and they are the most important source for construction and development. Despite of what the Palestinian people face from oppression, displacement and splitting from their land and all that is related to their presence, remains the hope in the future generations of children and youth. While the effects resulting from the ongoing blockade of Gaza since June 27, are bad and dangerous and affect all aspects of life, we note that the Israeli occupation has not given the people of Gaza the opportunity to heal their wounds and rebuild their homes, rebuild their educational institutions and hospitals that were demolished on the heads of patients and children, were not allowed as well as the arrival of equipment to repair wells and water plants, reservoirs and water supplies, without which life is impossible. On the other hand, West Bank still suffering from the siege imposed by the Israeli occupation forces, which turns most areas of the West Bank into small cantons isolated from each other, as well as the use of checkpoints to block the movement of Palestinian civilians, especially children, and between cities and on both sides of Apartheid Wall, where the occupation forces exercised about semi-daily arrests on those barriers, and border crossings with the West Bank. There is no doubt, that the ferocity of reality in the Palestinian society has left a negative impact in the various fields of life for all segments of society, and therefore had to be the highlight of the slice children that are more layers of society importance in terms of the speed of adjustment and the impact of the situation of the society in various fields. Accordingly, the purpose of the issuance of this report is to highlight the problems experienced by the children of Palestine, and discuss it. Childhood and suffering in Brief Demographic Indicators: - Palestinian society is still young, with an estimated proportion of children in the age ( - 14 years) 4.4%. - Palestinian families are formed early. - Notes of Palestinian families decline in fertility rates and average household size (6.4 members in 27, and 5.6 members in 212). 3 Child health between hope and reality: - The rate of infant mortality in the Palestinian territories, 18.9 per 1, live births. - The mortality rate among children under five years 23.4 per 1 live births. - The main causes of death among infants in the Palestinian territories (respiratory, weight loss, birth defects, and blood poisoning). - Anemia in children in the Gaza Strip exceeded 6% in cities and 7% in the camps. - Recorded annually 65 children are infected by cancer in the Gaza Strip, while the number of 3 deaths per year for children aged less than 15 years. From here, it is a must to propose recommendations for improving the situation of children in general, and the Palestinian child lies beneath the injustice of the occupation, in particular: 1- Calling the international community, and all the human rights and humanitarian organizations, to work to provide the necessary protection for the Palestinian child. 2- Work on the trial of war criminals Violated the rights of the Palestinian child killed his childhood all unethical means. 3- Need to work harder in the case of children so as not to keep prisoners behind the cells and in extremely difficult conditions. 4- Attention to providing food and health services appropriate to the children of Palestine in need on an ongoing basis, in order to ensure their healthy growth. 5- Work as much as possible to provide medical supplies for children, especially the sick, and provide ways to address abroad that summoned the case. 6- Attention to the education of children and to make primary education compulsory, while working to develop ways Entertainment them, particularly the introduction of technology in education in schools. 7- Develop methods of psychological and educational guidance used in the primary stages of education and training of professionals and raise the level of their professional competencies. 6 Introduction: Les enfants palestiniens constituent plus de la moitié de la population et ils constituent la source la plus importante de la construction et du développement. Et malgré tous les malheurs auquels s expose le peuple palestinien et sa séparation de ses racines et de son sol et de tout ce qui touche à son existence, l espoir des générations futures d enfants et des jeunes et continue à exister. Vu les effets de l assiégement de Gaza depuis juin 27, graves, prolongés et dangereux à tous les aspects de la vie, nous constatons que l occupation israélienne n a pas donné aux habitants de Gaza l occasion de panser leurs plaies et reconstruire leurs maisons; la réparation et la reconstruction des établissements d enseignement et les hôpitaux qui ont été démolis sur les têtes des patients et des enfants est presque impossible et elle ne permet également pas d accéder à la réhabilitation de puits et stations de l eau, des réservoirs et des réseaux d eau sans lequel la vie est impossible. En revanche, l Ouest souffre encore du blocus imposé par les forces d occupation israéliennes, ce qui a transformé la plupart des secteurs de la Cisjordanie en petits cantons isolés les uns des autres, ainsi que des barrages militaries entravent la circulation des civils palestiniens, en particulier les enfants, surtout entre les villes des deux côtés du mur de l apartheid: arrestations quasi-quotidienne sur les barrières et les frontières avec la Cisjordanie. Sans aucun doute, la férocité de la réalité dans la communauté palestinienne a eu des effets negatifs dans les différents domaines de la vie et pour tous les secteurs de la société d où l importance d attirer l attention sur l enfance, la couche la plus importante de la communauté, vu l ajustement dont elle est capable à l état de la société dans divers domains. En conséquence, le présent rapport a pour but de mettre en évidence les problémes rencontrés par les enfants de Palestine et de les discuter. l enfance et la souffrance en quelques lignes Indicateurs de la population: - La société palestinienne est encore jeune, avec un âge estimé d enfants de ( à 14ans) 4,4%. - La famille palestinienne se forment très tôt. - Les Familles palestiniennes marquent une baisse dans le taux de fécondité et la taille moyenne des familles est entre 6,4 en 27, et 5.6 en 212. 7 L éducation et les loisirs sont est un droit fondamental des enfants: - Le taux d analphabétisme chez les personnes dans les territories palestiniens (15 ans et plus) s élevait à 4,7%. - 75% des enfants (1-17 ans) utilisent un ordinateur. - Quatre sur 1 enfants savent utiliser Interne et s en servent. - Environ deux enfants sur dix connaissent Internet et ne l utilisent pas. Santé des enfants entre la réalité et l espéré: - Taux de mortalité infantile dans les territories palestiniens est 18,9 pour 1 naissances vivantes. - Taux de mortalité des enfants de moins de 5 ans est 23,4 pour 1 naissances vivantes. - Les principales causes de mortalité infantile dans les territories palestiniens (l appareil respiratoires, une insuffisance pondérale, congenitale, malformations, septicemia). - L anémie chez les enfants dans la bande de Gaza dépasse 6% dans les zones urbaines et 7% dans les camps. - On enregistre chaque année 65 enfants comme nouveux atteints de cancer dans la bande de Gaza, avec le nombre de décès 3 cas par an pour les enfants âgés de moins de 15 ans. 8 Les enfants sont la première cible dans la politique d occupation: - La proportion d enfants martyrs est 27% du nombre total des martyrs. - La proportion d enfants blessés est 35% du nombre total des blessés. - Les arrestations d enfants atteignent (9) en 212, alors qu elles étaient (7) en % des enfants sont victimes de mauvais traitements pendant leur détention. - 2 Enfants palestiniens croupissent toujours derrière les barreaux de prisons de l occupation israélienne. Le nombre d'enfants palestiniens détenus la proportion d'enfants tués ou blessés Martyrs Jan Fév Les blessés Mars Avril Mai Enfants Juin Juillet Adultes Aug Sep Oct Nov Dec Conclusions et recommandations: Par observation de la réalité palestinienne, on remarque clairement que l enfant palestinien est toujours la victime de tous les moyens du terrorisme sioniste, où il y a un ciblage direct des enfants dans tous les domaines de la vie ce qui mène, à destabiliser cette société par le biais de ses enfants. De là, il est nécessaire de proposer des recommandations pour améliorer la réalité des enfants en général et les enfants qui résident sous l oppression de l occupation, en particulier: 1- Faire appel à la communauté internationale et à toutes les institutions humanitaires, afin de fournir la protection nécessaire pour les enfants. 2- poursuite des criminels de guerre qui ont violé les droits de l enfant et tué son enfance avec tous les moyens immoraux. 3- La nécessité de travailler dur sur la question des enfants prisonniers pour qu ils ne restent pas dans les cellules dans des conditions extrêmement difficiles. 4- Etre attentif aux services alimentaires et sanitaires pour les enfants dans le besoin sur une base continue, afin d assurer leur croissance saine. 5- Fournir autant que possible des fournitures médicales pour les enfants, surtout les patients, le traitement à l étranger, dans les cas urgent. 6- Faire attention à l éducation des enfants et à render l enseignement primaire obligatoire, avec le développement des spectacles pour eux, en particulier l introduction de la technologie dans l enseignement et les écoles. 7- développer un soutien psychologique et des méthodes pédagogiques utilisées dans les stades de l éducation de base, former des specialistes et relever le niveau de professionnalisme. Ainsi que former les parents sur les moyens de les élever. 8- impliquer les enfants dans la promotion de leurs droits en tant qu acteur et encourager les initiatives visant à aider les enfants à exprimer leurs points de vue sur toutes les questions. 9- Etablir des institutions et des associations oeuvrant dans le domaine des plans d urgence pour la protection des enfants et assurer leur sécurité et fournir le soutien psychologique et les spécialiser à travers des institutions sociales et culturelles, en particulier en cas de crise

9 1- créer des projets pour les enfants qui n ont pas terminé leurs études en raison de circonstances particulières, afin de leur assurer une vie décente et de les protéger contre la délinquance et exploitation par les employeurs. 11- Les medias devraient se concentrer sur les questions touchant les enfants et leurs droits et discuter leurs problémes et les présenter au monde Çocukluk ve ac1.. 10 Giriş: Filistin halkının yarısından fazlasını çocuklar oluşturmaktadır ve bu çocuklar yapılanma ve kalkınma için en önemli kaynaktır. Filistin halkı baskılara, bölünmelere ve ülkelerinden çıkarılmayla karşı karşıya kalmalarına rağmen, ki bunların hepsi onların varlığıyla alakalıdır, gelecek umutlarını çocuklara ve gençlere bağlamaktadır. Haziran 27 den beri devam eden Gazze ablukasının sonuçları kötü ve tehlikeli olup, hayatın her yönünü etkilerken, İsrail işgalinin Gazze halkına yaralarını sarması, yıkılan evlerini, eğitim binalarını yeniden yapması için fırsat vermediğini görüyoruz. İsrail aynı zamanda hastaların ve çocukların başına yıkılan hastanelerin yeniden yapılmasına ve hayat için olmazsa olmaz olan su kaynakları, şebekeleri ve rezervuarları da tamir için gerekli ekipmanların sağlanmasına izin vermemektedir. Bir toplumu çocuklarını kullanarak mahvetmek amaçlandığı için Filistinli çocuklar hayatın her alanında doğrudan hedef alınmaktadır. Buradan yola çıkarak genel anlamda çocukların durumlarını düzeltmek için öneriler dikkate alınmalıdır: 1. Uluslararası topluma çağrıda bulunarak, bütün insan hakları ve insani örgütler Filistinli çocuklar için gerekli korumanın sağlanması için çalışmaya çağrılmalıdır. 2. Çocukluk döneminde etik olmayan yöntemlerle öldürülen bütün Filistinli çocukların ihlal edilmiş hakları ve savaş suçları davaları üzerinde çalışmalar yapılmalıdır. 3. Hücrelerde ve çok zor koşullarda hapishanelerde tutulan çocukların davaları üzerinde daha sıkı çalışılması gerekmektedir. 4. Sağlıklı gelişimlerini sağlamak için Filistinli çocuklara uygun gıda ve sağlık hizmetlerinin sağlanmasına dikkat çekilmelidir. 5. Çocuklar için özellikle hastalıklara karşı tıbbi tedariğin sağlanmasına mümkün oldukça çok çalışılması gerekmektedir. 6. Çocukların eğitimine dikkat çekilmeli ve ilkokul zorunlu hale getirilmelidir. Çocukları eğlendirecek eğitim metotları geliştirilirken teknolojik imkanlardan da faydalanılmalıdır. 7. Eğitimin ilk aşamalarında psikolojik ve eğitim rehberliği geliştirilmeli, uzmanlar yetiştirilmeli ve bu uzmanların alanlarındaki yetkinlikleri artırılmalıdır. Ayrıca uygun yollarla ebeveynler de eğitilmelidir. 8. Çocuklar kendi haklarının geliştirilmesine etkin olarak dahil edilmeliler ve her konuda fikirlerini beyan etmeleri için teşvik edilmelidirler. 9. Olası muhtemel ani durumlara karşı çocuklarla ilgili çalışan kurum ve dernekler çocukların korunması, güvenliğinin sağlanması, psikolojik 22 23

13 destek ve rehabilitasyon sağlanması için, özellikle kriz durumlarında hazır olmalıdır. 1. Özel nedenlerden dolayı eğitiminden uzak kalan çocukların istihdamı için projeler hazırlanmalı ve böylece onlara daha iyi bir yaşam sağlanarak iş verenler tarafından sömürülmeleri engwllenmelidir. 12. Medyanın çocukların haklarına ve onlarla ilgili konulara yer vermesi sağlanmalı ve problemler takip edilip, tüm dünyaya ilan edilmelidir
