After the successful 2012 Cancun Congress, ICOH Scientific Committees, Task/Working Groups and National/Area Secretaries have renewed their work plans as clear focal points of international cooperation for occupational health research and practice. The progress we saw in Cancun is leading to new initiatives in our Network. This fresh impetus is important in playing our front-line role in protecting and promoting the health of workers in the time of rapid changes in employment structure, working life and work environments. We are focusing on solution-oriented approaches for managing complex risks in increasingly diversifying work situations. I am pleased to note new series of activities by the 35 Scientific Committees, the strengthened membership campaign and the advances in collaboration with our international allies. It is timely that the collaboration between SCs and ICOH members supported by National/Area Secretaries is advancing in response to the call from the Cancun Congress to build a bridge between research and practice and improve the level of health protection for all workers. ICOH statement on global asbestos ban As an important follow-up of the Cancun Congress, we have issued the ICOH Statement on Global Asbestos Ban and the Elimination of Asbestos-related Diseases, after intensive consultation within ICOH. We sincerely thank all those who have given their contribution dedicating their time and work on it. This statement is based on the long-year effort by ICOH members and the work done by the Scientific Committee on Respiratory Disorders and the Working Group on the Elimination of Asbestos-related Diseases. The initial draft outline by the Scientific Committee and the Working Group was discussed at the Board meeting in Cancun and further examined through consultations among the Board members, ICOH working groups and NGO representatives. Useful comments were received about the need to focus on comprehensive programmes linking the total ban of all forms of asbestos with complementary efforts aimed at primary, secondary and tertiary prevention of asbestos-related diseases. We hope this statement represents an important tool towards the global asbestos ban and the elimination of all asbestos-related diseases. In order to be effective, a total ban on mining, sale and use of all forms of asbestos should be achieved in every country. As occupational exposures will persist due to the presence of asbestos from prior use in building materials and durable machinery/equipment, a set of protective measures must be implemented to December

The ICOH Newsletter contents may freely be translated into other languages and disseminated among ICOH members. optimize effective prevention. This will require that occupational health personnel persistently express their concerns, raise awareness and take necessary action regarding the need to prevent asbestos-related diseases. We must foster the engagement of all members of the ICOH Network in this endeavour. Effective and Basic Occupational Health Services Our joint activity for building effective infrastructures and systems of occupational health services, including basic services, is another important aspect of our follow-up of the Cancun Congress. We need to clarify how we build infrastructures and systems for competent services that can address complex risks in diverse work situations. A special effort is being done through our SCs and Task/Working Groups for developing systematic procedures for basic occupational health services for small enterprises, agriculture and informal workplaces. This effort requires collaboration for building effective occupational health service infrastructures learning from good practices meeting different local needs. It is also necessary to reflect experiences in participatory approaches involving employers and workers in implementing practical improvements despite constraints. I could confirm the progress in this direction when I attended the 9th IOHA International Scientific Conference held in Kuala Lumpur in September IOHA ( International Occupational Hygiene Association) is one of the three international NGOs officially registered at the ILO and WHO, together with ICOH and IEA (International Ergonomics Association). An important topic at the IOHA conference was the promotion of basic services for occupational health and hygiene. I could confirm achievements involving many members of ICOH, IOHA and IEA for developing basic, easy-to-apply procedures and locally effective preventive measures in various workplaces. It is hoped that the ICOH Network of SCs and members will further accelerate this collaboration in both developed and developing countries. During the IOHA conference, the three Presidents of ICOH, IEA and IOHA met to discuss joint work and agreed to collaborate, through their networks, for promoting preventive measures and risk communication particularly in small-scale workplaces and in non-regular employment. Furthering collaboration between SCs and National/Area Secretaries As an important asset within the ICOH Network, it is very important to promote the close liaison between the SCs and our National/Area Secretaries. This was discussed in the meetings of SCs and the joint meeting of the Secretaries during the Cancun Congress. Many successful scientific conferences of SCs have benefited from this liaison in organizing scientific programmes and recruiting participants, and these SC conferences contributed to reinforcing cooperation of ICOH members with national associations in our field. It is gratifying that the work plans of Scientific Committees for the current triennium include enhanced cooperation between SCs and National/Area Secretaries. This will greatly favour the development of effective and basic occupational health services as well as closer cooperation between SCs and national associations and various NGOs. Advances in developing action-oriented intervention tools in many countries will in this way help us develop widely applicable guidelines and practical solution-based toolkits. We are now planning to hold the ICOH Midterm Meeting of this triennium in early We hope to review the progress in our joint work in the Midterm meeting according to the new work plans of SCs, Task/Working Groups and National/Area Secretaries. We also hope to examine the edited version of the ICOH Code of Ethics on that occasion. This will enable us to foster our collaboration towards the 2015 Seoul Congress and the 2018 Congress in Dublin. Your ideas and suggestions about reinforcing our ICOH Network in achieving our strategic goals are highly welcome. 4 Anticipating Recent and Common Problems in Asia is a must to attain Humane, Competitive and Sustainable Work Systems and Products Adnyana Manuaba Professor, Emeritus Udayana University, Bali manad2011@yahoo.com Aside from their daily routine work, those who have concern and commitment to improve the health, safety, comfort and productivity of people working conditions and environment, should give more attention to the common problems they are facing recently in Asia. Those new multidimensional and complex character problems are disasters, earthquake, tsunami, flood, global warming, technology impacts in term of accidents, destruction of the environment, pollution, poisoning, criminals, new 24 hours society, social unrest, and human rights trespassing. Efforts in solving the problems through arrogant single discipline approach are always failed and ended with residue and creation of new problems. A systemic, holistic, interdisciplinary and participatory team approach becomes a must in identifying and solving the Our PhD and Master degree students already started to use these two approaches in their thesis and dissertation. In many articles and services, these approaches are becoming more popular and applied. These total approaches already had their legal aspects through MPR act No 4/MPR RI/1999 in Indonesia. And in fact, more and more scientists, politicians, government officials use the word of holistic approach in contributing their competency to solve a problem. I hope that decision makers in Asia shall use these approaches in developing and executing development projects in the regions. Products should be free from human hazards, and use of land shall always remember sustainable development. By doing so, humane, competitive and sustainable work systems and products shall be attained. problems. Meanwhile appropriate technological approach must be used in choosing the technology being used. To carry out these total approaches, we have to change the mind set of our human resource and the way they are doing the whole Total Ergonomics Approach processes. Instant noodle mind set must be changed into holistic mind set. Working in a team with all prerequisites must be developed. Arrogant and egoistic mind set must be thrown away. Trust, ready to collaborate within competition atmosphere, ready to accept criticism and to criticize openly, and democracy must be conducted optimally within the team processes. Many challenges shall be faced in these changing efforts. Instant noodle mind set has already been rooted for many years. Many of the human resource already get used to work and to decide alone, working in a team is not yet popular. Many scientists due to their experiences still arrogant and feeling superior. Yet team approach could be certainly attained by training and give experiences. In identifying, analyzing and solving problems, a SHIP ( Systemic, Holistic, Interdisciplinary and Participatory) approach has been introduced in Systemic approach meant that everything should be considered in a system, and those factors having relevant and significant relationship must be included in the analysis. Holistic approach meant that a system never stands alone, it must have significant and relevant relationship with other systems, which must be included in the consideration. Interdisciplinary approach meant that all disciplines having significant relationship must be involved in the analysis, by having their representatives in the form of a team. Team approach is really needed. Participatory approach meant that all parties especially the target groups must be 4 ICOH Newsletter Vol.10 No.2, 3

5 involved as early as possible in the discussion since the idea has been introduced for the first time. In this participation process, not only the body, but also the mind and the soul of the target groups must be involved. Appropriate Technology is being used in choosing the technology, by using six criteria to assess comprehensively. Technically sound meant we have to consider and think holistically on the existence of related laws and regulations, standards, materials, manufacturing methods, design protection, legal aspect, specialist input, ease of maintenance, common components, durability, recycle ability, environmental interface, and optimum life-cycle. Various ISO ergonomics standards must be as far as possible ratified and implemented with prior accommodation and adaptation to the local norms, values and customs to be successful. Economically sound meant we have to consider various factors comprehensively, and to define finally a decision according to the needs and existing of priority. Those factors to be considered are related to marketing, financing and budgeting, component and assembly costs, time scheduling, benefits to stakeholders, competition, presentation and selling the design solution, size of market, demographics, types of the market, future trends, freight and storage consideration, servicing policy. In conducting TQM it must be done by using ergonomics as a strategy. Ergonomically sound meant we have to be able to built-in ergonomics principle within the design process, like for example, provision for the user constituencies, recognition of the non-users, the profile of the users, user needs, user convenience, ease of use, product maintenance, user satisfaction, product-user fit, context of product use, user behavior, product safety, physical demands on the users, mental demands on the user, user instruction, user feedback. Social culturally sound meant it shall covers the norms, values, custom, habits, wishes, desires, religions, belief, and needs of the users. The products should also be adjusted to critical problems and taboos for them. Aesthetics, fashion/stylistic position, perceived value and quality (what the customers want) must be also considered to be sustained. It must be safe energy, which meant that the product must give significant contribution to the sustainable development principal and not hence to destroy its existence. Products should be effective and efficient in using the limited energy likes electricity, water and land. Preserving the environment meant that the product should not give problems to the environment like plastic waste, pollution to any important resources like water, land, air and horizon. Any emission from the product must not be a pollutant as well as destroyer to the natural resources. December

15 Secretariat notification EDITORIAL The scientific communication is changing. The growing documents digitization and the web-based networking facilities have made the scientific contents more and more available and accessible. Several tools and services such as search engines, repositories and open access journals have improved the ways of searching and consulting scientific articles. Finally, subscription rates to the scientific journals as well as to single issues has sensitively decreased if compared to the past due to the availability of digital versions. Nevertheless, this scenario does not always result in an effective increase in accessibility, particularly if we think of those OSH professionals who cannot have access to institutional subscriptions since they are not employed within Institutional contexts or have already left the university system. For this reason, ICOH decided to provide a new service that allows ICOH Members in good standing to access to some of the most prestigious scientific journals at rates that might be discounted up to 80%. This service aims to make available for OSH Professionals, including the younger just out of education and those from developing countries, an easier and more affordable way to access to scientific journals contents in a large view of improving ICOH Member benefits. Furthermore, in view of developing an always wider and interactive network of OSH professionals, this new service represents an improvement of the ICOH web area, which is going to become a suitable integrated tool that promotes sharing of information and offers a direct and simplified access to both internal and external scientific resources. The purpose is to support ICOH Members in interfacing with the scientific community in a more comprehensive and systematic way, by proposing a continuous contents updating and fostering the Members capability to provide scientific contents suitable for the publication in a scientific context in a depth transformation. We wish that this service will be of your interest. SERGIO IAVICOLI Secretary General December
