1 Board of Directors The 2015 program budget of Arsel has been voted 013 du 12/01 au 25/01/ du 12/01 au 25/01/2015 Family photo after the Board of Directors meeting T he thirty first ordinary session of the Board of Directors of the Electricity Sector Regulatory Agency (ARSEL) held on the 19th December, 2014, at the premises of the Agency in Bastos, Yaounde. Presided over by the President of the Board, Mr. Jean Marie Aleokol, this session of the Board of Directors was dedicated to the voting of the 2015 budget of the Agency as well as, the review of the performance program of the Agency during the year In his opening remark, the President of the Board traced out the environmental context within which the session is holding, which included significant events influencing the execution of the Agency s activities, such as, the Head of State s message on public sector governance and the three years emergency plan. The need to obtain a balance between the demand and supply of electricity, the ongoing tariff review process and the state of advancement in hydroelectricity projects in Cameroon, were also cited by the President of the Board. Considering the fact that electric energy is the pivot to the development of any nation, and mindful of the challenges faced within this sector in Cameroon, the President of the Board called on the vigilance of ARSEL in ensuring the effective and efficient supply of electricity to consumers. To this effect, he prescribed to the management of the Agency, the following challenges amongst others: The effective control of the electricity public utility operator; The inspection of ongoing projects in the sector, to ensure the respect of rules and regulations governing the sector; The research on means and ways of reducing electricity tariffs; The improvement in the quality of service through the respect of norms governing activities in the electricity sector. The debates that ensued during the session led to the voting of the 2015 budget of the Agency, which stands at two billion, six hundred and ninety eight million, five hundred and five thousand, four hundred Francs CFA (2,698,505,400 FCFA). At the end of the session, the Board members took part at the Christmas tree lighting ceremony, in the presence of members of staff of the Agency and their children. This ceremony, which was graced with the angelic voices of the AR- SEL choir, permitted the Board members to present Christmas gifts to some of the children and extend their well wishes for 2015 to the personnel of the Agency. 2 T he thirty first (XXXIst) ordinary session of the Board of Directors of the Electricity Sector Regulatory Agency (ARSEL), held at the headquarters of the Agency in Bastos - Yaounde, on the nineteenth of December, 2014, presided over by Mr. Jean Marie ALEOKOL, President of the Board. The General Manager, Mr. Jean Pierre KEDI, assisted by the Deputy General Manager Mr. Honoré DEMENOU TAPAMO, ensured the secretariat for the meeting. This session which was devoted to the examination of the 2015 segment of the programmed budget ( ) had the following points on the agenda: The rate of execution of resolutions of the XXXth session; The performance report for the year 2014; The examination of the 2015 performance project of the programmed budget ; The report on the functioning of ARSEL and the electricity sector. Following fruitful discussions, the Board of Directors approved the 2015 performance project of ARSEL and instructed the Management to support the three years emergency plan of the Head of State. To XXXIème session du Conseil d Administration Communiqué final L an 2014, le dix-neuf du mois de décembre, s est tenue à son siège au quartier Bastos à Yaoundé, la trente et unième (XXXIème) session ordinaire du Conseil d Administration de l Agence de Régulation du Secteur de l Electricité (ARSEL), sous la Présidence de Monsieur Jean Marie ALEOKOL, Président dudit Conseil. Monsieur Jean Pierre KEDI, Directeur Général, qu assistait Monsieur Honoré DE- MENOU TAPAMO, Directeur Général Adjoint, rapportait les affaires inscrites à l ordre du jour. Ladite session, consacrée à l examen du volet 2015 du budget programme ( ) a analysé les points suivants inscrits à l ordre du jour : l état d exécution des résolutions de la XXXème session ; le rapport annuel de performance 2014 ; l examen du projet de performance 2014 du budget programme ; l information des Administrateurs sur l actualité de l ARSEL et du secteur de l électricité. A la suite des débats fructueux, le Conseil d Administration a validé le projet de performance 2015 de l ARSEL et a engagé la Direction Générale à soutenir le plan d'urgence triennal du Chef de l'etat. A cet effet, le renforcement des capacités des personnels chargés de sa mise en œuvre, ainsi que l'assistance aux consommateurs de l'électricité et l appui aux promoteurs des projets d'énergies renouvelables ont été encouragés. Le Conseil d Administration a approuvé le Budget Programme 2015 de l ARSEL qui s équilibre en ressources et en emplois à la somme de deux milliards six cent quatre vingt dix-huit millions cinq cent cinq mil quatre cents francs CFA ( FCFA), repartis ainsi qu il suit : six cent quatre vingt six millions trois cent vingt neuf mil trois cent vingt cinq francs CFA ( FCFA) pour les investissements ; deux milliards douze millions cent soixante seize mil soixante quinze francs CFA ( FCFA) pour le fonctionnement. Le Conseil d Administration a suivi avec attention la présentation par la Direction Générale du rapport de performance 2014 et du rapport d exécution du budget à fin novembre 2014, lesquels ont indiqué la nécessité d'une révision de l'organigramme de l'arsel. Les membres du Conseil ont été également informés sur d'autres questions spécifiques à l ARSEL ainsi que celles de portée générale pour le secteur de l'électricité. The Board of Directors approved the 2015 programmed budget of ARSEL, which balances resources and expenditure to the sum of two billion, six hundred and ninety eight million, five hundred and five thousand, four hundred Francs CFA (2,698,505,400 FCFA), distributed as follows: six hundred and eighty six million, three hundred and twenty nine thousand, three hundred and twenty five francs CFA ( FCFA) for investments; two billion, twelve million, one hundred and seventy six thousands, seventy five francs CFA ( FCFA) for functioning. The Board of Directors carefully followed the presentation by the Management of the 2014 performance report and the budget execution reports as at the end of November 2014, which indicates the need for a review of the organizational chart of ARSEL. The Board members were equally informed on other issues specific to ARSEL as well as those general to the electricity sector. Aussi a-t-il été recommandé à la Direction Générale de poursuivre ses diligences en faveur de la transition vers les compteurs électriques à prépaiement. Le Conseil d Administration a également été informé des ressources limitées de l'agence, carence qui entrave son fonctionnement efficace en tant que Régulateur. Des directives ont ainsi été données à la Direction Générale, pour exploiter toutes les voies possibles en vue d augmenter les ressources de l'agence. Enfin, le Conseil d Administration a félicité le Directeur Général pour la clarté et la bonne qualité des documents présentés, ainsi que la bonne marche de l entreprise et le maintien d un climat professionnel social et serein au sein de l Agence. Fait à Yaoundé, le 19 décembre 2014 Le Président du Conseil d Administration (é) Jean Marie ALEOKOL a rigorous approach in the examination of the tariffs review application submitted by the electricity public utility operator, on the one hand, and the follow-up of negotiations with the Government for the reduction of taxes on electricity production, on the other hand, the Board of Directors noted with encouragement the efforts of ARSEL in the search of sustainable solutions for the satisfaction of electricity consumers. Also, it was recommended that the Management should continue in its procedure of transition to electricity prepaid metering system. The Board of Directors was also informed of the limited resources of the Agency, which hinders its effective functioning as a Regulator. Directives were thus given to the Management, to exploit possible avenues to increase the resources of the Agency. Finally, the Board congratulated the General Manager for the clarity and good quality of the documents submitted, as well as the smooth running of the enterprise and maintaining a professional, social and serene climate within the Agency. 3 A l issue de la réunion de synthèse du projet Hydro Mekin D ans le cadre du suivi regulatoire des investissements dans le secteur de l électricité au Cameroun et conformément au régime de visite semestrielle instituée à l Agence, une mission de l ARSEL s est rendue du 24 au 29 novembre 2014 sur les chantiers de construction des barrages hydro-électriques de Mekin et Memve Ele, pour faire le point de l'état d'avancement des travaux et des dispositions envisagées pour maitriser les coûts des investissements. Conduite par M. Jean Pierre KEDI, Directeur Général, la mission était composée de : M. Honoré DEMENOU TAPAMO, Directeur Général-Adjoint ; M. Ahmadou BOUBA OUMAROU, Sous- Directeur du Suivi des Politiques et Programmes de Développement ; M. MBELE Philipe, Chargé d Etudes Assistant/DCEC ; et M. TUM Roland, Chargé d Eudes Assistant/DE. L'objectif de cette descente sur le terrain était de permettre à l'arsel de disposer d'informations pertinentes sur ces projets d'investissements afin de s assurer que les Suivi régulatoire des projets d investissement L Arsel sur le terrain dispositions réglementaires sont bien respectées et que l Agence dispose des éléments qui lui permettent d apprécier les coûts réels des investissements. Il a été question entre autres, de: vérifier que les projets sont réalisés conformément aux dispositions réglementaires et contractuelles en matière de sécurité, de protection de l'environnement et des règles de l'art ; vérifier les informations de base contenues dans les dossiers préalablement transmis par les projets ; examiner la conformité des projets avec les documents de sauvegarde environnementale et sociale ; et faire des recommandations. Au terme des inspections techniques des équipes conjointes de l ARSEL et de celles des différents projets, des recommandations ont été formulées parmi lesquelles : (i) Sur le projet de Mekin: solliciter l ARSEL pour accompagner la société HYDRO-MEKIN dans les diligences de demande de titres. A cet égard, les formulaires transmis par l ARSEL devraient être renseignés et retournés. accorder une attention particulière à la sécurité, l entretien et la maintenance ; maintenir le défi de réalisation au meilleur coût d électricité qui sera compétitif; travailler avec les sectoriels et les opérateurs locaux pour l enlèvement du bois, le développement de l écotourisme et la valorisation des produits halieutiques. aménager des bacs à ordures pour éviter les problèmes environnementaux ; conduire des campagnes de sondage par carottage pour vérifier s il y existe encore des infiltrations. (ii) Sur le projet de Memve ele maintenir le défi de réalisation au meilleur coût de revient d électricité afin de rester compétitif ; établir un calendrier de déforestation du périmètre à inonder et le rendre cohérent avec le calendrier du projet ; pour le financement du PASEM, développer les conventions avec les ministères sectoriels pour la programmation des lignes budgétaires dont le CAPM serait l agent d exécution; établir pour la mémoire du secteur de l électricité, une synthèse des problèmes rencontrés et les solutions respectives trouvées avec les recommandations; engager dès à présent la formation des cadres qui seront chargés de l exploitation des ouvrages réalisés; mettre en place une comptabilité analytique qui permettra de simuler en temps réel les variations des coûts (et tarifs de vente éventuels). Au terme des visites, la mission a relevé l effectivité des travaux sur le terrain et la conformité réglementaire des ouvrages construits. Cependant, l ARSEL marque sa préoccupation pour les risques de retards dans les délais d exécution, dus aux procédures portuaires d enlèvement des équipements et au non enlèvement de la biomasse forestière sur la mise en eau du barrage. Oscar HOB Programmed Budget ( ) The financial services of ARSEL take on a retreat to better prepare the 2015 segment of the programmed budget W ithin the framework of the elaboration of the 2015 segment of the programmed budget for the Electricity Sector Regulatory Agency (ARSEL), the financial services of the Agency took on a retreat from the 24th 29th November, 2014, in Mbalmayo. The team, which was headed by the Director of Administrative Affairs, Finances and Human Resources (DAAFRH), had as task, to finalise the 2014 performance report of the Agency, review the 2015 programmed budget proposals from the different units at the Agency, as well as finalise the documents for the Board of Directors meeting programmed for the 19th December, This retreat, provided a good opportunity for all those involved in the budgetary chain at ARSEL, to analyse their 2014 working mechanism and share the difficulties they faced. Deliberations during the different working sessions also made evident some of the challenges in the execution of the programmed budget, such as the non respect of budgetary provisions by some units, the non evaluation of certain activities, as well as the non respect of the 2015 budgetary framework given to each unit for their proposals. At the end of their stay in Mbalmayo, the head of the team noted with satisfaction the advantages of working in a synergy (especially with the representatives of the Ministry of Finance at ARSEL), in order to ensure the effective flow of activities at the Agency, thus facilitation the accomplishment of the missions assigned to it. She also called on all those involved in the budgetary chain to continue assisting the different units at the Agency in the respect of the regulation guiding the elaboration and execution of the programmed budget. She closed the retreat with the hope of seeing a better execution of the 2015 segment of the programmed budget, after it adoption by the Board of Directors at their next meeting. Etutu M. Shalman

4 Green Economy Preserving our Environment Photo of participants and trainers A seminar organized by UNESCO, under the theme Integration of issues related to the green economy in environmental assessment : methodology, tools, indicators and practical guide" took place in Buea, from the 11 th to12 th November The overall objective of the seminar was to make contributions to issues related to the green economy in the process of development through environmental assessment. Participants at this seminar came from countries of the CEMAC zone, Ethiopia and Holland. ARSEL was represented by Jean Didier Begoumenie and Arouna MOUSA, both from the Department in charge of Judicial Affairs and Consumer. A number of modules were looked into during this training, notably : The definition of the green economy concept, its importance and potential in environmental assessment; the evaluation of ecosystem services; Payment Mechanism of ecosystem services; Methodologies, tools and indicators for the integration of aspects of the green economy in environmental assessments. The green economy can be defined as a long term economy that promotes the use of more efficient energy resources, provides for more sustainable urban living conditions and mobility, with a low carbon emission rate. It is important in many respects, in that it: recognizes the value of natural capital and the interest to invest in it; plays a vital role in the fight against poverty; creates jobs and improves social equity. The green economy seen as the benefits that people derive from ecosystems can be classified into four groups namely; procurement services, cultural services, basic functions, and regulation services. The ecosystem services can be valued based on needs and allows decision makers to integrate them into their decisions, providing as objective as possible qualitative items of information on which public and private decisions can be based, and also to integrate environmental costs and benefits to enable them chose projects or make investments in a rational manner. As far as the Payment Mechanism of ecosystem services is concerned, payment can be defined as a voluntary transaction in which a clearly defined eco-system service is purchased by at least a single consumer from a supplier, if the supplier guarantees the continuous provision of the service. Looking at the methodologies, tools and indicators for the integration of aspects the green economy in environment assessment, the assessment process ensures that the environment is taken into account as early as possible to ensure a balanced development of the territory. The aim is to: ensure that all environmental factors have been well taken care of at every moment of the preparation of the plan or program; analysis throughout the development process of the plan or program, the potential effects of objectives and guidelines for planning and development on all components of the environment. The lesson drawn from the seminar is that we must exploit our riches of the soil and beneath in a sustainably manner, preserving the environment. In the electricity sector, the sustainability of this operation can be materialized by: promoting renewable energy because it is less polluting; the enforcement of the recommendations of environmental impact studies on developmental projects in the electricity sector (under Article 72 of the law governing the electricity sector); establish a "polluter pay" policy. This policy would be to pay more kwh of electricity by any high energy consumer. The green economy concept is an important tool that contributes in eradicating poverty, sustains economic growth, enhances social cohesion, improves human welfare, and creates employment opportunities and descent work for all, while maintaining the healthy functioning of the Earth s ecosystem. 5 Renewable Energy for Rural Electrification Financing and Regulation The discussions and exchanges that followed helped identify the funding difficulties faced by operators wishing to get involved in rural electrification based on rene- A t the initiative of the Club of African Agencies and Structures in charge of Rural Electrification (Club-ER), a workshop on financing renewable energy for rural electrification took place in Dakar, Senegal, from the 14 th to 16 th October This workshop was organized as part of the support project for the second 10th EDF Energy Facility of the Club-ER, in partnership with the Environmental Energy and Management Agency (ADEME), the Francophonie Institute for Energy and Environment, Innovation Energy Development (IED) and the Senegalese Agency for Rural Electrification (ASER). Fifteen structures from thirteen (13) different countries, amongst others, took part in the workshop. wable energy production. During this workshop some presentations were made on the different renewable energy financing methods, such as the granting of concessions to the private sector in the form of the Public Private Partnership (PPP), the establishment of a Rural Energy Fund constituted differently depending on the country, and bilateral (between states) and multilateral (development agencies) funding. The highlight of this workshop was the roundtable organized with donors, amongst which were the representatives of the World Bank, the African development bank (BAD), the French Development Agency (AFD), GIZ, the Indian Embassy and Exim Bank. Commercial banks accompanying project developers based on renewable energies were also represented by Ecobank. The Senegalese Ministry of Energy, the private sector with eight actors, local operators, installers and consultants were all represented at the roundtable. Amongst the difficulties identified were the quality of the regulatory framework and project mounting (Business Plan). In the light of the above, the donors declared their readiness to assist countries in the mounting of documents. The holding of this workshop led to some findings and recommendations were made. The findings included the following : Clarification of the regulatory framework is a prerequisite to the financing of renewable energy and the large scale involvement of the private sector; Planning and long-term vision allows us to perceive the economic profitability of renewable energy compared with thermal solutions; The availability of funds is not the problem for donors, there is even more resources allocated to renewable energy as conventional sources. Meanwhile the recommendations made include amongst others: That state structures in charge with the development of Rural Electrification and the promotion of renewable energies should be identified, to facilitate the involvement of the private sector; There should be a regional harmonization of regulatory frameworks and taxation; The development of tax incentives should be applicable not only to dealers but also to Small and Medium size Enterprises involved in Rural Electrification based on renewable energy; The availability and accessibility of predictive studies of the demand and investment needs of the rural areas in the production and distribution networks; The local commercial banks should be informed on the renewable energy and rural electrification sector : institutional framework, regulation, operators, the market conditions etc ; The participation of the private sector through the Public Private Partnership (PPP), and commercial banks called citizens interested in renewable energy and the rural electrification sector; The transformation of Rural electrification Funds (FER) into real levers of additional funding to complement the subsidies received. Thus, for the development of Rural Electrification, an incentive institutional regulatory and legislative framework should be put in place, accompanied with financial mechanisms such as the establishment of the Rural Electrification Fund (FER), with tax and custom facilities. Projet Invest Elec Des Pme et communes du Moungo en formation O rganisée dans le cadre du projet Invest elec, la formation sur les Avant-projets Sommaires (APS) s est déroulée du 27 au 31 octobre 2014 à Nkongsamba et Manjo dans le département du Moungo. Cette formation est cofinancée par l Union Européenne et l ARSEL qui en est le bénéficiaire et le maître d ouvrage. Le bureau d ingénieurs conseils Etudes Engineering Developpement (EED) assure la maîtrise d œuvre et la FECAME la mobilisation des PME/PMI locales. La formation suivie avait pour but de donner aux ingénieurs/techniciens cadres des PME camerounaises voulant s investir dans le domaine de la production décentralisée de l énergie d origine hydroélectrique, des méthodes et outils pour la réalisation des investigations et le montage technique des projets de petites centrales hydroélectriques (<5MW) du niveau d un APS, et aux communes de s approprier des mécanismes de montage des projets bancables de cette nature. La formation était repartie en deux phases : une première phase théorique qui était matérialisée par des concepts théoriques liés aux études topographiques dont les cours étaient repartis en 03 modules : études cartographiques ; études techniques sommaires d un projet de construction d une petite centrale hydroélectrique (PCH), planification de l ER ; analyse économico-financière. Une phase pratique caractérisée par les descentes sur le terrain où les participants sont mis en situation réelle de collecte de données sur la ressource renouvelable Emmanuel K. Nasoa (hydro) exploitable pour la production décentralisée de l électricité. Chacun des participants y a mis du sien et les formateurs aussi. De nombreux éclairages ont été apportés par le régulateur tout au long de la formation. En définitive, le Directeur des Etudes représentant le Directeur Général de l ARSEL, a remercié les participants et a émis le vœu de voir le site de Dibombe, qui a servi lors de la phase pratique, être exploité par l un des participants. Les participants quant à eux ont promis de se rapprocher de l ARSEL avec des projets concrets de PCH et c est dans cette ambiance que la session a été clôturée. Adrienne Y. Enganalim
