4 OBJET : Présentation du plan financier du Village de Casselman pour le système de gestion de l eau potable, juin Mme Whitfield nous donne une copie de sa présentation. La présentation était au sujet du système d'eau potable du village de Casselman. Casselman a été émis un permis municipal d'eau potable dans le cadre du nouveau programme en avril La soumission d'un plan financier est la prochaine étape dans le processus. Les objectifs provinciaux : - La réalisation de la durabilité financière de l'eau potable municipale en Ontario et le secteur des eaux usées est un but provincial à long terme. - Les systèmes vieillissent, il a une quantité croissante d'entretien reporté et beaucoup d actifs s'approchent ou même au delà de la fin de leurs vies utiles et ont besoin de remplacement. - Le principe de base global dans le développement de ce plan financier est de s'assurer que les besoins de fonctionnement courants et la planification à plus long terme d'infrastructure sont adressés. RE: Presentation of the Village of Casselman Drinking Water Quality Management System Financial Plan , June Mrs. Whitfield gives us a copy of her presentation. The presentation was about the Village of Casselman Drinking Water System. Casselman was issued a Municipal Drinking Water License under the new program in April The submission of a Financial Plan is the next step in the process. The Provincial objectives: - Achieving financial sustainability in Ontario s municipal drinking water and wastewater sector is a long term provincial goal. - Systems are aging, there is a growing amount of deferred maintenance and many assets are nearing or even beyond the end of their useful lives and are in need of replacement. - The overall guiding principle in the development of this Financial Plan is to ensure that both current operating needs and longer term infrastructure planning is addressed. 7 projets capitaux d'amélioration du système d'eau - Résultats : - Le village prévoit employer les réserves pour placer tous les futurs achats prévus de bien capital et ne prévoit pas devoir prolonger sa dette à long terme courante Conclusion - Casselman se fondera sur des revenus de prêts à long terme comme des frais d'utilisateur et des octrois des gouvernements pour le fonctionnement opérationnel et capital pour le système d'eau potable - Le système d'eau potable est financièrement en santé pourvu que le Conseil continue à passer en revue l arrêté pour les frais aux usagers annuellement en tant qu'élément du processus de budget et à mettre en application un 2% d augmentation par an en commençant en 2013 o En outre, les taux de l'eau devraient être mis à jour annuellement en ce qui concerne le réel et la croissance projetée o Le renouvellement du capital et la planification d'entretien majeur devraient être passés en revue annuellement en tant qu'élément de la revue du taux de l'eau system improvement projects - Results: o The Village intends to use cash reserves to fund all planned future capital asset purchases and does not intend on having to extend its current long term debt Conclusion - Casselman will rely on revenues from long term loans as well as user charges and limited government funding to fund the ongoing operating and capital costs for the drinking water system - The Drinking Water System is in sound financial condition provided Council continue to review the User Fee By-law annually as part of the budget process and to implement a 2% per annum water rate structure beginning in 2013 o Furthermore, water rates should be revised annually with respect to actual versus projected growth o Long range capital renewal and major maintenance planning should be reviewed annually as part of the water rate review Rôle du Conseil : - Aujourd'hui : approuvez par résolution le plan financier - Le plan financier doit être rendu disponible sur demande, aux membres du public à aucune charge et être affiché sur le site Web municipal - Doit être mis à jour à tous les 5 ans (au minimum) et être approuvé avant la demande concernant le renouvellement de permis (application Role of Council: - Today: approve by resolution the Financial Plan - The Financial Plan must be made available upon request, to members of the public at no charge and posted on the municipal website - Must be updated every 5 years (at minimum) and approved prior to applying for license renewal (application October 2015 before April 2016 expiry)

Alain Routhier de l entreprise «Dans le sens du grain» : OBJET : Présentation et don d une maquette pour le logo du Festival de Noël. Lors du Festival de Noël de l an passé ces gens ont fait la mascotte du Festival de Noël. Ce soir il l a remettre au Conseil du Village de Casselman. Les membres du Conseil remercient ces gens pour leur don. Une photo est prise par le journaliste du Reflet. c) M. Claude Lévesque : RESOLUTION NO MOVED BY: MICHEL DESJARDINS SECONDED BY: MARCEL CLÉROUX BE IT HEREBY RESOLVED THAT the Council of the Village of Casselman approves the Drinking Water Quality Management System Financial Plan dated June 2012, prepared by our engineering firm J.L. Richards & Associates Limited in collaboration with the administration and the employees of the Casselman Drinking Water System of our Municipality; and BE IT FURTHER RESOLVED THAT as per the Financial Plan, the drinking water system is financially viable. b) Mrs. Stéphanie Cayouette and Mr. Alain Routhier of the enterprise Dans le sens du grain : RE: Presentation and gift of a model of the logo of the Christmas Festival. Last Christmas Festival these people made the mascot of the Christmas Festival. This evening they give it to the Council of the Village of Casselman. The members of the Council thank these people for their gift. A photo is taken by the journalist of the Reflet. c) Mr. Claude Lévesque: OBJET : Au sujet du zonage de sa propriété au 804, rue Laval. RE: Concerning the zoning of his property at 804, Laval Street

9 Lecture de la pétition reçue. M. Claude Lévesque adresse le Conseil. Suite à la première plainte, M. Lévesque croyait que le tout était réglé. Il a été surpris de la lettre enregistrée, qu il a reçu l informant que ces activités n étaient pas des usages permis au règlement de zonage de la municipalité. M. Conrad Lamadeleine qui a traité la première plainte en 2010 prend la parole pour M. Lévesque. Une demande du Conseil avait été faite au directeur général du temps pour investiguer cette plainte. Le règlement de zonage n était pas spécifique à ce qui concerne l usage que fait M. Lévesque. Selon les dire de M. Lamadeleine, il avait recommandé d être prudent et de tolérer cet usage. M. Lamadeleine lit la lettre qu il a fait parvenir à M. Lévesque du bureau du maire et non autorisée par le Conseil municipal. Selon cette lettre l usage est toléré. Certaines conditions avaient été soulignées dans la lettre de M. Lamadeleine. M. Claude Lévesque a demandé une copie sous la loi de l accès à l information de la plainte, mais l administration lui a refusé sous prétexte que le plaignant voulait que ça demeure confidentiel. M. Lévesque est en contact avec les gens à l accès à l information. M. Lamadeleine semble dire que le Conseil avait adopté une résolution en 2010, mais selon l administration il n a pas de résolution à cet effet en M. Lamadeleine confirme par la suite qu il n a pas eu de résolution à cet effet. Selon M. Lamadeleine, M. Lévesque demeure à cet endroit depuis Reading of the received petition. Mr. Claude Lévesque addresses the Council. Following the first complaint, Mr. Lévesque believed that the whole was resolved. He was surprised to receive a registered letter informing him that his activities were not allowed uses in zoning by-law of the municipality. Mr. Conrad Lamadeleine who treated the first complaint in 2010 speaks for Mr. Lévesque. A request of the Council had been made to the Chief Administrative Officer of the time to investigate this complaint. The zoning by-law was not specific to what relates to the use made by Mr. Lévesque. According to the statement of Mr. Lamadeleine, he had recommended to be careful and to tolerate this use. Mr. Lamadeleine reads the letter which he forwarded to Mr. Lévesque of the office of the mayor and not authorized by the municipal council. According to this letter the use is tolerated. Certain conditions had been underlined in the letter of Mr. Lamadeleine. Mr. Claude Lévesque asked for a copy under the access of the freedom and information act, but the administration refused to him under the pretext that the plaintiff wanted it to remain confidential. Mr. Lévesque is in liaison with people with the access to information. Mr. Lamadeleine seems to say that the Council had adopted a resolution in 2010, but according to the administration it does not have a resolution in Mr. Lamadeleine confirms thereafter that it did not have a resolution to this effect. Lévesque recycle les petits moteurs. Les voisins confirment que cette activité est faite à des heures raisonnables. M. Lévesque fait de la surveillance dans le quartier. Selon les voisins ils ne sont pas importunés par le bruit, l odeur, le visuel et l activité. Il semblerait qu il existe des agissements louches la nuit dans le parc des Aînés. Le Conseil avise M. Lévesque que le Conseil ne porte aucun jugement contre lui, mais selon les usages permis dans le règlement de zonage Le tout a été vérifié par notre urbanisme et une visite a été faite chez M. Claude Lévesque. L information a été donnée à M. Lévesque pour qu il puisse faire les changements. En 2010 notre officier des règlements a visité M. Lévesque à trois reprises et qu il était satisfait de ce qu il voyait. M. Lévesque réitère qu il s agit d un passe-temps et de collection. Il ne croit pas qu il doit faire un changement de zonage. Une copie de la lettre de M. Lamadeleine a été demandée par un des membres du Conseil. Les voisins semblent dire qu il a eu un manque de communications entre notre municipalité et M. According to neighbors' they are not importuned by the noise, the odor, the visual and the activity. It would seem that there are suspicious activities at night in the park of the Older Ones. The Council advises Mr. Lévesque that the Council carries no judgement against him, but according to the uses allowed in the zoning by-law The whole was checked by our municipal planner and a visit was made at Mr. Claude Lévesque s place. Mr. Lévesque reiterates that it is a pastime and collection. It does not believe that he must make a zoning amendment. A copy of the letter of Mr. Lamadeleine was required by one of the members of the Council. The neighbors seem to say that it had a lack of communications between our municipality and Mr. Lévesque. Claude Lévesque du 804, rue Laval, de cesser ses activités à cet endroit; et ATTENDU QUE la date butoir pour cesser les activités est le 29 juin QU IL SOIT RÉSOLU QUE le Conseil du Village de Casselman prolonge la date butoir jusqu à ce que le Conseil prenne une décision finale avant la fin juillet d) M. It would seem that all other photos are not acceptable before the court. People recommend that our municipality looks at the problem of housing not-in conformity in the basements, like certain businesses.
