Rwanda National Police has received funds towards the cost of the Project of Consultancy Service for Development of Detailed Master Plan, Architectural and Structural Design for Gishari Training School (PTS). 2. Rwanda National Police invites qualified bidders to submit bids for the Consultancy Service for Development of Detailed Master Plan, Architectural and Structural Design for Gishari Training School (PTS) as indicated in detail in the statement of requirements. 3. Tender Documents in English or French may be obtained from the Office of Procurement Unit, Tel / , at the Rwanda National Police General Headquarters Kacyiru, on any working day from 21/08/2015 from 07:00 am to 05:30 pm, upon presentation of proof payment of a non-refundable fee of seven thousand Rwandan francs only (7,000 Rwf) Rwandan francs only or its equivalent in foreign convertible currency to account to one of the following Bank Accounts: Account N at BANK OF KIGALI (BK); N at ECOBANK KIGALI; N at I&M BANK (BCR) KIGALI; N 211/153437/1/5100/0 at GT BANK (FINA BANK) KIGALI; AC. N at COGEBANK KIGALI; N at EQUITY BANK KIGALI; N at BANK POPULAIRE; N at BRD; N at ACCESS BANK; N at KCB; the bank slip must bear the name of the bidder, the number and the title of the tender. 4. All bids shall be accompanied by a bid security of 2,000,000 Frw to abide by procurement proceedings for all lots bid for. 5. A compulsory visit of the site is scheduled on 15/09/2015 from 10h00 a:m in PTS GISHALI. 6. Enquiries regarding this tender may be addressed to the Office of Procurement Unit, at the mentioned address.

Well printed bids, properly bound and presented in four copies one of which is the original must reach the Office of Procurement Unit at the address mentioned above not later than 24/09/2015 at 9:30 am. Late bids will be rejected. 8. Bids will be opened in the presence of bidders or their representatives who choose to attend at in the conference room of Procurement Unit at Kacyiru, on 24/09/2015 at 10:00 am. 9. The Outer envelope should clearly indicate the tender name and title. 10. The validity of the offers shall be 120 days from the date of opening of bids. 11. La Police du Rwanda sollicite des offres de la part de consultants éligibles et répondant aux qualifications requises pour "service de consultance pour le developpement du plan directeur détaillé et la conception architecturale et structurelle pour PTS Gishari ". 3. Les Dossiers d Appel d Offres rédigés en Anglais ou en Français peuvent être obtenus au bureau de l Unité chargée de passation des marchés au sein de la Police du Rwanda, Tel / , sise à Kacyiru au Commissariat Général de la Police du Rwanda, pendant les jours ouvrables dès le 21/08/2015 de 7heures à 17h30, sur présentation d un bordereau de paiement d un montant non remboursable de sept mille francs Rwandais (7,000 Rwf) versé sur l un des comptes suivants : Compte N ouvert à la BANK OF KIGALI (BK); N ouvert à la ECOBANK KIGALI; N ouvert à la I&M BANK (BCR) KIGALI; N 211/153437/1/5100/0 ouvert à la GT BANK (FINA BANK) KIGALI; AC. Les offres doivent comprendre une garantie de l offre de 2,000,000 Frw ou en monnaie étrangère convertible en Francs Rwandais. 5. Une visite obligatoire sur le site est organisée le 15/09/2015 à 10h00 à Gishali PTS ; 6. Toute demande d information relative au présent appel d offres peut être adressée au bureau de l Unité de passation des marchés, à l adresse mentionnée ci-dessus. 7. Les offres bien dactylographiées, doivent être remises sous plis scellés et présentés en quatre copies dont un original au bureau de l Unité de passation des marchés à l adresse mentionnée ci-dessus au plus tard le 24 /09/2015 à 9h30. Les offres remises en retard seront rejetées.

L ouverture des offres aura lieu en présence des soumissionnaires ou de leurs représentants souhaitant y assister, dans la salle de conférence de l Unité de passation des marchés, le même jour, le 24/09/2015 à 10h Le titre du marché doit être clairement mentionné sur l enveloppe. 10. La validité des offres sera de 120 jours à partir de la date d ouverture des offres. 11. L appel d offres sera régi par la Loi N o 12/2007 du 27/03/2007 sur les Marchés Publiques.
