5 From the Director, ACS - Message du directeur du CAS Distinguished readers, It has now become a tradition for the African Statistical Community to celebrate every 18th of November the African Statistics Day. During this Day, statisticians from all over the continent joins hands to raise public awareness about the important role that statistics play in all aspects of social and economic life of Africans. As you are aware, the African Statistics Day was adopted in May 1990 by the Sixteenth Meeting of African Ministers responsible for Economic Planning and Development. The theme for the celebrations this year is: Keeping Accounts to Improve Africa s Present for a Brighter Future. By choosing this theme, the statistical community wanted to stress the importance of national accounts in our everyday life. The importance accorded to national accounts cannot be overstated especially in the current context where the entire world is still struggling to recover from a series of turmoil following the financial and economic crisis since Since the events of these crisis, economies from all over the world have been seriously affected leading to increased unemployment, reduction in social services, pension funds, investments etc. These crisis that are affecting some developed countries so far seems to have long lasting effects not only on the latter but also and most importantly, threatens to expand to other countries through various channels, including the financial market. To be informed on the ongoing situation of the affected countries, people rely on a number of indicators including the Gross Domestic Product, the level of the debt in a country, the ration debt to Gross Domestic Product, inflation rates, price movements of bonds, equities, pension funds etc. These in- Honorables lecteurs, C'est maintenant devenu une tradition pour la communauté statistique africaine de célébrer chaque 18 Novembre la Journée Africaine de la Statistique. Au cours de cette journée, les statisticiens de tout le continent se joignent les mains pour sensibiliser le public sur le rôle important que jouent les statistiques dans tous les aspects de la vie sociale et économique des africains. Dimitri Sanga, Director African Centre for Statistics Comme vous le savez, la Journée Africaine de la Statistique a été adoptée en mai 1990 par la seizième réunion des ministres africains chargés de la planification économique et du développement. Le thème des célébrations de cette année est : Tenir les Comptes pour améliorer la situation actuelle de l Afrique et pour un avenir encore plus brillant. En choisissant ce thème, la communauté statistique a voulu souligner l'importance des comptes nationaux dans notre vie quotidienne. L'importance accordée aux comptes nationaux ne peut être omise ; particulièrement dans le contexte actuel où le monde entier a du mal à se remettre de la série de tourmentes qui a suivi les crises économique et financière de Depuis la survenue de ces crises, les économies du monde entier ont été gravement affectées ; d où une hausse du chômage, réduction des services sociaux, des fonds de pension, des investissements, etc. Ces crises qui, jusqu'à présent, n affectent que certains pays développés semblent avoir des effets durables non seulement sur ces derniers, mais aussi et surtout, menacent de s'étendre à d'autres pays par le biais de divers canaux, y compris le marché financier. 1

They can indeed help identifying issues, informing the design and choice of policy options and forecasting the future based on current information etc. Celebrations of this day in countries range from a day to a week of activities. While the United Nations Economic Commission for Africa provides countries with a set of materials as the basis for the celebrations, the latter are free to celebrate on a specific theme that best fits their national circumstances. An entire section of this edition of the Newsletter deals with the presentation of celebrations that took place throughout the continent. On another note, the African Centre for Statistics had the opportunity to attend the meeting of the first cohort of the Statistics Canada and Canadian International Development Agency s International Statistical Fellowship Programme. This participative Program aims at improving statistical management capacity in developing countries National Statistical Offices and other significant National Statistical System players such as Central Banks and line ministries in an effort to develop high quality statistics relevant to the needs of the country and the international community. The Program is targeting heads of National Statistical Offices and their close colleagues in selected countries. The African Centre for Statistics participated in the meeting of the first cohort with the aim to provide comments and inputs to the overall Program and to the content of the forthcoming cohorts programs. It also discussed the establishment of working relationships with Statistics Canada with the aim to tap into the well-established and known Canadian leadership in statistical capacity building in support of Africa s development efforts. This first meeting was attended by the following African countries: Ethiopia, Malawi and Mauritius. The session consisted in formal presentations on an array of issues pertaining to the management and organisation of statistical systems including legal frameworks, human and financial resources management, project management tools, relations with users, assessment of users needs, confidentiality, independence of statistical offices, quality assurance etc. This edition of the Newsletter contains an article covering the African participation in the Program as well as impressions of the participants. Pour être informé sur la situation en cours des pays affectés, le grand public se base sur un certain nombre d'indicateurs, comprenant le produit intérieur brut, le niveau d endettement d'un pays, ratio de la dette sur produit intérieur brut, les prix, les taux d'inflation, les mouvements de prix des obligations, des actions, des fonds de pension, etc.. Ces indicateurs et bien d autres sont des sous-produits du système de comptabilité nationale. Ils peuvent en effet aider à identifier les problèmes, à informer lors de la conception et du choix des options politiques, à réaliser des prévisions en se basant sur les informations actuelles, etc. La durée célébrations de cette journée au niveau des pays varie d'une journée à une semaine d'activités. Alors que la Commission Économique des Nations Unies pour l'afrique offre aux pays une série de documents de base pour les célébrations, ces derniers sont libres de célébrer sur un thème précis qui correspond le mieux à leurs circonstances nationales. Une section entière de cette édition du bulletin traite de la présentation des célébrations qui ont eu lieu à travers le continent. Sur une autre note, le Centre Africain pour la Statistique a eu l'occasion d'assister à la réunion des premières cohortes de Statistique Canada et du Programme international de gestion des organismes statistiques de l Agence Canadienne de developpement international Ce programme participatif vise à améliorer les capacités de gestion statistique dans les instituts nationaux de statistique des pays en développement et des autres acteurs importants du Système Statistique National tels que les banques centrales et les ministères afin d'élaborer des statistiques de haute qualité répondant aux besoins du pays et de la communauté internationale. Le programme vise les premiers responsables des instituts nationaux de statistique et leurs collaborateurs les plus proches dans des pays sélectionnés. Le Centre Africain pour la Statistique a participé à la réunion de la première cohorte dans le but de fournir des commentaires et des intrants à l'ensemble du programme et au contenu du programme des cohortes à venir. Il a été également discuté de l'établissement de relations de travail avec Statistique Canada dans le but de puiser dans le leadership canadien, bien établi et connu, dans le domaine du renforcement des capacités statistique des éléments pour appuyer les efforts de développement de l'afrique. Cette première réunion a rassemblé les pays africains suivants : l Éthiopie, le Malawi et l Ile Maurice. La session a consisté en des présentations formelles sur un tableau de questions relatives à la gestion et à l'organisation des systèmes statistiques, comprenant les cadres juridiques, la gestion des ressources humaines et financières, les outils de gestion de projet, les relations avec les utilisateurs, l évaluation des besoins des utilisateurs, la confidentialité, l'indépendance des instituts de statistiques, l assurance de la qualité, etc. Cette édition du bulletin contient un article couvrant la participation africaine dans le programme ainsi que les impressions des participants. 2

7 From the Director, ACS - Message du directeur du CAS Pan-African institutions and other technical and financial partners continue to undertake substantive capacity building activities on the continent, some of which are captured in this very issue of the Newsletter. These include: The 22nd session of the African Commission on Agricultural Statistics (AFCAS). The meeting of the Inter Agency Working Group on MDG indicators and the 2011 International Conference on Millennium Development Goals Statistics. The United Nations African Regional Seminar on Census Data Archiving for Africa. The International Statistical Fellowship Programme (ISFP) of Statistics Canada. Training Seminar on the use of ERETES to compile national accounts organized by the International Monetary Fund Technical Assistance Center in West Africa (AFRITAC-West). Featured under news and events are the forthcoming seventh Africa Symposium on Statistical Development and third session of the Statistical Commission for Africa to be held the last week of January 2012 in Cape Town, South Africa. In addition, we present a profile of the newly appointed Head of the National Bureau of Statistics of the Tunisia. The featured National Statistical Office in this edition is the National Statistical Institute of Cameroon. You will find a profile containing useful information on this country s NSO in this edition. We continue to encourage the statistical community in Africa and outside the continent to send us articles and any information of interest to the statistical development of the continent for publication in the Newsletter. Readers and contributors might also consider sending us reactions to and feedback on the materials we publish. Finally, we are providing in this and future issues the editorial policy of the Newsletter, which provides guidance on how to prepare and submit an article for publication. q Les institutions panafricaines et les autres partenaires techniques et financiers continuent d'entreprendre des activités de renforcement sur le continent, dont certaines sont capturés dans ce même numéro du bulletin d'information. Il s'agit de : La 22ème session de la Commission Africaine sur les Statistiques Agricoles ; La réunion du groupe de travail inter-agence sur les indicateurs des objectifs du millénaire pour le développement (OMD) et de la Conférence internationale 2011 sur les statistiques des OMD ; Le Séminaire régional africain de l'organisation des Nations Unies sur l'archivage des données de recensement pour l'afrique ; Le Programme International de Bourse en Statistique de Statistique Canada ; Le Séminaire de formation sur l'utilisation d ERETES pour compiler les comptes nationaux organisés par le Centre Régional d Assistance Technique du Fonds Monétaire International en Afrique de l'ouest (AFRITAC-Ouest). En vedette dans le cadre des nouvelles et des événements, nous avons le Septième Symposium sur le Développement de la Statistique en Afrique à paraître et la troisième Session de la Commission de Statistique pour l'afrique, qui auront lieu au cours de la troisième semaine de janvier 2012 au Cape, en Afrique du Sud. En outre, nous présentons un profil des nouvellement nommés directeurs des Instituts Nationaux de la Statistique de la Côte d Ivoire et de la Tunisie. L Institut National de la Statistique vedette pour cette édition est l'institut National de la Statistique du Cameroun. Vous trouverez un profil contenant des informations utiles sur celui-ci sous la rubrique appropriée. Nous continuons d'encourager la communauté statistique en Afrique et à l'extérieur du continent à nous envoyer des articles et toutes les informations d'intérêt pour le développement de la statistique du continent pour publication dans le Bulletin d Information Statistique. Les lecteurs et contributeurs peuvent nous également nous envoyer leurs réactions et commentaires sur les documents publiés précédemment. African Statistics day Journée Africaine de la Statistique 2011 Célébrations de la Journée Africaine de la Statistique 2011 à Madagascar De gauche à droite : Le Directeur interrégional de l INSTAT à Antsiranana ; Le Directeur Général de l INSTAT ; Le Chef de Région de DIANA ; L Economiste principal du PNUD ; L Adjoint au maire de la Commune urbaine d Antsiranana Le 18 novembre 2011, Madagascar a rejoint les autres pays du continent africain pour la célébration de la Journée Africaine de la Statistique (JAS). Deux journées ont été consacrées au thème : «Tenir les comptes pour améliorer la situation actuelle de l Afrique et pour un avenir encore plus brillant». Depuis 2010, la JAS est célébrée à tour de rôle dans chaque direction/service régional de l INSTAT. Le principal objectif de cette initiative est de redynamiser le système statistique régional, de sensibiliser les producteurs d informations décentralisés à la mission de coordination et d accompagnement de l INSTAT. Exposition des données statistiques régionales La première journée a eu lieu à Antsiranana le 18 novembre Dans le cadre d une collaboration entre la Région DIANA et la Direction Générale de l INSTAT, le Salon Régional de l Information a également été célébré cette même journée. Ce partenariat montre l intérêt de la synergie des producteurs de données. Plusieurs hautes personnalités sont venues honorer de leur présence la cérémonie d ouverture de l exposition: le Chef de Région de DIANA, le Maire de la Commune Urbaine et les partenaires techniques et financiers représentés par l Economiste Principal du PNUD. Cette journée de célébration a été marquée par la présentation du logiciel DIANA Info par les techniciens de la Région DIANA et une exposition des données statistiques des Services Techniques Déconcentrés de la Région de DIANA. Une publication intitulée «Journée Africaine de la Statistique 2011 : les points saillants» présentera les données exposées et sera mise à la disposition du public, des directions interrégionales, des services régionaux et sur le site web de l INSTAT. Sensibilisation à la comptabilité nationale La deuxième journée de célébration a eu lieu à Antananarivo le 23 novembre L atelier sur la Comptabilité Nationale a vu la participation de toutes les entités ministérielles, des partenaires techniques et financiers, des opérateurs économiques, des journalistes et des techniciens de l INSTAT. Plusieurs hautes personnalités ont honoré de leur présence cette journée dont le Secrétaire Général du Ministère d Etat chargé de l Economie et de l Industrie. Les techniciens de 4

9 II. African Statistics day Journée Africaine de la Statistique 2011 l INSTAT ont présenté la comptabilité nationale à Madagascar. A la fin de l atelier, les participants ont adopté une recommandation concernant la mise en œuvre du SCN 2008 à Madagascar. La célébration de la JAS 2011 a bénéficié de l appui technique et financier respectif du FNUAP et du PNUD. q parrainage cette manifestation. Il en est de même à vous tous, premiers responsables et proches collaborateurs de Messieurs le Chef de la Région et du Maire de la ville d Antsiranana. Vos présences effectives ici témoignent de l existence d une collaboration franche avec l INSTAT tant au niveau régional que national. Merci Mesdames et messieurs! Il y a déjà une année, cette manifestation a été organisée en dehors de la capitale, et c est la ville de Fianarantsoa, chef lieu de la région Haute Matsiatra, qui a inaugurée cette nouvelle approche. Ainsi, l honneur revient maintenant à la capitale du nord de Madagascar de célébrer avec l INSTAT cette journée. Permettez-moi alors, mesdames et messieurs, de vous adresser mes salutations les plus sincères. Mbôla tsara e! En premier lieu, cette salutation va droit à vous Monsieur le Chef de Région, qui a l amabilité d accepter le Coupure du ruban Mes sincères arahaba sarasara s adressent également à vous les représentants des organismes internationaux ici présents, en particulier le représentant du SNU, qui a bien voulu accepter le financement de cette célébration. L INSTAT sait pertinemment que vous êtes toujours à ses côtés dans toutes les circonstances nécessitant votre intervention tant au niveau technique que financier. Et enfin, mes salutations vont droit à vous autres, représentants des différents Départements ministériels et organismes nationaux, ainsi que ceux des collectivités Territoriales Décentralisées. Mesdames et messieurs, La célébration de la Journée Africaine de la Statistique chaque 18 novembre de l année, a été décidée en 1990, au niveau de la Commission Economique des Nations Unies pour l Afrique. Pour Madagascar, cette célébration décentralisée que nous avons initiée depuis l année dernière a trois objectifs majeurs : Premièrement, c est pour inciter les producteurs des informations chiffrées au niveau régional à présenter leurs produits au grand public. Le but est d assurer une meilleure adéquation entre l offre et la demande statistiques et de rendre par la suite les données produites beaucoup plus utilisées. Pour atteindre son objectif de développement, la région doit disposer des informations statistiques sur l état de son économie, sur l effectif de sa population, sur ses potentialités de croissance ou sur ses handicaps. Deuxièmement, il s agit aussi développer le système Statis- 5

10 II. African Statistics day Journée Africaine de la Statistique 2011 tique Régional (SSR). En réalité, ce système est élaboré et conçu par tous les producteurs et utilisateurs de la statistique au niveau de la région. Le développement de ce système nécessite, à notre avis, la mise en place d une structure de pilotage qui, non seulement garantie la qualité des données produites, mais également s assurer de la satisfaction des besoins exprimés. Les sources administratives de données au niveau régional doivent être beaucoup plus adaptées, développées et accessibles de même qu un système d archivage parfois négligé jusqu à maintenant. Mais il ne faut pas perdre de vue que le SSR est une partie intégrante du SSN. De ce fait, il doit contribuer à la production des données nationales, notamment à travers les sources administratives. Troisièmement, nous saisissons également cette occasion pour sensibiliser le public sur l importance du thème de la journée. Pour cette année 2011, le thème retenu est «tenir les comptes pour améliorer la situation actuelle de l Afrique et pour un avenir encore plus brillant». Si nous remplaçons «l Afrique» par «Madagascar» ou par «la Région DIANA» dans ce thème, qu est ce que nous aurons? L élaboration de la comptabilité nationale fait partie de la mission régalienne confiée par l Etat à l INSTAT et les grands défis qui nous attendent dans ce domaine sont, entre autres, la désagrégation du PIB en PIB régional, la publication du PIB trimestriel ou la tenue des comptes satellites. Mais ces efforts ne peuvent aboutir sans un SS suffisamment développé. Les présentations qui vont suivre vont nous donner un avant gout de ce qui nous attend dans les prochains mois. Message from the Minister The African Statistics Day is commemorated by statistical authorities in Africa. The Day was set aside by African Ministers responsible for Economic Planning and Development, in order to raise awareness on the role and importance of statistics in national evelopment. The 11th African Statistics Day is celebrated under the theme Keeping Accounts to improve Africa s Present for a Brighter Future The theme highlights the importance of the System of National Accounts (SNA) in the development of a nation. Celebrations of the African Statistics Day 2011 in Kenya J invite alors tous les utilisateurs des données et informations statistiques à ne pas ménager leur effort pour une statistique fiable et à jour. A cet effet, l INSTAT a déjà mis à la disposition de tous, des directions et services régionaux dans les 22 régions de Madagascar. Ils sont là pour vous guider et transmettre leur expertise en matière de collecte, de production et d archivage de la statistique car, sans indicateurs et indices statistiques précises et fiables, aucune politique de développement durable et stable n est concevable. C est la raison pour laquelle, nous disons, «tenir les comptes pour améliorer la situation actuelle de l Afrique et pour un avenir encore brillant» constitue une gage pour une orientation politique et économique menant vers un développement où tout homme et tout l homme puisse s épanouir avec sérénité. Merci! q Specifically, it underscores the significance of the 2008 SNA as the main pillar in the Strategy for Harmonization of Statistics in Africa (SHaSA). The theme is in line with the global statistics initiative ìthe Implementation Programme for the 2008 System of National Accounts (SNA) and Supporting Statisticsî which was adopted by the United Nations Statistical commission. Under this initiative, the global implementation strategy of 2008 SNA is designed to support sound macroeconomic management and evidence-based policy formulation through sustained compilation and reporting of national accounts and related source data by national, regional and international statistical systems. Policy and decision-making occur at all levels of government and within public and private corporations. Large corporations such as multinationals have the ability to build their own macroeconomic models tailored to their requirements. However, to achieve this, they still need national accounts data. Similarly, investment programmes of major corporations must be based on long term expectations about the future economic developments which require national ac- 6

The New Constitution lays out principles for the management and utilization of public resources at both national and county levels. It stipulates that public finance system should promote an equitable society where revenue raised nationally should be shared equally between national and county governments and in the promotion of equitable development, and expenditures oriented towards addressing the needs of marginalized groups and regions. This agenda creates an enormous demand for sufficiently disaggregated data that can be used for planning and budgeting functions of the national and devolved governments, and the monitoring and evaluation of achievements and progress at both levels. The new constitutional dispensation will see the functions and services previously undertaken by the central government, transferred to the decentralized units that will be responsible for the socioeconomic development of the population under such jurisdictions. Given that the Kenya National Bureau of Statistics (KNBS) is mandated to collect, analyze and disseminate official statistics, it will be expected to play a critical role of enabling the government achieve its development agenda through the provision of necessary information required to implement the New Constitution. Under such arrangements and in line with the Kenya Vision 2030, the role of KNBS offices at the county level will be critical in enabling the central government and the county governments achieve their medium and long term development strategies. The operations of the county offices will be extremely important in monitoring and evaluating the effectiveness of both central and county governmentsí performance at all levels of the public service to the citizenry. For a country to make progress development wise, there is dire need for evidence-based planning. As such, statistics should be devoid of political inclination. I appeal to all stakeholders to support our quest to produce quality and credible statistics to improve the future of our people. The government will continue to support and prioritize statistical activities by providing adequate resources to the Kenya National Bureau of Statistics. In conclusion, I take this opportunity to express the Governmentís gratitude to our development partners namely; DFID, UNFPA, UNICEF, UNDP, World Bank, USAID, SIDA and other bilateral and multilateral development partners who have supported us in the field of statistical capacity development and planning. This day, which is celebrated annually on 18th November, aims to increase awareness about the significant role that statistics play in all aspects of social and economic development in Africa. This year s theme is keeping Accounts to improve Africa s present for a brighter future The System of National Accounts (SNA) is defined as the internationally agreed standard of recommendations on how to compile measures of economic activities, in accordance with strict accounting conventions based on economic principles. The SNA expresses a set of concepts, definitions, classifications, and accounting rules for measuring items such as countries Gross Domestic Product (GDP) - the most frequently quoted measure of economic performance. Specifically, the theme underscores the significance of the 2008 System of National Accounts as the main pillar in the Strategy for Harmonization of Statistics in Africa (SHaSA). SHaSA serves to promote the production of harmonized quality data in Africa in an effort to meet the statistical demands for decision making. 7

African Statistics day Journée Africaine de la Statistique 2011 The importance of keeping accounts cannot be discussed without also comprehending its evolution and role as an accounting framework, and the global initiative of implementing the 2008 SNA. The system can be viewed as a conceptual framework for ensuring consistency of the definitions and classifications used in different but related fields of statistics. Secondly, the system acts as an accounting frame to ensure the numerical consistency of data drawn from different sources, such as industrial inquiries, household surveys, merchandize trade statistics, VAT returns and other administrative sources. Consequently, the SNA allows economic data to be compiled and presented in a format that is useful for economic analysis, decision-making and policy formulation. The development of SNA evolved from 1947 with definitions and measurements of national income and related aggregates, signaling commencement of an international accounting system. Subsequently, a standardized System of National Accounts (1953 SNA) was published by the United Nations in The system was revised in 1968 and 1993 resulting to the publication of 1968 SNA and 1993 SNA, respectively. These revisions were necessitated by the demand to align the national accounting framework to the needs of data users. In addition, the economic environment in many countries had changed significantly over time, and improved methods of measuring some of the difficult components of the accounts was a priority. Important considerations in the revision included harmonization of international statistical standards, in line with manuals on Balance of Payments, Government Finance Statistics and Monetary and Financial Statistics. The 2008 SNA incorporates globalization and innovations in international finance. It captures the increasing role of information and communication technologies in production processes, the growing role of intangible assets and service activities, the importance of pension schemes, research and development, military expenditure, and many other refinements. In addition, the system measures activities commonly known as the non-observed economy. simply put, implementation of 2008 SNA is expected to greatly facilitate the adoption of a harmonized approach towards measurement of informal activities. In line with this global initiative, the Bureau has embarked on the implementation of the 2008 SNA. Broadly, the implementation process entails: review of data sources (surveys and administrative data), adaptation of classification frameworks and updating of business registers and frames. Some of the key activities include the on-going Integrated Survey of Services (ISS), whose results will, among others, provide necessary information on the performance of the Service sector to aid Government in planning and formulation of policies for identified priority areas, establish baseline data for the production of comprehensive, reliable, and timely Service sector information, such as contribution to Gross Domestic Product (GDP), as well as compilation of Input- Output (I/O) tables, Supply-Use Tables (SUT) and Social Accounting Matrix (SAM) for National Accounts. Most importantly, the ISS will avail reliable and timely information for rebasing National Accounts Statistics and migration to the 2008 SNA. As we celebrate this year s African Statistics Day, I wish to highlight some of the milestones in national statistics. The KNBS has been able to publish the census results within a record time and its in-depth analysis is on-going. This analysis will also inform the government on pertinent issues, including resource allocation. Other key activities the Bureau intends to undertake include the creation of a new National Sampling Survey and Evaluation Programme (NASSEP), production of Producer Price Index (PPI) and Construction Index, undertaking of Micro and Small Enterprise Survey (MSES). Finally, I thank the government and development partners for the support they have extended to us. By and large, the demand for statistics is growing, hence the need for increased facilitation, both monetary and otherwise. In order for the country to maintain updated National Accounts, I appeal to data producers and suppliers to support our data collection activities, by availing accurate and timely information, upon request. As we celebrate this year s African Statistics Day, may we all take note that without proper accounts, a country s efforts to plan for future growth and welfare of its people cannot be grounded in reality. q 8

African Statistics day Journée Africaine de la Statistique 2011 Celebrations of the African Statistics Day 2011 in Mozambique The African Statistics Week in Mozambique A wide variety of activities, amongst which we highlight the inauguration ceremony of the INE Headquarters building by the President of the Republic of Mozambique, H.E. Armado Emílio Guebuza, in an event witnessed by some members of the Mozambican Government, representatives of INE Cooperation Partners, the Presidents of National Statistics Institutes from Angola and the Republic of South Africa, members of the National Statistics System (NSS), INE Delegated Organs, INE leaders and technicians, amongst other guests, completed the celebration program of the African Statistics Week, held on the past 18th November About 300 people participated in this ceremony of inauguration of the INE-Headquarters Building. To note that the building now inaugurated, with 9500m2, was entirely funded by the Mozambican Government in about 22 million USD. The building inauguration program included the visit to the building by the President of the Republic and a presentation of an information on Territorial Statistics a project developed by INE it has been almost two years and that consists of the production and dissemination of statistical information disaggregated to the district and municipality level. Two other activities fulfilled the celebration program of the African Statistics Week: the dissemination of the Final Results of the Agriculture and Livestock Census and the Planning National Workshop. Dissemination of CAP Results The meeting aimed to the release of the Agriculture an Livestock Census (CAP ) Final Results, it gathered about 150 people, among representatives from Mozambican public institutions, United Nations Agencies, INE Cooperation Partners, National Banking Institutions, Universities, World Bank, International Monetary Fund, amongst other agencies. National Planning Meeting The National Planning Meeting gathred a total of a few more than 70 people, among leaders and INE staff, including Provincial Delegates, the Central Bank as well as its Delegated Organs, and representatives from the Ministries of Health, Labour, Finances, Science and Technology, Education, Ag- 9

African Statistics day Journée Africaine de la Statistique 2011 riculture, Fishery, Environment, Public Works and Housing, Public Function, Tourism, Justice, Culture, Energy, Mineral Resources, Planning and Development, Combatants, Youth and Sports, Transports and Communications, Industry and Trade, Mozambique National Communications Institute, Universities, Journalists Union, entrepreneurial Associations, amongst other institutions. Amongst other objectives, this meeting proceeded to the evaluation of the Strategic Plan. On the other hand, a definite framework for the next Strategic Plan was presented to the participants. Debate on the Human Development Index Still in the framework of activities concerning celebrations of the African Statistics Week, the INE President, Dr. João Dias Loureiro, took part in a debate about the Human Development Index recently published by PNUD, in a meeting that had the participation of the country s leadership staff. On its turn, The National Accounts and Global Indicators Director, Dr. Saide Dade, took part in a debate about the same subject, promoted by a local television channel. The Parliament Approves the African Statistics Charter It should be noted that the Mozambique Parliament approved during the African Statistics Week, in its majority and by unanimity, the proposal for rectifying the African Statistics Act. It should be mentioned that this document had been adopted by consensus by the 12th Ordinary Session of the African Union Conference of the Heads of State (UA), held on February 2009, in Addis Ababa, in Ethiopia. The African Statistics Charter aims, amongst other objectives, to promote and disseminate good practices in the statistics production, standardize methodologies and ensure international comparability of official statistics. q 10

African Statistics day Journée Africaine de la Statistique 2011 Celebrations of the African Statistics Day 2011 at the African Centre for Statistics Managing countries requires a wide range of statistical information to ensure that decisions are based on sound analysis. Governments need to know the level of economic activity in the country in order to decide on the appropriate level of taxation for every sector of the economy. They need to know the amount of revenues being collected each year in order to budget for expenditures on social services and infrastructure development. They need to know how much a country is importing in order to determine the amount of foreign currency available for imports. To this end, countries maintain National Accounts, just like individuals, families and corporations maintain an inventory of equipment and a statement of profits and losses. Without keeping these accounts, families would not be able to budget for current expenses and revenues to acquire equipments or housing. Media Advisory, African Statistics Day, 18 November 2011 November 18 is African Statistics Day. This Day was adopted in May 1990 by the Sixteenth Meeting of the United Nations Economic Commission for Africa Conference of African Ministers responsible for Planning and Economic Development, to be celebrated each year in order to increase public awareness about the important role which statistics play in all aspects of social and economic life of our countries and the continent. The theme for the celebrations this year is: Keeping Accounts to Improve Africa s Present for a Brighter Future. This theme was chosen in order to highlight the importance of the system of national accounts in the development of a nation. The System of National Accounts Compiling national accounts requires uniform standards that enable comparisons over time in order to determine if the country is progressing and at what pace. National accounts data also need to be comparable between countries in order to coordinate policies and to design common economic targets. For example, Regional Economic Communities (RECs) need a monetary control, acceptable budget deficits and to keep a low inflation rate and other development indicators in order to maintain their stability. This standard for compiling the economic accounts of nations is the System of National Accounts (SNA). It is an indispensable tool for macro-economic policy formulation. The set of data emanating from this System include the well-know Gross Domestic Product (GDP) and related aggregates. The underlying data sources required for estimating national accounts are used for monitoring poverty reduction strategies and tracking progress towards achieving development goals, including the Millennium Development Goals (MDGs). The 2008 System of National Accounts The SNA is the internationally agreed set of recommendations on how to compile measures of economic activity describing internationally agreed concepts, definitions, classifications and accounting rules. The first SNA was published in 1953 and consisted of a set of standard tables presenting details and alternative classifications of the economic activity in a country. The System was modified in 1968 and in 1993 in order to harmonise it with other international statistical standards. The 2008 SNA represents even further improvements taking into account globalisation and innovations in international finance. It captures the increasing role of information and communication technologies in production processes, the growing role of intangible assets and service activities, the importance of pension schemes, research and development, military expenditure, and many other refinements. Challenges of implementing the 2008 SNA in Africa The numerous requests for quarterly, preliminary accounts and the needs for data sources, including a lot of censuses and surveys for the compilation of the accounts, is putting a huge strain on many African countries. 16 II. African Statistics day Journée Africaine de la Statistique 2011 tical Offices do not receive sufficient funding to recruit and retain a critical mass of experts needed to accomplish this task. Many offices are also operating with outdated manual systems, instead of current software packages for SNA. Adopting the 2008 SNA requires a reinforced collaboration of the entire national statistical system, especially the National Statistical Offices, Central Banks and Ministries of Finance. Data sources used to compile the accounts cover a variety of aspects of the economic activities of the main actors of a nation: households, firms, governments at different levels, and external stakeholders. The key objective is to use systematically administrative data and to reduce the response burden from surveys and censuses. The close collaboration is aimed at improving access and statistical adjustments of administrative data, because these are not primarily designed for statistical purposes. The Regional Programme to implement the 2008 SNA To deal with the challenges of implementing the 2008 SNA in Africa, a medium-term regional programme has been developed by the Economic Commission for Africa, the African Development Bank, and the African Union Commission, in collaboration with sub-regional partners, notably AFRISTAT, Communiqué de Presse, Journée africaine de la statistique, 18 Novembre 2011 Le 18 Novembre est la Journée africaine de la statistique. Ce jour a été retenu, au mois de mai 1990 par la 16ème Session de la Conférence de la Commission économique des Nations Unies des Ministres africains en charge de la Planification et du Développement économique, pour être célébré chaque année en vue «de sensibiliser le public autour de l importance du rôle que la statistique joue dans tous les aspects de la vie sociale et économique» de nos pays et du continent. Le thème des célébrations de cette année est: Tenir les Comptes pour améliorer la situation actuelle de l Afrique et pour un avenir encore plus brillant. Ce thème est choisi dans le but de mettre en lumière l importance du système de comptabilité nationale dans le développement d une nation. the Common Market for Eastern and Southern Africa and the Southern African Development Community. The programme has already been endorsed by African stakeholders. Key elements of the programme include the production of guidelines and methodological notes on implementing the 2008 SNA, training, technical assistance and the exchange of experts, organising expert group meetings to endorse all manuals produced, and dissemination to all African countries. An implementation guide has already been developed for countries to design implementation projects and to mainstream the 2008 SNA into their national strategies for the development of statistics (NSDS). African Statistics Day 2011 The African Statistics Day Celebrations this year is aimed at creating public awareness of the importance of the 2008 SNA as the main pillar in the Strategy for Harmonisation of Statistics in Africa (SHaSA). This will promote the production of harmonised, quality data in Africa in order to meet the statistical demands for decision making. Regional integration, MDGs and the very development of the continent depends on this. It is time for accelerated action on statistics in Africa and keeping accounts will go a long way in improving Africa s present for a brighter future. q Célébrations de la Journée Africaine de la Statistique 2011 au Centre Africain pour la Statistique Le Système des Comptes Nationaux La gestion des pays demande une large gamme d information statistique pour s assurer que les décisions sont prises sur la base d analyses approfondies. Ce standard pour le traitement des comptes nationaux des nations est le système de comptabilité nationale (SCN). C est un outil indispensable pour la formulation des politiques macro-économiques. Le Système fut modifié en 1968 et en 1993 dans le but de l harmoniser avec d autres standards statistiques internationaux. Le SCN 2008 présente d autres améliorations qui prennent en compte la mondialisation et les innovations dans les finances internationales. Il saisit le rôle croissant des technologies de l information et de la communication dans les processus de production, le rôle grandissant des activités de biens et services, l importance des plans de pensions, de la recherche et du développement, des dépenses militaires et de plusieurs autres améliorations. Défis de la mise en oeuvre du SCN 2008 en Afrique Les multiples demandes pour la compilation des comptes préliminaires trimestriels et les besoins en sources de données, y compris les recensements et enquêtes pour l élaboration des comptes, placent une forte pression sur beaucoup de pays africains. Beaucoup d instituts nationaux de statistique (INS) ne reçoivent pas de fonds suffisant pour recruter et retenir une masse critique d experts requis pour accomplir cette tâche. Beaucoup d INS aussi continuent aussi d utiliser des systèmes manuels dépassés au lieu de logiciels actuels de SCN. Adopter le SCN 2008 demande une collaboration renforcée de la totalité du système statistique national, particulièrement les INS, les banques centrales et les ministères des finances. Les sources de donnés utilisées pour traiter les comptes couvrent une variété d aspects des principaux acteurs des activités économiques de la nation : ménages, entreprises, les gouvernements à différents niveaux et les parties prenantes extérieures. Le programme régional de mise en oeuvre du SCN 2008 Pour faire face aux défis de mise en oeuvre du SCN 2008, un programme continental à moyen terme a été élaboré par la Commission économique pour l Afrique, la Banque africaine de développement et la Commission de l Union Africaine, en collaboration avec les partenaires sous-régionaux, notamment AFRISTAT, le Marché commun de l Afrique de l est et du sud et la Communauté de développement de l Afrique australe. Le programme a déjà été approuvé par les parties prenantes. Les éléments clé du programme comprennent la production de directives et de notes méthodologiques sur la mise en oeuvre du SCN 2008, la formation, l assistance technique et l échange d experts, l organisation de réunions d experts pour valider tous les manuels élaborés et la diffusion dans tous les pays africains. Un guide de mise en oeuvre a déjà été développé pour les pays pour qu ils conçoivent des projets de mise en oeuvre et incluent le SCN 2008 dans leurs Stratégies Nationales de Développement de la Statistique (SNDS). La Journée africaine de la statistique 2011 Les célébrations de la Journée africaine de la statistique de cette année visent à sensibiliser le public sur l importance du SCN 2008 en tant que principal pillier de la Stratégie d Harmonisation des Statistiques en Afrique (SHaSA). Cela va promouvoir la production de données harmonisées et de qualité en Afrique afin de satisfaire les demandes statistiques pour la prise de décision. L intégration continentale, les OMD et le réel développement du continent y dépendent. Since its establishment in 1962, the AFCAS has contributed to improve the availability of food and agricultural statistics in our member countries. It is to be reminded that AFCAS has been established: To review the state of food and agricultural statistics in the Region; To advise member countries on the development and standardization of agricultural statistics within the general framework of FAO s work in statistics; and To convene study groups or other subsidiary bodies of national experts required for this purpose. This 22nd session of AFCAS is quite important in view of subjects to be addressed. In fact, several activities have been carried out during the last two years by different stakeholders, and this session will provide the opportunity to exchange on them. These include: The development of a common framework of definitions, concepts, standards and guidelines to help countries to produce internationally comparable basic statistics and linkages between agriculture, climate, and environment; The implementation of new features of the World Programme for Census of Agriculture 2010 and new methods in agricultural surveys; and 14

In addition to the above, the reinforcement of gender concerns in agricultural statistics data production and use has been undertaken in many countries. Efforts have been made by partners to extend the scope of this exercise in order to sensitize policy-makers on the need to increase the availability and use of gender disaggregated agricultural statistics for policy planning and implementation. Excellency, Distinguished Guests, Ladies and Gentlemen, Considering the central role played by agriculture in African economies, ECA is involved in ongoing efforts to prepare and execute the African Implementation Plan of the Global Strategy for Improving Agricultural and Rural Statistics. As you might be aware, ECA is leading the training component of this Plan in its quality of the Secretariat to the African Group on Statistical Training. Through this Plan, ECA intends, among others, to: Identify training needs and the management of human resources in support of agricultural statistics; Increase the capacity of existing African training centres in this area; and Strengthen the demand for training by increasing the knowledge, skills, and competencies of people working in agricultural statistics in African national statistical systems. In addition to the training component, ECA will work towards integrating agricultural statistics in countries national strategies for the development of statistics. In this regard, ECA will, among others, promote the collaboration between statistical units of ministries of agriculture and national statistical offices. ECA s interest in agricultural statistics goes far beyond the production and availability of statistics. In fact, through its other substantive programmes, it is one of the main users of agricultural statistics namely in the areas of Trade and Regional Integration, Economic Development, and Food Security and Sustainable Development. Opening address by Maria Helena Semedo, Assistant Director-General/Regional Representative for Africa Honourable Minister for Agriculture, Director General, Central Statistical Agency, FAO Sub-regional Coordinator, Representative to Ethiopia, Representative of FAO Statistics Division, Director African Centre for Statistics, UN-ECA, Mr Vice Chair of AFCAS, Excellencies, Distinguished Delegates and Participants, Ladies and Gentlemen, I am pleased and honoured to be here and address you, in the name of Dr. Jacques Diouf, Director General of FAO, on the occasion of the Twenty - Second Session of the African Commission on Agricultural Statistics (AFCAS). I would first like to express my gratitude to the Government and people of Ethiopia for accepting to host this AFCAS Session in Addis Ababa, a City symbolic of African integration. I would like to sincerely thank the national authorities of this country for their warm hospitality and the facilities put at the disposal of participants in this Session. I would like to also express my profound appreciation to the United Nations of Economic Commission for Africa that has worked closely with Ethiopian authorities to provide excellent conference facilities. This is an ideal environment that will contribute to a successful AFCAS Session. I would also like to warmly welcome the large number of participants some of whom have travelled long distances to be here in Addis Ababa. This is an indication that AFCAS Sessions are becoming more and more relevant to a growing number of stakeholders, and that these bi-annual meetings are indeed the most appropriate forum for exchanges on agricultural statistics on the Continent. Excellencies, Distinguished Delegates, Ladies and Gentlemen, FAO as a knowledge organisation has in its core mandate, the generation of information and statistics as global public goods for use at all levels. According to Article 1 of its Constitution, The Organization shall collect, analyse, interpret and disseminate information relating to nutrition, food and agriculture. The quality of data and information at global level depends essentially on the capacity of countries to produce them. This is why, the 11th Session of FAO conference in 1961 decided to create the African Commission on Agricultural Statistics (AFCAS) as one of the main forums for measuring the progress made by FAO and African countries in developing their agricultural statistics systems. Excellencies, Ladies and Gentlemen, Despite decades of efforts, our continent is still facing unacceptable levels of poverty and hunger, with no sign of substantial improvement. It is well known that the bulk of the poor and undernourished people are in rural areas and they depend mainly on agricultural and rural activities for their 15

In order to significantly reverse this trend, more effective policies based on evidence are required in their design and measurement of their impact. Recent food price crisis have also shown the critical role of timely and reliable statistical information for anticipating shocks and mitigating their consequences. Reliable and timely statistics are more than ever needed to face uncertainties resulting from on-going economic and financial crisis that is affecting most regions of the world. Unfortunately, at present, many African countries still do not have adequate systems of food and agricultural statistics. Neither do they have adequate capability to use the information that is available. Even where data are available, their reliability is often questionable. However, this meeting is coming at a very opportune time when the statistical community has come to a consensus on a Global Strategy to Improve Agricultural and Rural Statistics and an Action Plan to implement this Strategy developed under the auspices of the United Nations Statistical Commission. This Initiative is very relevant to Africa Region and I am particularly pleased that Africa was the first region to prepare its Regional Implementation Plan under the leadership of African Regional Institutions (AfDB, UN-ECA, AU) with the technical support of FAO. I am sure you will have more detailed discussions on this Initiative as it is one of the agenda points of this Session. As for previous Sessions, this 22nd Session will follow two important Technical Meetings on Cost of Production and CountrySTAT consultative meeting that took place on 28 and 29 November The first part of the AFCAS Session will also be dedicated to a High Level Panel on Data needs to Reduce Gender Gaps in Agricultural Development in the context of launching FAO flagship publication on the State of Food and Agriculture Excellencies, Ladies and Gentlemen, Since the last AFCAS Session in Accra in 2009, FAO has expanded its programme for food and agricultural statistics with several innovations, including new technical handbooks and guidelines on improved data collection methods, new developments in food security statistics, as well as indicators for measuring the interaction between agriculture, environment and climate change All these points are on the agenda of this Session and I am sure that they will be subject to detailed discussions and sharing of experiences, as well as proposing relevant recommendations for the improvement of agricultural statistics systems in Africa. I wish you very fruitful deliberations so that this Session can contribute significantly to the advancement of agricultural statistics in Africa, for better policies and better lives of African people. Ladies and Gentlemen, For most African countries, the agricultural sector still remains the single most important productive sector of the economy. Not only does it feed the people but it is a major source of export earnings for many countries and provides a means of livelihood for the large majority of the people Yet, despite its importance, it is probably the sector of the economy for which data systems are the weakest. In many African countries the capacity to produce even the most basic data relating to key areas, such as food production, consumption levels and distribution, are scarce and often out of date, as the related 16
