6 4 Preamble The office of FIFA President is the most prominent position in association football worldwide and is governed by the FIFA Statutes and regulations. The present Electoral Regulations are designed to ensure transparency and fairness in the election process as well as respect for basic and fundamental democratic principles.

7 PART I: General provisions 5 Section one General principles 1 Regulations and applicable principles Elections for the office of FIFA President are governed by the provisions of the FIFA Statutes, the Standing Orders of the Congress and the present Electoral Regulations, as well as all other applicable regulations. Notwithstanding, the FIFA Code of Ethics alongside fundamental principles such as those of democracy, separation of powers, transparency and openness, shall be respected. 3. Candidatures and electoral campaigns related to the office of FIFA President shall be carried out by the candidates in a fair and reputable manner and, more generally, in a spirit of respect for fundamental ethical principles and FIFA regulations. 4. Candidates for the office of FIFA President shall conduct all campaigns with dignity and moderation and with respect for any other candidate(s), for FIFA itself and its members. 5. Persons stipulated in art. 2 of these regulations shall refrain from carrying out any electoral campaigning prior to the start of the electoral period. Electoral campaigning shall be understood, for the purposes of these regulations, as all activities undertaken by candidates or those working for them with the aim of canvassing votes. 6. Any violation of these regulations shall be dealt with by the FIFA Ethics Committee or the FIFA Disciplinary Committee, in accordance with the FIFA Code of Ethics or the FIFA Disciplinary Code, as the case may be.

8 6 PART I: General provisions 2 Scope of application of the regulations These regulations shall apply to all persons who are candidates for the office of FIFA President, as from the moment that those persons are proposed by FIFA members in accordance with art. 24 par. 1 of the FIFA Statutes. These regulations shall equally apply to all persons who, irrespective of whether they have already been proposed as a candidate in accordance with art. 24 par. 1 of the FIFA Statutes, declare themselves to be candidates or potential candidates for the office of FIFA President. If a person engages in campaign or similar activities that give the appearance that he is a candidate, the Ad-hoc Electoral Committee or, if the Ad-hoc Electoral Committee has not yet been constituted, the FIFA Secretary General, shall give him a deadline of ten days to formally state, in writing, his intention of becoming a candidate for the office of FIFA President. If the individual responds in the affirmative, the person concerned will be subject to the present regulations from the time of the relevant declaration onwards. This shall also apply for the incumbent FIFA President. Notwithstanding this, in order to be eligible for admission as a candidate for the office of FIFA President, the individual concerned must be proposed as a candidate in accordance with art. 24 par. 1 of the FIFA Statutes and art. 13 of these regulations. 3. Candidates for the office of FIFA President within the meaning of pars 1 and 2 above acknowledge and submit themselves to the relevant electoral calendar. 4. As from the moment that these regulations apply to a particular candidate for the office of FIFA President (cf. pars 1 and 2 above), that candidate shall also be subject to the FIFA Code of Ethics ( FCE ) if that candidate is not otherwise already bound and covered by the FCE. 5. As from the moment that these regulations apply to a particular candidate for the office of FIFA President (cf. pars 1 and 2 above), he shall also be subject to the FIFA Statutes as well as all other FIFA regulations if not otherwise bound and covered prior to that time.

9 PART I: General provisions 7 6. These regulations shall apply to all matters in connection with a candidature for the office of FIFA President and with the relevant elections. 3 Time and place of the election The presidential election shall take place at the FIFA Congress.

10 8 PART I: General provisions Section two Calling elections 4 Implementation of the call Elections shall be called by the FIFA Executive Committee in accordance with the relevant provisions of the FIFA Statutes and the pertinent FIFA regulations before a FIFA Congress and shall be included in the agenda of the Congress. 5 Content of the call The call for elections shall contain, at a minimum, the following points: a) Names of the members of the Ad-hoc Electoral Committee. b) The electoral period, which shall last from the opening of the Congress taking place before the Congress during which the election of the President will take place, until the President is elected by the relevant Congress. c) Electoral calendar, which shall respect the deadlines established in the FIFA Statutes, the Standing Orders of the Congress and the present Electoral Regulations for the FIFA Presidency. 6 Announcing the call The call shall be sent to the FIFA member associations and to the confederations. It shall also be published on the FIFA website:

11 PART I: General provisions 9 Section three the Ad-hoc Electoral Committee 7 Establishment and composition For an appropriate period of time in the context of the FIFA presidential elections, the FIFA Executive Committee shall set up an Ad-hoc Electoral Committee. The Ad-hoc Electoral Committee shall be composed of the chairman of the FIFA Disciplinary Committee, the chairman of the FIFA Appeal Committee and the chairman of the FIFA Audit and Compliance Committee. The members of the Ad-hoc Electoral Committee shall agree on one of them as chairman. 3. If a member of the Ad-hoc Electoral Committee is or becomes a candidate for the FIFA presidency, he shall immediately become ineligible, or cease in his function respectively, as a member of the Ad-hoc Electoral Committee. 4. If a member of the Ad-hoc Electoral Committee is prevented from performing his duties due to a conflict of interest within the meaning of art. 19 of the FIFA Code of Ethics, or for any other duly justified reason, he shall be replaced by the deputy chairman of the relevant FIFA committee. 5. Once appointed, the members may only delegate their duties to their replacements if one of the reasons given in the paragraph above applies. 6. The headquarters of the Ad-hoc Electoral Committee shall be the same as the FIFA headquarters. 7. The FIFA administration shall carry out administrative tasks for the Ad-hoc Electoral Committee.

12 10 PART I: General provisions 8 Duties In addition to its role of supervising the electoral process, the Ad-hoc Electoral Committee s duties shall also include, in particular: a) Supervising the administrative process relating to the elections for the office of FIFA President and monitoring compliance with the present regulations as well as with any other guidelines as required in the performance of its duties. b) Ensuring the correct application of the FIFA Statutes, regulations and provisions, as well as the contents of the present regulations, in matters relating to the electoral process. c) Issuing instructions for the application of the FIFA Electoral Regulations as necessary before and during the entire electoral process. d) Admitting and declaring candidatures. In this regard, the Ad-hoc Electoral Committee shall assess whether a candidate for the office of FIFA President meets the profile specifications provided for by art. 13 of the present regulations and art. 24 par. 1 of the FIFA Statutes. e) Instructing the investigatory chamber of the Ethics Committee to carry out the integrity check, which is to be done within ten days. The integrity check carried out by the investigatory chamber of the Ethics Committee shall be sent to the Ad-hoc Electoral Committee. f) Any other tasks that may be required in the course of its duties or by the FIFA regulations. The decisions of the Ad-hoc Electoral Committee may be appealed against directly with the Court of Arbitration for Sport.

13 PART I: General provisions 11 9 Supervisory duties In view of its close and direct knowledge of the electoral process, the Ad-hoc Electoral Committee shall be obliged to notify the competent bodies of FIFA in writing and in a substantiated manner of any infringements of the provisions of these regulations that may be committed during the course of the electoral process as soon as it has direct knowledge of such infringements or is made aware of them by any of the candidates, member associations or confederations. 10 Convocation and quorum The Ad-hoc Electoral Committee shall be convened by its chairman, and the presence of the chairman and at least one other member shall constitute a quorum. If the circumstances so require, deliberations and decision-taking may be conducted via telephone conference, videoconference or any other similar method. The committee shall pass decisions by majority of its members. The chairman shall have the deciding vote in case of a tie. 3. Minutes of the committee meetings shall be recorded by the FIFA administration. 11 Calculation of deadlines The deadlines and timeframes contained in the present regulations shall be understood to refer to calendar days.

14 12 PART II: Election of the President Section one Election format 12 Election format and type of ballot The FIFA President shall be elected by a secret ballot of the FIFA Congress, in accordance with the FIFA Statutes and the Standing Orders of the Congress. 13 Eligibility Candidates for the office of President must meet the following requirements: a) The candidate shall have played an active role in association football (as a board member, committee member, referee and assistant referee, coach, trainer and any other person responsible for technical, medical or administrative matters in FIFA, a Confederation, Association, League or Club or as a player) for two of the last five years before being proposed as a candidate (cf. art. 24 par. 1 of the FIFA Statutes). b) The candidate shall have been proposed by a member association in accordance with art. 24 par. 1 of the FIFA Statutes. c) The candidate shall present declarations of support from at least five member associations (cf. art. 24 par. 1 of the FIFA Statutes). Being proposed as a candidate by a member association shall be understood as a declaration of support. Each member may only present a declaration of support for one person. If a member association presents declarations of support for more than one person, all its declarations shall become invalid. Members must notify the FIFA general secretariat, in writing, of a candidature for the office of FIFA President within the deadline stipulated in the FIFA Statutes.

15 PART II: Election of the President 13 Section two Proposal and announcement of candidatures 14 Submission of candidatures Candidatures for the office of FIFA President shall be proposed by member associations by the deadline specified in art. 24 par. 1 of the FIFA Statutes, by a written proposal submission signed by the interested party and addressed to the FIFA general secretariat, including the candidate s identification details and declarations of support from at least five member associations. The FIFA general secretariat shall forward all candidatures without any undue delay to the Ad-hoc Electoral Committee for examination and for passing a decision on admission of the candidate. 15 Announcement of candidatures Upon receipt of the proposed candidature, the Ad-hoc Electoral Committee shall forward the proposed candidatures to the investigatory chamber of the Ethics Committee to carry out the integrity check within the deadline specified in art. 8 par. 1 (e) of the present regulations. The Ad-hoc Electoral Committee shall announce the candidature upon receipt of the integrity check carried out by the investigatory chamber of the Ethics Committee. 16 Holders of official positions Candidates for the office of FIFA President who hold positions within FIFA, the confederations, the FIFA member associations and/or any other body in association football are permitted to remain in office during the election campaign.

16 14 PART III: The Congress Proceedings 17 Voting procedure The FIFA President shall be elected by the Congress for a period of four years in the year following a FIFA World Cup (cf. art. 30 par. 2 of the FIFA Statutes). Such elections shall be conducted by secret ballot with ballot papers (cf. art. 27 par. 1 of the FIFA Statutes and art. 10 par. 1 of the Standing Orders of the Congress). A secret ballot shall always be conducted, regardless of how many candidates there are. The secrecy of the ballot shall be guaranteed by the provision of a procedure ensuring privacy for the voter. At the beginning of the first session, the Congress shall appoint an adequate number of scrutineers (cf. art. 25 par. 2 (e) of the FIFA Statutes and art. 3 of the Standing Orders of the Congress). The Secretary General, assisted by the scrutineers, shall conduct the distribution and counting of the ballot papers (cf. art. 10 par. 1 of the Standing Orders of the Congress) and be responsible for ensuring that the process is properly documented. The number of ballot papers that have been distributed shall be announced by the chair of the Congress before the count (cf. art. 10 par. 2 of the Standing Orders of the Congress). Before the voting is opened, the candidates shall have the opportunity to speak for 15 minutes to present their programme to the Congress. 3. Each FIFA member has one vote in the Congress electing the FIFA President. Only the FIFA members present are entitled to vote (cf. art. 23 par. 1 of the FIFA Statutes). The order in which the members present shall cast their votes shall be the alphabetical order of members in English language. If the number of ballot papers returned is equal to or less than the number of ballot papers distributed, the election shall be declared valid. If the number returned exceeds that of the ballot papers distributed, the vote shall be declared null and void and another vote shall be taken immediately (cf. art. 10 par. 3 of the Standing Orders of the Congress).

17 PART III: The Congress Proceedings For the election of the FIFA President, two-thirds of the votes of the FIFA members present and eligible to vote are necessary in the first ballot. In the second and any other requisite ballot, a simple majority (more than 50%) of the valid votes cast is sufficient. If there are more than two candidates for the office of FIFA President, whoever obtains the lowest number of votes is eliminated as from the second ballot until only two candidates are left (cf. art. 27 par. 3 of the FIFA Statutes). If there is only one candidate, a simple majority (more than 50%) of the valid votes cast is sufficient in the first ballot. Details on the calculation of majorities are set forth in art. 11 of the Standing Orders of the Congress. 5. The ballot papers shall conform to the official model established by the Ad-hoc Electoral Committee, and any vote cast using a different ballot paper shall be invalid. The ballot papers shall contain the name(s) of the candidate(s), and the voters must mark one candidate only. Ballot papers on which more than one candidate is marked or on which no candidates are marked shall be invalid. 6. The Secretary General shall put the ballot papers that have been collected and counted into envelopes intended for this purpose and seal them immediately. The general secretariat shall keep these envelopes and destroy them 100 days after the end of the Congress (cf. art. 10 par. 5 of the Standing Orders of the Congress). 18 Counting and declaring the results The counting and declaring of the results shall take place in accordance with the relevant provisions of the FIFA Statutes and the Standing Orders of the Congress. The President-elect shall state whether or not he accepts his election immediately after his election. In the affirmative, his mandate shall begin after the end of the Congress that has elected him (cf. art. 30 par. 2 of the FIFA Statutes).

18 16 PART IV: Final provisions 19 Official languages The present regulations are published in the four official languages of FIFA: English, French, German and Spanish. If there are any discrepancies in the interpretation of the regulations in the different languages, the English text is authoritative. 20 Adoption and enforcement These regulations were approved by the FIFA Executive Committee at its meeting in São Paulo on 7 June 2014 and come into force with immediate effect.

22 20 Préambule La fonction de Président de la FIFA est la plus importante du football mondial et est régie par les Statuts et règlements de la FIFA. Le présent règlement électoral est conçu pour garantir la transparence et l équité dans le cadre de la procédure électorale, tout en respectant les principes démocratiques de base et fondamentaux.

23 CHAPITRE I : Dispositions générales 21 Section Principes généraux 1 Réglementation et principes applicables L élection du Président de la FIFA est régie par les Statuts de la FIFA, le Règlement du Congrès de la FIFA et le présent règlement électoral, ainsi que toute autre règlementation pertinente. Le Code d éthique de la FIFA et les principes fondamentaux tels que les principes démocratiques et de séparation des pouvoirs, de transparence et d ouverture doivent également être respectés dans le cadre du déroulement de la procédure électorale. 3. Les candidatures et les campagnes électorales relatives à la présidence de la FIFA doivent être organisées de manière loyale et convenable par les candidats, et plus généralement dans un esprit de respect des principes éthiques fondamentaux et de la règlementation de la FIFA. 4. Les candidats à la présidence de la FIFA doivent mener toutes leurs campagnes dans la dignité et la modération, et en respectant tout autre candidat, la FIFA et ses membres. 5. Les personnes mentionnées dans l art. 2 du présent règlement ne peuvent réaliser de campagne électorale avant le début de la période électorale. Au sens du présent règlement, on entend par campagne électorale l ensemble des activités menées par les candidats, et ceux qui travaillent pour eux, afin de recueillir des suffrages. 6. Toute violation du présent règlement sera traitée par la Commission d Éthique de la FIFA ou la Commission de Discipline de la FIFA, conformément au Code d éthique de la FIFA ou au Code disciplinaire de la FIFA, le cas échéant.

24 22 CHAPITRE I : Dispositions générales 2 Champ d application du règlement Le présent règlement s applique à toute personne candidate à la Présidence de la FIFA, à partir du moment où cette personne est proposée par des associations membres de la FIFA conformément à l art. 24, al. 1 des Statuts de la FIFA. Le présent règlement s applique également aux personnes qui, indépendamment du fait qu elles aient déjà été proposées en tant que candidates conformément à l art. 24, al. 1 des Statuts de la FIFA, se déclarent candidats ou candidats potentiels à la présidence de la FIFA. Si une personne s engage dans une campagne ou des activités similaires laissant entendre qu elle est candidate, la Commission électorale ad hoc ou si la Commission électorale ad hoc n a pas encore été constituée le Secrétaire Général de la FIFA doit lui accorder un délai de dix jours pour formuler officiellement par écrit si elle a l intention de se porter candidate à la présidence de la FIFA. Si la personne confirme son intention, celle-ci sera soumise au présent règlement à compter du moment où elle en a fait la déclaration. Cela s applique également au Président de la FIFA en exercice. Nonobstant ce qui précède, un individu qui souhaite se présenter comme candidat à la présidence de la FIFA doit être proposé conformément à l art. 24, al. 1 des Statuts de la FIFA et à l art. 13 du présent règlement afin que sa candidature puisse être admissible. 3. Les candidats à la présidence de la FIFA au sens des alinéas 1 et 2 ci-dessus doivent accepter le calendrier électoral établi et s y soumettre. 4. À partir du moment où le présent règlement s applique à un candidat à la présidence de la FIFA (cf. al. 1 et 2 ci-dessus), ce candidat est alors soumis au Code d éthique de la FIFA s il ne l est pas déjà. 5. À partir du moment où le présent règlement s applique à un candidat à la présidence de la FIFA (cf. al. 1 et 2 ci-dessus), ce candidat est alors également soumis aux Statuts de la FIFA ainsi qu à tous les autres règlements de la FIFA s il n y était pas déjà soumis auparavant.

25 CHAPITRE I : Dispositions générales Le présent règlement s applique à tous les aspects relatifs à une candidature à la présidence de la FIFA et aux élections y afférentes. 3 Moment des élections L élection du Président a lieu lors du Congrès de la FIFA.

26 24 CHAPITRE I : Dispositions générales Section Convocation des élections 4 Acte de la convocation La convocation des élections est effectuée par le Comité Exécutif de la FIFA conformément aux dispositions pertinentes des Statuts de la FIFA et de la réglementation de la FIFA y afférente avant l organisation d un Congrès de la FIFA. Les élections sont incluses dans l ordre du jour dudit Congrès. 5 Contenu de la convocation La convocation des élections doit au minimum comprendre les éléments suivants : a) Composition de la Commission électorale ad hoc. b) La période électorale, qui débutera lors de l ouverture du Congrès précédant le Congrès électif et qui s achèvera une fois le Président élu lors du Congrès en question. c) Calendrier électoral, qui devra respecter les délais établis dans les Statuts de la FIFA, le Règlement du Congrès de la FIFA et dans le présent règlement. 6 Publication de la convocation La convocation sera communiquée aux membres de la FIFA et aux confédérations. En outre, elle sera publiée sur le site Internet de la FIFA,

Commission électorale ad hoc 7 Installation et composition Le Comité Exécutif de la FIFA est chargé d installer, pour une période appropriée dans le cadre des élections présidentielles, une Commission électorale ad hoc. La Commission électorale ad hoc doit être composée du président de la Commission de Discipline de la FIFA, du président de la Commission de Recours de la FIFA et du président de la Commission d Audit et de Conformité de la FIFA. Les membres de la Commission électorale ad hoc doivent élire l un d entre eux à la présidence de ladite commission. 3. Si un membre de la Commission électorale ad hoc est ou devient candidat à la présidence de la FIFA, il doit immédiatement cesser d occuper sa fonction de membre de la Commission électorale ad hoc. 4. Si un membre de la Commission électorale ad hoc est empêché d exercer cette fonction pour cause de conflit d intérêts aux termes de l art. 19 du Code d éthique de la FIFA ou pour toute autre raison dûment justifiée, il sera remplacé par son suppléant de la commission de la FIFA concernée. 5. Une fois désignés, les membres peuvent uniquement déléguer des fonctions à leurs suppléants dans l hypothèse où les raisons exposées au précédent alinéa venaient à survenir. 6. La Commission électorale ad hoc tient séance au siège de la FIFA. 7. Les fonctions de secrétaire de la Commission électorale ad hoc sont exercées par l administration de la FIFA.

28 26 CHAPITRE I : Dispositions générales 8 Fonctions En plus de superviser la procédure électorale, la Commission électorale ad hoc est chargée des tâches spécifiques suivantes : a) Elle supervise la procédure administrative relative à l élection du Président de la FIFA et garantit le respect du présent règlement ainsi que de toute autre disposition qu elle édicterait dans l exercice de ses fonctions. b) Elle veille à ce que les Statuts, la règlementation et les dispositions pertinentes de la FIFA, ainsi que les dispositions du présent règlement, soient appliqués durant la procédure électorale. c) Elle édicte les instructions qu elle estime nécessaires dans le cadre de l application du Règlement électoral pour la présidence de la FIFA avant et durant l intégralité de la procédure électorale. d) Elle recueille et proclame les candidatures. En ce sens, la Commission électorale ad hoc évalue la conformité du candidat à la Présidence de la FIFA eu égard aux critères énoncés à l art. 13 du présent règlement et à l art. 24, al. 1 des Statuts de la FIFA. e) Elle demande à la chambre d instruction de la Commission d Éthique de réaliser une enquête d habilitation, qui sera effectuée dans un délai maximal de dix jours. L enquête d habilitation effectuée par la chambre d instruction de la Commission d Éthique doit être envoyée à la Commission électorale ad hoc. f) Elle effectue toute autre tâche que sa nature lui confère ou qui lui est attribuée par la règlementation de la FIFA. Les décisions de la Commission électorale ad hoc peuvent faire l objet d un recours direct auprès du Tribunal Arbitral du Sport (TAS).

29 CHAPITRE I : Dispositions générales 27 9 Fonctions de vigilance Compte tenu de sa connaissance directe et immédiate de la procédure électorale, la Commission électorale ad hoc doit notifier par écrit et de manière étayée aux autorités compétentes de la FIFA toute infraction aux dispositions du présent règlement pouvant avoir été commise tout au long de la procédure électorale, qu elle en ait eu directement connaissance, ou que cette infraction lui ait été signalée par un candidat, une association membre ou une confédération. 10 Convocation et quorum La Commission électorale ad hoc est convoquée par son président et doit, pour être valablement constituée, réunir au minimum son président ainsi qu un autre membre. Si les circonstances l exigent, les délibérations et la prise de décision peut être effectuée par conférence téléphonique, vidéoconférence ou tout autre méthode similaire. La commission prend ses décisions à la majorité de ses membres. Le vote du président est préponderant en cas d égalité des votes. 3. L administration de la FIFA rédigera le procès-verbal des séances de la commission. 11 Délais Les délais mentionnés dans le présent règlement se réfèrent à des jours calendaires.

30 28 CHAPITRE II : Élection du Président Section Format de l élection 12 Format de l élection et type de scrutin Le Président de la FIFA est élu au scrutin secret par le Congrès de la FIFA conformément aux Statuts de la FIFA et au Règlement du Congrès. 13 Éligibilité Les exigences requises pour pouvoir être candidat à la présidence de la FIFA sont les suivantes : a) Avoir joué un rôle actif dans le football (en tant que dirigeant, membre d une commission, arbitre et arbitre assistant, entraîneur, préparateur, ainsi que tout responsable technique, médical ou administratif de la FIFA, d une confédération, d une association, d une ligue ou d un club ou joueur) pendant deux des cinq dernières années précédant le moment où il a été proposé comme candidat (art. 24, al. 1 des Statuts de la FIFA). b) Être proposé par une association membre conformément à l art. 24, al. 1 des Statuts de la FIFA. c) Présenter des déclarations de soutien d au moins cinq associations membres (art. 24, al. 1 des Statuts de la FIFA). On entend par «déclaration de soutien» d une association membre l acte de proposition d un candidat par cette association. Chaque association membre ne peut présenter de déclaration de soutien qu en faveur d une seule personne. Si un membre présente une déclaration de soutien en faveur de plus d une personne, ses déclarations seront considérées comme nulles. Les candidatures à la présidence de la FIFA doivent être communiquées par écrit par les associations membres au secrétariat général de la FIFA, et ce dans les délais mentionnés par les Statuts de la FIFA.
