The Association develops the Certification reference system, disseminates best practice and data from its monitoring centers and provides the general public with information on housing quality and sustainability. QUALITEL is a founding member of the Sustainable Building Alliance (SBA) and of France GBC, and is a member of the associations HQE and Effinergie. CERQUAL is the subsidiary company of QUALITEL in charge of the certification activity of new residential buildings (apartments and grouped houses). CERQUAL is mandated by AFNOR to issue the certifications NF Logement and NF Logement Démarche HQE, and is accredited by the French Committee of Accreditation (COFRAC) to operate and deliver those certifications*. CERTIFICATION NF LOGEMENT & DÉMARCHE HQE: SEVERAL ADVANTAGES LA CERTIFICATION NF LOGEMENT DÉMARCHE HQE : DES AVANTAGES MULTIPLES A reference system developed by consensus The certification reference system is developed through a consensus with all the housing stakeholders (builders, users, contracting bodies, manufacturers, public authorities, ) in order to meet the expectations of all parties. Un référentiel élaboré par consensus Le Référentiel de certification est élaboré par consensus avec tous les acteurs du logement (constructeurs, usagers, maîtres d ouvrage, les industriels, les autorités publiques, ) afin de mieux répondre aux attente de chacun. A Certification specially conceived for the Residential sector NF Logement & Démarche HQE includes several requirements regarding the comfort, health and quality of life of the occupants of residential buildings. Une certification dédiée au secteur du logement NF Logement démarche HQE intègre de nombreuses exigences liées au confort, à la santé et à la qualité de vie des occupants de bâtiments résidentiels. 4 1 MARK: 2 APPROACHES UNE OFFRE : DEUX POSSIBILITÉS NF Logement certification is based on 3 indissociable commitments: Developer-Builder effective internal management, technical quality of the building and a range of services provided to customers (see page 8). To comply with a more demanding environmental approach, it is possible to opt for the Démarche HQE version, which follows the NF Logement certification standards with the additional incorporation of environmental management of operations, 14 HQE targets to be met when the housing units are designed and an environmental dimension to services provided for buyers (see page 10). Les certifications NF Logement reposent sur 3 engagements indissociables : un management interne performant du promoteur, une qualité technique des opérations immobilières livrées et un ensemble de services apportés aux clients (voir p. 8). Pour s engager dans une démarche environnementale plus exigeante, il est possible d opter pour la déclinaison «Démarche HQE», qui reprend les exigences de la certification NF Logement auxquelles s ajoutent l intégration d un management environnemental des opérations, 14 cibles HQE à respecter lors de la conception des ouvrages et une dimension environnementale des services aux acquéreurs (voir p. 10). 1 st Approach 1 re possibilité The 3 commitments of the certification NF Logement Les 3 engagements de la certification NF Logement 1 Developer-Builder s management system Système de management du promoteur 2 Technical quality of the project Qualité technique des opérations 3 Services for buyers Services aux acquéreurs Certification process: Certification is awarded after a rigorous, detailed study of the technical features of the building project. An audit is also carried out for checking certain environmental or management requirements. In-depth checks are performed by authorized experts, during the building construction at its completion. The certification process is based on: a multidisciplinary team to assess the performance of the project; recognised know-how in the acoustic, thermal and environmental fields; studies and analyses to optimise the technical solutions; accompaniment for the contracting body until the marketing, commercial or rental phase (promotional tools). Processus de certification La certification est attribuée après une étude rigoureuse et détaillée des caractéristiques techniques du projet de construction. Un audit est également réalisé pour la vérification de certaines exigences de management et environnementales. Des vérifications approfondies sont effectuées par des experts agréés, au cours de la construction et en phase finale de chantier. La démarche de certification s appuie sur : une équipe multidisciplinaire pour l évaluation des performances du projet ; un savoir-faire reconnu dans les domaines acoustiques, thermiques et environnementaux ; des études et analyses pour optimiser les solutions techniques ; un accompagnement du maître d ouvrage jusqu à la phase de commercialisation ou de mise en location (outils promotionnels). 5 NF LOGEMENT NF LOGEMENT > 1 st COMMITMENT 1 er ENGAGEMENT Designing a high quality building project requires an effective internal organisation on the contracting body side. The aptitude to effectively manage the various project phases will be studied: operation planning, timetable, contracts with service providers, design follow-up and monitoring, marketing, concluding contracts, execution, reception and activation of the guarantees. La conception d un programme immobilier de qualité suppose une organisation interne performante du maître d ouvrage. Seront étudiées les aptitudes à gérer de manière performante les différentes phases du projet : planification de l opération, programmation, contrats avec prestataires, suivi de conception, commercialisation, passation de marchés, exécution, réception et mise en jeu des garanties. > 2 nd COMMITMENT 2 e ENGAGEMENT The technical reference system is based on 6 themes (see details on the opposite page). 6 NF Logement Démarche HQE NF LOGEMENT démarche HQE > 1 st COMMITMENT 1 er ENGAGEMENT Need to comply with the requirements of the NF Logement reference system, with an additional requirement: to set an environmental management system for the project, since the first design stages. Respecter les dispositions du référentiel NF Logement avec une exigence supplémentaire : la mise en place d un management environnemental de l opération, et cela dès la phase de conception. > 2 nd COMMITMENT 2 e ENGAGEMENT The projects complying with the Démarche HQE criteria, also have to meet additional technical and environmental requirements, regarding the HQE s 14 targets. Similarly to the 6 NF Logement technical criteria, each one of the 14 targets refers to a performance level that contributes to define an environmental profile (example on the opposite page). Pour les opérations engagées dans la démarche HQE, il y a lieu de satisfaire également des exigences techniques et environnementales supplémentaires, qui s articulent autours de 14 cibles. De même que pour les 6 critères techniques NF Logement, chaque cible renvoie à un niveau de performance qui définit un profil environnemental (exemple ci-contre). Respecter les dispositions du référentiel NF Logement avec une exigence supplémentaire : s engager à remettre au propriétaire et à la livraison une attestation NF Logement Démarche HQE et un Livret de «gestes verts». MANDATORY CONDITION / Conditions d attribution The 14 targets must be complied with, respecting a minimum of 3 targets at the High Performance level, a minimum of 4 targets at the Performance level, and a maximum of 7 targets at the Basis level. / Les 14 cibles doivent être traitées : 3 cibles minimum en Très Performant, 4 cibles minimum en Performant, 7 cibles maximum en Base. The Target 1 Harmonious relationship between the Building and its immediate environment must achieve le level Performance. The Target 4 Energy Management must comply at least with the level Performance. The Target 14 Health Quality of Water must achieve the level Basis or Performance. / La cible 1 «Relation harmonieuse des bâtiments avec leur environnement» doit atteindre le niveau Performant.
