3 Louis MALASSIS ( ) Louis Malassis was a highly esteemed French educator, agronomist and agro-economist. He was an ardent supporter of farmers cause and founder of Agropolis and Agropolis Museum Born to a modest farming family in Brittany in 1918, Malassis remained faithful agriculture throughout his lifetime. He studied at the National School of Agriculture in Rennes and started his career as an engineer and later as Professor of rural economy in He obtained a doctorate in Economics at the University of Rennes. He taught at the Graduate School of Agronomy in both Rennes and Montpellier and was among the principal advisers of INRA, the French institute for agricultural research. He became the Director-General for Research and Education at the French Ministry of Agriculture in 1978 and later at the Mediterranean Agronomic Institute. He was adviser to several agriculture ministers. In 1986, he founded Agropolis, an international campus based in Montpellier which groups together various research organizations and institutes for higher learning in agriculture in the Languedoc Roussillon region. Today, Agropolis is home to one of the world s largest concentration of scientific skills and expertise in agriculture, food and environment. In 1992, he founded Agropolis Museum which serves as a cultural link between the scientific research community and the public. Exhibitions on agro-food topics on a global scale are presented to the public to help understand problems related to food production. Malassis was also co-founder of various initiatives that supports and promotes farmers rights. He authored L épopée inachevée des paysans du monde (The unfinished quest of the farmers of the world), among others. In 2005, he founded Association Paroles de paysans du monde a group which aims to promote and disseminate writings and publications that serve as testimony to farming. After his death in 2007, this association started to confer the Louis Malassis Literary Prize. Agropolis Fondation s Louis Malassis International Scientific Prize for Agriculture and Food complements this award.

4 RULES AND REGULATIONS Preamble The Louis MALASSIS International Scientific Prize for Agriculture and Food, hereafter referred to as the Prize, was created in 2009 by Agropolis Fondation as a tribute to Prof. Louis Malassis, a French agronomist and agroeconomist, an ardent supporter of farmers cause, and founder of Agropolis and Agropolis Museum. The Prize is to be awarded for the first time in March Article 1 Objective of the Prize The Prize, given once every two years, aims to recognize individuals, or a group of individuals, for their exemplary and promising contribution in promoting innovation through research, development and/or capacity building in the North, South or in the Mediterranean in order to improve food and agricultural systems sustainability as well as contribute to addressing food security and poverty reduction. Article 2 Modalities in awarding the Prize 1. The Prize has two categories: a. Louis Malassis Distinguished Scientist Prize which comes with a prize. b. Louis Malassis Young Promising Scientist Prize which comes with a prize. 2. In the event that the Prize is conferred to a group, the cash prize should be equally divided among the winners. 3. The eligibility of nominees is reviewed by Agropolis Fondation based on the conditions stipulated in Article The nominees will be evaluated by an international jury constituted by the Chair of Agropolis Fondation. 5. The Prize will be awarded to the winners in a ceremony organized by Agropolis Fondation. Article 4 Launching of the Prize The launching and Call for Nominations of the Prize is published and disseminated through the website and mailing list of Agropolis Fondation ( Article 5 Eligibility 1. To be eligible for the Prize, candidates should be nominated by an organization or institution from any of the following categories and working in any of the fields stated in Article 1: a. Academic or research organization, public or private b. Civil society organization c. Private sector (e.g., small/medium enterprises). 2. A group nomination should consist of no more than three persons. Each nominee (and each member of a group, in the case of a group nomination) should meet the following criteria: a. For the Distinguished Scientist Prize Category With a PhD degree With at least 15 years of professional experience and has demonstrated significant contribution in one or various fields covered by the Prize as stated in Article 1

For the Young Promising Scientist Category With a PhD degree With at least 15 years of professional experience and has made significant contribution in one or various fields covered by the Prize as stated in Article 1 Should be no more than 40 years old by 01 January Only complete Nomination Package submitted no later than the set deadline will be considered for the Prize. (See Article 6) Article 6 Nomination 1. A person can be nominated only once. 2. The Nomination Form should be duly completed in English. It should be signed and should be sent to Agropolis Fondation together with all the annexes. 3. Completed Nomination Package should be submitted electronically no later than 20 January 2010 (14:00 GMT) at: malassis-prize2010@agropolis.fr. Each nominee will receive an confirming receipt of the nomination package. 4. Nominees may be requested to provide additional documentation related to their candidature at any point of the process. 5. Nominees are bound by the rules and procedures of the Prize. Article 7 Selection criteria 1. The selection by the jury is based on the relevance of the dossier with respect to the category of the Prize to which it belongs 2. Candidates will be evaluated and selected based on the following a. Scientific quality of the contribution of the Nominee b. Impacts of the contribution to sustainable development c. Quality of partnership developed and established, notably with the civil society, e.g. non-government organizations, farmers and producers organizations, etc. Article 8 Jury 1. An independent and international jury will be convened by the Chairman of the Board of Agropolis Fondation. It will include, among others, members of the Foundation s Science Council and internationally recognized individuals acclaimed for their contribution to agriculture and food as well as knowledge of international issues confronting the sector. 2. The jury deliberates and selects the winner of each category. It has no obligation to justify or defend its choice. Its decision is final and irrevocable. 3. The winners of the Prize will be announced in a ceremony organized by Agropolis Fondation. Article 9 Confidentiality 1. Members of the jury and all persons with access to the submitted Nomination Forms commit themselves in keeping any information provided confidential. 2. Members of the jury agree not to disclose the results of their deliberation prior to the announcement of the winners. Article 10 Dispute In case of any dispute, controversy or claim arising out of or in connection with the Prize, the French version of the Rules and Regulations will be applied.

6 REGLEMENT DU PRIX Edition 2010 Préambule : Le Prix scientifique International Louis Malassis pour l Agriculture et l Alimentation, désigné ci-après «le Prix», a été créé en 2009 par Agropolis Fondation pour honorer la mémoire de Louis Malassis et inscrire son œuvre dans la mémoire agronomique. Le Prix est décerné pour la première fois en Article 1 Objet du Prix Le Prix, décerné tous les deux ans, a vocation à récompenser celles et ceux qui ont contribué de manière exemplaire, par leur action de formation, de recherche ou de développement à promouvoir des innovations pour améliorer les systèmes de production agricole et alimentaire durables et contribuer ainsi à répondre au défi alimentaire et à la lutte contre la pauvreté. Article 2 Modalités d attribution du Prix 1. Le Prix est décerné pour deux catégories : - Catégorie «Scientifique confirmé / Distinguished scientist» pour un montant de ; - Catégorie «Jeune talent scientifique / Young Promising Scientist» pour un montant de Dans le cas ou le Prix est remis à un groupe de personnes, son montant est réparti à part égale entre chaque membre du groupe. 3. La recevabilité des candidatures est vérifiée par la direction d Agropolis Fondation dans les conditions prévues à l article Après examen des candidatures recevables, le jury du Prix, désigné par le Président d Agropolis Fondation, désigne les lauréats. 5. Le Prix est délivré aux lauréats lors d une cérémonie organisée par Agropolis Fondation. Article 4 Publicité du Prix L appel à candidatures est lancé sur le site internet d Agropolis Fondation : Article 5 Recevabilité des candidatures 1. Pour être recevables les candidatures doivent être obligatoirement présentées par une organisation intervenant dans un ou plusieurs domaines en relation avec l objet du Prix mentionné à l article 1 et appartenant à l une des catégories suivantes : a) organisations d enseignement supérieur ou de recherche, public ou privé ; b) organisations de la société civile ; c) entreprises du secteur privé. 2. Chaque candidature concerne un individu ou un groupe d un maximum de trois personnes. Chaque candidat individuel et chaque membre d un groupe de candidats doivent répondre aux critères énoncés ci-dessous : a) Pour la catégorie «Scientifique confirmé / Distinguished scientist» peuvent faire acte de candidature les personnes remplissant les deux conditions suivantes :

7 o être titulaire d un doctorat ou d un PhD ; o disposer au minimum de 15 années d expérience professionnelle dans un ou plusieurs domaines en relation avec l objet du Prix mentionné à l article 1. b) Pour la catégorie «Jeune talent scientifique / Young Promising Scientist» peuvent faire acte de candidature les personnes remplissant les trois conditions suivantes : o être titulaires d un doctorat ou d un PhD ; o disposer au minimum de 5 années d expérience professionnelle dans un ou plusieurs domaines en relation avec l objet du Prix mentionné à l article 1 ; o être âgé de moins de 40 ans au 1 er janvier Pour être recevables les dossiers de candidature doivent être conformes aux modalités prévues à l article 6 du présent règlement et être reçus avant la date de clôture des inscriptions. Article 6 Dossier de candidature 1. Chaque candidat ne peut présenter qu un seul dossier de candidature. 2. Le dossier de candidature doit être rédigé en langue anglaise. Il doit être signé et adressé à Agropolis Fondation avec l ensemble de ses annexes. 3. Les dossiers de candidatures dument remplis doivent parvenir par voie électronique avant le 20 janvier 2010 à 14h00 GMT à l adresse malassis-prize2010@agropolis.fr, chaque candidat recevra par voie électronique l accusé de réception de son envoi. 4. Les candidats s engagent à fournir, le cas échéant, les éléments complémentaires nécessaires à l étude de la recevabilité ou à l expertise de leur dossier. 5. Tout candidat reconnaît avoir pris connaissance du présent règlement et en accepte les dispositions. Article 7 Critères de sélection des candidatures 1. La sélection par le jury se fonde sur la pertinence du dossier par rapport à la catégorie à laquelle il appartient. 2. Les candidatures seront évaluées selon les critères suivants : a) La qualité scientifique de la contribution en termes de formation, recherche ou développement dans le domaine de l agriculture et du développement durable. b) L impact de la contribution pour le développement durable. c) La qualité des partenariats développés, notamment les collaborations avec des partenaires de la société civile (entreprises privées, ONG, organisations professionnelles,.). Article 8 Jury 1. Le jury est nommé par le président d Agropolis Fondation. Il comprend notamment des membres du conseil scientifique d Agropolis Fondation et des scientifiques de renommée internationale dans un domaine en rapport avec l objet du Prix. 2. Le jury est souverain dans ses délibérations et désigne les lauréats de chaque catégorie. Il n a pas à motiver ses décisions. 3. La proclamation des résultats aura lieu lors d une cérémonie organisée par Agropolis Fondation. Article 9 Confidentialité 1. Les membres du jury et les personnes ayant accès aux dossiers déposés dans le cadre du Prix s engagent à garder confidentielle les informations figurant dans les dossiers de candidature. 2. Les membres du jury s engagent à ne pas diffuser les résultats de leurs délibérations avant la proclamation officielle faite par Agropolis Fondation. Article 10 Litiges En cas de litige ou de contestation, seule la version du présent règlement rédigé en langue française sera applicable.
