Background and justification 1. In its effort to deal with the rapidly growing population of Africa, while ensuring food selfsufficiency and food security, the Assembly of Heads of State and Government of the African Union adopted the Declaration on Agriculture and Food Security in Africa at the Second Ordinary Session of the Assembly, which was held from 10 to 12 July 2003 in Maputo. In the Declaration, they resolved, as a matter of urgency, to implement the Comprehensive Africa Agriculture Development Programme (CAADP). Based on four pillars - land and water management, market access, food supply and hunger, and agricultural research - CAADP is a framework that is aimed at helping African countries reach a higher path of economic growth through agriculture-led development. Its objective is to improve food security and nutrition, and increase incomes through raising agricultural productivity by at least 6 per cent per year and increasing public investment in agriculture by a minimum of 10 per cent of national budgets annually. 2. Since the adoption of the Declaration, 40 African countries have signed the compact and 28 countries have set investment plans for the agriculture sector. Nevertheless, much remains to be done, as only 13 countries have successfully achieved the goals defined in CAADP. 3. Special attention must be placed on developing the tracking and evaluation component of CAADP. Even with the development of the Africa Action Plan for Improving Statistics for Food Security, Sustainable Agriculture, and Rural Development in Africa ( ) in 2010 by the African Union Commission (AUC), the African Development Bank (AfDB), the Economic Commission for Africa (ECA) and the Food and Agriculture Organization of the United Nations (FAO), the production of agricultural statistics in Africa remains limited. Very few African countries produce quality statistics and updates on agriculture, while agricultural censuses and surveys are becoming increasingly rare, despite pleas from pan-african organizations and FAO for a revival of agricultural statistics. 4. This dismal state of agricultural statistics in Africa remains a dominant monitoring and evaluation obstacle against the implementation of CAADP. Reports produced by the Regional Strategic Analysis and Knowledge Support System on the implementation of CAADP need to be strengthened with quality statistics, as most statistics are derived through estimates from United Nations agencies and universities. This is detrimental, as those estimates often do not reflect the African reality. Overall, the objective of the reports should be to promote evidence and outcome-based policy planning and implementation, which in turn would facilitate benchmarking and review, as well as the mutual learning processes for which it was intended. 5. To mark the 10th anniversary of the implementation of CAADP, the African Union Assembly of Heads of State and Government declared 2014 as the Year of Agriculture and Food Security during its nineteenth ordinary session. which was held in Addis Ababa on 15 and 16 July 2012 and devoted two summits in 2014 towards that theme. The Assembly, in its twenty-third ordinary session, which was held in Malabo on 26 and 27 June 2014, adopted the Malabo Declaration on Accelerated Agriculture Growth and Transformation for Shared Prosperity and Improved Livelihoods. In that Declaration, the Assembly, under the theme Mutual accountability to actions and results, committed to a systematic regular review process, using the CAADP Results Framework, of the progress made in implementing the provisions of the Declaration and resolved, among other things, to strengthen national and regional institutional capacities for knowledge, data generation and management that support evidence-based planning, implementation, monitoring and evaluation. 6. The review will be conducted using the CAADP Results Framework, which was transformed from the four CAADP pillars in order to accelerate the implementation of CAADP over the next 10 years. The CAADP Results Framework is divided into the following three levels of results: (a) Level 3 - Transformational Change as a result of CAADP; (b) Level 2 - Sustained inclusive agriculture growth; (c) Level 1 - Contribution to social and economic development in Africa. II. Theme of the meeting 7. To monitor the commitments made pertaining to CAADP by the Assembly of the African Union Heads of State and Government, AUC and ECA devoted the first Joint Session of the Committee of Directors General of the National Statistics Offices and the Statistical Commission for Africa (StatCom-Africa) to the theme Strengthening the production of agricultural statistics in Africa for better monitoring and evaluation of CAADP. A. General objectives 8. The main objectives of the Joint Session were: (a) To discuss challenges related to the production of agricultural statistics in Africa; (b) To review the implementation of the African Charter on Statistics and the Strategy for the Harmonization of Statistics in Africa, as well as the operationalization of the African Union Institute for Statistics and the Pan-African Statistical Training Centre; (c) To contribute to the formulation of indicators for African development agenda beyond B. Specific objectives 9. The specific objectives of the Joint Session were to do the following: (a) Discuss the status of production, publication and dissemination of agricultural statistics in Africa; (b) Discuss how to strengthen the capacity of African countries in conducting agricultural surveys and censuses; (c) Discuss the production of a core set of data to monitor CAADP implementation relevant to all African Union member States; (d) Review reports of the specialized technical groups; (e) Review the implementation of the African Charter on Statistics and the advocacy strategy to accelerate its ratification; (f) Review the indicators of the common African position on the development agenda beyond 2015, including the proposed sustainable development goals (17 goals and 169 targets) that were proposed by an open working group; (g) Exchange views on the indicators proposed for the development agenda beyond 2015, particularly the sustainable development goals proposed by an open working group; (h) Discuss and adopt the compositions of the specialized technical groups; (i) Discuss ways to revive the production of agricultural statistics; (j) Prepare for the following meeting of the Statistical Commission; (k) Discuss rules and the format of future joint meetings of the Committee of Directors General of National Statistics Offices and the Statistical Commission for Africa. 10. Also during the Joint Session, AUC presented the technical documents associated with the establishment of the African Union Institute for Statistics and the Pan-African Statistical Training Centre, including the programmes of work and strategic plans. Contexte et bien-fondé 1. Dans le cadre des efforts déployés pour faire face à la rapidité de la croissance démographique en Afrique, tout en assurant sécurité et autosuffisance alimentaires, la Conférence des chefs d État et de gouvernement de l Union africaine a adopté la Déclaration sur l agriculture et la sécurité alimentaire en Afrique à sa deuxième session ordinaire, qui s est tenue à Maputo du 10 au 12 juillet Dans la Déclaration, il a été convenu de la mise en oeuvre urgente du Programme détaillé de l agriculture africaine (PDDAA). Composé de quatre piliers (gestion des terres et des eaux, accès aux marchés, fourniture des produits vivriers et lutte contre la faim, et recherche agricole), le cadre du PD- DAA a pour objectif de stimuler la croissance économique dans les pays africains grâce à un développement axé sur l agriculture. Il vise à améliorer la sécurité alimentaire et la nutrition, et à tirer des revenus plus importants, en augmentant la productivité agricole d au moins 6 % par an et d élever l investissement public dans l agriculture à au moins 10 % des budgets nationaux. 2. Depuis l adoption de la Déclaration, 40 pays africains ont signé le pacte et 28 pays ont défini des plans d investissement pour le secteur 8. Rares sont les pays africains qui produisent des statistiques et des informations actualisées de qualité sur l agriculture, alors que les enquêtes et les recensements agricoles sont de plus en plus rares, en dépit des appels des organisations panafricaines et de la FAO à une reprise des statistiques agricoles. 4. Le niveau déplorable de la production de statistiques agricoles en Afrique demeure un obstacle majeur au suivi et à l évaluation de la mise en oeuvre du PDDAA. Les rapports du Système régional d analyse stratégique et de gestion de connaissances (ReSAKSS) sur la mise en oeuvre du PDDAA doivent être étayés par des statistiques de qualité, à l heure où la majorité des statistiques sont établies sur la base des estimations des organismes et des universités des Nations Unies. Cela est préjudiciable, car elles ne reflètent pas la réalité africaine. Globalement, l objectif de ces rapports devrait être de promouvoir la planification et la mise en oeuvre de politiques fondées sur les données, ce qui favoriserait la réalisation de leurs objectifs, à savoir la mise en place d évaluation comparative et d examen, ainsi que l apprentissage mutuel. 5. Afin de marquer le dixième anniversaire de la mise en oeuvre du PDDAA, la Conférence des chefs d État et de gouvernement de l Union africaine a déclaré l année 2014 Année de l agriculture et de la sécurité alimentaire, à sa dix-neuvième session ordinaire, tenue à Addis-Abeba les 15 et 16 juillet 2012, et a consacré deux sommets en 2014 à ce thème. La Conférence, à sa vingt-troisième session ordinaire, à Malabo les 26 et 27 juin 2014, a adopté la Déclaration de Malabo sur la croissance et la transformation accélérées de l agriculture pour une prospérité partagée et de meilleures conditions de vie. Dans cette Déclaration, la Conférence, au titre de la responsabilité mutuelle pour les actions et pour les résultats, s est engagée à mettre en place un examen systématique et régulier des progrès accomplis dans la mise en oeuvre des dispositions de la Déclaration, en utilisant le cadre de résultats du PDDAA et a décidé, entre autres choses, de renforcer les capacités institutionnelles nationales et régionales au service des connaissances, de la production et de la gestion de données, en vue d appuyer une planification, une mise en oeuvre, un suivi et une évaluation fondés sur les données. mise en oeuvre du PDDAA durant les dix prochaines années. Thème de la réunion 7. Pour suivre les engagements relatifs au PDDAA pris par l Assemblée des chefs d État et de gouvernement, la Commission de l Union africaine et la Commission économique pour l Afrique ont consacré la première session conjointe du Comité des directeurs généraux des offices statistiques nationaux et de la Commission africaine de statistique au thème «Renforcement de la production des statistiques agricoles en Afrique pour un suivi et une évaluation du PDDAA plus efficaces». A. Objectifs d ordre général b) Examiner la mise en oeuvre de la Charte africaine de la statistique et de la Stratégie pourl harmonisation des statistiques en Afrique, et rendre opérationnels l Institut de statistique de l Union africaine et le Centre panafricain de formation à la statistique; c) Participer à la création d indicateurs pour le programme de développement pour l après en Afrique. B. Objectifs spécifiques 9. Les objectifs spécifiques de la Session conjointe se déclinent comme suit: a) Discuter de l état de la production, de la publication et de la diffusion des statistiques agricoles en Afrique; b) Examiner comment renforcer la capacité des pays africains de mener des enquêtes et recensements agricoles; c) Débattre de la production d un socle de données pertinent pour tous les États membres de l Union africaine en vue de suivre la mise en oeuvre du PDDAA; d) Examiner les rapports des groupes techniques spécialisés; e) Examiner la mise en oeuvre de la Charte africaine de la statistique et la stratégie de sensibilisation pour accélérer sa ratification; f) Examiner les indicateurs de la position africaine commune sur le programme de développement pour l après-2015, dont les objectifs de développement durable (17 objectifs et 169 cibles) proposés par un groupe de travail ouvert; g) Échanger sur les indicateurs proposés pour le programme de développement pour l après2015, en particulier les objectifs de développement durable proposés par un groupe de travail ouvert; h) Examiner et adopter les compositions des groupes techniques spécialisés; i) Examiner les moyens de relancer la production de statistiques agricoles; j) Préparer la prochaine réunion de la Commission de la statistique; k) Discuter des règles et du format des futures réunions conjointes du Comité des directeurs généraux des offices nationaux de statistique et de la Commission africaine de statistique. 10. Durant la session conjointe, la CUA a présente les documents techniques liés à la création de l Institut de statistique de l Union africaine et le Centre panafricain de formation à la statistique, notamment les programmes de travail et les plans stratégiques. 6. 10 Volume 8, Issue 2, December 2014 Statistical Development - Selected Areas Global Geospatial Information Management (GGIM) African Cluster (UN-GGIM: Africa) Inception Meeting Ayenika Godheart, ACS The United Nations Secretariat has launched the Global Geospatial Information Management (GGIM) initiative, establishing a formal mechanism to coordinate GGIM activities involving Member States as the key players. ECA has organized an inception meeting on GGIM in Africa to: i) Discuss the critical aspects and agree on a basic set of concepts, practices, standards and guidelines for establishing a chapter of GGIM in Africa; ii) Review and validate road map outlining a framework of actions with related responsibilities, timescales and costs. The meeting was opened by Mr. Stefan Schweinfest, Director of the UN Statistics Division, who welcomed the delegates, gave the background to the meeting, and presented the aims as well as objectives of the meeting. The primary objective of the meeting was to discuss, adopt and endorse a regional body charter to coordinate GGIM activities in Africa. The meeting had the expectations that this continental caucus could inherit the same governance mechanism and missions as those of the former CODIST- GEO, while strengthening the regional efforts by aligning the unique needs and interests of Africa with international mechanisms. Specifically, the meeting discussed the desirable avenues to develop a broad plan of actions that must steer the future implementation of the initiative. During the meeting, member States and selected experts were invited to present brief perspective on the subject based on current developments in their sector and/or country. The presentations were discussed and reviewed for relevance, coherence and complementarities in relation to African situation and international status. The meeting was attended by nearly 30 participants: delegates from 11 African countries, and observers from international organizations including the African Union Commission, ECA and the United Nations Secretariat, and the private sector. 8

11 Développement de la statistique - Sujets choisis Gestion de l information géospatiale à l échelle mondiale (GGIM) Groupe Afrique (ONU-GGIM : Afrique) - Réunion de lancement Ayenika Godheart, ACS Le Secrétariat de l Organisation des Nations Unies a lancé l initiative Gestion de l information géospatiale à l échelle mondiale (GGIM), qui vise à établir un mécanisme formel pour coordonner activités GGIM impliquant les États membres comme acteurs clés. La CEA a organisé une réunion de lancement du GGIM en Afrique pour : i) examiner les aspects critiques et de se mettre d accord sur un ensemble de concepts de base, de pratique, de normes et des lignes directrices pour l établissement d un chapitre du GGIM en Afrique; ii) Examiner et valider feuille de route définissant un cadre d actions avec des responsabilités, des délais et des coûts bien définis. La réunion a été ouverte par M. Stefan Schweinfest, Directeur de la Division de statistique de l ONU, qui a accueilli les délégués, a donné l historique de la réunion, et a présenté les buts de la réunion. L objectif principal de la réunion était d examiner, d adopter et d appuyer un organisme régional pour coordonner activités GGIM en Afrique. L une des attentes principales de la réunion etait que ce caucus continental hérite du même mécanisme de gouvernance et des missions que celles de l ancien CODIST- GEO, tout en renforçant les efforts régionaux et en alignant les besoins spécifiques et les intérêts de l Afrique avec les mécanismes internationaux. Plus précisément, la réunion a examiné les voies souhaitables pour mettre au point un vaste plan d action qui doit diriger la mise en oeuvre future de l initiative. Au cours de la réunion, les États membres et les experts sélectionnés ont été invités à présenter de breves perspectives sur le sujet en s appuyant sur les développements actuels dans leur secteur et/ou pays. Les exposés ont été examinés et révisés pour en déterminer la pertinence, la cohérence et la complémentarité par rapport à situation africaine et statut international. La réunion a rassemblé près de 30 participants : les délégués de 11 pays Africains, et les observateurs des organisations internationales, notamment de la Commission de l Union africaine, la CEA et le Secrétariat de l Organisation des Nations 9

The elected bureau is as follow : Chair: Ethiopia Co-Chairs: Burkina Faso, South Africa, Tunisia Secretariat: Economic Commission for Africa (ECA) The meeting also agreed to set up four executive working groups to deal with specific key areas relevant to UN-GGIIM: Africa. The conveners and members of the Working Groups are as follow: WG1 - AFREF [African Geodetic Reference Frame] WG2 FDS [ F u n d a m e n t a l Datasets] WG3 IELF [Institutional and Legal Frameworks] WG4 CCD [Capacities and Capabilities Development] Ethiopia South Africa Algeria Cote d Ivoire RCMRD Nigeria T u n i s i a RECTAS the driving force of many applications and services in industrial and socio-economic development, offering a radically different way in which we produce and use information required to manage our communities and economic activities. Acknowledging the key role of ECA in providing a regional focus and leadership for geospatial information activities in Africa, Noting decades of ECA and Members States efforts and progress in building Spatial Data Infrastructures in Africa, Taking cognizance of the global initiative to bring statistics and geospatial information together through the Global Geospatial Information Management (GGIM) initiative, Taking into account the specificities of legal frameworks existing in each participating country, Realising the need for the African voice to continue to be heard in the global arena of geospatial information management, The Participants at the inception meeting of Global Geospatial Information Management (GGIM) concluded and resolved as follows: (1). Expresses support for Mainstreaming geospatial information infrastructures (all the way through training, data and processes) into national statistics offices activities in Africa and their linkages with national statistical development Recommendations The meeting made the following recommendation: Acknowledging that geospatial information science and technology and related disciplines are now commonly found as 10

Declare the creation of the African Caucus of the United Nations Global Geospatial Information Management initiative, so-called UN-GGIM: Africa, with ECA as Secretariat of the entity. (3). Recommends that UN-GGIM: Africa take over the functions of CODIST-Geo in line with the resolution of the former geoinformation subcommittee of CODIST (ECA/ CODIST/1/INF/3). (4). Reiterate the request to ECA to retain specific programmatic activities in the field of geoinformation, particularly the advance of holistic geospatial information management and governance, the promotion of national spatial data infrastructures, the development of partnership and international and regional cooperation on space science and technology, the promotion of geographical names standardization and common geodetic reference frames (AFREF), the fostering of streamlined online applications, the development of core and fundamental datasets in support of regional initiatives, the promotion of geospatial standards and interoperable common tools, and the building of a comprehensive, holistic, vision-driven, long-term transformative development of capacities. (5). Encourages member States to participate in and contribute to the work of the UN Committee of Experts on GGIM. (6). Request StatCom to bring these recommendations to the consideration of the Conference of African Ministers of Finance, Planning and Economic Development for adoption and endorsement. 12

Mobile technologies open a full range of new opportunities for data collection in developing countries. With a mobile penetration rate of up to 75% in Africa, they can be solution for collecting and transmitting data from areas that are otherwise difficult to access. The system proposed here takes advantage of the sound and voice capabilities of smart devices to develop an audio questionnaire in the local language of the respondent that the she/he can fill alone by following only the audio and visual instructions. The AudioAutoQ system takes advantage of the following: - Even illiterate individuals can easily follow audio instructions in their mother tongue to fill a questionnaire. - Even those who have not been to school are very likely to know how count and manipulate money in the local currency. In order to make it easy to fill the questionnaire by anyone, AudioAutoQ follows the following principles: - All questions are asked in local language and the answer is systematically a choice among a limited number of pre-defined options. - The respondent always navigates through the options by using the right and left arrow and select an option using the center button of a directional pad. Options are said in audio, as well as the questions about the confirmation of the selection of an option. For devices that support images, additional visual cues are given on the screen (examples: figures 1 and 2). - All operations of the questionnaire, including interrupting and saving, can be done using the five buttons of the directional pad. Therefore, the respondent doesn t have to under- 14

All numbers are represented as amounts in local currency, with accompanying images of local bills and coins for devices that can display images. Using these principles and well designed sequences of questions, both quantitative and qualitative questions can be answered easily with low risk of errors even by illiterate people. The image below shows part of a sequence o questions for getting the price of product. The advantages of such system are numerous. In addition to the fact that it can help dealing with the obstacle of illiteracy, if the application is installed on the mobile phone of the respondent, there is no need for an enumerator to move physically to administer the questionnaire. For price surveys for example, the application can be installed on the phone of a vendor that will then fill it every day with the market prices of some items on this day and transfer the data directly via SMS or internet to a central processing unit, allowing computing realtime price indices. The application can take advantage of the capacities of the mobile device to remind the respondent through a ringtone when it is time to fill the questionnaire. It will even be possible to use a bonus-malus system depending on whether the respondent has filled the questionnaire or not. For example, if the phone was offered to the respondent, the application can lock it s use or deactivate some functionalities of the device until the questionnaire is answered. The questionnaire can also do immediate consistency check of the data entered and encrypt them before sending if necessary. The objective of the open source project is to provide the tools for easily developing and deploying such questionnaires on various mobile devices by: - Providing html5/ javascipt temples for the mobile questionnaire that can be deployed to a variety of mobile devices using frameworks such as Phonegap. - Providing tools that allows quickly designing a questionnaire and attaching the audios and images files. All the tools are developed as open source to allow the statistical community to contribute and to allow the use of the tools at no cost for national statistical offices. Les technologies mobiles offrent un large éventail de possibilités pour la collecte des données dans les pays en développement. Avec un taux de pénétration des téléphones mobiles de l ordre de 75% en Afrique, ces technologies peuvent être la solution idéale pour collecter te transmettre des données dans les zones autrement difficiles d accès. Le système proposé ici essaie de tirer profit des capacités des appareils mobiles à produire des sons et afficher des images pour mettre en place un questionnaire audio dans la langue du répondant qu il/elle peut remplir seul à l aide des instructions vocales et des images d explication. AudioAutoQ se base sur les constats suivants: - Même les individus illettrés peuvent facilement suivre des instructions audio dans leur langue maternelle pour remplir un questionnaire. - Même les individus qui n ont pas été à l ecole ont des fortes chances de savoirs compter et manipuler de l argent à l aide des billets et des pièces en circulation dans la zone ou ils vivent. Afin de rendre le remplissage du questionnaire aisé pour n importe qui, AudioAutoQ suit les principes suivant: - Toutes les questions sont posées dans la langue maternelle du répondant et la réponse est systématiquement un choix entre plusieurs options prédéfinies. - Le répondant navigue toujours à travers les options à l aide des boutons directionnels gauche et droite et sélectionne une option à l aide du bouton central du carré directionnel. Les options sont toujours énoncées vocalement, de même que la demande de confirmation de la sélection d une option. Pour les appareils qui supportent l affichage d images, les instructions audio sont renforcées par des images (exemples: figures 1 et 2). 17

Il n est donc pas nécessaire pour le répondant de savoir lire les chiffres et les lettres sur un clavier pour répondre aux questions. - Tous les nombres sont représentés sous forme de montants en monnaie locale avec à l appui des images de billets et pièces en monnaie locale pour les appareils pouvant afficher des images. En utilisant ces principes et des séquences de questions judicieusement choisies, le répondant peut facilement donner les réponses aux questions quantitatives, aussi bien que qualitatives avec un risque d erreur faible. Les images ci-dessous donnent un extrait d une séquence de questions visant à obtenir le prix d un produit. Les avantages d un tel système sont nombreux. 21 Développement de la statistique - Sujets choisis bile du répondant, il n est pas nécessaire qu un enquêteur se déplace systématiquement pour administrer le questionnaire et ramener les réponses au centre de traitement. Ceci est particulièrement avantageux dans des enquêtes telles que les relevés des prix ou des enquêtes de panel où des données sont collectées au niveau du même répondant à une fréquence donnée sur une période donnée. Pour une enquête sur les prix par exemple, le questionnaire peut être installé sur le téléphone portable d un vendeur qui le rempli chaque jour et transmet directement les donnes au centre de traitement par SMS ou par internet, permettant ainsi de produire un indice de prix en temps réel. L application peut aussi tirer profit des capacités de l appareil pour faire des rappels sonores quand il est temps de remplir le questionnaire. On peut même mettre en place a l aide d un tel questionnaire un système de bonus-malus pour inciter le répondant à remplir le questionnaire a temps. Par exemple si l appareil a été offert au répondant, on peut désactiver certaines de ses fonctions ou le bloquer tans que le questionnaire n a pas été rempli. De surcroit il est possible de crypter les données avant l envoi en utilisant les capacités de calcul de l appareil mobile. L objectif du projet open source est donner des outils permettant de développer et de déployer facilement de tels questionnaires sur une variété de téléphones mobiles en: - Fournissant des codes html5/javascipt pour le questionnaire mobiles qui peuvent être facilement compilés et deployés sur une variété de systèmes d exploitation mobiles à l aide d outils comme Phonegap. Une séquence typique de production d un questionnaire est donne dans la figure 3. - Mettant à la disposition des utilisateurs des banques gratuites d images et de sons. - Produisant des codes qui permettent d utiliser les capacités de synthèse vocale des appareils mobiles pour les cas où des enregistrements audio ne sont pas disponibles. Tous les outils seront développés sous forme de logiciels libres pour permettre à la communauté statistique de contribuer et aux offices nationaux de statistiques de les utiliser sans cout. Akingbade for the post of Executive Director of Regional Centre for Training in Aerial Surveys (RECTAS) Ayenika Godheart, ACS The need for a Regional Cartographic Centre was first mooted at the 1st United Nations (UN) Cartographic Conference held in 1963 in Nairobi, Kenya. It had been recognised that there was a severe dearth of Cartographic and mapping science expertise in Africa. The objective was therefore to establish the Centre to train and produce mapping experts. Consequently, the 8th Session of the Economic Commission for Africa (ECA) Conference of Ministers held in Addis-Ababa, Ethiopia, in 1964 passed Resolution 164 (VIII) calling for the creation of Regional Centres for Training in Photogrammetry, Photo-Interpretation and Airborne Geophysical Surveys. In 1971, four founding member states (Benin, Ghana, Nigeria and Senegal) signed the principal agreement establishing the Regional Centre for Training in Aerial Surveys (RECTAS). Four other member states joined afterwards, namely: Burkina Faso (in 1981), Mali (in 1982), Cameroon (in 1983) and Niger (in 1984). The Centre was declared open on 21st October 1972 with the then Executive Secretary of the United Nations Economic Commission for Africa (UNECA), Dr. R.K.A. Gardiner, as the first Chairman of the Governing Council. The Centre was, therefore, established under the auspices of UNECA as a joint institution of African countries, to conduct training and research in the field of Aerospace Surveys and Geoinformatics. The Centre, located on the Campus of the Obafemi Awolowo University (OAU), Ile-Ife, Nigeria, is bilingual, with English and French as official languages. In 2007, RECTAS embarked upon a process of academization that involved a total transformation of its programmes from the modular system of instruction introduced by the International Training Centre (ITC) when it began the institution to the Semester and Course Unit System that is in practice all over higher institutions in most countries of the world. This process also involved the upgrading of its teaching and research facilities as well as the lecturers that were in the institution. This is a paradigm shift from technical training (award of certificates and diplomas) to academic professionalism (the award of Masters and PhD degrees). In recognition of the above transformations and in corformity with international academic institutional standards. The mandate of the former Executive Director of RECTAS ended in 2013 and the position of Executive Director was advertised in the Nigerian Daily Newspaper on 4th July, Following the advertisement and submission of applications, relevant documents were sent to a Screening Panel set up by RECTAS Management to shortlist candidates for interview. Out of the six (6) candidates who applied for the position and were invited, only five (5) turned up for the interview. The sixth candidate could not make the interview due to other engagement. After the screening exercise the Governing Council approved the appointment of Dr. A. O. Akingbade for the post of Executive Director of RECTAS. 20

Akingbade pour le poste de Directeur Exécutif du Centre Régional de Formation aux Techniques de Levés Aériens (RECTAS) Ayenika Godheart, CAS Le besoin d un Centre Cartographique Régional a été perçu pour la première fois lors de la 1ère Conférence Cartographique des Nations Unies (UN) tenue en 1963 à Nairobi au Kenya. Il avait été reconnu qu il y avait un manque crucial d expertise dans le domaine de la Cartographie en Afrique. L objectif était alors de créer le Centre pour former et produire des experts cartographes. Par conséquent, la 8ème Session de la Conférence des Ministres de la Commission Economique pour l Afrique (UNE- CA), tenue à Addis-Abeba en Ethiopie en 1964 a adopté la Résolution 164 (VIII) relative à la création de Centres Régionaux de formation en Photogrammétrie, Photo-interprétation et Levés Géophysiques Aéroportés. En 1971, quatre (4) pays membres fondateurs (Bénin, Ghana, Nigeria et Sénégal) ont signé l accord portant création du Centre Régional de Formation aux Levés Aériens (RECTAS). Quatre (4) autres états membres rejoignent plus tard, à savoir : le Burkina Faso (en 1981), le Mali (en 1982), le Cameroun (en 1983) et le Niger (en 1984). Le Centre avait été déclaré officiellement ouvert le 21 Octobre 1972 avec le Secrétaire Exécutif de la Commission Economique des Nations Unies pour l Afrique (UNECA) d alors, Dr. R. K. A. Le Centre a été alors placé sous les auspices de la CEA comme une institution conjointe de pays Africains, pour entreprendre la formation et la recherche dans le domaine des Levés Aérospatiaux et de la Géoinformatique. Le Centre, situé sur le Campus de l Université Obafemi Awolowo (OAU) à Ile-Ife au Nigeria, est bilingue avec l Anglais et le Français comme langues officielles. Ce processus comprenait aussi l amélioration de ses infrastructures d enseignement et de recherche, ainsi que des enseignants qui étaient dans l institution. Ceci est un sursaut (changement de paradigme) de la formation technique (délivrance de certificats et diplômes) à la formation académique (délivrance de diplômes de Masters et Doctorat). En reconnaissance des transformations ci-dessus et en conformité avec les normes institutionnelles académiques internationales. Le mandat de l ancien Directeur Exécutif du RECTAS a pris fin en 2013 et le poste de Directeur Exécutif a été annoncée dans le quotidien nigérian The Nigerian Daily en 4e juillet Suite à l annonce et la présentation des demandes et les documents pertinents ont été envoyés à un comité de sélection mis en place par le RECTAS Gestion de présélection les candidats pour une entrevue. Sur les six (6) candidats qui avait postulé pour le poste et ont été invités, seulement cinq (5) tourné vers le haut pour l entrevue. La sixième candidat ne pourraient pas faire l entrevue en raison d autres engagements. Après l exercice de selection le Conseil des gouverneurs a approuvé la nomination de Dr. A. O. Akingbade pour le poste de Directeur Exécutif du RECTAS. 21
