2 Information sur le projet Titre: Code Projet: Année: 2009 Type de Projet: Statut: Accroche marketing: Résumé: Description: Politiques de santé publique - Formation de personnel roumain au niveau régional LdV/ToI/2009/RO/017) Politiques de santé publique - Formation de personnel roumain au niveau régional pour développer des politiques de santé publique (PHPRO) LLP-LdV/ToI/2009/RO/017 Projets de transfert d'innovation Accordé RO-Roumanie Le projet vise à identifier et évaluer les mécanismes par lesquels national, régional et local des politiques de santé publique sont construites et mises en œuvre dans quelques pays européens concernés, l'allemagne, l'italie et l'espagne, et encore le transfert des connaissances liées à ces mécanismes à l'civile roumaine fonctionnaires et de la communauté de santé publique. Le processus de transfert implique également une étape d'évaluation de l'arrière-plan actuel et le mécanisme en place en Roumanie, afin de mieux ajuster le processus de transfert à la réalité roumaine. La véritable valeur ajoutée pour le projet va être que, outre la formation de près de 100 experts impliqués dans le traitement des politiques de santé publique au niveau local / régional / national qui seront effectuées, une évaluation approfondie de la façon dont les autres politiques publiques (celles fiscale, les questions économiques, celles du marché du travail, et autres) ont un impact sur la santé publique. Based on a thorough desktop review carried out in order to better understand the general European and International approaches in building, implementing and evaluating PHP and the transfer of know-how and expertise from one country to another using study visits performed by 2 Romanian experts in each one of the 3 European countries, the project is building its own tools which are mainly: > An assessment instrument Mechanisms of building and implementation of PHP in Germany, Italy and Spain at National, Regional and Local level, and > A training instrument Guideline for building and implementing PHP at National, Regional and Local level. The manual is going to be used for the training of both public health specialists and civil servants during the training workshops organized and performed in each of the 8 Regional Development Agencies. To further transfer the information to more members of the Public Health community and more representatives of the Regional Development Agencies, besides promotional materials (posters, Leaflets, Factsheets) a national dissemination seminar will be organized. Using the European Public Health Networks the results and the manual of training will be disseminated among the networks members giving a European dimension to the project. The project is organized to be developed in stages going from evaluation of building and implementation of PHP in Germany, Italy and Spain at national, regional and local level to study visits in these countries. Based on the findings an assessment instrument is going to be developed, Mechanisms of building and implementation of PHP in Germany, Italy and Spain at National, Regional and Local level as well as a training instrument Guidelines for building and implementing PHP at National, Regional and Local level. The next stages involve training planning and training content development followed by 8 regional Training Courses, and performing the training courses. Last stage will consist from a national and European dissemination seminar when the results of the project will be promoted.
