This newsletter replaces the older E-bulletin, and is one result of our new International Youth Strategy. Pending the launch of our Major Project on Youth we hope it will be published every three months and distributed to all Youth and Student Coordinators in National Sections, International Secretariat staff, and partners of AI s youth work. We have tried to create a newsletter with more predictable and practical content, and an attractive design. We look forward to receiving your feedback on this first pilot issue! Let us know whether the different features meet your needs Best wishes, Nick Moraitis Taking forward the Youth Strategy In August 2005, the International Council Meeting approved the new International Youth Strategy designed to grow Amnesty s engagement with young people, support for youth activism, and the participation of young people in all parts of the AI movement. Many sections are already taking forward the Youth strategy in their countries - see page 9 for a Quick Guide to provide some tips if needed The International Secretariat has also developed a Major Project on Youth growth, as part of plans for This project aims to provide significant support for Sections, develop youth-friendly materials & actions around global actions, and ensure youth are included in our international decision-making. We are now seeking additional financial support. News at the IS The Activism Support Team in the Campaigns Program of the IS has responsibility for supporting Amnesty s youth work. The team is Daniel Scott (Campaign Coordinator), Lucia Hernandez, Haider Kikaboy and Hilary Payne (Campaign Organizer). In addition, Nick Moraitis has been working since October as Campaign Development Officer, developing strategies to strengthen youth work as part of OP2. Amicalement, Nick Moraitis Plus loin avec la stratégie Jeunes En août 2005, le Conseil international a approuvé la nouvelle stratégie internationale Jeunes, conçue pour renforcer la présence d Amnesty International auprès des jeunes, pour soutenir leur engagement et leur participation dans toutes les branches du mouvement. Nombre de sections mettent d ores et déjà en avant la stratégie Jeunes dans leur pays - voir le Guide rapide en page 9 pour obtenir des idées si vous en avez besoin... Le Secrétariat international a aussi développé un Projet majeur pour les jeunes, dans le cadre des plans pour 2006 à Ce projet doit apporter un soutien important aux sections, développer des actions et des documents adaptés aux jeunes pour les actions globales, et nous permettre d inclure les jeunes dans nos processus de décision internationaux. Nous cherchons actuellement d autres soutiens financiers. Nouvelles du SI L équipe Soutien au militantisme du Programme Campagnes du SI est chargée de soutenir le travail d Amnesty International en direction des jeunes. L équipe réunit Daniel Scott (coordonnateur Campagnes), Lucia Hernandez, Haider Kikaboy et Hilary Payne (organisateurs Campagnes). UK Have recently co-hosted Afro Reggae, a famous Brazilian youth music group based in Rio s Favaelas. They performed and promoted Control Arms at The Barbican Germany and other sections launch Make Some Noise, Amnesty s major new youth and music campaign Mongolia Are finalizing their new youth strategy which will be presented and discussed at the March board meeting. They have also appointed Todko, their International Youth Assembly delegate, to the board. United States AI USA has launched the latest edition of its bi-monthly High School Action Pack which provides clear info and nationally relevant actions for students across the country. Burkina Faso Travelled around their country promoting AI to new members through a road-show Mali AI Mali has created a series of radio programs in preparation for the International Week of Student Action looking at Control Arms and Violence Against Women. Campaigning globally week of student action The big issue TOPIC: Domestic gun violence against women SLOGAN: Women under fire MESSAGE: Firearms bought by men supposedly to protect their families increase a women s risk of being killed. Most perpetrators and most victims of armed violence are men. Most people killed in the home, however, are women. Men may claim to need a gun to protect their family. In reality, guns can turn the home from a safe haven to a place of danger for women. In South Africa a woman is killed by a current or former partner every six hours. We are campaigning for a Global Arms Trade Treaty to regulate all international arms movements and for effective arms control. We also call on states to treat family violence as a serious crime equal to assaults in other contexts. Governments should ensure that nobody with a record of domestic violence is allowed to own or carry a gun. En Afrique du Sud, une femme est tuée par son compagnon ou ex-compagnon toutes les six heures. Nous faisons campagne pour un traité international sur le commerce des armes, qui en régulerait tous les flux au niveau mondial, et pour un contrôle efficace des armes. Nous exhortons aussi les États à traiter les violences domestiques comme un crime grave similaire aux coups et blessures dans d autres contextes. Our Student programme (in AIUK s case meaning university-based activism) started in the 1970s. We currently have over 100 student groups around the UK. Our Youth programme was set up in 1988 and refers to our work with year olds - primarily through youth groups based in schools. We currently have around 550 youth groups in the UK. We also have a Junior Urgent Action scheme for 8-12 year olds. And in recent years, you ve expanded your program and developed a new strategy? Before August 2004 there was one staff member coordinating both the student and youth networks which didn t leave a lot of space for development. Since then we have been lucky enough to have a designated Student network coordinator for universitybased activism and a Young People coordinator for our under 18s activism; Verity Coyle and Anne Montague respectively. This has meant that we have been able to start work on developing longer-term strategies for both these areas. We have also produced a Youth Participation Strategy as a response to the 2003 International Council Meeting decision on youth participation. This strategy has been adopted with enthusiasm in the section. Do you involve those under 18 in specific ways? At the moment our work with under 18s is based around groups mainly in schools. We send them regular youth mailings based around AIUKs priority campaigns and they tend to meet at least once a week. We have developed a programme of visits to our office - the Human Rights Action Centre, so that groups can come and be trained in campaigning techniques and learn more about Amnesty. This also helps us to know them better. We also have a network of school speakers who we support with training and materials. These volunteers go and speak to schools about human rights issues and Amnesty all over the country. entretien avec... Elles peuvent ainsi élaborer des stratégies plus durables auprès de ces deux publics. Nous avons aussi élaboré une stratégie de participation des jeunes en réponse à la décision du Conseil international de 2003 sur ce sujet. La section a adopté cette stratégie avec enthousiasme. Avez-vous des stratégies spécifiques pour impliquer les moins de dix-huit ans? Actuellement, notre travail avec ces jeunes s effectue au moyen de groupes dans les écoles. Nous leur envoyons régulièrement des publipostages centrés sur les campagnes prioritaires d AI UK et ils se rencontrent au moins une fois par semaine. Nous avons élaboré un programme de visites dans notre bureau (le Human Rights Action Centre) : des groupes peuvent venir s y former aux techniques de travail de campagne et approfondir leur connaissance du mouvement. 7 Last year, young people also attended our national AGM and other key events for the section. For 8-12 year olds we have Junior Urgent Action which can be done at primary school or at home with parents. What are some of your secrets for recruiting so many university groups? It takes an ongoing annual effort! Membership of student groups changes rapidly as does the student population generally. In the UK, all universities have a "Freshers Fair" in their first week of the academic year, where clubs and societies promote themselves to new students (called Freshers here!). We have the annual Freshers Fair scheme which aims to support existing groups with a great package of materials for the beginning of the academic year, and also aims to set up new groups. This means going along to Introductionary fairs ourselves or supporting others to do so. We then give specific ongoing support to the "developing" new groups that emerge as a result until they become established. Continued support throughout the year is important so, as well as regular mailings, we have an annual three day student conference in November usually attended by about 250 students, and a training weekend in June which really does help to keep student groups motivated and informed. Amnesty UK has recently 're-branded'. Can you tell me more about that. Is this helping to engage more young people? Apart from having some funky new colours and a more consistent look to our materials, one of the rationales behind the re-brand was to simplify and humanise our message. As we all know, Amnesty can often be a bit complicated, legalistic and we definitely use too many acronyms so I think it s helping to engage more people in general not just young people! Are young people represented in AI UK s decision-making? Our annually elected Student Committee informs the work of the student network and advises us on student issues. Students attend the AGM (with financially assisted places), so that they can take part in the democratic decision making processes there. Although young people attended the AGM last year, constitutionally, young people under 16 don t have the vote. However, the Board is putting a motion to our 2006 AGM in April to lower the membership age to 14, which would mean we would have a membership category and young people could vote in the future. Notre programme annuel Freshers Fair permet de soutenir les groupes existants avec de nombreux documents au début de l année universitaire et de former de nouveaux groupes. Nous devons donc participer à ces événements ou soutenir ceux qui le font. Nous soutenons ensuite continuellement les groupes «en développement» issus de ces manifestations, jusqu à ce qu ils soient véritablement installés. Le soutien tout au long de l année est essentiel ; outre les publipostages réguliers, nous organisons une conférence étudiante de trois jours en novembre, réunissant environ 250 étudiants, ainsi qu un weekend de formation en juin qui fait beaucoup pour la motivation et l information des groupes étudiants. AI UK a récemment changé son image. Pouvez-vous nous en dire plus? Cela permet-il d attirer davantage les jeunes? Il ne s agissait pas seulement d avoir de nouvelles couleurs et une meilleure cohérence visuelle dans nos documents ; l une des raisons de ce changement était de simplifier et d humaniser notre message. Amnesty International, comme nous le savons tous, est parfois un peu compliquée, légaliste, et utilise trop d acronymes ; je pense que ce changement permet de recruter plus de gens, et pas uniquement des jeunes! Les jeunes sont-ils représentés dans les instances dirigeantes d AI UK? Notre comité Étudiants, élu chaque année, donne des informations sur le travail du réseau étudiant et nous conseille sur les sujets propres à ce groupe. Les étudiants sont présents à l AG (avec des aides financières), et participent aux processus démocratiques de décision. Même si des jeunes ont participé à l AG l an dernier, s ils ont moins de seize ans, ils n ont pas le droit de vote. Cependant, l exécutif a présenté une proposition à notre AG de 2006 pour ramener l âge d entrée à 14 ans, ce qui, à l avenir, permettrait de constituer une catégorie ans et de faire voter les jeunes

8 As a section, over the next couple of years we are also looking at other issues that affect our democracy, which will include the relative voting rights of different constituencies, including youth groups, who currently don t have a vote. Although we don t have place on the Amnesty International UK Board reserved for a student, we have had a several students on the Board over the past few years. What are some of your major challenges and priorities? Although we ve made great progress in the past few years, we still have a way to go before Amnesty International UK is truly "fit for young people" in terms of the way our democracy works, and even in the way we communicate to our young members and activists. By this I mean that to some extent, for historical reasons, the section is still not geared to produce information and campaigning that suits young people and students as well as other groups - but we re getting there! And of course, we face the constant challenge of maintaining and increasing our youth and student group numbers. Groups have to renew every year at present, and we need to make sure we stay fresh and relevant to maintain this interest. What are your hopes for the global movement of Amnesty youth? As a global movement, we have to increase our presence in the south, and we believe that young people and students will play a big part in that. We should be better at sharing good resources between sections, and expertise. I hope that we are able to put the needs of young members and activists firmly on the international agenda, so that the way we work internationally in terms of developing campaigns, materials and selecting cases, enables young people and students to campaign and contribute to our goals to their full potential. Young people at the new Human Rights Action Centre Protest at the Student Conference At the Youth Conference Cultural change make some noise launches Make Some Noise is a mix of music, celebration and action designed to engage new young supporters in Amnesty International s human rights work. Well known artists are re-recording John Lennon songs such as Imagine and Power to the People exclusively for Amnesty International. The recording rights to the John Lennon solo catalogue have been generously donated by Yoko Ono. Amnesty International will be launching a series of digital as well as physical song releases. The first bundle of digital downloads came out on on 10 December 2005, to mark International Human Rights Day. The full line up of artists and details of the album will be announced shortly. Au niveau de la section, au cours des deux prochaines années, nous allons travailler sur d autres questions affectant notre démocratie interne, comme les droits de vote différant selon les groupes, et notamment les groupes de jeunes, qui n ont actuellement pas de voix. Même si l exécutif d AI UK ne propose pas de place réservée à un étudiant, plusieurs étudiants en ont été membres ces dernières années. Pouvez-vous citer quelques-uns de vos principaux défis et priorités? Nous avons réalisé des progrès importants ces dernières années, mais il reste encore beaucoup à faire avant qu AI UK soit «adaptée aux jeunes», tant du point de vue de notre fonctionnement que dans la communication avec nos jeunes membres et militants. Je veux dire par là que, pour des raisons historiques, la section ne sait pas encore produire des informations ni faire campagne de manière à atteindre les jeunes et les étudiants comme les autres groupes, mais cela change lentement! Bien sûr, il faut constamment maintenir et accroître le nombre de nos membres jeunes et étudiants. Actuellement, les groupes doivent se renouveler chaque année, et nous devons faire en sorte de rester attrayants pour maintenir cet intérêt. Qu attendez-vous du mouvement mondial Jeunes d Amnesty International? En tant que mouvement mondial, nous devons développer notre présence au Sud, et nous pensons que les jeunes et les étudiants ont là un grand rôle à jouer. Nous devons mieux partager les ressources et l expertise entre les sections. J espère que nous pourrons inscrire les besoins des jeunes membres et militants dans le programme international, afin que notre manière de travailler internationalement sur les campagnes, les documents et les cas à défendre permette aux jeunes et aux étudiants de faire campagne et de participer pleinement à nos objectifs. 9 The project aims to engage young people in Amnesty s campaigns (such as Control Arms and Stop Violence Against Women, as well as raise new funds for Amnesty s work. Some of the tracks launched so far Mexico s Jaguares serves up a new Spanish version of Lennon s "Gimme Some Truth" with a mix of resonant guitars, ambient chords and Saul Hernandez s powerful vocals. And certainly, if you are organizing a public stunt, having a great photo is essential to ensure media coverage and see the message reach beyond those present. Si vous organisez un événement public, une bonne photo est essentielle pour favoriser la couverture médiatique et faire en sorte que le message atteigne une audience plus large. Mais combien de fois avez-vous été trahi à l ouverture de l obturateur, ou par les clichés ternes et confus qui sont loin de rendre l atmosphère de l événement? - 9 -

10 Stunning pictures often don t need pricey equipment or fine technical skills. With some thoughts about what you want to portray, and a bit of attention to your surroundings and photographic basics, your images will start to leave lingering impressions in heads. Here are some practical tips to help you shoot those elusive, perfectly composed snaps. #1 Be careful with shots from a distance Even when you re trying to demonstrate the scale of a public action, shots taken from a distance can lack focus. Try putting something in the foreground (ie. a couple of individuals doing something close to the camera) to create a contrast. Or in the case of a large object or stunt, change the angle to shoot the photo from above or below. #2 Avoid group & audience pictures Yes, much of what we do at Amnesty is hold meetings local meetings, student group meetings, trainings, workshops, and lectures. But photos of lots of people can seem passive. At a lecture, try and get a close up of the speaker talking passionately with the audience in the background. #4 Set up shots As the photographer, don t be shy to take charge. Yes, you re there to document, but sometimes the best shots are set up. Actively arrange people in a way that is visually interesting, put people against a clear background, dictate who is looking at who, and their body language. #5 Show Amnesty branding and materials! Show the Amnesty connection. Frame the image so you can clearly see the Amnesty branding. [Even if you need to create one quickly: for example, if you re in a classroom, write Amnesty in big letters on the blackboard]. #5 Use a good camera and cameraperson Yes, it does still come down to the quality of the camera and the photographer. See if you can borrow a better camera, or invite a student of photography to take the photos. A digital camera is great, as you can take lots of shots and experiment at least a few will work out great! Il est vrai qu Amnesty organise beaucoup de réunions locales ou étudiantes, de formations, d ateliers et de conférences. Mais les photos d assemblée peuvent manquer de mouvement. Lors d une conférence, essayez, en gros plan, de capturer la passion de l oratrice ou de l orateur, avec l assistance en arrière-plan. 3. Mettez vos photos en scène. N hésitez pas à prendre l initiative. Vous êtes bien là pour faire un reportage, mais parfois, les meilleures photos sont des mises en scène. Disposez les personnes pour obtenir une composition intéressante, photographiez les gens avec un arrière-plan clair, déterminez qui regarde qui, et dirigez la gestuelle d ensemble. 4. Faites ressortir les logos et les documents d Amnesty! Montrez qu il s agit d un événement Amnesty International. Cadrez la photo pour que les logos Amnesty apparaissent clairement [Même si vous devez pour cela en créer un rapidement : par exemple si vous êtes dans une classe, écrivez Amnesty en grosses lettres sur le tableau.] 5. Utilisez un appareil photo de qualité, faites confiance aux pros! Bien sûr, la qualité de l outil et le savoir-faire demeurent essentiels. Essayez d emprunter un appareil de meilleure qualité, ou demandez à un étudiant en photographie de prendre les photos. Un appareil numérique est très utile, vous pouvez prendre de nombreux clichés, faire des essais et être sûr qu au moins quelques-uns seront excellents!

To build early acceptance of the need for a strategy, hold a party to kick off the process, show films showcasing inspiring youth activism, and distribute copies of the Youth Strategy throughout the Section. To prepare yourself, conduct research on other section and organization youth strategies and projects. Read up on strategy development in general. #2 Engage with all stakeholders The Youth Strategy s objectives cut across every aspect of Amnesty s work. This will require the participation of many different departments, staff, and volunteer roles who may not have always considered youth one of their constituencies. As well as a core group of the most critical people, have a broader group that you engage, consult with, and keep informed. Overall, don t forget board members, section directors, campaigning media and fundraising staff, the Youth Coordinator, and people who work on Human Rights Education. #3 Hold a Core Group Meeting At your first meeting of the Core group, do introductions, have an inspiring opening, conduct an initial analysis of your Section s strengths and weaknesses on youth, agree a process to move forward, and establish a mailing list or other method to keep in touch between meetings. Don t forget to take notes and distribute them to others involved. #4 Evaluate your current situation Before you can move forward, you ll need to work out where you are at. Find out how many young activists you have, how they are organized (such as the size of their groups), what languages they speak, and how much money they contribute. In large sections, consider having a Show and Tell where all staff and key youth volunteers can explain their existing work. Conduct a survey. Also, consider asking all student groups to devote one meeting to a focus group session to discuss their present strengths and weaknesses. Also, look at the broader situation outside Amnesty. Prenez contact avec toutes les parties prenantes. Les objectifs de la stratégie Jeunes recoupent tous les aspects du travail d Amnesty. Ils nécessiteront donc la participation de nombreux services, d employés et de bénévoles qui n ont pas toujours considéré les «jeunes» comme une audience. Outre le noyau le plus concerné, consultez un groupe plus large et informez-le de vos progrès. Parlez aussi aux membres du bureau exécutif, aux directeurs de la section, aux personnes collectant des fonds, au coordonnateur Jeunes, à ceux qui travaillent sur l éducation aux droits humains. Pensez également à démarcher les médias. 3. Organisez une réunion avec le groupe de base. À la première réunion du groupe de base, faites les présentations, soignez votre entrée en matière, étudiez les atouts et les faiblesses de votre section par rapport aux jeunes, accordez-vous sur la manière d avancer, restez en contact entre les réunions grâce à une liste de diffusion ou à un autre moyen de communication. Prenez des notes et faites-les circuler. 4. Évaluez la situation actuelle. Sachez vous situer avant de commencer. Combien y a-t-il de jeunes militants, comment sont-ils organisés (taille de leurs groupes, par exemple), quelles langues parlent-ils, quelle est leur contribution monétaire? Dans les grandes sections, organisez des séances d explication, pour que le personnel et de jeunes bénévoles puissent expliquer leur travail. Menez une enquête et demandez éventuellement à tous les groupes étudiants de consacrer l une de leurs réunions à l étude de leurs faiblesses et atouts actuels. Considérez aussi la situation en dehors d Amnesty et faites la synthèse de toutes ces informations dans une évaluation

12 #5 Gather implementation ideas Your next goal should be to gather as many creative ideas as possible. Consider using the objectives of the International Youth Strategy to stimulate thinking. Ask all your stakeholders to submit their thoughts. Stress that you re looking for creativity not business as usual. And focus on the areas in your evaluation where you identified the biggest problems. #6 Write it all down While the format should reflect local needs, the golden rule is short is sweet. Most strategies are going to be around 15 pages or less. Consider including background on the process, some key objectives you have, short descriptions of projects you want to get underway, and a timeline. You might also consider including a couple of diagrams to make it easier to understand! #7 Consult broadly and incorporate feedback First priority is to make sure your Core Group is happy, then distribute to others, including perhaps other organizations that have similar youth programs to Amnesty for their feedback. Engage early and often with those who will make the final decision. #8 Implement Quickly and Experiment Get some activities underway as soon as possible, experiment (evaluate too!), and demonstrate success! This will ensure ongoing buy-in from the Section. Decentralize responsibility as much as possible. #9 Keep in touch Don t forget to share what you learn and achieve with other sections and the IS!
