1 NOTIFICATION OF A B GRADE VACANCY NATO INTERNATIONAL STAFF OPEN TO NATIONALS OF NATO MEMBER STATES ONLY LOCATION: NATO Headquarters, Brussels, Belgium DIVISION: PUBLIC DIPLOMACY DIVISION COMMUNICATIONS SERVICES SECTION TITLE: Digital Multimedia Coordinator GRADE: B.3 SECURITY CLEARANCE: NS VACANCY N : SUMMARY NATO's Public Diplomacy Division (PDD) plays a key role in explaining the Alliance's strategic and political messages to opinion formers and to the public in general. As NATO's main public interface, PDD works to raise the Alliance's profile with audiences world-wide. PDD also works to promote security cooperation through a variety of programmes in NATO and partner countries and contributes to a continuous process of international security debate and policy creation. Last but not least, the Division also acts as coordinator for most public diplomacy activities undertaken by other divisions at NATO Headquarters, as well as by other entities belonging to the NATO structure. Communications Services is responsible for the conception, acquisition, production, management, marketing and distribution of multimedia content related to NATO missions, events, operations, and activities. Through existing and emerging technologies, Communications Services is empowering PDD to utilise the web, mobile, and broadcast sectors to impact relevant target audiences. The Section is a two-tiered, digital outreach operation which includes the content creation, planning and marketing expertise from Editorial Services and its team of Editors, NATOChannel Video Journalists and Project Coordinators. The Section also includes the Communications Technology Centre which manages NATO s communication technologies to include the NATO Radio/TV Studios, NATO website, NATO s social media and the NATO Multimedia Library. The incumbent, under the overall direction of the Head, Communications Technology Centre and under the day-to-day supervision of the Head, Social Media, serves as the developer of multimedia material for NATO s digital channels, most specifically social media. He/she facilitates the development and/or adaptation of PDD and NATO relevant material for repurposing as needed. He/she executes videography, photography and editing requirements, at NATO HQ or offsite as assigned, and support any additional relevant -1-

2 technical requirements or activities as instructed by his/her immediate supervisors or the Head, Communications Services. 2. QUALIFICATIONS AND EXPERIENCE ESSENTIAL The incumbent must: have a good general secondary education at least to higher secondary level; possess solid understanding of professional audio-visual production with experience in videography, photography and editing; have three years recent experience in the management and creation of multimedia material for social media channels; have recent experience in graphic design and creation using current development tools (i.e. Photoshop); be able to demonstrate good writing skills with the ability to simplify complicated political messages in a clear and understandable way to public audiences; be willing to work unsociable hours and to travel as required; possess the following minimum levels of NATO s official languages (English/French): V ( Advanced ) in one; and I ( Beginner ) in the other. DESIRABLE: The following would be considered an advantage: a diploma or degree relevant to the field of communications and/or multimedia production from an institute of recognised standing, or similar certified qualification complemented by experience in a professional capacity; experience fulfilling multimedia and digital requirements in an International Organisation; experience in the communication fields of politics, international relations or journalism; be willing to provide multimedia coverage for major events at NATO HQ or abroad to facilitate NATO s digital outreach, primarily social media; experience with Search Engine Optimisation (SEO), Search Engine Advertising (SEA), Google Adwords, Social Media Advertisement, Marketing and Web and Social Media Analytics. 3. MAIN ACCOUNTABILITIES Planning and Execution Execute multimedia/digital, video, photography requirements as assigned. Assist in the development and placement of videos, graphics, photos and other material for social media. Provide design elements for social media platforms to raise engagement levels and encourage conversation. As directed, maintain and operate necessary technical or audiovisual equipment. -2-

3 Stakeholder Management As part of a multimedia team, contribute to the effective execution of digital outreach particularly in demanding situations such as during ministerial meetings and special events, both at NATO Headquarters and abroad. Expertise Development Remain up-to-date with the current technologies in the field of communications and social media to achieve high-quality multimedia products. Maintain an up-to-date global political awareness. Information Management Maintain accurate records of social media material and related assessment as required. Based on results, liaise with colleagues to recommend measures for improving quality and effectiveness. Knowledge Management Displays in-depth knowledge and understanding of social media platforms and how platforms can be deployed to meet different requirements within the public diplomacy strategy. Perform any other related duty as assigned. 4. INTERRELATIONSHIPS The incumbent reports to the Head, Social Media, under the overall supervision of the Head, Communications Technology Centre. He/she works in close collaboration with other colleagues across the Section, the Division and HQ. He/she may be required to work with local consultants, production facilities or vendors for project or event specific requirements. Direct reports: N/a Indirect reports: N/a. 5. 4 6. CONTRACT Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years duration; possibility of another contract thereafter. Contract clause applicable: In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by another contract. If the successful applicant is seconded from the national administration of one of NATO s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. 7. Principale interface de l'organisation avec le public, la PDD s'attache à promouvoir l'image de l'otan dans le monde entier. Elle favorise également la coopération en matière de sécurité au travers de divers programmes dans les pays de l'otan et les pays partenaires et contribue au processus permanent de débat et d'élaboration de politiques sur la sécurité internationale. La Division assure un dernier rôle d'importance, à savoir la coordination de la plupart des activités de diplomatie publique qu'entreprennent d'autres divisions du siège de l'otan ainsi que d'autres entités faisant partie des structures de l'organisation. La Section Services Communication est responsable, pour ce qui concerne la conception, l'acquisition, la production, la gestion, le marketing et la distribution, du contenu multimédia relatif aux missions, événements, opérations et activités de l'otan. Grâce aux technologies existantes et naissantes, elle offre à la PDD la possibilité de toucher les publics cibles appropriés grâce aux technologies du web, mobiles et de diffusion. La Section Services Communication, qui exerce des activités numériques d ouverture, comprend deux soussections : d'une part, les Services rédactionnels, qui exercent des tâches de création, planification et marketing relatives aux contenus, avec une équipe de rédacteurs ainsi qu'avec les reporters vidéo de NATOChannel et des coordonnateurs de projets. Elle comprend d'autre part le Centre des technologies de communication, qui gère les technologies de communication de l'organisation, à savoir les studios de radio et de télévision, le site web, les médias sociaux et la bibliothèque multimédia de l'otan. Sous la direction générale du/de la chef du Centre des technologies de communication et sous la supervision quotidienne du/de la chef de l'unité Médias sociaux, le/la titulaire du poste élabore du contenu multimédia pour les canaux numériques de l'otan, et plus particulièrement pour les médias sociaux. Il/Elle facilite le développement et/ou l'adaptation -5-

6 de contenu pertinent de la PDD et de l'otan en vue de sa réutilisation, le cas échéant. Il/Elle s'acquitte de tâches de vidéaste, de photographe et de rédacteur - à la fois au Siège et hors site - qui pourraient lui être confiées, et apporte son concours à toute autre tâche ou activité technique sur instructions de ses supérieur(e)s direct(e)s ou du/de la chef de la Section Services Communication. 2. QUALIFICATIONS ET EXPÉRIENCE ACQUIS ESSENTIELS Le/La titulaire du poste doit : avoir une bonne instruction générale, au moins du niveau secondaire supérieur ; posséder une connaissance approfondie de la production audiovisuelle professionnelle, assortie d'une certaine expérience de la vidéo, de la photo et de la rédaction ; avoir 3 ans d'expérience récente de la gestion et de la création de contenu multimédia pour les services des médias sociaux ; avoir une expérience récente de la conception et de la création graphiques au moyen des outils de développement actuels (Photoshop) ; pouvoir justifier de bonnes aptitudes rédactionnelles et pouvoir traduire des messages politiques complexes en un langage clair et compréhensible pour le public ; être disposé(e) à travailler en dehors des heures normales de service et à effectuer des déplacements lorsqu'il y a lieu ; avoir au minimum le niveau de compétence V («avancé») dans l'une des deux langues officielles de l'otan (anglais/français), et le niveau I («débutant») dans l'autre. ACQUIS SOUHAITABLES Seraient considérés comme autant d'atouts : un diplôme d'études supérieures dans le domaine de la communication ou de la production multimédia, délivré par un établissement de valeur reconnue, ou une qualification similaire certifiée et complétée par une expérience professionnelle ; une expérience de la prise en charge de besoins multimédias et numériques dans une organisation internationale ; une expérience dans le domaine des affaires politiques, des relations internationales ou du journalisme ; une capacité à assurer une couverture multimédia d'événements majeurs au siège de l'otan ou à l étranger, le but étant de faciliter les activités numériques d'ouverture de l'organisation, en particulier les médias sociaux ; une expérience de l'optimisation pour les moteurs de recherche (SEO), du référencement payant (SEA), de Google Adwords, de la publicité sur les médias sociaux, du marketing par courriel, et de l'analyse du web et des médias sociaux. -6-

7 3. RESPONSABILITÉS PRINCIPALES Planification et exécution S'acquitte de tâches liées au contenu multimédia/numérique, vidéo et photo qui pourraient lui être confiées. Aide à développer et à insérer sur les médias sociaux des vidéos, des images, des photos et d'autres contenus. Fournit des éléments de conception pour les plates-formes de médias sociaux afin d'augmenter le taux de participation et de promouvoir les échanges. Suivant les instructions qui lui sont données, entretient et fait fonctionner les équipements techniques ou audiovisuels nécessaires. Gestion des parties prenantes Au sein d'une équipe multimédia, contribue à ce que les technologies numériques soient utilisées de façon efficace, tout particulièrement dans des situations exigeantes comme les réunions ministérielles et les activités spéciales, que ces événements soient organisés au siège de l'otan ou à l'étranger. Développement de l'expertise Se tient informé(e) des nouvelles technologies dans le domaine de la communication et des médias sociaux afin de proposer des produits multimédias de haute qualité. Entretient une connaissance générale des questions politiques. Gestion de l'information Tient à jour un relevé précis du contenu pour les médias sociaux et des évaluations qui s'y rapportent, le cas échéant. En fonction des résultats, prend contact avec ses collègues pour recommander des mesures d'amélioration de la qualité et de l'efficacité. Gestion des connaissances Possède une connaissance et une compréhension approfondies des plates-formes de médias sociaux et de la façon dont ces plates-formes peuvent être déployées pour répondre à différents besoins dans le cadre de la stratégie de diplomatie publique. S'acquitte de toute autre tâche en rapport avec ses fonctions qui pourrait lui être confiée. 4. STRUCTURE ET LIAISONS Le/La titulaire du poste relève du/de la chef de l'unité Médias sociaux et agit sous la supervision générale du/de la chef du Centre des technologies de communication. Il/Elle travaille en étroite coopération avec d'autres agents de la Section, de la Division et du Siège. Il/Elle peut être amené(e) à travailler avec des consultants locaux, des sociétés de production ou des fournisseurs pour répondre à des besoins spécifiques liés à un projet ou à un événement. CONTRAT Contrat proposé (hors détachement) : contrat d'une durée déterminée de trois ans, qui pourra être suivi d'un autre contrat. Clause contractuelle applicable : Conformément au Règlement du personnel civil de l'otan, la personne retenue se verra offrir un contrat d'une durée déterminée de trois ans, qui pourra être suivi d'un autre contrat. Si la personne retenue est détachée de l'administration d'un État membre de l'otan, elle se verra offrir un contrat d'une durée déterminée de trois ans qui, sous réserve de l'accord des autorités nationales concernées, pourra être reconduit. À ce poste, la durée de service d'un agent détaché n'excède pas six ans. Les agents en fonction se verront offrir un contrat conforme aux dispositions du Règlement du personnel civil de l'otan. 7.
