1 N 6 1 Représentation permanente de la France auprès de l Office des Nations unies et des Organisations internationales à Vienne Lettre mensuelle d informations sur les échéances de l Agence Internationale de l Energie Atomique (AIEA) Février 2014 Editorial : Comme chaque année depuis 2006, le groupe INIG du Département de l énergie nucléaire de l AIEA organisera le mois prochain au VIC son séminaire annuel sur les questions d'actualité relatives au développement des infrastructures électronucléaires (4-7 février). Cette réunion permettra aux décideurs des pays ayant choisi de lancer ou d étendre leur programme électronucléaire d échanger avec des représentants de pays opérateurs ou vendeurs de technologie nucléaire sur les défis qu ils rencontrent dans le développement de leurs infrastructures. Organisé dans le cadre du Plan d Action de l AIEA sur la Sûreté Nucléaire, post accident de Fukushima, le 6 ème séminaire international d experts (IEM) de l AIEA sur la radioprotection se déroulera au VIC du 17 au 21 février. Il permettra aux Etats membres d échanger expériences et informations dans le domaine de la radioprotection, notamment la préparation et la gestion à long terme des conséquences radiologiques d un accident nucléaire, sous leurs aspects techniques, sociétaux, environnementaux et économiques En outre, quelques ateliers et réunions techniques seront co-organisés par le Secrétariat de l AIEA, dans les prochaines semaines : - 5 ème comité inter-agences sur les urgences radiologiques et nucléaires (IACRNE), VIC, février ; - Séminaire technique sur les facteurs influençant la sûreté et la sécurité nucléaires dans le développement d un programme électronucléaire national, VIC, février ; - Réunion annuelle du réseau international des centres de support et de formation en sécurité nucléaire, VIC, février. Rappels sur la lettre mensuelle d informations : Cette lettre comporte des tableaux compilant (i) des conférences internationales et des réunions techniques organisées par l AIEA et potentiellement d intérêt pour les industriels français (autres que celles déjà identifiées lors des réunions de coordination menées par le Service du Gouverneur : CEA-DRI), (ii) les besoins de l AIEA en experts mis gratuitement à sa disposition par les Etats membres (salaires et charges pris en charge par l employeur), (iii) des appels d offres commerciaux lancés par l AIEA dans le cadre de l United Nations Global Marketplace et (iv) des postes vacants stratégiques.

The Containment Engineer is: (1) an engineer responsible for all design, development, and construction of containment solutions needed for maintaining continuity of knowledge of nuclear materials and protecting critical security components; (2) an expert in the application and knowledge of computer aided design tools, modelling designs for various extreme conditions, the rapid prototyping of designs, and the final fabrication of mechanical and electrical components; (3) a technical writer of documentation for all mechanical and electrical designs. The Software Engineer is a focal point for IT issues for ANSN and plays the roles of (1) project manager for initiating, planning, executing and controlling agreed work; (2) an advisor to management, providing recommendations for improving work processes using IT tools; (3) a coordinator within the Department and Member States in the field of regional networks; (4) a team member, performing relevant software engineering disciplines and supporting ANSN stakeholders; (5) a solution provider, trouble shooting and fixing technical issues; (6) a presenter, lecturing at ANSN IT workshops. The incumbent is: (i) an analyst, reviewing and analysing existing business processes and making recommendations on improvement of these processes; (ii) a technical specialist, implementing electronic workflows for Departmental-wide consistency and control; (iii) a coordinator, ensuring coordination on efforts and effective execution of tasks related to publications, departmental correspondence and other main implementation means of the MP1; (iv) a trainer, ensuring that relevant staff in the Department are trained and informed about the changes and systems introduced. The Energy/Environmental Economist fulfils five principal roles: (1) analyst: performing holistic analysis of energy and environmental issues; (2) educator: building capacity in Member States in the area of energy-environment analysis and planning; (3) adviser: providing authoritative and objective analysis and information on energy system issues (including nuclear power) to Member States; (4) facilitator: working with Member States to meet their national energy development objectives; and (5) team member: working collaboratively within the Section on studies and analyses, as well as maintaining and developing analysis tools. The Senior Safeguards Evaluator is: (1) a leader providing technical oversight of the quality control activities of the Implementation Review Team and providing leadership for the professional and support staff comprising the team; (2) a developer with initiative and vision to identify changes to safeguards quality control review processes that will strengthen IAEA safeguards; (3) a coordinator of quality control review activities involving Departmental collaboration to improve safeguards effectiveness; and (4) a technical adviser, providing independent technical expertise to Departmental committees and to other Sections and Divisions in support of safeguards inspections, training, process development, and equipment needs. The Mass Spectrometry is (1) a team player working with the other members of the Mass Spectrometry Team on analyses, and (2) a technical specialist supervising and performing thermal ionization mass spectrometry measurements of actinides at high and low levels, troubleshooting complex instrument failures, and improving existing procedures and implementing procedures for new safeguards applications. The Senior Health Systems Strengthening is a: (1) Concept developer of a framework for PACT services and their integration with relevant initiatives of partner organisations; (2) Liaison/focal point contacting, and building alliances with a defined set of potential implementation partners for PACT in the governmental, intergovernmental, NGO and private sectors; (3) Adviser to the Director of PACT and DDG-TC on the development of new PACT services, potential joint planning opportunities with partners and technical aspects of the work of the Joint WHO/IAEA Programme for Cancer Control. (4) Knowledge leader/expert contributor keeping abreast with innovations and developments in the health-related development community with a focus on cancer control and health systems strengthening and translating these innovations into PACT's framework. The Safeguards Information Analyst works closely with staff members at all levels within the Section and in other Safeguards Divisions, guiding the activities of information assistants in reviewing, processing and entering data into relevant databases. He/she works jointly with State evaluation groups in defining and conducting analytical tasks and cooperates with IAEA and Member State technical and IT experts to further develop analysis processes for the benefit of the Department. The Safeguards Information Analyst is a team player, contributing to the preparation of analysis and State evaluation reports by working together with other members of the Section and other staff to collect, process and analyze information, and a specialist in the handling and quality assessment of safeguards related information. As an active member of the team, the Surveillance Systems Engineer is: (1) a technical professional, ensuring the efficient and effective implementation of the development, installation, service and verification of surveillance equipment; (2) an implementer, installing and verifying surveillance systems and techniques; (3) a project manager, coordinating development activities and tasks under Member State Support Programmes; (4) a technical writer, drafting and updating development requirements for safeguards surveillance instrumentation, equipment specifications, equipment procedures and other reports. The Senior Nuclear Security Officer is: (1) a manager and team leader, planning, leading and coordinating the activities of the Section, in accordance with Member States' needs, and monitoring their implementation; (2) a substantive expert in nuclear security systems and measures, managing projects of particular technical complexity and/or sensitivity; (3) a coordinator of projects involving IAEA-wide efforts and the participation of experts from Member States and other relevant international organizations or inter-agency collaborative projects within the UN system; and (4) a scientific secretary to international scientific meetings related to nuclear security, overseeing the preparation and editing of scientific or technical reports, manuals, proceedings and other publications that provide nuclear security guidance, as well as scientific or technical documentation and papers for discussion. The Director is also the principal adviser to the Deputy Director General as regards meeting the needs of Member States and positioning the programme to deliver those needs. Furthermore, he/she provides general strategic direction and guidance to staff in the Division, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience. The Director is: 1) an adviser to the Deputy Director General on issues and trends impacting the TC programme in the Asia and Pacific region; 2) a manager of the human and financial resources assigned to the Division, ensuring development of programmes responding to Member States' priority needs; 3) a leader providing strategic direction and motivating staff in the Division, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; 4) an advocate for the TC programme, building strategic partnerships and alliances with stakeholders at the regional and national level and demonstrating the IAEA's comparative advantage.
