In accordance with the provisions of Article of the NATO Financial Regulations and Financial Rules and Procedures for the NATO International Staff (IS), we are pleased to inform you that the solicitation of offers stated above has been issued by the NATO IS Procurement Service. 2. The purpose of this procurement action is to award a contract concerning: Design study of the refurbishment project of Building Z on the site of the NATO Headquarters, situated Boulevard Leopold III at 1110 Brussels (Belgium). The Design study covers the mission of Architecture, Technical Engineering, and Health & Safety Coordination 3. An electronic version of the invitation for bids has been posted on the NATO IS Business Opportunities web-site Governing Rules and Eligibility 4. This procurement action will follow the International Competitive Bidding procedure specified in Reference A. 5. To be eligible to participate in the bidding process, Bidders must: Be based in NATO member nations, and be in sound legal and financial standing. Possess prior experience in the provision of products and services substantially similar to those specified in the invitation for bids. DMS

2 Bidding Procedure and Closing Date 6. Detailed instructions about the preparation, submission, and evaluation of proposals are provided in Part I of the invitation for bids (Instructions for the Preparation and Submission of Proposals). 7. Offers are due on at hrs (Brussels time) 8. Final selection and contract award is expected beginning of May The contract will start immediately after contract award. Evaluation Criteria and Contract Award 10. Bidders will be evaluated on the documentation submitted and their financial offer. The contract will be awarded to the Bidder whose proposal represents the lowest compliant bid in accordance with the factors specified in the solicitation. 11.
