ADMINISTRATION GÉNÉRALE / GENERAL ADMINISTRATION 7.1 DEMANDE DE REMBOURSEMENT À L'ÉCOLE NATIONALE DES POMPIERS C.M Considérant que les municipalités de la MRC de Pontiac ont tous adopté le schéma de couverture de risques en incendie; Considérant que la formation des pompiers et des officiers est une obligation selon Le règlement sur les conditions pour exercer au sein d un service de sécurité incendie municipal; Considérant que l ENPQ envoie systématiquement les livres d instruction en français aux candidats qui sont inscrit à une formation; Considérant que la municipalité doit défrayer les couts des livres; Considérant que quatre-vingt pourcent (80%) des pompiers de la MRC de Pontiac suivent la formation en anglais; Il est proposé par madame Colleen Larivière et résolu de demander au Ministre de sécurité publique que l ÉNPQ rembourse l achat des livres en français ou de fournir des livres en anglais pour la formation. c.c. 4 C.M CONSIDERING the municipalities of the MRC Pontiac have all adopted the Fire Safety Cover Plan; the training of firefighters and officers is an obligation under the terms of the 'Le règlement sur les conditions pour exercer au sein d un service de sécurité incendie municipal; ENPQ routinely sends the instruction books in French to candidates who are enrolled in a training; the municipality must pay the costs of books; that eighty percent (80%) of the firefighters of the Pontiac MRC take the training in English; It was moved by Mrs Colleen Larivière and resolved to request from the Minister of Public security that the ENPQ refund the purchase price of the French books or that they provide English books for training. c.c. 5 Coulonge, Chichester, Sheenboro, Rapides-des-Joachims, TNO de Pontiac jusqu'au 1 novembre EXTENSION OF SUBMISSION OF ROLES ( ) PORTAGE-DU-FORT, BRYSON, CAMPBELL'S BAY, FORT-COULONGE, CHICHESTER, SHEENBORO, RAPIDES-DES-JOACHIMS, TNO DE PONTIAC; C.M the MRC Pontiac is responsible for managing the property assessment; Servitech is the signatory of our assessment roll; the late receipt of data relevant to the equilibration (marketing plans, tables, grades of soil); it is the recommendation of Servitech to ask for the extension of the deposit of the role ( ) for the municipalities of Portage-du-Fort, Bryson, Campbell's Bay, Fort-Coulonge, Chichester, Sheenboro, Rapides-des-Joachims, TNO de Pontiac; It was moved by Mr. Graham Hawley and resolved to request an extension of the filing of the assessment rolls of the municipalities of Portage-du-Fort, Bryson, Campbell's Bay, Fort-Coulonge, Chichester, Sheenboro, Rapides-des-Joachims, TNO de Pontiac until November 1, ADOPTED 7.3 CASTOR GÉANT - TRANSFERT D'ENTENTE DE BAIL DÉSISTEMENT DE L AUTORISATION DE CONSTRUCTION ET D ENTRETIEN D UN SENTIER RÉCRÉATIF SUR LES LOTS 24 À 49 DU RANG A DU CANTON DE LESLIE C.M ATTENDU ATTENDU ATTENDU que la MRC Pontiac a acquis une autorisation de construction d un sentier récréatif de 13,7 km (ski de fond, pédestre et de vélo) par le Ministère des Ressources Naturelles le 14 avril 2011 pour le sentier du Castor Géant affectant les lots 24 à 49 du rang A du Canton de Leslie (Otter Lake) ; que la MRC Pontiac a joué le rôle d initiateur de développement dans ce projet dans le cadre du réseau de sentiers de la MRC Pontiac ; que la MRC travaille de pair avec les organismes du milieu de sorte qu ils puissent se prendre en main et gérer des projets de développement ; Procès-verbal Conseil des Maires avril 2015 Page 5 sur 24

6 ATTENDU ATTENDU ATTENDU ATTENDU que la police d assurance de la MRC Pontiac couvre les activités sur le sentier du Castor Géant sur les lots précités ; que le sentier du Castor Géant couvrait à la fois les lots précités ainsi que le territoire de la Fondation du Parc Leslie ; que la Fondation du Parc Leslie est un organisme à but non-lucratif qui dispose d une expérience certaine au niveau récréotouristique et dans la gestion de projets ; que la Fondation du Parc Leslie est le bénéficiaire direct des aménagements réalisés au sentier du Castor Géant ; Il est proposé par madame Irene Nadeau et résolu que la MRC Pontiac se désiste de l autorisation du Ministère des Ressources Naturelles pour la construction et l entretien d un sentier récréatif sur les lots 24 à 49 du canton de Leslie (sentier du Castor Géant) et de retirer le sentier du Castor Géant de sa police d assurance une fois le désistement entériné par le Ministère des Ressources Naturelles. Il est également recommandé que cette autorisation puisse être transférée à la Fondation du Parc Leslie. WITHDRAWAL OF AUTHORIZATION FOR THE CONSTRUCTION AND THE MAINTENANCE OF A RECREATIONAL TRAIL ON LOTS OF RANGE A OF THE LESLIE TOWNSHIP C.M the MRC has acquired a building permit for a 13.7 km recreational trail (skiing, hiking and biking) by the Ministry of Natural Resources on April 14, 2011 for the Beaver Switchback Trail affecting lots of Range A of the Township of Leslie (Otter Lake); the MRC has played the role of initiator in developing this project for the MRC's trail network ; the MRC works with community organizations so that they can take charge and lead development projects; the MRC's insurance policy covers activities on the Beaver Switchback Trail on the mentioned lots; the Beaver Switchback Trail covered both the above items and the territory of the Foundation of Leslie Park; Leslie Park Foundation is a non-profit organization with wide experience in tourism and project management; Leslie Park Foundation benefits directly from the development of the Beaver Switchback Trail; Procès-verbal Conseil des Maires avril 2015 Page 6 sur 24

7 It was moved by Mrs Irene Nadeau and resolved that the MRC withdraws from the authorization of the Ministry of Natural Resources for the construction and maintenance of a recreational trail on lots 24 to 49 of Township Leslie (Beaver Switchback Trail) and remove this trail from its insurance policy once the withdrawal be endorsed by the Ministry of Natural Resources. It is also recommended that this authorization be transferred to the Leslie Park Foundation 7.4 RENOUVELLEMENT DE CONTRAT ENTRETIEN DE GAZON 2015 C.M CONSIDÉRANT CONSIDÉRANT nous sommes allez en appel d'offre pour l'entretien du gazon en 2014; que le Jardin éducatif était le plus bas soumissionnaire; Il est proposé par monsieur Bill Stewart et résolu de renouveler le contrat pour l'entretien du gazon avec Jardin éducatif au même prix que l'année RENEWAL OF GROUNDS MAINTENANCE CONTRACT FOR 2015 C.M we went to tender for lawn care in 2014; the Jardin éducatif was the lowest bidder; It is proposed by Mr. Bill Stewart and resolved to renew the contract for lawn maintenance with Jardin Éducatif at the same price as the year PERMISSIONS POUR L USAGE DU TERRAIN DE LA MRC PONTIAC ÉQUIPE JUNIOR B DE SHAWVILLE C.M Il est proposé par monsieur Terry Murdock et résolu d'approuver la demande de l'équipe de hockey junior B et de leur accorder la permission d entretenir le terrain de la MRC Pontiac dans la municipalité de Shawville pendant les foires annuelles de Shawville édition REQUEST FROM THE JUNIOR B HOCKEY TEAM Procès-verbal Conseil des Maires avril 2015 Page 7 sur 24

8 C.M It is moved by Mr. Terry Murdock and resolved to approve of the request of the Junior B hockey team and grant them permission to man the MRC Pontiac property in the Municipality Shawville during the annual Shawville Fair 2015 edition. IT IS SUGGESTED THAT THE WARDEN DRAFT A LETTER OF SUPPORT FOR THE PONTIAC JUNIOR B IN REGARDS TO THE SEVERITY OF THE SITUATION OF THE DISAPPEARANCE OF THE TEAM. THIS LETTER SHOULD BE ADDRESSED TO MR. RYAN BARBER 7.6 MAINTIEN DE L ÉQUITÉ SALARIAL C.M CONSIDÉRANT CONSIDÉRANT CONSIDÉRANT que la MRC Pontiac doit réaliser le maintien de l équité salarial que la MRC Pontiac et le syndicat ont collaboré la réalisation du maintien de l équité salarial en 2010; que les parties conviennent du respect des méthodes d évaluation et outils utilisés lors de ce maintien en 2010; EN CONSÉQUENCE, l employeur s engage à réaliser le maintien de l équité salarial en comité paritaire composé par les membres des deux parties tel que défini par la loi de l équité salarial. EN CONSÉQUENCE, l employeur libère deux employés sans perte de salaire pour un maximum de trois (3) jours afin de procéder à la préparation et la réalisation de ces travaux. Les parties pourront convenir éventuellement de jours supplémentaires de libérations si les travaux ne sont pas terminés. MAINTAINING OF PAY EQUITY C.M the MRC Pontiac has to maintain the pay equity; the MRC Pontiac and the union collaborated in 2010 to achieve the maintenance of pay equity; the parties agree the respect of the assessment methods and tools used during this exercise in 2010; Procès-verbal Conseil des Maires avril 2015 Page 8 sur 24

9 THEREFORE, the employer promises to maintain the pay equity joint committee composed of members of both parties, as defined by the law of pay equity. THEREFORE, the employer releases two employees without loss of pay for up to three (3) days in order to proceed with the preparation and completion of this work. The parties will eventually agree on additional days if the work is not complete. It was moved by Ms. Sandra Murray and resolved to approve the agreement as amended. L ÉVALUATION DES NOUVEAUX EMPLOIS. C.M CONSIDÉRANT que les parties conviennent du report des délais de l article 20,01 de la convention collective CONSIDÉRANT CONSIDÉRANT que la MRC Pontiac doit réaliser le maintien de l équité salariale pour le 31 décembre 2015; que la MRC Pontiac et le syndicat collabore à la réalisation du maintien de l équité salariale en 2015; EN CONSÉQUENCE, les parties conviennent de procéder à l évaluation des nouveaux emplois soit celui d inspecteur en bâtiment et beaux de villégiature ou tout autres postes modifiés ou créés depuis le 31 mars 2015; EN CONSÉQUENCE, l employeur devra appliquer rétroactivement à la date d entrée en fonction tout ajustement aux nouveaux employés y ayant droit Il est proposé par madame Kathy Bélec et résolu d'approuver de l'entente telle que présentée. EVALUATION OF NEW JOB POSITIONS. 10 building inspector and leases and any other modified or created positions since March 31, 2015; THEREFORE, the employer will retroactively apply from the date of entry any adjustment to the new employees entitled It was moved by Ms. Kathy Belec and resolved to approve the agreement as presented. 7.7 RECOMMANDATION DE DISSOLUTION DE LA SOCIÉTÉ DE VOIE NAVIGABLE TÉMISKAWA CM CONSIDERANT CONSIDERANT CONSIDERANT CONSIDÉRANT CONSIDÉRANT CONSIDERANT l'évolution du système voie de contournement navigable d'ottawa au lac Témiscamingue lancé en 1993; des sept (7) premiers partenaires il en reste seulement que deux (2); que le Projet de la rivière des Outaouais continuera à fonctionner le contournement de Fitzroy Harbour; que la MRC de Pontiac exploite les contournement de Portage-du- Fort, Bryson, Chapeau, Desjardinsville et des Rapides-des-Joachims; que toutes les activités de gestion ont été menées par l'administration de la MRC de Pontiac au cours des dernières années; les exigences juridiques et fiscales pour le maintien d'une société active; Il est proposé par M. Terry Murdock et résolu de recommander à la voie navigable de Temiskawa de fermer leur société et de transférer toutes les responsabilités restant à la MRC de Pontiac. RECOMMENDATION TO DISSOLVE THE TÉMISKAWA WATERWAY CORPORATION C.M CONSIDERING the evolution of the waterway bypass system from Ottawa to Témiscamingue lake initiated in 1993; CONSIDERING that from the initial seven (7) partners there are only two (2) remaining; CONSIDERING that the Ottawa River Project will continue to operate the Fitzroy Harbour bypass; Procès-verbal Conseil des Maires avril 2015 Page 10 sur 24

11 CONSIDERING CONSIDERING CONSIDERING that the Pontiac MRC operates the Portage-du-Fort, Bryson, Chapeau, Desjardinsville and Rapides-des-Joachims bypasses; that all management activities have been conducted by the MRC Pontiac administration for the past few years; the fiscal and legal requirements for maintaining a corporation in activity; It is proposed by Mr. Terry Murdock and resolved to recommend to the Temiskawa waterway to close their corporation and to transfer all remaining responsibilities to the Pontiac MRC. 8. UNANIMOUSLY AUTHORITY OF PAYMENT OF THE LIST OF BILLS Certificate of availability of credits I, the undersigned, RÉMI BERTRAND, Secretary-Treasurer of the Regional County Municipality of Pontiac certify that there are sufficient credits available to carry out the expenditure mentioned above.
