2 REPUBLIQUE DU CAMEROUN REPUBLIC OF CAMEROON Paix Travail Patrie Peace - Work Fatherland BP 441 Yaoundé Tél.: APPEL D OFFRES NATIONAL OUVERT N 32/14/AONO/DG /CIPM /CNPS DU 30 JUILLET 2014 POUR LES TRAVAUX DE REFECTION DU CENTRE DE PREVOYANCE SOCIALE (CPS) DE GAROUA ET DES RESIDENCES DE CHEF DECENTRE DE GAROUA, MAROUA ET YAGOUA EN DEUX (02) LOTS INDEPENDANTS, EN PROCEDURE D URGENCE 1- Objet Le Directeur Général de la Caisse Nationale de Prévoyance Sociale lance un Appel d Offres National Ouvert pour les travaux de réfection du Centre de Prévoyance sociale (CPS) de Garoua et Résidences de Chef de Centre de Garoua, Maroua et Yagoua, en deux (02) lots indépendants, en procédure d urgence. 2- Consistance des travaux Les travaux objet du présent Appel d Offres portent sur l étanchéité, la peinture, la maçonnerie, la plomberie, l électricité et la pose de rideaux et sont reparties en deux (02) lots indépendant : - Lot n 1 : CPS Garoua, Résidence Chef CPS Garoua ; - Lot n 2 : Résidence Chef CPS Maroua, Résidence Chef CPS Yagoua 3- Participation La participation au présent Appel d'offres est Ouverte aux sociétés ayant une expérience avérée dans le domaine 4- Financement Les travaux objet du présent Appel d Offres sont financés par le budget de la CNPS, Exercice 2014, Rubrique : 7-2D220665, 7-2D22061, 6-2D220638, 6-2D Consultation du Dossier d Appel d Offres Le dossier peut être consulté aux heures ouvrables dès publication du présent Avis au Service des Marchés, 5e étage, porte 517 de l Immeuble CNPS sis à l avenue Kennedy à Yaoundé. 6 Acquisition du Dossier d Appel d Offres Le dossier peut être obtenu aux heures ouvrables dès publication du présent Avis au Service des Marchés de la CNPS. Le retrait sera conditionné par la présentation d une quittance de versement d une somme non remboursable de (soixante mille) francs CFA dans le Compte d Affectation Spécial CAS-ARMP ouvert dans les agences BICEC. L absence de la caution de soumission entraîne à l ouverture des plis, le rejet de l offre. Sous peine de rejet, les autres pièces administratives devront être impérativement produites en originaux ou en copies certifiées conformes par le service émetteur conformément aux stipulations du Règlement Particulier de l Appel d Offres (RPAO). Elles devront obligatoirement dater de moins de trois mois précédant la date de dépôt des offres ou avoir été établies postérieurement à la date de signature de l Avis d Appel d Offres. Toute offre non conforme aux prescriptions du présent Avis et du Dossier d Appel d Offres sera déclarée irrecevable, notamment pour défaut de caution de soumission. 9-Ouverture des plis L ouverture des offres administrative, technique et financière aura lieu dans la salle de réunions de la Commission Interne de Passation des Marchés au 4e étage, porte 416 de l Immeuble CNPS sis à l Avenue Kennedy le, le 01 septembre 2014 à 12 heures, heure locale, par la Commission Interne de Passation des Marchés siégeant en présence des soumissionnaires ou de leurs représentants dûment mandatés et ayant une parfaite connaissance de la soumission dont ils ont la charge. 10- Délai d exécution Le délai d exécution prévu par le Maître d Ouvrage est de trois (03) moispour chaque lot 11- Critères éliminatoires : Les Critères éliminatoires sont les suivants : Absence d une pièce administrative ; Fausses déclarations ou falsification des documents ; Omission d un prix unitaire quantifié dans l offre financière ; Non validation d au moins 70% des sous critères de qualification. 12- Critères de qualification Les critères de qualification des candidats sont les suivants : N CRITERES 1 Présentation générale de l offre Reliure en spirale Mise en forme du document (lisibilité) Ordonnancement des différentes parties du document Intercalaires en couleur EVALUATION OUI NON 3

4 2 Références générales de l entreprise Organigramme schématique général de l entreprise Montant total des prestations similaires (réfection, construction ou réhabilitation) effectuées au cours des trois dernières années supérieur ou égal à (vingt millions) de francs CFA 3 Capacité de financement Une attestation de capacité de financement délivrée par une banque de 1er ordre d un montant égale à (quinze millions) de francs CFA pour chaque lot 4 Qualification et Expérience du personnel clé Conducteur des travaux : Ingénieur de travaux de Génie Civil (Bac +3) Expérience : au moins cinq (05) années Inscription à l ordre des Ingénieur de Génie Civil. 6 REPUBLIQUE DU CAMEROUN REPUBLIC OF CAMEROON Paix Travail Patrie Peace - Work Fatherland aisse Nationale de Prévoyance Sociale National Social InsuranceFund BP 441 Yaoundé Tél.: OPEN NATIONAL INVITATION TO TENDER N 32/14/AONO/DG/DAG/SM/CNPS of 1 ST AUGUST 2014 FOR THE REHABILITATION WORKS OF THE SOCIAL INSURANCE CENTRES OF GAROUA AND THE CHIEF OF CENTRE RESIDENCES IN GAROUA, MAROUA AND YAGOUA THROUGH THROUGH IN TOO (02) INDEPENDENT LOTSTHE PROCEDURE OF URGENCY 1- SUBJECT The Manager General of the National Social Insurance Centre launches an Open Invitation to tender for rehabilitation works of the social insurance centre of Garoua and the chief of centres residence in Garoua, Maroua and Yagoua through the procedure of urgency. 2- Nature of Services Services which are subject of this invitation to tender consist of: waterproof, paint, masonry, plumbing, electricity and the laying of curtains. 3- Participation Participation in the present invitation to tender is open to Cameroon based companies with experience in the domain mentioned above. 4- Financing Works subject of the present invitation to tender are financed by the budget of the NSIF, 2014 financial year. Budget Head:7-2D220665, 7-2D22061, 6-2D220638, 6-2D Consultation of the File The file may be consulted during working hours as soon as this notice is published at the Contracts Service, 5th floor, room 517 of NSIF building at Avenue Kennedy Yaounde. 6 Acquisition of the tender file The file may be obtained during working hours as soon as the present notice is published from the contracts service head of the NSIF, against payment of a non refundable sum of ( sixty thousand) CFA F in a special account CAS-ARMP open in BICEC branches. At the time of withdrawal, bidders must in any case get registered indicating their full address (post office box number, telephone). 7-Submission of Offers 6

7 Each tender drafted in English or in French shall be produced in seven (07) copies of which one (01) original and six (06) photocopies marked as such in a sealed envelope and submitted to the Contracts Service against an acknowledgement receipt on the 5th floor, room 517, NSIF building at Avenue Kennedy latest on 1 ST September 2014 at 11 o'clock, local time and should be labeled ; OPEN NATIONAL INVITATION TO TENDER N 32/14/AONO/DG/DAG/SM/CNPS of 1 ST AUGUST 2014 FOR THE REHABILITATION WORKS OF THE SOCIAL INSURANCE CENTRES OF GAROUA AND THE CHIEF OF CENTRE RESIDENCES IN GAROUA, MAROUA AND YAGOUA THROUGH THROUGH IN TOO (02) INDEPENDENT LOTSTHE PROCEDURE OF URGENCY TO BE OPENED ONLY DURING THE BID OPENING SESSION 8-Admissibility of offers Each bidder must include in his administrative documents a bond issued by a first class bank approved by the Ministry in charge of Finance and in conformity to the attached model, an amount per lot: - Lot n 1: Francs CFA ; - Lot n 2 : Francs CFA The validity of this deposit is 120 days from the deadline set for the submission of tenders. The absence of a deposit during the bid-opening session shall be rejected. Under the pain of being rejected the other administrative documents required must either be the originals or certified true copies certified by the issuing service in accordance with the specifications of the special regulations of the invitation to tender. They must be dated less than three (03)months preceding the date of submission of the tender or must have been signed after the date of signing the invitation to tender. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence of a bid bond or the non respect of the models of the tender file documents. 9-Opening of Bids The opening of the administrative, technical and financial offers shall be in the Tenders Board Conference Hall on the fourth (4th) floor, Kennedy building, room 416 at the date set for the submission of files on 1 ST September 2014 from 12 noon, local time by the tenders Board, sitting in the presence of bidders or their representatives duly elected and having a perfect knowledge of the tender files for which they are responsible. 10- Delivery deadline The limit provided by the project manager is three (03) months 11- EliminatoryCriteria: The Eliminatory criteria are as follows Absence of an administrative document; False declarations or forged documents; Absence of a unit price quantified in the financial offer of the bidder; 7
