2 FERRMED OBJECTIVES FERRMED is a non-profit multisectoral Association that was founded by the private sector in Brussels on the 5th of August 2004 in order to improve rail freight transportation and industrial competitiveness in Europe. FERRMED is promoting the implementation of common technical railway standards, the so-called "FERRMED Standards"; the improvement of the connections of Ports and Airports with their respective hinterlands; the upgrade of smart intercities links through the rise of EU CORE NET CITIES PLATFORM and FERRMED EU CORE NET CITIES Tribunes; the Full FERRMED Corridors achievement (for freight, considering only the most important part of the EU Railway Core Network); the evaluation of the challenges and opportunities of the multimodal transportation network development, related to the three global vectors of growth and the conception of a Great Rail Freight Axis Scandinavia- Rhine-Rhone-Western Mediterranean, as a backbone of one of these vectors. Another key FERRMED objective is the optimization of the full logistics chain considering appropriate intermodality, reducing costs, increasing quality, assuring traceability and reliability, accomplishing lead times and timetables and improving management procedures in the transportation systems. 5 THE THREE GLOBAL GROWTH VECTORS The EU and neighbouring countries are going forward to a new socio-economic dimension following the three emerging global growth vectors: A)European Union Locomotive Regions (EULER) Vector B)Eurasian Vector B C)Far-East/South Asia Mediterranean Vector The increase of competitiveness is mainly oriented towards these emerging vectors, particularly in the intersection areas 5

6 THE INTERSECTION OF FAR-EAST / SOUTH ASIA MEDITERRANEAN VECTOR AND EULER VECTOR The Far-East/South Asia-Mediterranean Vector includes the route in the world with the most critical mass. More than 60% of the world population is connected to this itinerary that overflows to the Pacific and Atlantic basins. The EULER Vector has direct or close impact on over 54% of EU population and 66% of the GDP. In addition the Vector has a great influence over more than 70 million inhabitants in North Africa. The intersection of these two global growth vectors occurs in the Western Mediterranean Basin. The opportunities for economic development of this Intersection Area are enormous. I. 7 LIMITATIONS IN TRANSPORTATION NETWORK (I) Regrettably the railway transportation network in this Area has significant limitations and bottlenecks like the length of the freight trains (Italy and Spain) the width of the tracks (Spain), infrastructure development in France (Contournement Est de Lyon, the new Montpellier Perpignan line, the new Lyon Turín link), in Spain (adaptation and capacity increase of existing lines in the Mediterranean Corridor to international width, new lines between Tarragona and Valencia, Murcia and Almeria, Almeria Malaga Algeciras and others) and in Maghreb (refurbishment of existing lines and new lines (Trans-Maghreb line and penetration lines from Mediterranean to Central Africa). 8 LIMITATIONS IN TRANSPORTATION NETWORK (II) This situation causes the railway s share of land transportation to be very low in that zone and, as a consequence, overruns and negative environmental impact. Strong and coordinated actions to solve these limitations (including adequate links to intermodal terminals and ports) are urgently required in France, Italy, Spain, Morocco, Algeria and Tunisia. Furthermore, stable short sea shipping routes are necessary in order to convey the increasing trade flows in this area. Better balancing of Asian traffic between Northern Sea Ports and Western Mediterranean ports, could represent an increase of traffic in Southern ports of more than 100% by I. 16 FULL FERRMED CORRIDORS (I) We understand as FULL FERRMED CORRIDORS the ones that FERRMED Standards are fully implemented. FERRMED agrees in the Standards proposed by EC DG MOVE but strongly insists in the progressive introduction of long and heavy trains, only in the corridors that link the leading ports and logistics and industrial areas. This kind of trains allow to increase the payload between 75% and 100%, to reduce operating costs by 25% and to boost the lines capacity in more than 50% 16

20 EU CORE NET CITIES PLATFORM (II) Qu est-ce que l EU CORE NET CITIES PLATFORM? C est un puissant cluster de villes reliées par les corridors qui font partie du «Réseau transeuropéen de transport», promu par la Mairie de Barcelone, avec le soutien de FERRMED. Objectifs Clés Contribuer à la cohésion et au progrès de l'union européenne par le développement continu et novateur: des systèmes de transport (pour le Fret et les Passagers), des Chaînes Logistiques, de la transmission d énergie, d applications intelligentes d information et de communication télématiques, d urbanisme attaché a des infrastructures interdépendantes et du déploiement de la gestion d'entreprise participative. 20

La PLATFORM est ouverte à toutes les villes de l UE concernée par le RTE-T (Réseau transeuropéen de transport). Les villes des pays voisins sont aussi acceptées. 21

22 TRIBUNES FERRMED EU CORE NET CITIES SUJETS PRINCIPAUX Promouvoir des liens intelligents entre les villes en fonction des objectifs de l'ue CORE NET CITIES. Convoiement des initiatives et des demandes venant de la base pour les faire remonter auprès de la CE, du Parlement de l UE, des Etats et Régions Membres, concernant le développement et l amélioration des Corridors du Réseau Principal Intermodal (incluant les sujets : Transport & Logistique, Energie, TIC, Interaction entre la planification urbaine, et la Gestion des entreprises) Analyser les problèmes présents et les conditions à venir dans les différentes sortes de liens Inter-Villes. Proposer des solutions innovantes 22
