1 JOB DESCRIPTION JOB PROFILE Job title: Division/Department: Reports to: Coordinator, Plant and Facilities Director, Administrative Services POSITION SUMMARY Reporting to the Director, Administrative Services, the incumbent is responsible for all management duties for all programs and activities related to the management of material resources (capital projects, building maintenance, facilities, energy resources, property management, space and grounds management, cleaning, civil liability and insurance, housekeeping, etc.). The position plays an important role of providing consulting services and functional expertise to the Office of the Director General, College administrators, and administrative units so as to promote the optimal management of material resources. GENERAL RESPONSIBILITIES Participates in the development of College policies, objectives, and regulations Represents the administration on committees and official bodies of the College, including the Board of Governors and the Executive Committee Represents the College at some outside organizations including bodies of the various ministries and the Fédération des Cégeps Ensures compliance with government laws, policies, and regulations as well as with College policies and regulations MANAGEMENT RESPONSIBILITIES In collaboration with the Director, Administrative Services, Sets the annual objectives of his/her department, manages their implementation, and evaluates the results in keeping with the orientations of the College Establishes budget forecasts for his/her department, administers the budget, analyzes variances, and takes the appropriate corrective measures Plans the human resources required for his/her department and participates in the selection of personnel in accordance with the practices and policies in force Leads staff under his responsibility with work integration, task distribution, professional development and with the application of staff policies and working conditions Oversees and evaluates the performance of departmental staff

2 JOB DESCRIPTION (cont d) PRIMARY RESPONSIBILITIES Sets policies or direction for property management and the procurement of goods and services Ensures the development, implementation, and application of rules and procedures relating to preventive maintenance, physical maintenance and housekeeping, procurement, and energy management. Analyzes space needs and utilization in order to suggest construction, improvements, extensions, layouts or development, the leasing of surplus space, or disposal of property, and organizing the realization of such plans Ensures the management of physical space in accordance with the plan for the use of space/premises Ensures the development, implementation, management, and updating of an asset inventory system and a preventive maintenance system for facilities and movable and immovable property Ensures the development of rules and procedures relating to purchasing and supply and to inventory management Provides financial oversight of capital projects Ensures the implementation and oversight of methods to guarantee safety and ensure the protection of property and buildings as well as the safety of individuals in them Ensures the implementation, the operation, and control of the means of communication in the establishment such as telephones, courier service, and postal service Ensures the quality of the environment in terms of both comfort and aesthetics through balanced energy management, measures to ensure the quality of air and water, cleanliness of the premises, and conservation of the establishments and respect for their architectural design Coordinates supporting activities such as general insurance, courier service, printing, parking, landscape maintenance, special events, and all other actions to support the material or logistical needs of the organization Provides the technical expertise for development and redevelopment projects and for the acquisition of facilities, and estimates the costs Ensures the development of plans and specifications for calls for tenders for projects involving development and redevelopment, and the acquisition of fixed equipment. Analyzes bids, negotiates contracts, and recommends their awarding Plans, coordinates, and oversees the realization of construction site activities, where required Ensures the follow-up of recommendations related to the various government inspections Develops the internal emergency response plan and oversees its application and updating Assists and advises the Office of the Director General regarding the services under his/her responsibility Performs any other task consistent with his/her duties assigned by the Office of the Director General 2

3 JOB DESCRIPTION (cont d) REQUIREMENTS Education: A bachelor's degree in engineering and membership in the related professional order Experience: Five (5) years of relevant experience including a solid background in large-scale project management. 4 DESCRIPTION DE POSTE PROFIL DU POSTE Titre du poste : Division/ département : Relève de: Coordonnateur, Services ressources matérielles Directeur/trice, Services administratifs SOMMAIRE DU POSTE Sous la supervision du Directeur/trice, Services administratifs, le titulaire assume toutes les fonctions de gestion pour l ensemble des programmes et des activités reliés à la gestion des ressources matérielles (les projets d immobilisations, les chantiers, l entretien des bâtiments, des équipements et des terrains, des ressources énergétiques et de la gestion immobilière). Il/elle joue un rôle-conseil et d expert auprès de la direction, des cadres du Cégep et des unités administratives afin de favoriser la gestion optimale des ressources matérielles. RESPONSABILITÉS GÉNÉRALES Élabore, recommande et met en œuvre les plans de travail annuels des ressources matérielles, en assure la réalisation et en évalue les résultats en fonction de la mission et du plan stratégique du Cégep; Établit les prévisions budgétaires de son service et des ressources matérielles du CÉGEP, administre les budgets, questionne les écarts et prend les mesures correctrices appropriées; Définit les politiques ou orientations en matière de gestion immobilière et des équipements; Analyse les besoins et l utilisation des espaces et des équipements, propose un plan de travail annuel et en assure la mise en œuvre, y compris les chantiers de construction; Collabore à l élaboration des objectifs et des plans de travail de sa direction. Représente la direction dans son champ d expertise auprès des comités, instances officielles du Cégep et organismes extérieurs oû sa présence est requise; S assure du respect des lois, des politiques et règlements gouvernementaux et des politiques et règlements du Cégep. Prévoit les ressources humaines requises de son service et contribue à la sélection du personnel conformément aux pratiques et politiques en vigueur; Informe le personnel de son service et le dirige notamment quant à l accueil, à l intégration au travail, au contenu et à la répartition des tâches, au perfectionnement, à l application de politiques de personnel et de conditions de travail et l appréciation du rendement;. S assure de la qualité de l environnement tant dans ses aspects de confort que d esthétique par une gestion équilibrée de l énergie, des mesures garantissant la qualité de l air et de l eau, la salubrité des lieux, la conservation et le respect architectural des bâtisses; S assure de l élaboration des plans et des devis d appels d offres relatifs aux projets d aménagement, de réaménagement et d acquisition d équipements fixes. Analyse les soumissions, négocie les contrats et recommande leur adjudication aux personnes concernées. Exécute toute autre tâche connexe compatible avec sa fonction. EXIGENCES DU POSTE Formation académique: Diplôme universitaire de 1er cycle en génie Expérience: Cinq (5) années d expérience pertinente dont une solide expérience en gestion de projets d envergure. Une expérience au collégial ou dans un milieu syndiqué sera considérée comme un atout.
