1 Ramsar/WWF visit to Lac de Réghaïa, Algeria, December January 2004 Algeria Following its designation by Algeria as a Ramsar site in June 2003, the Lake of Réghaïa is increasingly recognised as a model wetland for the southern Mediterranean. In the framework of the partnership between the WWF Living Waters Programme, the Algerian Forestry Service (DGF, Direction Générale des Forêts) and Ramsar, a new phase is under way, with the first step being a public Information Centre on Wetlands being established in an existing building, currently managed as a wildfowl breeding centre. This first phase of transforming the building - aimed at environmental education of school groups and youths in general - is progressing well. A second phase (construction of a first floor that will welcome adults) has been funded by the Algerian Government as a matching contribution to the DGF-WWF project. It is also making good progress. On 12th December 2003, a joint visit by representatives from WWF (Denis Landenbergue, Living Waters Programme), and the Ramsar Secretariat (Nassima Aghanim, Assistant Adviser for Africa, followed by Abou Bamba, the Adviser for Africa, a few days later) gave a great opportunity to note how well this project is advancing. This visit was guided by Ammar Boumezbeur, Ramsar Focal Point for Algeria, and by Taleb Abderrahmane, Director of the Reghaïa Centre. A meeting with the Rotary Club of Alger-La Blanche also provided an occasion for a lively discussion with representatives from the DGF, WWF and Ramsar Secretariat on the importance of Algerian wetlands. This also gave an opportunity to commend the decision of Rotary Club to provide computer equipment and publications for the future library of the Reghaïa Centre. On 13th December 2003, Algeria's DGF (A. Boumezbeur), Ramsar (N. Aghanim) and WWF (D. Landenbergue) had the opportunity for a joint presentation at a Board meeting of the INBO (International Network of Basin Organisations) in Tipaza. Conservation actitivities for Algerian wetlands as well as priorities at the scale of large international basins (i.e. Lake Chad, Niger River and Lake Malawi/Nyasa/Niassa) were presented.

5 Ammar Boumezbeur and the visiting team Depuis sa désignation comme Site Ramsar par l'algérie le 4 juin 2003, le Lac de Réghaïa s'affirme de plus en plus comme une zone humide modèle du sud méditerranéen. Dans le cadre de la poursuite du partenariat entre le WWF/Programme "Eaux Vivantes", la Direction Générale des Forêts d'algérie et Ramsar, une nouvelle étape est en cours avec l'aménagement d'un Centre d'information du Public sur les Zones Humides, dans un bâtiment actuellement géré en tant que Centre Cynégétique. Cette première phase de transformations du bâtiment - ciblée sur l'éducation à l'environnement des classes scolaires et du public jeune - est en bonne voie de réalisation. Une seconde phase de travaux (création d'un 1er étage, où sera accueilli le public adulte), a été prise en charge par le Gouvernement d'algérie en tant que contre-partie au projet DGF-WWF. Elle est également en bonne voie d'avancement. C'est ce qu'a permis de constater la visite organisée sur place le 12 décembre 2003 par la D.G.F. (guidée par Ammar Boumezbeur, Point Focal Ramsar pour l'algérie, et par M. Taleb Abderrahmane, Directeur du Centre de Réghaïa), lors d'une visite en Algérie du WWF (Denis Landenbergue, Living Waters Programme) et de représentants du Secrétariat Ramsar (Nassima Aghanim, Assistante du Conseiller Régional Ramsar pour l'afrique, puis - quelques jours plus tard - Abou Bamba, le Conseiller Régional). Une rencontre avec le Rotary Club d'alger-la Blanche a également donnée l'occasion d'une discussion animée sur l'importance des zones humides algériennes avec les représentants de la DGF, du WWF et du Secrétariat Ramsar. Dans ce contexte, l'engagement du Rotary Club de fournir un équipement informatique ainsi que des publications pour la bibliothèque du Centre de Réghaïa mérite d'être salué. Le 13 décembre 2003, lors d'une réunion du Bureau du RIOB (Réseau International des Organisations de Bassins) organisée à Tipaza, la Direction Générale des Forêts en Algérie (Ammar Boumezbeur), Ramsar (Nassima Aghanim) et le WWF (Denis Landenbergue) ont eu l'occasion de présenter leurs activités en faveur des zones humides algériennes et leurs priorités à l'échelle de quelques grands bassin internationaux (notamment ceux du lac Tchad, du fleuve Niger et du lac Malawi/Nyasa/Niassa). -- reported by Denis Landenbergue, WWF Living Waters Programme
